Dear Mr. President:
It is with deep respect and admiration for you as Commander-
In-Chief and President that I write about my concerns over the
force structure reductions planned for the Army National Guard.
I support your overall philosophy of cutting the defense budget,
but not beyond what is prudent. The imperfect world in which we
live is still dangerous and will require a strong, trained, and
ready military force able to respond to our nation's needs. With
the dramatic geopolitical changes that have occurred throughout
the world, I believe the National Guard is an attractive cost
effective alternative to a large standing Army.
As you are well aware, Governors absolutely depend on the
National Guard in natural or man made disasters, the war on drugs
and many domestic issues. In fact, immediately following
Operation Desert Storm, I called upon our National Guard
personnel to run several of our state institutions while state
employees were on strike. But, probably more importantly, I
observed a patriotic outpouring for Desert Shield/Desert Storm in
our cities and towns not seen since WWII. I believe the call-up
of the National Guard and Reserve was in large measure
responsible for this support. Those who established and
implemented the Total Force Policy clearly understood the outcome
Vietnam had on our nation.
In the state of Montana, the DOD Force Structure Plan is
devastating. By FY 1994 our Army National Guard is scheduled to
be reduced 83%; approximately 3250 soldiers' positions out of
3900 will be eliminated. The citizen soldier will not be seen in
24 Montana communities where armories will close. Naturally, my
ability to react to the many threats confronting our citizens
will be sharply curtailed.

I would urge you to reconsider the present Base Force Plan.
Is the proposed mix between Active Force structure and National
Guard/Reserve Force structure the best plan for our nation and
states' needs? I believe, as do other Governors, that this
proposal is not balanced.
Thank you for your thoughtful consideration of this
important state issue.

growth.

Dear President Bush:
I am writing to express my concern about reductions being
made by the Department of the Army in the number of Army National
Guard units authorized in Massachusetts.
The Army National Guard as a whole is being reduced by five
percent in 1992, however the Massachusetts Guard force is being
reduced by seventeen percent. In 1993, while the Guard is to be
reduced by another thirteen percent, Massachusetts is being cut
by fifty percent.
I am concerned about the loss of a substantial part of a
force that I and the citizens of the Commonwealth rely upon to
respond during emergencies. Twice in the past year I called upon
the Guard when severe storms caused damage to property and
endangered lives in our communities. Finally, the loss of
difficult economic times.

I understand that there is a plan being developed that will
redistribute the units of the Army National Guard so that each
state receives an equitable share of the total force. We need
your help in insuring that an equitable redistribution is
effected by next year in order to ensure the continued vitality
of the Massachusetts National Guard.

Guard will be most appreciative of your efforts to ensure an
equitable allocation of units to the Commonwealth.

HOUSE CONCURRENT RESOLUTION NO. 1009
A CONCURRENT RESOLUTION, Requesting federal agencies to revise the wet-
lands policy.
WHEREAS, wetlands are areas that deserve consideration in order to pre-
serve harmony with this nation's land and its resources and natural systems
on which all life depends; and
WHEREAS, many environmental programs were developed nationwide through
Sections 401 and 404 of the Clean Water Act, the "Swampbuster" provision of
the 1985 Food Security Act, and the Food, Agriculture, Conservation and
Trade Act of 1990; and
WHEREAS, four federal agencies were assigned joint responsibility for
identifying and delineating jurisdictional wetlands including the United
States Army Corps of Engineers, Fish and Wildlife Service, Environmental
Protection Agency and the Soil Conservation Service; and
WHEREAS, rural residents, including farmers and ranchers, are subjected
to federal regulations restricting their management control of their pri-
vate property for the purpose of providing recreation, flood control,
groundwater recharge, surface water filtration, soil erosion retardation,
wildlife management and habitat for migrating waterfowl; and
WHEREAS, six billion dollars in federal funding is maintained for acqui-
sition and development of recreation land and facilities to be administered
by federal land management agencies; and
WHEREAS, South Dakota is one of several states whose location is in an
area referred to as the prairie pothole region which is credited with the
production of millions of waterfowl annually; and
WHEREAS, prairie potholes are specifically singled out in the 1991 pro-
posed revisions to the Federal Manual for Delineating Wetlands; and
WHEREAS, 1,304,771 acres have been determined to be wetlands and farmed
wetlands in South Dakota; and
WHEREAS, the amount of land that has been identified as wetlands and
farmed wetlands equals three percent of the total acres of farmland in
South Dakota; and
WHEREAS, such federal determinations of agricultural acres to be wet-
lands impacts agricultural commodity production and agricultural income in
South Dakota:
NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the
Sixty-seventh Legislature of the state of South Dakota, the Senate concur-
ring therein, that common sense wetland preservation provisions be estab-
lished; and
BE IT FURTHER RESOLVED, that any and all wetlands be defined as possess-
ing all three of the following mandatory wetland criteria simultaneously
appearing on the same site: (1) hydrology, (2) a predominance of hydric
soil, and (3) a prevalence of hydrophytic vegetation present;
BE IT FURTHER RESOLVED, that prairie potholes are not to be exempted
from these requirements in order to be classified as wetlands; and
BE IT FURTHER RESOLVED, that all existing wetland determinations be
amended and be subject to new regulations and rules of determination with
uniform evaluations, rights of appeal for landowners; and
BE IT FURTHER RESOLVED, that the federal government consult with state
and local governments to develop a unified, mutually agreeable management
program to protect our nation's wetlands; and
BE IT FURTHER RESOLVED, that a wetlands management program balance
wetland values with the needs of the state of South Dakota and its politi-
cal subdivisions and individual property rights; and
BE IT FURTHER RESOLVED, that any leaseholder, renter or owner be compen-
sated equitably for the taking of any lands through the classification as
wetlands; and
BE IT FURTHER RESOLVED, that for the protection and preservation of our
natural resources as well as our human resources and our free enterprise
system and democratic way of life, the wetland preservation rules be re-
vised and promulgated in consideration for the food and fiber industries of
South Dakota and other states; and
BE IT FURTHER RESOLVED, that this resolution be communicated to the
President of the United States, South Dakota's delegation in the United
States Congress, the South Dakota and the United States Secretaries of Ag-
riculture, the United States Secretary of the Interior, the administrator
of the United States Environmental Protection Agency, the director of the
United States Fish and Wildlife Service, the administrative director of the
Soil Conservation Service of the United States Department of Agriculture
and the commander of the United States Army Corps of Engineers.

Dear Mr. President:
I am writing this letter out of concern for the effect that Department of
Defense proposed cuts will have on the Utah Army National Guard and the state
of Utah as a whole.
As I am sure you are aware, the Army National Guard performed in an
outstanding manner during Operation Desert Storm. In Utah, 21% of our Army
National Guard was mobilized on very short notice and performed admirably as
did our Air National Guard.
The National Guard is a major contributor to the life of the individual
communities of Utah as well as the state as a whole. For instance, in the
small community of Fillmore, Utah, with a population of slightly over 2,000
people, the National Guard armory is a focal point of activity within the
town. Young people growing up in Fillmore continue the tradition of their
fathers and grandfathers and join the National Guard, where they learn a
marketable skill and develop a special love for their country and their state,
and remain drug free. They also have the opportunity to obtain higher
education through National Guard benefits.
The town owns the Guard. It is in the parades, participating in military
funerals, and the first place we look when disasters strike such as the floods
of '83 in Utah.
In 1994 the Defense Department proposes to take the Guard out of Fillmore
along with Spanish Fork, Layton, Manti and some personnel from Draper,
Riverton, and Salt Lake City. This will have a devastating effect on those
communities and on my ability to respond to emergencies for the citizens of
Utah.
The current plans to cut the Guard nationwide are going to have a profound
effect on rural America. At a time when we are dealing with substantial
domestic issues, the Guard, which is in the thick of the drug war, and which
will be needed more and more in both urban and rural America, the Guard, which
is one of the best selling points for DOD funding since it impacts positively
on the domestic environment within our country, that same Guard is being cut
some 33% while the Active Army cuts are about 25%.

The Army National Guard of today is a mature evolution of the
constitutionally mandated militia. It is the well trained and capable militia
of which George Washington dreamed. It has the support of conservatives and
liberals alike as a force which can in a major way help defend the nation from
enemies both foreign and domestic.
I urge you to help me and the other Governors of this nation hold on to
this precious asset and let it help you to hold force structure that you could
possibly otherwise politically lose if the Army insists on the current
proposed balance of Active and Guard and Reserve Forces.
This is one of the segments of the Defense Department which has the
support to be maintained in this unstable world even in the face of a raid on
DOD on Capitol Hill.
Thank you for your consideration of this issue and its importance to each
of our states.

We Republican Governors are jointly writing this letter out of
concerns over the impact of the Department of Defense Force
Reduction Plan for the Army National Guard. While we understand
and support the overall philosophy of cutting the Defense budget,
we are concerned that the administration plan fails to take full

Active/Reserve Force debate. We are requesting that you review

deliberations prior to the Administration's acceptance of the Base
Force Strategy, considered a principal called the "rebuttable
presumption" as a method of establishing force structure mix. The
rebuttable presumption places everything in the Guard/Reserve
unless there is a compelling reason to put force structure in the
Active Force. Applying this rationale would prompt a

One further summary point appears essential. In today's world,
many feel that the biggest threat to our nation exists within the
borders of our country. Many write that the drug problem and
inner city problems exist as more significant threats to our vital
interest for the future than the overseas war scenarios that
appear to be the principal consideration that has driven the
current force reduction plan. The state is the lead agency that
must respond to any strife generated from these internal treats.
This factor, however, appears to have been given little
consideration in the Department of Defense reduction plan. The
current plan would take some of our state's Guard to the lowest
strength level since 1951. That was a time before the all
voluntary force and during an era that was not encumbered by our
societies many modern complexities. Our judgment is that these
civic issues are so important that they must be considered in
structuring the force. We are, therefore, requesting that you
re-examine the force reduction plan and modify it to address the
concerns that exist among the affected Governors.

Dear President Bush:
This letter concerns the environmental regulations being approved through Federal and State
legislation without a method of Federal or State funding being made available to assist local communities
in their compliance efforts.
During these difficult economic times, the burden of funding being placed on local communities
for compliance efforts creates an undue hardship and hampers our ability to continue to provide quality
service to our citizens in other important areas.
On behalf of the Cape Girardeau City Council, I would like to encourage you to consider these
thoughts when making decisions relating to environmental regulations. Please consider the issue of
funding of equal importance to the issue of environmental protection. When these two issues are equally
balanced, the welfare of local citizens is truly considered.
I personally feel our legislators need to take a long hard look at the current regulations which are
in effect. These regulations give bureaucracy authority to mandate hundreds of thousands of dollars for
updating present facilities without providing funding. For example, the City of Cape Girardeau is
upgrading the wastewater treatment plant which will cost over $700,000, a facility that is only 15 years
old. Legislation needs to slow down bureaucracy's interpretation of these laws mandating changes,
WITHOUT FUNDING.
We have a large number of senior citizens who are on a fixed income and are having problems
meeting their personal needs in everyday living without having to raise their sewer fees again to cover
these basically questionable expenditures.

SUPPORTING PRESIDENT BUSH'S ECONOMIC PLAN
WHEREAS the citizens of the United States look to the President and
Congress to work together to ensure our nation's prosperity and
economic health; and
WHEREAS the President proposed in his State of the Union Address a
substantive and far-reaching economic growth program for the United
States, advancing both short-term and long-term initiatives to help
the economy and create jobs; and
WHEREAS these proposals include increasing the personal exemption
by $500 per child; providing a 15% investment tax allowance;
providing a $5,000 tax credit for first-time home buyers; reducing
the capital gains tax; establishing alternative minimum tax
enhancement and simplification; easing passive loss restrictions on
real estate developers; waiving penalties on IRA withdrawals for
first-time home buyers and allowing penalty-free withdrawals from
all pension and equity funds in order to encourage real estate
investment; and
WHEREAS President Bush's plan for American economic growth adheres
to the budget agreement; reduces taxes; cuts defense by a
substantial, yet reasonable, amount and controls spending; and
WHEREAS President Bush called upon Congress to temporarily put
aside partisan political differences to enact this sound, much-
needed economic growth program by March 20th: Therefore, be it

President George H. W. Bush

Dear Mr. President:
I know you care, because I know you. I know you are more comfortable making decisions
about foreign policy than domestic program. Foreign policy is your high expertise, and
domestic policies and programs are less clear in their goals or their probable benefits, or
in the effect you could have on them by your actions.
The economy is a good example. I don't blame you for not wanting to let go, last fall, of
the idea the recession was ending. It should have ended. The psychology was right, for you
to be as optimistic as possible to try to spur business and consumer spending and, thus, to
end the recession.
But our economic woes are deeper than just this recession dragging on. They involve our
will to save and to invest in ourselves and our support of co-workers by our purchase of
their products and their purchase of ours.
We need to remember we are deserving of our support of and investment in each other.
And we need you to call us home to that realization, to that remembering.
Call us to task for not investing and buying American. Remind us that we don't want to
lose even our basic industries, like the steel and automobile industries, and that we don't
have to lose more and more manufacturing, that our technology is still unmatched, that our
workers are still harder working and more dependable than any others.
Call on us to refuse to buy goods from nations who won't engage in fair trade with us. Tell
us there can be no free trade without fair trade. And if any nation gets angry at us for that
and their banks cause us financial trouble, so be it. Let us find out who our real friends are.
It will be better to know now than later.

Call on us to trade and international agreements that will protect the essential environment
of Earth. Agree to the freeze on carbon dioxide emissions. Insist that the General
Agreement on Tariffs and Trade must be made to allow nations to protect vital world
resources such as rain forests and species such as dolphins. And insist on loan and debt
land. repayment policies that protect the indigenous people. People must not be forced off their

supports that will let our farmers feed the world and make a decent living doing it.
in our work places, and in our schools, and in our nation's capital.
Call on us to recommit ourselves to entrepreneurship and to democratic ideals, including

ability to line item veto spending. The people can and will no longer stand for the kind of
pork barrel spending for which Congress is so infamous.
Democracy is on the move in the world. You have played a vital role in the dissolving of
the communist regimes of Eastern Europe and the former Soviet Union. It is a miracle.
It is wonderful. World War II is finally over, in Europe. We worked hard and sacrificed
and have earned a peace dividend. And we need to take that peace dividend. Yes, it
means we'll be in deficit. We'll be there anyway. We need to take a peace dividend -- and
we need to spend at least half of it on ourselves.
Reduce the defense budget by $28 Billion, 10 percent and use $14 Billion for health care
and $14 Billion for education. And turn defense spending more toward basic research,
where it will pay dividends, later, in high technology.
Use the $14 Billion in health care to pay for tax credits and for AIDS research and for a
form of direct insurance coverage for all pregnant women and young children. Get our
children to school healthy.
In education, let the federal aid pay for what will really help. Let it make incentive grants
to schools which are increasing graded homework, increasing volunteers, increasing parent
classroom. school visitation, increasing attendance and increasing the socioeconomic mix in the

To inspire the children and the adults of the world challenge the world to cooperatively
travel to the planet Mars by the year 2020. Challenge the world to a world space station.
Challenge the world to a world colony on the moon.
Now is not the time for the go-it-alone individual or for the go-it-alone nation. Now is the
time for the individual in community, and for the nation in community.
Challenge us, call us to be what you know you want us to be and can be. Challenge us to
go beyond where we have been. Challenge us to a future that will provide a better quality
of life for our children and grandchildren, beyond what our parents or we have had, to
better health, to better schools, to a wonderfully diverse society, and to greater opportunity
in an economy which is a world economy and yet one in which we look first to ourselves and
to our friends and neighbors to provide what we need.
Lead us! Lead us not to pain, but to progress. Lead us not to callousness, but to
community. Lead us not to excess, but to excellence. Lead us not to futility, but to a bold
and bright future. That bright future is ours for the taking.
Let your caring show. Talk with us when you're not sure what to do. Share your thoughts
with us. Be what you want to be, the President of all of us, not divided, without special or

RESOLUTION
SUPPORTING PRESIDENT'S ECONOMIC PLAN
WHEREAS, The citizens of the United States look to the
President and Congress to work together to ensure our nations'
prosperity and economic health; and
WHEREAS, The President proposed in his State of the Union
Address a substantive and far-reaching economic growth program
for the United States, advancing both short-term and long-term
initiatives to help the economy and create jobs; and
WHEREAS, These proposals include increasing the personal
exemption by $500 per child, providing a 15% investment tax
allowance; providing a $5,000 tax credit for first-time home
buyers; reducing the capital gains tax; establishing
alternative minimum tax enhancement and simplification; easing
passive loss restriction on real estate developers; waiving
penalties on IRA withdrawals for first-time home buyers and
allowing penalty-free withdrawals from all pension and equity
funds in order to encourage real estate investment; and
WHEREAS, President Bush's plan for American economic growth
adheres to the budget agreement; reduces taxes; cuts defense by
a substantial, yet reasonable amount and controls spending; and
WHEREAS, President Bush called upon Congress to temporarily put
aside partisan political differences to enact this sound,
much-needed it economic growth program by March 20th; therefore be
RESOLVED, That the Rhode Island Senate Minority caucus does
unanimously express support for President Bush's economic plan
and further urge Congress to approve it by the March 20 date; and be it
RESOLVED, That copies of this Resolution be transmitted to
United States Majority Leader George Mitchell, House Speaker
Thomas Foley, President Bush and members of the Rhode Island
Congressional Delegation.

Dear Mr. President:
I am writing to share my concern regarding the recent
Environmental Protection Agency's interpretation of the Clean Air
Act amendments. I believe that, if left unchallenged, the EPA's
interpretation of these amendments will create serious obstacles
for the future expanded role of ethanol in the reformulated
gasoline program.
As you are aware, the Clean Air Act amendments require
the EPA to promulgate regulations limiting the volatility of
gasoline in ozone nonattainment areas and to provide for a
one-pound volatility tolerance for ethanol blends. It is my
understanding EPA is interpreting the law as passed to mean the
one-pound volatility tolerance for ethanol blends in ozone
nonattainment areas in subsection 211 (h) does not apply in areas
that are either required to use or opt-in to the reformulated
gasoline program as provided in subsection 211 (k).
I believe the ethanol industry can contribute in a
positive way in helping to protect the environment, increase farm
income, decrease farm program costs and help reduce our
dependence on imported foreign oil, but not without your help.
South Dakota is one of the states being considered for
a major corn wet milling operation. I am concerned the decision
to proceed with those plans will be delayed until this issue is
resolved. It is critical for the future of the ethanol industry
that the ethanol option be preserved. Any assistance you can
provide will be appreciated.

Dear Mr. President:
I am writing to respectfully request that the use of ethanol blended fuels in ozone
for oxygenated fuels be expedited. Specifically, I request USEPA to extend the one
nonattainment areas not be precluded by USEPA guidelines and that the guidelines

Failure to do so threatens both the viability of the Illinois ethanol industry and
the continued growth of the agricultural economy of Illinois. Illinois produces over
one-half of the nation's ethanol and uses more ethanol than any other state. The
continued growth of the domestic ethanol industry is vital to this state and its
economy. Fully 17 percent of the state's corn crop goes to ethanol production in the

Ethanol has already proven its worth to the environment by reducing carbon
monoxide levels by 25 percent in cities such as Denver and Phoenix where it was used
as an oxygenate. Further research is underway in the Lake Michigan airshed,
including Chicago, to substantiate ethanol's benefits in reducing ozone. The
emissions from ethanol are less reactive than most of the components in gasoline, and
there is substantial reason to believe that the reduction in carbon monoxide
attributable to ethanol blended gasoline will help reduce ozone.
National policy must not close the door on ethanol before these studies are
complete. To do so would eliminate a renewable, domestically produced, clean
transportation fuel. The nation's two largest ethanol producers are located in
Illinois. This debate in Washington has created an uncertainty about the future of
ethanol in U.S. energy policy and has caused these two Illinois corporations to
postpone expansion plans.
I hope you will take action to support the continued growth and well-being of the
ethanol industry and the agricultural economy of Illinois. Thank you for your
consideration.

Congratulations on your recent decision to partially veto an act
of Congress. Use of a strong partial veto would be a priceless
tool in sound fiscal management at the federal level, as it has
been at the state level.
Here in Wisconsin, I have used my partial veto authority to
eliminate $140 million in unnecessary general fund spending, and
$603 million of tax increases since I became Governor in 1987.
Keeping state taxes low and spending reasonable has help d
Wisconsin's economy grow into one of the healthiest in the
nation. I believe the partial veto at the federal level will
yield similar rewards for the entire nation.
