BUSH MEETS WITH EMPEROR AT IMPERIAL PALACE
February 25, 1989
In what appeared to be a symbolic way of showing the importance
of the US-Japanese relationship, Bush was the first world leader
to meet Emperor Akihito at the Imperial Palace.
Bush led the American party in, followed by Barbara with
Secretary of State Baker bringing up the rear. The President
shook hands with the Emperor and nodded his head in
acknowledgement, although the Emperor did not return the nod.
Mrs. Bush and Secretary Baker also nodded to the Emperor. The
only part of the conversation that could be heard was the
President telling the Emperor how much he appreciated the
"beautiful ceremony." The President introduced his wife to the
Empress and then the Emperor escorted them to the other side of
the room where a grouping of brocade chairs were arranged in
seating order. The President seemed a little unclear as to
exactly where he should be going and asked the question, "Do you
want me here?" Before sitting down he shook hands with the
interpreter who apparently was attached to the Palace, not the
Bush party. The Empress drew Mrs. Bush into a conversation, none
of which could be overheard because of the clicking of cameras.
The President sat next to the Emperor with Baker to Bush's right.
They were on brocade chairs. The interpreter sat in a simpler
chair in back of and between Bush and the Emperor. The only part
of the conversation that could be heard was the President telling
the Emperor that his early meeting in Washington with Prime
Minister Takeshita was symbolic of the importance of relations
between the two countries.
The meeting took place in a large, spare room with Shojii screens
on one wall; a thick pastel yellow carpet with a hugh turquoise
lacquered man-sized urn in one corner; and a large gold lacquered
credenza with a small metal sculpture of two birds on one of the
top shelves and a number of other precious lacquered boxes.
A row of four brocaded arm chairs was arranged near the door but
never used, and in the opposite corner were identical chairs
arranged in a conversational setting.
In one intriguing sidelight, the pool had been told not to take
any pictures until the President and Mrs. Bush entered, but
to the surprise of the pool, the Emperor and Empress entered
first and came over to greet and shake hands with the American
pool. The Empress, whose hands feel as soft as silk, seemed
concerned like a diligent hostess to be sure everything was going
well. "Has everything been satisfactory?" she asked while
shaking Ann Compton's hand.
The Emperor and Empress did not shake hands with the Japanese
photographers, who bowed to him.

POOL REPORT -- AFOne TOKYO TO BEIJING
A stream of visitors wandered back to see the pool.
At the beginning of the flight Fitzwater came back
to
announce some schedule additons and provide details of the
Beijing visit.
Upon arrival at the Diaoyutai State Guest House, the
Bushes will have tea and exchange gifts with Premier Li Peng.
The President will give Li Peng black boots emblazoned with
the U.S. and Chinese flags. The boots were made by R.J. Carroll
Co. of Houston. The pair is one of four pairs he has brought
on the trip to give to Chinese leaders. The others go to
President Yang Shangkun, Chairman Deng Xiaoping, and Party
General Secretary Zhao Ziyang. X Li Peng is expected to
give the Bushes each bycycles, Fitzwater said.
A meeting with Prince Sihanouk has been scheduled for
2:30 Sunday.
On Tower, Fitzwater said that the President did talk to some
senators -- from both parties -- by phone this morning. The
messahe from Bush W as, "I hope you keep an open mind, listen
to the arguments.
Bush plans to meet with about a dozen senators at the White House
Tuesday. They will com e one by one for the visits.
Fitzwater said Bush hasn; t talked to Tower today, but Dole
and Quayle met with the senator Friday afternoon and decided
that Tower would "take the case to the American people. # He
will appear on a series of television news shows this weekend
and make a speech to theNational Press Club next week. The
goal of this high profile strategy, Fitzwater said, is to " try
to get these issues out in the open, get senators to focus on
the validity of these charges. Asked why Bush is investing
so much political capital in this fight, Fitwater said, " He
belèeves it's important and he has a very strong sense of
fairness. " He repeated, "The FBI report sho WS no validity
to these charges. =
A bit later, Marlin came back to give us copies of today's
Washington Post story , which details allegation of incidents
in which Tower has appeared drunk that could not be substantiated
iby the FBI's investigation.
Sununu also came back with some Towertspin. Asked about
their high profile strategy,

Sununa sa id that no senator on the Amrmed Services Committee
"could identify a single instance" when they SEW Tower drunk.
He also said, "Sen. Nunn sat in the President's office and
said very clearly he had never, never, never sean John Tower
under the influence of alcohol. Now that's very significant.
Sununu said henhad talked to Tower within the last 12 hours and
tha t the former senator is "very confident. # He said there had
been no discussion whatsoever of Tower withdrawing.
Most of Sununu's phone calls, he said, have been to Republican
senators asking for their suggestions of how to fight this battle.
"They're all positive, upbeat and ready to go, " he said.
Asked whether he believed Tower had a drinking problem in
the '70s, Sununu said, "Even Sen. Tower admits that in the
'70s he drank a little bit. "
Asked whether there was anything to gain by Dear simply fighting
no matter what the outcome, Sununu said, "If there were, I wouldn't
tell you. =
Sununu was wearing bright blue pants while talking to your pool.
His more conservative suit pants were being repaired by an AFOne
steward. Getting out of the car in Tokyo he caught them on the
door and tore a small hold in the side seam.
Mrs. Bush, wearing red, white and blue knitted slippers, also
came back. Her biggest news flash washthat Millie is due to have
pups between March 15th and 20th. "I'm a nervous wreck, # she
said, adding planned to take Millie to thenvet next week to
discuss "home delivery. " Asked why she likes her dog SO
much, Mrs. Bush said, "I like my husband, my children and all
of you (your pool) more than my dog. # Your pool wondered if she
was flattering us. When we asked, she said, "There goes my credibility. 11
On a more serious note, Mrs. Bush said she found th e Emperor's
funeral "extraordinary." The new Emperor and Empe ress are
"very nice people. In her meeting with the Empe ress she
discussed "family and tennis. " She also said she and the President
were struck by how beautiful and graceful the new Emperoress is.
On China, Mrs. Bush said she was excited about her seventh trip
back since living there. Seeing China for the first time was
like seeing a "black and white movie, she said. "Last time
we were there - three or four years ago -- it was really an
emerged nation. She added, "I love China. I had very very happy
years there. n

said, because she can no longer, wander freely. I've accepted that y

The First Lady said she had "zero "imput" in the President's schedule
and that's the way she wants to keep it.

PRESIDENT'S BANQUET AT THE GREAT HALL
February 25, 1989
President Yang Shangkun was waiting for Bush in the Hebei Hall,
named after one of China's Provinces. He stood on red carpeting
in front of an arrangement of thorns and flowers. Bush came down
the plush red carpet to meet Yang with his entourage and the two
engaged in warm handshakes. Bush introduced Baker saying, "My
Secretary of State." He also introduced the Chinese President to
Scowcroft and Sununu. There was some chitchat which the pool
could not hear. Bush was overheard saying at one point, "It was
SO cold, we had to go indoors." A Chinese official grabbed Bush
and maneuvered him into position for photographs with Yang.
The group was then ushered into another reception room where the
American and Chinese officials were seated in deep armchairs in a
horseshoe arrangement in front of a red and white lacquered
scheme with a bird design on it. Yang spoke through an inter-
preter as they sat in the armchairs. "We're happy you're in
China. We warmly welcome you," he said. "All of us are very
glad about your trip to China."
"Everytime you came you tried to solve major issues. You made
great contributions," he said at another point.
Yang also said to Bush, "Recently our press ran a picture of you
riding your bicycle with Mrs. Bush."
He also noted Bush's service in the U.S. Liaison Office and said,
"Since then, you've been to China four times not including this
one." Bush interjected that that was indeed the case and that
this visit will be the sixth for Barbara Bush. "One more time
than you, that's right." Then the pool was dismissed.
Everybody disappeared for about 15 minutes and the pool waited in
front of the Banquet Hall for the dinner to begin. Bush came
down a long red carpet, followed by his entourage and accompanied
by a Chinese official. He linked up with Mrs. Bush, who entered
from another direction down an equally long corridor. She was
wearing a black two-piece coarse weave dress with diamond
earrings and pearls. The couple walked cut of the room and
reemerged 20 minutes later to meet Yang and Premier Li Peng who
had arrived at the doorway of the Banquet Hall to greet their
guests.
Inside the Banquet Hall, the Bushes were seated at a lengthy dais
that seated 31 Chinese and American officials. Li sat to Bush's
right and Yang to the President's left. Other dinner guests were
seated at 26 circular tables in groups of 8. Among those sitting
at the dais were Scowcroft, Baker, and Sununu. The dais faced
the other tables and in back of it was a wood-carved lectern from
which Yang and then Bush read their dinner toasts. The Star
Spangled Banner and the Chinese National Anthem were played
before the toasts. On the tables for the first course were
Chinese red and white wines and plates of rolls and hors
d'oeuvres. Chopped sticks were resting on reclining ceramic
pandas. Printed copies of the two toasts were on the tables in
Chinese and in English. There was no oral interpretation. Yang
offered his toast in Chinese and Bush in English. Bush read his
speech off of index cards and after both toasts the leaders and
everyone else in the room clinked glasses to the strings of
lively Chinese martial music. Bush at least stuck to his text.
There were 9 modernistic crystal chandeliers in the rectangular
room that had goldleaf walls with heavy brown drapes. The tables
had purple bunting; the chairs appeared to be red velour. The
pool was shown out at 8:28.

POOL REPORT
ARRIVAL, MOTORCADE TO TIANANMEN SQUARE
AND ARRIVAL AT DIAOYUTAI
February 25, 1989
The President left Air Force One shortly after landing, preceded
by Mrs. Bush. They were met by an unidentified Chinese official,
exchanged quick handshakes and immediately entered the motorcade.
The ride into Tiananmen Square was long, but uneventful.
Solemn-faced Chinese stood by the side of the road and watched
the motorcade, never waving or showing any expression.
At the Square, each of the ornate light poles lining the
multi-laned main road in front of the Forbidden City was decorated
with Chinese and American flags. Thousands of rush hour
bicyclists streamed by continuously, but they were halted at
either end of the Square just before the motorcade arrived. An
estimated 4000-6000 Chinese stood sometimes 5-10 deep behind the
permanent metal barriers on either side of the road. Scores of
people in the crowd nearest to where the motorcade stopped waved
tiny American flags. One person was spotted who held up a small
white sign that said "Hello." And one American tourist was
spotted in the crowd, a young woman who said she was Gettysburg,
PA.
The motorcade pulled to a halt in front of the Forbidden City at
5:08 pm (L), as a hazy orange sun set over a corner of the Great
Hall of the People on the western side of the 100 acre square.
The backdrop was the Tiananmen Gate (Gate of Heavenly Peace) with
a large portrait of Mao Zedong and huge CHinese characters
posters with a slogan, which a guide book says read, "long live
the unity of the peoples of the world."
Bush piled out of a black stretch Mercedes limousine surrounded by
American and Chinese security. He walked the metal barriers with
most of the Chinese held back at a distance of about 50 feet.
About a dozen selected CHinese bicyclists approached the barrier
and shook hands with Bush, as did apparently some Chinese whom
Bush knew from his time here. "I know this guy," Bush said,
shaking hands with one Chinese man. "I know this guy, he said to
another. "Good to see you all again," he said to the crowd
generally. "It's warm here, warmer than I remember.
The ride from the Square to the Diaoyutai State Guest House took
about five minutes. Words are inadequate to describe the scene
that unfolded after we arrived. Mr. and Mrs. Bush went inside
immediately for tea with Premier Li Peng. Your pool was stopped
at the door, along with shouting and pushing Chinese journalists.
We were asked to show special pool passes, which many of us did
not have. Some who had the passes were allowed in, but even some
who had them were blocked by angry Chinese guards, and the doors
were slammed shut. In a valiant and entirely successful effort,
Bruce Zanca, smuggled passes to some who were left outside and
simply pulled others inside until all had entered.
Inside the President and Mrs. Bush were seated with Li Peng and
his wife at the end of a large living area. Baker, Sununu, and
others your pool could not see were seated to the left of the
President. Sipping tea and wiping themselves with hot white
cloths, Bush and Peng engaged in usual photo op chatter.
Your pool was escorted outside to the foyer to join Chinese
journalists for the presentation of gifts. The scene was East
meets West in a photo op and it was not a pretty sight. Agitated
Chinese guards tried to push poolers farther and farther away
with very little success, while Steve Studdert attempted to
maneuver the camera crews into advantageous positions. The
jostling lasted for about 10 minutes before calm descended.
President Bush and Li Peng then emerged side by side and walked
into the foyer, where two bicycles, his and her models, were

standing. His was lime green and hers was bright red. As the
leaders entered the room. The Bushes expressed surprise at
finding the bikes and the President declared, "what a beautiful
present.' Mrs. Bush looked at the pool, smiling, and said, "you
didn't think I could ride, did you?" Asked whether he would ride
the bike down Pennsylvania Avenue, the President responded, "I'll
be peddling up and down Kennebunkport, Maine, I can guarantee
you." A minute later, Li Peng suggested the President ride the
bikes around the White House, which prompted Bush to tell him
about Camp David and suggest he might ride there.
At that point someone in the American delegation handed the
President a large, gold-wrapped box which he handed to Li Peng,
saying, "This is not nearly as nice" a gift. Li Peng handed the
box to an aide who unwrapped it and handed it back to the stunned
Premier. He didn't seen to know what to make of the gift, which
was a pair of black cowboy boots with a Chinese flag on the front
of one and an American flag on the front of another. "When I go
to the United States, maybe I'll wear these boots. It's not a
habit in China to have flags on the front," Li Peng said. Bush
allowed as it wasn't a custom in the United States to have flags
on boots either. For a few seconds, everyone seemed
uncomfortable. Your pool stood aside and the American and
Chinese delegations went upstairs for further discussions.

AND RETURN

NOTE: This pool report includes information involving only
motorcade to and from the Great Hall. Previous report covered
details of the meeting and the banquet.
Bush departed on time from Diaoyutai State Guest House via
non-stop motorcade to the Great Hall of the People. A group of
about 500 curious Chinese witnessed his arrival at the Great Hall
from behind barricades.
Your pool was kindly escorted first to a meal sponsored by the
Chinese at which tables were laden with all manner of appetizers,
dumplings, vegetables, meat and cakes. In the middle of the
table were six bowls of red boar's penis soup, which your pool
declined to sample.
Uneventful motorcade back to Diaoyutai State Guest House.
