Summary On your trip to Chantilly, you will attend a fundraising dinner for gubernatorial candidate J. Marshall Coleman. II. Discussion A. Economy: Virginia is experiencing its longest, most sustained period of economic growth in the post-war era. Un- employment is at a twenty-five year low. The current unemployment rate is 3.3 percent. In 1988, 72 new manufacturing firms and 33 new non-manufacturing firms created 9,579 new jobs. Virginia is very involved in foreign trade. In 1986, Governor Baliles opened the Virginia Center for World Trade which has currently been consolidated into the Department of Foreign Trade. Exports accounted for over 25 percent of overall economic growth in the past year. Virginia maintains foreign offices in Brussels, Tokyo, Hong Kong, Seoul and Sao Paulo, Brazil. B. Education: Governor Baliles has appointed a blue-ribbon Commission on the University of the 21st Century. The Commission is addressing projected enrollment increases and considering the changing needs of higher education. The Virginia Literacy Foundation is a public-private partnership to deal with the problem of adult illiteracy. Chaired by the Virginia First Lady, this group has raised over $3 million from the private sector. Additionally, Virginia's state appropriations for adult literacy have gone from a 1986-87 figure of $20,000 to $2.2 million in 1989. VIRGINIA TRIP PAGE TWO C. Drugs: There is broad bipartisan support for your drug strategy. Extreme sensitivities exist however, over the D.C. Emergency Action Plan as announced by Dr. Bennett in April. The concern centers on the effect that Northern Virginia areas will experience as a result of increased anti-drug efforts in the District. No evidence is available to support this concern. Increased convictions on drug charges, particularly for possession, are responsible for the severe prison overcrowding conditions. In FY '89, 1480 drug offenders were admitted to Virginia prisons. Fifty nine percent of those offenders were admitted on possessions charges. D. Crime: Even though Virginia ranks low among states in overall crime rates (41st nationwide), the state has a high incarceration rate (17th nationwide) with 230 incar- cerations per 100,000 people. In addition, the state institutes longer sentencing and fewer paroles than most states. As a result, Virginia has overcrowded prisons and jails. Currently, Virginia jails and prisons are operating at 122 percent and 123 percent of capacity, respectively. Throughout 1989, prison population has increased by 230 inmates each month. The 1989 General Assembly established a Commission on Prison and Jail Overcrowding to study alternatives to solve the over- crowding problem. Rather than wait for the Commission's final report, Virginia has already funded two new prisons, Buchanan and Greensville, to help meet current capacity needs. These prisons are expected to become operational by June of 1990. With an increase of 61 percent, corrections is the fastest growing area of the budget. Prison capacity has increased by 45 percent in four years. Virginia has recently become the first state with a state-operated forensic laboratory capable of conducting DNA testing. DNA "fingerprinting" is predicted to revolutionize criminal prosecutions by enabling law enforcement officers to identify assailants with certainty from hair, blood, body fluids or tissue samples. VIRGINIA TRIP PAGE THREE E. Environment: Over $60 million has been appropriated since 1984 toward Chesapeake Bay clean-up projects, including resource improvement, pollution control and monitoring and research. This project has been successful due to the strength of the intergovernmental effort allowing the states of Virginia, Maryland, Pennsylvania, Delaware, and the District of Columbia to work with the EPA. F. Transportation: In 1985, the General Assembly allocated $10 billion over a ten year period for transportation. Funding came from a one half cent general sales tax increase, a gas tax increase and an increase in auto property tax. Through this allotment, Governor Baliles has increased the number of active projects in construction or development from 2600 in 1986 to 5,100 in 1988. Additionally, the state has established a special taxing district for Route 28 in Northern Virginia. An unprecedented project was under- taken in establishing a private toll road corporation whereby 80 percent of the costs incurred in constructing toll roads are paid by the private sector. The Virginia Department of Transportation has begun planning for the Virginia Railway Express, a commuter railroad from Union Station south to Fredericksburg. This area has experienced 23 percent growth between 1980 and 1987. Governor Baliles has called for the release of federal highway trust fund monies to be used for transportation projects. Last Thursday evening two persons were killed and 81 injured when an Amtrak passenger train hit a fire truck in Fauquier County (approximately 40 miles west of D.C.). The dead include two of the firefighters. Obstruction of the crossing view and the combination of the fire and train sirens are now identified as the main causes of the accident. The National Transportation Safety Board sent investigators to examine the wreckage but due to the frequency of grade crossing accidents, they were not focusing on the cause. VIRGINIA TRIP PAGE FOUR G. State Legislature: On April 24, a special session was called for the state to respond to a recent Supreme Court decision regarding the taxing of federal and state retirement pensions. The ruling stated that federal retirement pensions could not be taxed unless state retirement pensions are taxed as well. The General Assembly agreed to tax both pensions if the amount was $16,000 or more. H. United Mine Workers Strike: Since April 5th, 1700 United Mine Workers have been on strike against the Pittston Coal Group. The strike originated over Pittston's desire to subcontract union jobs to non-union workers. Since the strike's beginning, over one hundred people have been arrested for blocking roads. A state police force has been activated to keep the peace. No major injuries or deaths have occurred. The union has been fined almost $3 million for violating limits on the number of picketers allowed at each work site. A federal mediator is in place although face to face negotiations are not taking place. Virginia is a strong "right to work" state. I. Racial Issue: Last month 100,000 black college students attended a greekfest celebration in Virginia Beach. Due to the tremendous size of the crowd, near riot-like conditions, including looting and violence, developed. Charges were levied against the police stating that their efforts to control the crowd went beyond legitimate police protection to punishment based on race. A process is underway to establish a commission independent of the city council to review all aspects of the incident. In addition, Virginia Beach officials have accepted an offer from leaders of Old Dominion University's seven black fraternities and sororities to help plan for the 1990 greekfest celebration. Officials plan to ask these fraternity members to testify before the commission to offer suggestions about how to avoid recurrence in 1990. To pay tribute to the memory of the Challenger crew who gave their lives in the interests of space exploration for the advancement of this nation's future. BACKGROUND The Challenger Center was established in memory of the crew of the Challenger Space Shuttle by Dr. June Scobee and the other families of the astronauts. You have been very supportive of this effort from its inception, and as Vice President you helped with fundraising for the Center by hosting with House Speaker Jim Wright the very first fundraising dinner for the Center. Tonight's dinner will kick off the Center's Capital campaign to raise money for the construction of the Center's headquarters site in Washington, D.C. (Last year, Congress voted an appropriation of $10 million over ten years for the Challenger Center and its projects.
