Kaifu flew into Los Angeles on a Japan Airline 747, then transferred to a U.S. Air Force C-9 for the trip to Palm Springs. The President, with an Asian-looking female interpreter, greeted Kaifu at the aircraft steps and then escorted him through a drawn-up 25-man U.S. Armed Forces Honor Guard. As the anthems of the two nations were played by an Air Force Band, Kaifu and Bush stood stiffly to attention. A Japanese flag flew in the brisk breeze to Bush's left; an American flag was to Kaifu's right. There were no speeches. When the anthems ended, Bush turned to Kaifu, smiling, and shook hands. Then the two leaders walked to the President's limousine. Before entering the car, Kaifu strode over the shake hands with Brent Scowcroft. When Bush arrived, he was greeted by Palm Springs Mayor Sonny Bono; Bono and the President disappeared into the Business Air Terminal for the 10-minute wait for Kaifu. The flight from Tustin Marine Corps Air Station to Palm Springs was uneventful. Fitzwater came back to say that he will telephone the Press Center with a readout after the first meeting ends at about 5:15 p.m. Questioned about a rumor that Kaifu would not hold a news conference following the meetings, Fitzwater replied, "We will. We're fearless." Joining Bush in Los Angeles were Secretary of State Baker, Secretary of the Treasury Brady, Secretary of Commerce Mosbacher, and Special Trade Representative Hills. Mrs. Sununu also joined. Also onboard were Scowcroft and Sununu. As he left the stage at the Santa Ana Bowl, Bush stopped very briefly to shake hands with some of the martial arts performers. There were no crowds around the motorcade route. One road crew did not even look up as the motorcade swept by, but the entire staff and most of the clientele of Chelsea's Cafe in Tustin rushed out to watch the procession go by. Al Sullivan, USIA Laura Thomas, U.S. News # # # POOL REPORT # 7 TRAVEL POOL H: KAIFU ARRIVAL THROUGH FIRST BILATERAL THROUGH ARRIVAL AT ANNENBERG RESIDENCE Palm Springs, California March 2, 1990 Your last pooler should have noted that Sonny Bono was accompanied by his wife who did not appear to have crested 30-years-old. Fashion detail: She was wearing a Donna Karan suit and a very expensive Chanel bag. The motorcade arrived at Morningside Country Club in Rancho Mirage without incident. We traveled along streets named for Bob Hope, Dinah Shore and Frank Sinatra, most of which were bordered by very high hedges that didn't permit you to see the homes behind them. One note about this country club -- a lot of people maintained residences there; all of the garages have a special little door for their golf carts. The pool was positioned in something called the "Gentlemen's Lounge" in the clubhouse. At 4:00 sharp Secretary Baker strolled through on his way to inspect the President's lounge where he met with his opposite number Foreign Minister Taro Nakayama. At 4:02 Bush and Baker emerged together with Prime Minister Kaifu. The two men sat in two white leather club chairs flanked by their interpreters and aides seated on two leather couches. Mr. Bush said to Mr. Kaifu, "It's pretty, isn't it? This is my first time Apparently he was responding to an observation by Mr. Kaifu. Mr. Bush was asked by the pool whether he expected any progress. He said, "I'm going to answer all questions tomorrow full press conference." We were then thrown out. We then gathered in the North Dining Room where the table was laid with 10 chairs on each side. The Japanese delegation had their backs to the windows, which had a beautiful view of the mountains. The U.S. side faced the windows. Left to right, the U.S. delegation was: Charles Dallara, Assistant Treasury Secretary for International Affairs; Fitzwater; Ambassador Armacost; Scowcroft; Brady; the President; Baker; Sununu; Solomon; and a Dr. Jackson who was an interpreter as well as a notetaker (I believe he works for the NSC). On the Japanese side, participants were: Kaifu; Nakayama; Ambassador to the U.S. Ryohei Murata; Hisashi Owada; Tatsuro Arima; Koichiro Matsuura; Masaki Orita; and a notetaker and an interpreter, whose names I didn't get. The tables were set with floral centerpieces including tiger lilies, freesia and roses, and bottles of Artesia water -- mineral water which hails from San Antonio. At about 4:30 the delegations came in minus the two heads of state. They followed at about 4:45. They took their places, shook hands across the tables in response to pleas from photographers from both countries. These are the only words we could hear the President utter. "I told the Prime Minister that we view this as quite a significant gesture of friendship between our countries. The Prime Minister, between his address to the Diet and then having to answer questions -- he was willing to come here. We view that as an important display of your feeling about our relationship." Mr. Kaifu nodded to this. Mr. Bush continued, "What we agreed is we would chat here for a few minutes, then we'll let our guests get scme rest and meet for an informal dinner. Welcome, sir. There are so many areas of common interest where we have such a strong relationship with Japan. We thought we'd touch on some of those at this general session.' Then we were thrown out again. They met until about 5:15 and just walked out of the room. We didn't see Mr. Kaifu get into his car; we went running to our cars and drove to the Annenberg residence. We were not invited in. Michel McQueen, Wall Street Journal # # # POOL REPORT # 5 CENTURY CITY TO SANTA ANA March 2, 1990 The bottom line: No Presidential words. Just Presidential movements. Motorcade from Century City to Santa Monica Airport uneventful, though a few shopkeepers came out to watch the motorcade. Helicopter ride to Tustin Marine Helicopter Air Station similarly uneventful, although a few good men and their families were on hand to welcome the President. Tumbling out of Marine One were, along with usual suspect, Marlin Fitzwater and Sig Rogich, Chief of Staff and Mrs. John Sununu. Motorcade to Santa Ana Bowl, which usually holds football and soccer matches, was also uneventful (could this be a trend?). On arrival at the Bowl, pooler Frank Sesno cornered Sununu and asked him if he had read the Wall Street Journal article about him. His reply, barely heard over the strains of the mariachi bands: "They're coming closer to my true metier." Private time at Santa Ana Bowl, Dave Demarest disclosed, was for photo sessions. Demarest was asked if he had approved the line in Bush's L.A. speech that "big busts won't be enough" to win the war against drugs. He first claimed this was a Bush ad lib. When your pool pointed out that it was in the advance text, he looked it up, laughed as if seeing the double entende for the first time and said, "I guess so."
