I. PURPOSE:
To emphasize your commitment to volunteerism and community
involvement and to demonstrate your support and concern for
the National Safe Kids Campaign.
II. BACKGROUND:
The purpose of the National Safe Kids Campaign is to foster
the prevention of accidental injuries that are tragically
killing and disabling many thousands of children each year.
The major focus this year will be on bicycle safety.
The National Safe Kids Campaign is a community-based
volunteer organization which was founded in 1987 by the
Children's Hospital National Medical Center in Washington,
D.C. as a result of the numerous childhood injuries
witnessed by their staff at the Hospital's Pediatric Trauma
Center. Supported largely by funding from Johnson &
Johnson and the National Safety Council, SAFE KIDS has
organized 53 coalitions at the state and local level and
over 60 national organizations have joined SAFE KIDS'
National Coalition to Prevent Childhood Injury.
More children die from injuries than from all childhood
diseases combined; preventable accidents kill nearly 8,000
children a year and permanently disable 50,000. To reduce
these unacceptable numbers, SAFE KIDS has organized
community action; built public awareness of the problem;
educated children, parents, and the general public; and
advocated necessary public policy.
Former President Ronald Reagan introduced the nation to the
SAFE KIDS Campaign with a White House ceremony in May 1988.
Dr. C. Everett Koop serves as Honorary Chairman of the
Campaign and will open sessions at their two day symposium
this week. Malcolm Jamal Warner (Theo on the Cosby show)
is going to serve as National Celebrity Spokesperson for
the campaign.

PRESIDENTIAL TALKING POINTS -- SAFE KIDS
I was shocked to learn that more children die
each year from preventable injuries than from
all childhood diseases combined. (8,000 die
each year; 50,000 permanently disabled).
I congratulate you for your work to educate the
public and substantially reduce this major source
of death, disability and injury to our most
precious resource -- our children. The work
you have done as a community-based volunteer
project that receives no federal money is
astounding.
I know you will be concentrating on bicycle
safety this year, and focusing on the use of
helmets to prevent head injuries. This is just
one facet of teaching kids to be aware and
"think safety" and I think it's an important
area.
Good luck in your symposium this week, and
I want to thank Surgeon General Koop,
Johnson & Johnson, the National Safety Council,
and the more than 60 organizations involved
in this campaign -- from the American Academy
of Family Physicians to the U.S. Fire Administration.
You're doing a great job, and I appreciate the
important work that you are doing.
You have reached SO many people -- 15 to 20
million, I'm told -- and yet there is SO far
to go. Keep up the good work, and thank you again.

I. PURPOSE
You will drop by the first meeting of the Domestic Policy
Council to discuss briefly your commitment to the policy
council process. After your discussion, the DPC will
discuss Council organization and structure.
II. BACKGROUND
We recommend that you focus your comments on your commitmen
to cabinet government, in general, and the cabinet council
process, in particular.
The Domestic Policy Council is the primary channel for
advising you on the formulation, coordination and
implementation of domestic and social policy. The Cabinet
council process is designed to be inclusive, not exclusive.
The confidential input of all affected parties is desired t
ensure that you are presented with a full range of policy
advice on which to base decisions.
After your discussion, the DPC will discuss general
organization and structure. The establishment of

Council Organization and Structure
The President underscored his desire to take an active part
in the policy development process. He indicated that he expects
a full debate on issues. But once a Presidential decision is
made, he expects all to back his policy decision. The President
also stated that he expects the same lively, confidential,
discussion of issues by the working groups.
Mr. Thornburgh indicated that the DPC will not duplicate
work on issues which are internal to the responsibilities of a
single Cabinet Member's department, but would focus mainly upon
inter-departmental concerns. He went on to relate his understand-
ing of the importance of Cabinet government, and warned against
presenting the President with a "phony consensus." The President
then said that he wants to be given a feel for divisions of
opinion, not just notification about the final recommendation of
the DPC. Mr. Thornburgh added that the DPC should also help the
President and his advisors avoid two problems: letting an
important issue slip through department jurisdictions, and
different Cabinet members going off on separate tracks when an
issue overlaps more than one department.
The President closed his remarks by stressing that he feels
a sense of urgency to put substance behind the initiatives he has
outlined. We are going to be judged by how soon we move on
substantive issues, and he will be looking to the DPC to help
bring this about. Mr. Thornburgh reemphasized that, to function
well, the DPC must be a true forum, and this requires absolute
confidentiality. He also emphasized it will be important for DPC
meetings to be for "Principals only" SO that there would be no
misunderstanding on policy positions or Council instructions. He
asked all DPC Members to send the name of a contact person, able
to speak for them on DPC matters, to Ken Yale by close of
business Wednesday, February 15, 1989. Mr. Bates was then asked
to make a few remarks on the policy development process and to
introduce meeting participants who were not sitting at the table.

Mr. Yale summarized the history and purpose of the DPC, and
stressed the fact that DPC will operate on the principle of
inclusion to ensure the President is given a full range of policy
options. He indicated that interagency working groups will be
organized to assist the Council in developing options on specific
issues.
Following Mr. Yale's remarks, Mr. Thornburgh stated that the
DPC is not looking for work and does not intend to "second guess"
agency heads on matters within their purview. He asked Mr. Yale
to briefly describe some of the issues on the horizon that will
require immediate attention by the DPC. Mr. Yale described four
environmental concerns. Mr. Thornburgh asked Mr. Yale to explain
how an issue like clean air warrants interdepartmental treatment.
Mr. Yale pointed out that Interior, State, Agriculture, Energy,
and Health and Human Services all have a stake in the clean air
issue, not only the Environmental Protection Agency.
Next, Mr. Thornburgh addressed a point on flexibility, and
said the DPC will be inviting non-DPC departments and agencies to
take part in working groups and to sit in on DPC meetings when
issues relevant to their jurisdictions are considered.
Mr. Watkins suggested the need to ensure that staff
statements to the Hill or Press do not preempt Presidential
options, and he asked that DPC members be informed of anticipated
Congressional actions on developing policy matters. Mr.
Thornburgh responded by stressing the importance of keeping the
President's options open until he has been given the opportunity
to make his own decision. This means that DPC will need to keep
close contact with the White House Office of Legislative Affairs.
Mr. Thornburgh asked what DPC should do about drug issues,
given Mr. Bennett's specific responsibilities in this area. Mr.
Thornburgh then suggested that DPC should not take up drug issues
independent of Mr. Bennett's initiative, but that Mr. Bennett
will be invited to use the DPC as a forum on drug-related issues.
Mr. Watkins asked what should be done about the many standing
interagency groups (IGs). He suggested that many have outlived
their usefulness and their actions may overlap or conflict with
DPC working groups. Mr. Porter agreed, and suggested that there
should be an effort to identify all existing, interagency cabinet-
level groups and that unneeded ones should be abolished. Inter-
agency groups which still serve a useful purpose might be brought
under NSC, DPC or EPC.
Mr. Reilly then requested "fast track consideration" for two
environmental issues: transboundary shipment of hazardous waste
and phase-out of CFCs. Mr. Thornburgh stated that working groups
will be forming to address these concerns for DPC attention in
the very near future.

A. VIDEOTAPE FOR "SAFE KIDS WEEK": Your brief remarks
supporting the National Safe Kids Campaign will last
approximately two minutes. In them, you will urge parents and
grandparents to teach children caution and safety. You will also
salute the Children's Hospital National Medical Center for
working to reduce the number of preventable injuries that kill
and maim our children.
B. VIDEOTAPE FOR THE COSMETIC, TOILETRY AND FRAGRANCE
ASSOCIATION (CTFA) ANNUAL MEETING: Your remarks, about two to
three minutes in length, will be broadcast to approximately 1,000
CTFA members during their annual convention from February 26 to
March 1 in Boca Raton, Florida. Your remarks will commend CTFA's
efforts to assist recovering cancer patients gain control of
their lives, and will touch briefly on the importance of "people
helping people" through your "thousand points of light" concept.
C. VIDEOTAPE FOR THE PHILIPPINES: Your brief remarks will
recognize the third anniversary of the February 25 revolution in
the Philippines, praising the Filipinos for their dedication to
democracy and social justice.
D. AUDIO TAPE FOR KRBE-FM RADIO IN HOUSTON, TEXAS:
KRBE-Radio will broadcast a radio version of a U.S.O. show aboard
the U.S.S. Theodore Roosevelt for the 20,000 servicemen and women
of the 6th Fleet. The show, which will also be broadcast to the
station's 700,000 listeners in Houston, will give you the
opportunity to talk about your own days as a Navy pilot and to
commend the entire 6th fleet for their commitment and dedication.
E. AUDIO TAPE FOR THE NATIONAL ASSOCIATION OF GOVERNOR'S

More children die from injuries every year than from all
childhood diseases combined. These are startling statistics
especially when SO many tragedies can be anticipated and avoided.
We as parents and grandparents have a responsibility to keep our
children out of harm's way. But a large part of reducing the
risk to our children lies in teaching them to act cautiously and
safely.
The National SAFE KIDS Campaign, founded by the Children's
Hospital National Medical Center here in Washington, works to
reduce the number of preventable injuries that kill and maim
our children. SAFE KIDS is an organization that works in
communities all over the country, building public awareness, and
educating children and parents. I hope you'll join me in working
with SAFE KIDS -- for our children's sake.

MARKING THE THIRD ANNIVERSARY
OF THE EDSA REVOLUTION IN THE PHILIPPINES
Three years ago, the people of the Philippines demonstrated
their commitment to liberty and freedom in a peaceful transition
to democracy which inspired the entire world. The EDSA ("edsa")
Revolution was a benchmark in the Philippine people's struggle
for freedom. With their faith to protect them, Filipinos boldly
reaffirmed their dedication to democracy, social justice and the
rule of law.
We Americans hold a special place in our hearts for the
Philippine people whose profound yearnings for democracy, social
justice, and human rights are shared by all Americans.
The democratic government of the Philippines inherited a
faltering economy and weakened political institutions. The
Philippine Government has made great progress in dealing with
these problems -- rebuilding democratic institutions, taking
major steps in restoring a ravaged economy, and combatting a
threatening Communist insurgency.
Much remains to be done, however, in assuring a secure
future for Philippine democracy. With our friends and allies we
are working to develop the framework for a special multilateral
initiative for the Philippines in which the private sector will
play an important role. We hope this program will be launched in
1989 and will serve as a model for others.
America's commitment to the Philippines remains unshaken.
President Aquino has our total support in her effort to maintain
national unity, revitalize democracy, revive the economy, and
counter the communist insurgency.
On this historic anniversary, the government and people of
the United States again salute the courageous people of the
Philippines and renew our pledge of support and friendship.

Members of CTFA and distinguished guests, I'm pleased to be
able to speak to you briefly about a matter that is close to my
heart and to my Administration -- the notion of service.
America has a heritage steeped in a tradition of people
helping others. Today, many Americans are looking inside
themselves, and their communities to help solve pressing local
problems. Through my office of National Service in the White
House, we hope to encourage all Americans to get involved --
particularly two groups: our young people, where there are
reservoirs of personal energy; and our seniors, where there is
great wisdom ready to be shared.
As I said during my Inaugural Address, we must use power to
help people. That's exactly what your Association is doing in
bringing together leaders in the industry to help people in need.
The planning, the energy and the resources that you have
devoted as an industry to help cancer patients take that first
step to regain control over their own lives is tremendous.
You've not only established an important service, you've set
an outstanding example for the rest of the country. Every
industry group has a special talent that may constitute a special
contribution. You've sought and developed yours and I commend
you for your efforts.
That's the meaning of community and the meaning of what I
have referred to as "a thousand points of light" combining to
illuminate the entire American landscape.
As I said in my address to the Congress, "It is this broader
mission to which I call all Americans. Because the definition of
a successful life must include serving others. "

I'm happy to be able to say hello to the crew aboard the
U.S.S. Theodore Roosevelt, all the men and women of the 6th
Fleet, and my friends in Houston. You know, it was nearly 80
years ago at this time, Theodore Roosevelt launched the Great
White Fleet from Hampton Roads, Virginia. The sixteen white
military ships were a demonstration of national strength and
will. That spirit lives on in you today.
It's great to be able to talk with you because I know what
it's like to be on a ship, away from home and family. Nearly 47
years ago, on my 18th birthday, I enlisted in the Navy -- as a
seaman 2nd class -- then went on to become a carrier pilot in the
fleet.
You know, I've always said that with risk comes reward. My
time in the service taught me a lot about how precious
friendship, and teamwork and life itself really is.
I'm inspired by your commitment and dedication to this grand
and great home of ours, America. You keep peace on the frontiers
of freedom around the world.
My mission today is to tell you, "Keep up the good work."
Know that your country stands proud and tall behind you. I know
some may say you're just doing a job, but I say it's more than
that, it's service, and more importantly -- it's sacrifice.
Around the world and at home, we know and appreciate the
sacrifices you're making on behalf of our country.
Thinking of you today, I recall a line from the movie Top
Gun, when the air boss says to his crew, "You're America's best.
Make us proud. " Well, you make us proud every day.

FRIENDS OF SIL CONTE, THANK YOU FOR INVITING ME TO PARTICIPATE IN
THIS VERY SPECIAL DEDICATION CEREMONY.
I HAVE SAID MANY TIMES THAT I WOULD LIKE TO BE REMEMBERED AS
THE EDUCATION PRESIDENT. PEOPLE OFTEN ASK ME, "WHY? WHY
EDUCATION?" THE ANSWER IS THAT EDUCATION IS THE KEY TO
OPPORTUNITY, AND OPPORTUNITY IS WHAT AMERICA IS ALL ABOUT.
EDUCATION REPRESENTS THE MOST PROVEN PATHWAY TO A BETTER LIFE.
FOR GENERATION AFTER GENERATION OF IMMIGRANTS -- FLEEING POVERTY
AND PERSECUTION IN EUROPE, ASIA, AND LATIN AMERICA -- THE
EDUCATION OF THEIR CHILDREN HAS BEEN THE FOCUS OF THEIR LIVES AND
THE PURPOSE OF THEIR PERSONAL SACRIFICE.
SIL CONTE KNOWS THE TRUTH OF THESE WORDS BECAUSE THEY HAVE
COME TRUE IN HIS OWN LIFETIME. HE IS A LIVING TESTAMENT TO THE
VALUE OF A GOOD EDUCATION. BORN THE SON OF FIRST-GENERATION
IMMIGRANTS, SIL WAS RAISED IN A HOME WHERE ENGLISH WAS HIS
PARENTS' SECOND LANGUAGE.
BUT BY WORKING HARD TO PUT HIMSELF THROUGH SCHOOL, SIL CONTE
BECAME A MODERN DAY SUCCESS STORY. TODAY, SIL CONTE IS A
CHAMPION OF EDUCATION AT ALL LEVELS. WHETHER IT'S INCREASED
FUNDING FOR STUDENT FINANCIAL ASSISTANCE, A GREATER COMMITMENT TO
THE HANDICAPPED, OR MORE SUPPORT FOR VOCATIONAL AND TECHNICAL
EDUCATION, SIL HAS LED THE CHARGE.
BOSTON COLLEGE IS FORTUNATE TO BE ABLE TO CLAIM SIL AS ONE
OF ITS OWN. AND JUDGING FROM HIS COMMITMENT TO EDUCATION
THROUGHOUT HIS LIFE OF PUBLIC SERVICE IN WASHINGTON, SIL HAS
NEVER FORGOTTEN HOW HE GOT THERE.
AS I SAID, MY HOPE IS TO BE REMEMBERED AS THE EDUCATION
PRESIDENT. WELL, SILVIO CONTE HAS ALREADY ESTABLISHED HIMSELF AS
THE EDUCATION CONGRESSMAN.

I'M HAPPY TO BE ABLE TO SAY HELLO TO THE CREW ABOARD THE
U.S.S. THEODORE ROOSEVELT, ALL THE MEN AND WOMEN OF THE
6TH FLEET, AND MY FRIENDS IN HOUSTON. YOU KNOW, IT WAS NEARLY
80 YEARS AGO AT THIS TIME, THEODORE ROOSEVELT LAUNCHED THE GREAT
WHITE FLEET FROM HAMPTON ROADS, VIRGINIA. THE SIXTEEN WHITE
MILITARY SHIPS WERE A DEMONSTRATION OF NATIONAL STRENGTH AND
WILL. THAT SPIRIT LIVES ON IN YOU TODAY.
IT'S GREAT TO BE ABLE TO TALK WITH YOU BECAUSE I KNOW WHAT
IT'S LIKE TO BE ON A SHIP, AWAY FROM HOME AND FAMILY. NEARLY
47 YEARS AGO, ON MY 18TH BIRTHDAY, I ENLISTED IN THE NAVY -- AS A
SEAMAN 2ND CLASS -- THEN WENT ON TO BECOME A CARRIER PILOT IN THE
FLEET.
YOU KNOW, I'VE ALWAYS SAID THAT WITH RISK COMES REWARD. MY
TIME IN THE SERVICE TAUGHT ME A LOT ABOUT HOW PRECIOUS
FRIENDSHIP, AND TEAMWORK AND LIFE ITSELF REALLY IS.
I'M INSPIRED BY YOUR COMMITMENT AND DEDICATION TO THIS GRAND
AND GREAT HOME OF OURS, AMERICA. YOU KEEP PEACE ON THE FRONTIERS
OF FREEDOM AROUND THE WORLD.
MY MISSION TODAY IS TO TELL YOU, "KEEP UP THE GOOD WORK."
KNOW THAT YOUR COUNTRY STANDS PROUD AND TALL BEHIND YOU. I KNOW
SOME MAY SAY YOU'RE JUST DOING A JOB, BUT I SAY IT'S MORE THAN
THAT, IT'S SERVICE, AND MORE IMPORTANTLY -- IT'S SACRIFICE.
AROUND THE WORLD AND AT HOME, WE KNOW AND APPRECIATE THE
SACRIFICES YOU'RE MAKING ON BEHALF OF OUR COUNTRY.
