II. BACKGROUND
The Greater Cleveland Growth Association is the Chamber of
Commerce for Greater Cleveland. With more than 8,500
corporate members and 12,000 individual members, it is the
largest metropolitan chamber of commerce in the U.S.
The Council of Smaller Enterprises (COSE) is the Small
Business Division of the Growth Association. With more than
10,000 members, COSE is the largest local small business
organization in the U.S. You may remember that COSE was
represented at a Roosevelt Room meeting on health care
reform in December. Their pro-market approach to reform has
been lauded by the Administration, and they will benefit
greatly from your reform plan. Many COSE members will be
present today; hence, the audience will be a receptive one.

PURPOSE
To highlight the Administration's Immunization Initiative.
II. BACKGROUND
This summer you launched with Secretary Sullivan an
unprecedented Immunization Initiative aimed at reducing the
number of unvaccinated preschoolers. At that time, you
called upon Secretary Sullivan to ensure that all children
receive their immunizations on schedule. San Diego is one
of six cities targeted to raise immunization levels.
The Logan Heights Family Health Center was founded by Laura
Rodriguez in 1969 (she was the 595th Daily Point of Light
recipient). The center is bi-lingual and serves about
75,000 patients each year, about 60% of which are families.
The center has over 100 volunteer "lay-teachers" who do
community outreach -- targeting individuals and families and
promoting the need for immunization.

PURPOSE
To tour the new Primary Children's Medical Center and to
announce the Healthy Start grants to 15 communities
designed to reduce infant mortality.
II.
BACKGROUND
The Primary Children's Medical Center is the foremost
pediatric care center in the Intermountain West region.
Primary Children's is a favorite charitable institution
among the residents of the Intermountain area. For 78
years, the hospital has been helping sick children and the
community has shown strong support in providing both
volunteer service and donations. In 1990, the hospital
received $2.6 million in community donations. This year,
the Center received the health care industry's highest
honor for quality -- The Healthcare Forum/Witt Award.
Primary Children's is owned by Intermountain Health Care
(IHC), a nonprofit organization of 24 hospitals serving
Utah, Idaho and Wyoming. IHC provides financial support
to several clinics for the homeless and indigent in Salt
Lake City. One half of their hospitals are small and
rural, providing a network of care across a vast service
area.
The Healthy Start Program is an initiative to reduce
infant mortality by 50% over the next five years through
additional support for comprehensive service in 15 high
risk communities. A national public information program
will accompany Healthy Start to raise awareness of the
American public, health providers and women at-risk. Salt
Lake City will not be one of the recipients of a Healthy
Start grant since it has one of the lowest infant
mortality rates in the country.

Dear Mr. President:
We cordially invite you to tour our new Primary Children's Medical Center during your
visit to Salt Lake City on September 18. Primary Children's is the foremost pediatric
care center in the Intermountain West, and it is much loved by the citizens of this
region.
Even though Primary Children's moved into its new 226-bed facility only one year ago,
the hospital continues to expand, and we would be honored to have you participate in
the ground-breaking ceremony of our new Northwest wing.
Primary Children's is a favorite charitable institution among the residents of the
Intermountain area. For 78 years, the hospital has been helping sick children get well,
and the community has shown strong support in providing both volunteer service and
donations. In 1990, for instance, the hospital received $2.6 million in community
donations.
Primary Children's is owned by Intermountain Health Care (IHC), a charitable,
nonprofit organization of 24 hospitals serving Utah and parts of Idaho and Wyoming.
Our organization has received national and international recognition for our
commitment to quality health care. This year, we received the health care industry's
highest honor for quality-The Healthcare Forum/Witt Award.
Like Primary Children's, IHC provides much charitable assistance in the Intermountain
area. We provide financial support to several clinics for the homeless and indigent in
Salt Lake City; in 1990, these clinics cared for people in over 24,000 visits. Half of our
hospitals are small rural hospitals, providing a network of care across the vast distances
of our service area. And last year, our hospitals provided over $100 million in
charitable benefits, including $13 million in free medical care to some 20,000 people
who were unable to pay.
