Janice:
You have shoe-horned an amazing amount of stuff into an 11-
page speech. You have jobs, family and peace; you have the five
pillars; you have points of lighty stuff; you have another
American Century; you even have (bless your soul) capital gains
cuts.
I'll offer two sorts of suggestions here: First, notes on
Charlotte, a city I know something about; second, a few
suggestions about the Vision Thing.
As to Charlotte: The town really has exploded in recent
years. The Old NCNB Towers, which were a gleaming brand new
landmark 20 years ago, have been dwarfed by new towers (I forget
what they are, but they also belong to what they now call
NationsBank). Charlotte has become a major league city, with the
Charlotte Hornets basketball franchise; it is the largest city in
the Carolinas; and it calls itself the Queen City because of its
namesake, Queen Charlotte.
Jim Martin graduated from my alma mater, Davidson College,
and taught chemistry there before entering politics as a
Republican in 1972, a sin for which many of his ex-colleagues
have never forgiven him. I don't know about the doctor stuff; as
far as I know, he doesn't have an M.D., but you know his plans
better than I do. You might want to throw in some kind of kudo
to Martin: Republicans have been begging him to run for the
Senate against Terry Sanford, but his wife adamantly opposes his
entering the race. As a result, this may be his last year as an
active figure in NC politics; he may become a sort of eminence
grise, in the mold of Jim Holshauser, the previous Republican
governor.
Charlotte has done lots of interesting stuff with
volunteerism, integration, urban renewal, etc. NCNB
(NationsBank) underwrote the revitalization of the city's Fourth
Ward in the 1970s and 1980s. I don't know if that has turned out
a success or a failure, but it's worth investigating if Michelle
has a little extra time, and Lamar Alexander likes to rave about
the Charlotte-Mecklenberg school system.
But enough tourist notes. A few general observations:
1) We have come up with an impressive array of themes and
objectives, but we haven't yet connected them to George Bush. My
friends in the press increasingly count the number of "change

words" in speeches -- "change, " "reform, " "revolution, " etc. --
and have come to the cynical conclusion that the President just
has a poll-inspired shtick.
We need to demonstrate a) that George Bush has been
promoting fundamental reform ever since he took office; b) that
his reformist streak arises not out of a desire to raze the
system, but from a desire to save it; and c) that his motivations
have less to do with the Beltway than with his heart and soul: He
really believes in this stuff.
I'd suggest that you begin with the essentials. Everything
George Bush does and is emanates from his family and friends. He
views each and every policy in terms of how it affects his
mother, his wife, his brothers, his children, his grandchildren -
- and his many friends. You want to know what the five pillars
uphold? They uphold families and schools and churches and
communities and businesses. They allow decent people to live
full lives. If you look at his policies from that point of view,
everything suddenly comes into focus.
So: Begin with the record. I've enclosed a very sketchy
speech I threw together for Ron Kaufman last week. It hasn't
been proofed or anything, and I literally wrote it as fast as I
could type it, so don't expect polish. But the point was simple:
George Bush has set in motion the most significant series of
reforms in recent American history. They all aim at improving
the system by giving government back to the people.
You can run through the standard litany: choice in
education, child care, welfare; market incentives in the clean
air act and the national energy strategy; and so on. That's the
foundation, and the theme is simple: We want government that can
deliver the goods. Why? Because we want people to be able to make
the most of life -- to learn and work and love and live and feel
secure about their own safety and security.
We can cast new initiatives as a way of moving America into
the 21st Century and meeting the challenges that the new world
poses. The five pillars each affect real people: Government
reform gives government back to people; education helps people
assert direct control over the most precious thing in their
lives, their children; health care enables us to treat those who
have been left behind and assure working people that they won't
have to sell everything they own just to get over the flu; legal
and regulatory reform restore some decency and common sense to
our lives; trade reform lets us maintain leadership in the global
village, where mass communications have shrunk time and distance
and cultural divides.
George Bush thus could look out over the crowd at Carowinds,
he can say: When I think about policy, I do the same thing you

do. I think about the people I love. I think about their hopes
and hardships. And I do everything in my power to clear away
unnecessary of unfair obstacles on the road to their futures.
(By the way, his foreign policy also has great family impact. He
loves to talk about the fact that kids don't go to bed trembling
in fear of nuclear annihilation anymore. They just complain
because they can't stay up and watch Wayne's World on SNL.)
I know this all might seem a bit overwhelming, and you're
probably sorry you asked me to look over the speech, but there
you are: You've got all the elements, but you can do something
that Bob Grady and the campaign have not yet supplied: a reason
to believe that this stuff comes from George Bush's heart, and
not from a bunch of policy wonks locked into stuffy West Wing
offices.

Bob: As promised, a few quick and gratuitous comments,
although probably way late to be of any use:
First, as I mentioned on the phone, it might be nice to come
up with some sweeping, big-vista, honey-this-is-Niagara-Falls-
and-it's-bigger-than-God sort of opening in which the USTR takes
us on a walking tour of the future. You get the idea.
Then segue into a paen to the Bush administration's trade
policy, noting that we got to the future first, and that we will
promote free trade because 1) it's the right thing to do; 2) it
will promote peace and prosperity everywhere; and 3) a good
economy is worth 500,000 California votes in November. Well, you
might want to skip #3.
At any rate, all the pieces are here. We might want to try
to jazz them up a bit, with her approval. I'll be out of town
tomorrow, but will be back in the office Friday afternoon -- or
in the dead of night, Tokyo time.
Give me a call, we'll try to figure out where to go next.

I'd suggest some significant changes in the piece, mainly to
sharpen its focus and make it more reader-friendly.
1) Be more straightforward with the lead:
"Many businesses in America have begun implementing
employment provisions of the Americans with Disabilities Act, and
they have learned something very interesting: The ADA won't put
them out of business. Instead, it does what President Bush set
out to do when he pushed the ADA through Congress. It opens the
workplace to the disabled without hurting small businesses
struggling to survive in the harsh marketplace.
The proof lies in the critical area of regulations. The
administration has tried to reduce paperwork, hold down taxes and
discourage costly nuisance lawsuits. It has taken pains to
minimize the strain on small businesses, which create the
majority of our new jobs.
This common-sense strategy contrasts dramatically with the
traditional approach of using regulations as a cudgel to punish
wayward entrepreneurs. The regulations also should calm critics
who had claimed that the ADA would impose insufferable new
burdens on our struggling economy.
I shouldn't have gotten so verbose, so here's the point. We
need to make several points up front:
a) The act does not hurt businesses, and regulations
demonstrate that we're serious about cutting away business
burdens (paperwork, taxes, lawsuits) in order to open the doors
of opportunity.
b) We understand the importance of small businesses, and
have crafted laws and regulations accordingly.
c) We care about results, not rhetoric. By encouraging
businesses to join in, we raise the likelihood that the economy
will grow, and that disabled Americans will get the jobs they
want and deserve.
d) Our critics are uninformed jerks.
2) Cut out as much jargon as possible: Title numbers
enthrall lawyers, but they don't mean a thing to lumpenproles --
our target audience. Besides, businesses won't change their
minds because of an op-ed. They'll let experience guide them.
At any rate, explain the provisions of Title I and III, the DOJ
and EEOC regulations, etc., but avoid legalese wherever possible.
3) You need to tackle a couple of difficult questions:
What is a "reasonable accommodation?" Do we have any clear
regulatory definition? If so, what is it? If not, can we define

the term in a way that readers can understand? The key is to
reassure people that the term isn't a euphemism for "anything
that doesn't put you out of business."
Ditto with "undue hardship." I like the $100 figure for the
majority of accommodations. Can we describe some typical
accommodations and situations? It helps to make these things
concrete.
4) Where do we get the figure of 3% for the cost of
accessibility in new buildings? Again, can we specify what we
mean generally? (Ramps, elevators, etc.)
5) Give insight into why people with disabilities don't feel
inclined to enter the world of frivolous litigation. Use
personal touches and cover them over by using third person
pronouns.
6) In general, be conversational: "The President understands
that you can't help the disabled by regulating companies into
bankruptcy. The ADA punishes those who discriminate against
Americans with disabilities, but it does not issue an open
invitation to tort lawyers, regulators, and interest groups who
seem more interested in punishing businesses than in letting our
economy flourish and grow.
Disabled Americans have a vested interest in an expanding
economy. Strong businesses can give disabled Americans a chance
to prove themselves in the competitive marketplace. The ADA
won't crush competition. It enables us to make full use of 43
million workers who might not otherwise have the chance to make a
full contribution to our economic future. The ADA fulfills the
great American dream of extending to all Americans the rights of
life, liberty and the pursuit of happiness.
(I know I'm laying it on a bit thick here, but you get the
idea.)
7) Finally, one writer's nit: Use active verbs wherever
possible. Example: "For disabled people who are hired, the EEOC
regulations require that their disability-related needs must be
reasonably accommodated by the employer, but only to the extent
that this does not create an undue hardship."
I'd suggest something like: "Regulations require employers
to address workers' disability-related needs, but only to the
extent that the accommodations do not impose undue hardships on
their businesses

I received a call last week from William Baldwin of New
Orleans, a lifelong Republican who has an idea that he believes
will ignite fresh enthusiasm for the President's campaign.
Mr. Baldwin suggests that the President signal his
seriousness about deficit reduction by appointing one or two
credible experts to a cabinet-rank position, and charging that
person or persons with 1) identifying the spending cuts and
budgetary reforms necessary to eliminate the budget deficit and
2) doing so in a way that will not kill the economy.
He believes that such an announcement would demonstrate a
genuine determination to get a grip on spending, and that voters
in turn would pressure Congress to follow along. The new
cabinet-level position also would differ from the Grace
Commission, the Abshire commission and others in that it would
have the unmistakable imprimatur of the President.
