I.
PURPOSE
To show your continuing support for the National Federation
of Republican Women and to thank them for their efforts on
your behalf as well as the Republican Party's.
II. BACKGROUND
The NFRW is gathered in Baltimore for its 25th Biennial
Convention and is expected to draw over 2,000 NFRW members.
The theme of this year's convention is "Meeting the
Challenges of the 90s. " The Convention begins Friday and
concludes Sunday after the Awards Banquet which you will be
addressing.
The Convention weekend will be filled with politically
prominent people and Administration officials, including
Secretary Dole, Secretary Mosbacher, and Secretary Lujan.
Speaking on Sunday, prior to your visit, will be
Congresswoman Connie Morella, RNC Co-Chairman Jeanie Austin,
Congressman Newt Gingrich, Former U.N. Ambassador Jeane
Kirkpatrick and Senator Bob Dole.
The NFRW has not had a President attend its Convention since
1983. You attended as Vice President in 1987.

SUBJECT:
TRAVEL TO BALTIMORE, MARYLAND
I. Summary
During your trip to Baltimore, Maryland, you will be
the keynote luncheon speaker at the 25th Biennial Convention
of the National Federation of Republican Women (NFRW) and
will also participate in a staff photo-opportunity with
members of the group.
II. Discussion
A.
Economy
The economy in Maryland is very strong. The unemploy-
ment rate is between 4 and 5 percent. However, in the
Appalachian Region, unemployment is 9 percent.
There was a major dispute in Maryland over what to do
with the state's $400 million budget surplus. Governor
Schaefer wanted to expand programs to help Maryland's
neediest citizens, however, the legislature passed a
tax reduction of $7 per taxpayer, over the Governor's
objections.
B. Drugs
New anti-drug laws passed by the legislature are having
an impact in the state. These laws deal with property
forfeiture and drug kingpins. In the next session of
the General Assembly, Governor Schaefer will
re-introduce legislation concerning the use of drugs.
Legislation on drug users failed in the last session of
the General Assembly.
The Governor will be hosting a "summit" of sorts on the
drug issue this coming November. Although the
Legislature is out of session until January, the
Governor is calling together all state and local
officials as well as community leaders of local
subdivisions to discuss various alternatives to solving
the drug problem. It is anticipated that preliminary
results of this summit could be included in upcoming
initiatives by the Governor and the State Legislature.
The rise in drug arrests has significantly increased
the state's prison population beyond capacity. The
situation has prompted Governor Schaefer to accelerate
the state's long-term prison construction program.
In a related issue, the Prince George's County
Sheriff's Office made a significant drug bust this
week. During the serving of a routine eviction notice,
the Sheriff's deputies discovered 6.5 kilos of powdered
cocaine and crack estimated to have a street value of
close to $1 million. In addition to the drugs, sizable
sums of cash were confiscated. One arrest was made.
C.
Education
Education is an issue gaining considerable concern in
the state, especially in the Baltimore City area, due
to what state leaders call a "lack of quality," and
they are also calling for an equalization of funding.
The Governor's initiative on the education problem, the
Sondheim Commission, proposes an accreditation system
requiring the schools themselves to pass periodic
inspections and has also proposed a revision in the
standardized testing methods that are required of the
690,000 public school students in Maryland.
Earlier this fall, Congressional Democrats visited
Roosevelt High School in Prince Georges County to
announce the "Democratic plan to improve and
reinvigorate America's schools. The Congressional
delegation included, among others, Senate Majority
Leader George J. Mitchell, House Majority Leader
Richard Gephardt and Senator Edward M. Kennedy.
D. Environment
Bainbridge Naval Base -- The Bainbridge Naval Station
has been closed. However, the Navy has not cleaned up
the environmental problems at the base. These problems
include 450 buildings containing asbestos and a leaking
landfill that is contaminating ground water. Until the
Navy does take care of these problems, the site cannot
be accessed by the federal government. Moreover, the
state and local government cannot purchase the site or
plan for attracting new economic development to the
area.
A clean-up of the Bainbridge site may revitalize
Governor Schaefer's desire for an auto racetrack in the
state.
