The Bureau of Alcohol, Tobacco and Firearms suspended the
issuance of import licenses on semi-automatic AKS-type
weapons with the concurrence of Bill Bennett on March 14,
1989, citing "particularly suitable for, or readily adapt-
able to sporting purposes."

PURPOSE:
To continue the relationship developed during the campaign
with Catholic lay leaders and to let them know that we
respect their work and their strong support of family
values. To begin a dialogue about the problem of
drug abuse and to receive their input.
II. BACKGROUND:
Your elegant reception for the Cardinals last week was a
huge success and is the talk of America's Catholic
community, both lay and religious. This Roosevelt Room
meeting should confirm your commitment to reaching out to
Catholic leaders for their input and support.
Although you won only 48% of the Catholic vote, 30% of your
total vote was Catholic. You appointed five Catholic
cabinet members - and the Governor - which is more than
ever before. But we have already received a negative story
in the National Catholic Register, usually a friendly
publication, because of our alleged failure to meet with
Catholic leaders early.

TALKING POINTS
-- First, thank you for the effective support you
have given me these past few years.
-- As you may know, we have a very large number of
Catholics involved in this government and I am grateful
you nave provided us with such varied talents.
-- There is a very good chance that Roe V. Wade may be
overturned these next few months. I want to thank
you for your work in looking for and providing
alternatives to abortion, like adoption.
-- We are in a desperate struggle for the souls of
a new generation and the battle is with drugs.
Government can't win this battle alone. I want you
to stick with us on this thing until we beat it.

-- I know education is as important to you as it is
to me. In a few days, I will be introducing my new
legislative package on education. I'm counting on
again. you to help us make America's schools number one
-- Finally, I want to thank you for the influence
you have had within the Church about the necessity
of America remaining strong.
-- Again, thanks for what you've done and I look
forward to working with you in the months ahead.
