Secretary Sullivan requested this meeting in order to give
the leadership of the National Commission on AIDS an
opportunity to visit with you to discuss issues relating to
HIV infection and AIDS.
II. BACKGROUND
The National Commission on AIDS was created by public law to
make recommendations to the President and Congress for a
consistent national policy concerning AIDS and the HIV
epidemic.
You appointed two members to the commission; Dr. David
Rogers and Belinda Mason and three ex-officio members;
Secretaries Cheney, Derwinski and Sullivan. June Osborn,
who serves as Chairman, was appointed by the Senate.
Belinda Mason, who serves as a commissioner, was infected
with the AIDS virus through a blood transfusion during the
birth of her second child.

-- The work that you and the Commission are doing is
extremely important in dealing with this serious problem.
The periodic reports and information I have received are
very helpful and informative.
-- I know that Dr. Sullivan and Dr. Mason are working
with you and keeping you up to speed on research efforts
by the Federal government.

-- Thank you for joining me today when I speak to the
National Leadership Coalition on AIDS. It is important that
we encourage private sector organizations to work together
to meet the challenge of this epidemic.
-- I encourage the Commission to meet with leaders of the
business community to explore and recommend ways for
business to address this epidemic.
-- Some people may think that AIDS does not affect each
of us directly. In my speech this morning I intend to speak
of my own experience: Barbara and I have had friends who
have had AIDS. It has affected us directly, and we want to
offer our personal support for those who are suffering.

-- I also want to affirm the commitment of my
Administration to develop an effective response.
-- I want you to help by continuing to work closely with
Dr. Sullivan and Dr. Mason, and by keeping me informed
through your reports.
-- Thanks for all you are doing to combat this terrible
disease.

ISSUES LIKELY TO BE RAISED
-- The need for a coordinated Federal plan to respond
to the HIV epidemic.
I am extremely concerned that all people, including those
with AIDS, have fair access to health care. I have asked
Dr. Sullivan to lead a Domestic Policy Council review of
recommendations on quality, accessibility, and cost of our
nation's health care system. He is coordinating a broad
review of the health care delivery system that should be
completed later this year, and the recommendations will be
sent to me when the review is completed.

-- The need for Federal disaster relief or direct
emergency relief to help states and localities in
developing a continuum of HIV prevention, treatment,
care and support services.
I understand there is significant bipartisan support in
Congress for disaster relief legislation for areas that have
been most affected by AIDS. [There is currently a
Kennedy/Hatch bill calling for such legislation.] I know
that the Commission believes disaster relief should be an
urgent priority for the Federal Government and strongly
supports the Comprehensive AIDS Resources Emergency
(CARE) Act of 1990. That legislation is currently under
review within the Department of HHS. [The FY 1991
budget contains no funds for this purpose.]

-- A national policy of providing readily available
treatment for intravenous drug abusers.
I am aware that the Commission believes treatment on
demand is important in controlling the HIV epidemic.
You know that I have taken a strong stand against the use
of illegal drugs. I am well aware of the problems drug
abusers face with the HIV infection and AIDS and I want to
assure you that Dr. Sullivan and his department are working
closely with Director Bennett and the Office of National
Drug Control Policy to coordinate our efforts in this fight.
My National Drug Control Strategy calls for $1.5 billion for
drug treatment grants and federal drug treatment programs,
which will help those with HIV infections who are also
illegal drug users.

-- The need for the Federal government to take the
lead in developing a coordinated plan to provide
funding for housing for HIV-infected persons.
I know that during your recent visit to New York and
New Jersey, you were dismayed by the number of persons
without adequate housing. Others may loose their housing
due to HIV infection or AIDS. I too am concerned about
the number of people who are homeless--including those
who are HIV-infected. There are several programs within
the Public Health Service that address such housing issues.
I support the McKinney Act, which provides states,
localities and private groups with funds to combat
homelessness. We are open to other solutions.

-- The need for homes and adoptive and foster families
for orphan children of the HIV epidemic.
As you know, Barbara is a strong advocate of
volunteer work. She has personally visited Grandma's
House--a residence that cares for "boarder babies" infected
with AIDS--to help raise the public consciousness about
the need, not only for compassion, but for housing. Last
year, she was honorary chair of the Washington Gala, an
event to raise money for children with AIDS.

[Adoption, cont.]
With appropriate program support, finding foster and
adoptive homes for infants who are born to HIV-infected
mothers is an achievable goal. These infants can be placed,
if specialized support services are available to foster and
adoptive families. Dr. Sullivan will implement the
Abandoned Infants Assistance Act, a program designed to
look at innovative ways of meeting nonmedical needs of
infants and to prevent the abandonment of infants, including
those who are HIV-infected.

-- Immigration restrictions for HIV-infected persons.
As you know, under the Immigration and Nationality Act,
aliens "afflicted with any dangerous contagious diseases"
are excludable from the United States. Since Congress
added HIV infection to this list in 1987, HIV-infected
individuals are excluded from entry into the United States
unless they obtain a waiver. The Departments of HHS,
State, and Justice have put in place extensive checks to
guarantee that applicants for waivers be treated quickly,
sensitively and with strict confidentiality.

I. PURPOSE:
To demonstrate the Administration's leadership and concern
in the battle against AIDS and to encourage business, labor
and private volunteer organizations to collaborate against
the disease.
II. BACKGROUND:
Acquired Immune Deficiency Syndrome (AIDS) has spread
rapidly since it was first identified in 1981. The Center
for Disease Control estimates that in the United States
alone over one million persons have tested HIV positive,
over 125,000 have been diagnosed and over 76,000 have died.
The National Leadership Coalition on AIDS was formed in May,
1987, to bring together the collective private sector
resources to respond to the crisis. It is composed of major
corporations, labor, trade and professional organizations
and key civic, voluntary, religious, gay and ethnic groups.
This Coalition represents business and labor responding to
AIDS, and encourages private sector organizations to
collaborate in meeting the challenges of the epidemic.
In September, 1987, over 200 corporate representatives met
in Chicago to focus on appropriate actions on AIDS.
Allstate Insurance Company initiated and underwrote this
conference in cooperation with the newly formed Coalition.
The 1990 conference is an update to review critical
commitments already made from the private sector and to
consider future action. Joining as a co-sponsor with
Allstate and the Coalition is the National Community AIDS
Partnership, started by a $5 million Ford Foundation grant
and chaired by Dr. David Rogers, Vice Chairman, National
Commission on AIDS.

THROUGHOUT THE PAST YEAR ON AIRPORT TARMACS, IN HIGH
SCHOOL HALLWAYS, IN HOTEL BALLROOMS, AND, YES, IN
SHIP'S GALLEYS. THESE FACES BELONG To THE SOLDIERS,
SAILORS, AIRMEN, AND MARINES WHO TOIL AROUND THE CLOCK
TO ACCOMPLISH WHCA's MISSION.

1989 WAS A YEAR FILLED WITH CHALLENGES,
OPPORTUNITIES AND ACHIEVEMENTS. WE'VE CRISSCROSSED THE
GLOBE, ALL OF US TOGETHER PLAYING A PART IN THE
DEMOCRATIC CHANGE SWEEPING THE WORLD. WE ATTENDED
IMPORTANT SUMMITS IN PARIS, BRUSSELS, MALTA, COSTA RICA
AND COLOMBIA -- SIGNIFICANT GLOBAL EVENTS REQUIRING THE
LATEST TELECOMMUNICATIONS TECHNOLOGY WITH DCA AND WHCA
LEADING THE WAY WITH STATE OF THE ART SYSTEMS.

AND BELIEVE ME I'VE TESTED THOSE SYSTEMS BY PICKING
UP A RANDOM PHONE, FOR EXAMPLE ABOARD THE U.S.S.

WAS THE SIT ROOM. EACH TIME YOUR TECHNOLOGY HAS

SCENARIO:
THE PRESIDENT arrives Washington Hilton Hotel and
is met by Mr. Bill Edwards, General Manager,
Washington Hilton Hotel. Following the greeting, THE PRESIDENT
proceeds to the Cabinet Room and is met by Ms. Linda Taira, CBS
Correspondent and Chairman of the Dinner. Following the
greeting, THE PRESIDENT will be escorted into the Cabinet Room by
Ms. Taira, and will begin participation in a Mix and Mingle.
Upon conclusion of the Mix and Mingle, THE PRESIDENT will depart
the Cabinet Room and proceed to the Holding Room. THE PRESIDENT
arrives the Holding Room. (NOTE: Mrs. Bush will join THE
PRESIDENT at this time. THE PRESIDENT and Mrs. Bush depart the
Holding Room and proceed to the Off-Stage Announcement Area,
International Ballroom. THE PRESIDENT and Mrs. Bush arrive Off-
Stage Announcement Area and hold briefly. THE PRESIDENT and Mrs.
Bush, accompanied by Ms. Taira, are announced into Ballroom,
proceed to Dais and are Seated. Honors are played by the United
States Marine Band. The Presentation of Colors will be followed
by the National Anthem. Dinner will be served immediately
following the National Anthem. At approximately 9:25 pm, toasts
will be offered to THE PRESIDENT and the 101st Congress followed
by the Head Table introduction. THE PRESIDENT is introduced for
Brief Remarks by Ms. Taira. THE PRESIDENT gives Brief Remarks.
Upon conclusion of Brief Remarks, THE PRESIDENT, accompanied by
Mrs. Bush departs Dais and proceeds to Holding Room.
THE PRESIDENT and Mrs. Bush arrive the Holding Room. After a
brief hold, THE PRESIDENT and Mrs. Bush depart the Holding Room
and proceed to the Motorcade for departure from the Washington
Hilton Hotel en route the White House.
