Bush came back before takeoff alone with no aides and talked at
length about going to church, his upcoming meeting with Margaret
Thatcher, flying kites, Gorbachev's .dmonition about being lectured
by the United States and forgiving East Germans for the Holocaust.

D. How was church? (Bush went to a Good Friday sunrise service at St. John's)
H. Very nice. Very nice service. We prayed for you.
Q. Were you the only person there?
A. No. There were about 30/40 people.

9. Have you ever flown a kite before?
A. Yeah. I have a large inventory of kites. I'm one of the better kite
fliers. I am often told to go fly mykite.
Q. Mrs. Thatcher seems a little leery of the kite flying?
A. Of the kite flying? It's a tradition down there.
Q. Maybe it will loosen her up is bit?
H. Helen!
Q. What do you expect to accomplish (inthese talks) ?
A. Continued series of consultations. First we had the Canadians, about
three hours of talks with them. More here. Ne week Francois Mitterrand.
And it is extremely important th t close allies stay in close touch during
these times of dramatic change in Europe. So I would think a lot of it
would be about Europe, post unification, post German unification,
present standing of relations between the Soviet Union and the United States
as well as the Soviet Union and teetern Europe so I think that will
probablydominate the conversations.
Q. Is Mrs. Thatcher on the S me wavelength with you an these issues?
A. Yeah, I think we're very close together on our assessment on the
changes that are taking place in the Soviet Union. But this is something
I want to, you know, find out, in this kind of a meeting, the nurness, you can
get into the nuances, If there are differences, talk about Thenen. them.

Q. Apparently, Mrs. Thatcher wants to persuade you to deploy modernized
nuclear missiles on German soil. Wh t's your position on that?
A. We'll probably discuss that subject. And of course our position is that
it's a matter for collective decision for N .TO still and obviously a lot of
concern for how Cormany this would a ffect Germany. But we 'll talk about this.
Q. to Mrs. Thatcher seems to be the most reluctant about
German reunification.
A. Well, I don't know that I can say that. I'll get a better feel for that
after these meetings. But we've got a special relationship with the UK
We always have. I feel I have a very frank and open rel tionshi with
Margaret Thatcher, for whom I have tremendous respect. When I was vice
preside t she accord: me many CO urtesies, which included frank
discussions and over here at the vice president's house. But if that's
right (about her nositi n on Germ. reunif.) It8s important we know
And imnort nt that I explain to her 25 clearly as I can the U.S. policy.
These things have a way of coming together. I'm very unbeat.

Q. Gorbachev says he doesn't want lectures (from the U.S.) onLithuania.
A. I can understand his position, I mean, whyhe says that. Up until
this point, he has viewed that largely, anot entirely, as an internal
matter for him to work out with the Lithuanians. Because of the history,
we don't view it that way. So I can understand why he might O ntinue
to say that's in order but I will C ntinue to say what I think on this
subject. I don't view that (Gorby's statement( as a hostile comment but I
view it as reiteration of his well known positionjust as I reiterated our
well known position when I met with those Baltic leaders the other day.
Q. The East Germanshave asked for forgiveness for the Holocaust. Should we
forgive them?
A. Well, I'M one who belie ves in forgiveness. And this is a good day
for forgiveness for those of us who have faith. Most of the teachings are
for orgiveness including our own. In our family Easter is a very special
timebfyear and it's a time to take stock. It's a time to be glad. So
I'm inclinedto think we ought to forgive, not forget, necessarily, because
I think you learn from history, what not to do wrong, how to conduct
oneself. I'm a Christianand I think forgiveness is something I feel
very strongly about. That's a personal observation. It's not a statement
for our country.
q. Gorbachev seems upbe about initialing a START treaty (at the summit.)
A. Well, I noticed he Was cuite upbeat there. What he said about
instructing his people to go forward, I viewed that a a very positive
statement. We're sending the same signals to our negotiators.and
policy makers. So I view that as positive.
Q. So it's possible then?
A. I don't know, Helen. I had h) ed that -S you know before. it W S our
feeling that things had walked back a little bit but now, it's
encouraging. I'm anxious to see George Mitchell
.
Q. Anything new on a side trip to Maine during the summit?
A. I'm not think g of nything on the logistic .

have a plan to do it. But it is essential that they be filled in on
every single detail. It may be the secretary of state that does that.

It's doubtful he ade it back to his seat before the takeoff but
nothing happened. Bush seemed relaxed, wore his flightjacket .nd the
presidential tie clasp. Takeoff WAS gradual, smooth and slow.

POOL REPORT # 2
ARRIVAL CEREMONY AT GOVERNMENT HOUSE
HAMILTON, BERMUDA
APRIL 13, 1990
The Malta, correction, Bermuda Summit arrival ceremony took place
on the green lawn in front of Government House on a knoll above
the choppy, white-capped Atlantic Ocean. Witnesses included
members of the Bermuda Cabinet and others identified as
diplomats.
Mrs. Thatcher was the first of the two summiteers to appear. She
came out as the President's helicopter came in for a landing from
the north side of the island. She wore a green suit, but was
hatless. Despite the rather strong wind that stood out the Union
Jack, not a hair on Mrs. Thatcher's head seemed to be mussed.
She walked across the lawn to a two-step blue dais, where she
heard the first eight measures of "God Save the Queen," and then
went down some stone steps along a gravel path and arrived at the
helicopter landing site. I presume you have all that from
another pool report.
Eight to ten minutes later, Bush and Thatcher came back to the
arrival ceremony site accompanied by Premier Swan.
Bush wore a gray suit and also was hatless, but his hair was
blowing in the wind.
He too stood on the dais as the Bermuda Regiment Band played the
U.S. National Anthem. Then, the President accompanied Captain
Edward Tucker on an inspection of the Bermuda Guard. At the end
of the front wall, Bush said to Tucker, "Go back?" And the
Captain said yes. So they both walked behind the Guard. Then
Swan escorted Bush to the head of the line of the welcoming
dignitaries and proceeded to start introductions. Mrs. Thatcher
watched this for a minute or two and then walked by herself to
the end of the line where she stood hands at side while the
President did the greeting bit. When that ended, Bush and
Thatcher disappeared around the western corner of Government
House to begin the meeting.
Just a word about the scene: Government House is your basic,
two-story, creme stucco, tropical, colonial palace with recessed
porches and inset windows and scattered towers, the highest
rising to the fifth floor. It has a swimming pool, which today
was protected by a yellow and white awning that shuttered in the
wind.
Most folks seemed dressed for the blustery weather, except for
one chap in yellow Bermuda shorts and high yellow stockings, who
seemed to have something to do with housekeeping. At any rate,
shortly before the ceremony, he walked across the ceremony lawn
carrying an orange bucket filled with water which was used to
swab the stone steps just before the Bush and Thatcher treading.
A local reporter advised that it rained heavily here last night
and into the early hours of the morning, but that such weather,
with the accompanying winds, is quite traditional for Bermuda at
Eastertime, so it cannot be said that the officials were greeted
by a Malta surprise.

POOL REPORT # 3
FIRST BILATERAL
HAMILTON, BERMUDA
APRIL 13, 1990
Meeting took place in the living room of the Government House, a
sprawling mansion overlooking the Atlantic Ocean. Bush pulled up
an armchair in front of the fireplace to be closer to Mrs.
Thatcher, seated on the sofa. The living room is a large beige
and peach room with an enclosed veranda overlooking a small pool.
Mrs. Thatcher was dressed in a teal (Bermuda blue?) suit and wore
white leather gloves. When she greeted Bush on the lawn, she
took second place to Sir Desmond Langley and Lady Langley. He is
the Governor of the island and as the Queen's representative
shook hands with Bush first. Bush told Mrs. Thatcher, "Hello,
Margaret. How are you? Couldn't be better." He also said hello
to Denis Thatcher. (Mrs. Bush is not on the trip.)
Mrs. Thatcher was asked if she is going to fly a kite. She
looked with trepidation at the sky and said nothing but smiled.
Inside the Government House, Bush sat down and said, "So many
things to talk about in this changing world." Mrs. Thatcher
said, "How's Barbara?" And Bush said, "She is fine." And said
she is staying home with Doro. To the question, "Are you on the
same wavelenth on Europe?" Mrs. Thatcher replied softly, "Yes,
yes." And Bush said, "We normally are, aren't we?"
The Government House is furnished in antiques and has a mildewy
odor, but floral bouquets are everywhere. Over the fireplace is
an old tapestry behind glass and bone china birds on the mantle.
On either side on bookcases are pieces of china.
At the bilateral session, seating arrangement was as follows:
Bush on one side, flanked by Scowcroft, Baker and Sununu, facing
Thatcher, flanked by Charles Powell and Sir Antony Acland. On
either ends of the table were Blackwill and Catto, Bernard Ingham
and Fitzwater.

BUSH AND THATCHER KITE FLYING EVENT
HAMILTON, BERMUDA
APRIL 13, 1990
The Prime Minister and the President walked out from Government
House chatting amicably and down to a terrace overlooking the
Atlantic where about 21 children and 3 or 4 adults were gathered.
Five children, three girls and two boys, were flying kites so
high in the sky that you could barely make out their colors.
Bush chatted with them, asking, "How you doing there girls?" and
walked about mingling and shaking hands with all the kids.
The scene: Grass-covered knoll with mums and bougainvillea;
palmettos and palm trees in the background. Bush took one kite
and started jerking it up and down showing the girls how to make
it flip in the wind. But the kite was so high above heads and
the wind so strong that you could barely detect any movement.
Thatcher, on the other hand, started reeling a kite in. She
reeled and reeled and reeled and reeled and finally got tired and
looked around for help. Kitemaker Vincent Tuzo quickly obliged.
Later, Tuzo evaluated the leaders' kite flying skills. "He did
quite well," Tuzo said of Bush. "But the Prime Minister did
better than him."
Tuzo also said, "Bush seemed like he was more into the kids and
the Prime Minister seemed to be more into the kites." Asked if
Bush appeared to be an experienced kite flyer, Tuzo said, "I

Thatcher's hair spray deserves an award. Bush's hair was tossing
about, even Afros were wafting in the wind. But Thatcher's
blonde tresses remained as smooth as a helmet.
Bush's only words to the pool: "Go fly a kite!" Asked how the
talks were going: He signaled "thumbs up.'
Tuzo gave Bush a red, white and blue kite in the shape of an
octagon. He gave Thatcher a bull's eye kite in red, white and
blue.
The event lasted about 15 minutes.

TREE PLANTING
HAMILTON, BERMUDA
APRIL 13, 1990
This is for trivia fans.
Bush and Thatcher planted sentry palm (Howea Forsteriana)
saplings at the foot of a slope leading away from Government
House. The area is a grove of palms planted by various
dignitaries including most recently a bottle palm, planted by
Prince Philip on March 25.
Bush and Thatcher, following the conclusion of their meetings,
drove down the Government House driveway in Thatcher's limousine
and walked over to the planting area as a band -- out of sight
over the rise -- played "Born Free". Each grabbed new
square-bladed shovels and attacked a pile of dirt standing next
to each sapling. Bush went first, wielding his shovel furiously
and demolishing his pile with 16 strokes. Mrs. Thatcher did him
one better. She performed a deep knee-bend to attack her pile,
then carefully tapped it into place around the sapling with her
foot.
The party then walked up the slope back toward Government House,
in the general direction of Canary Island date palms planted by
President Kennedy and Prime Minister McMillan and the Senegal
date palms planted by Prime Minister Heath; if the leaders
glanced at the palms, the gesture was lost to your pool.

ABOARD HMS ARROW
HAMILTON, BERMUDA
APRIL 13, 1990
First the news tidbits:
Marlin Fitzwater, asked if the Administration had anything
further to say about Lithuania, said, "No, actually it is less
certain now what happened. What we are trying to do is sort out
what happened and what it means."
Overall, he described the Bush-Thatcher talks as being very
broad. "They went through maybe 15 different subjects," he said,
and he added that specifics in such areas as arms control were
not discussed.
Your pool attempted to dig up anything further on Lithuania, and
a variety of other subjects with James Baker III, Brent
Scowcroft, Robert Blackwill, and John Sununu. None would play.
"I'm not speaking to the press," said Baker, who admitted,
however, that he had been questioned by British reporters who
staked him out. He said he answered one question but he wouldn't
say on what subject.
Scowcroft did answer a question on whether there had been private
communications from the Soviets that reflected yesterday's public
statements that problems holding up a START treaty can be solved
in time to have a document initialed at the summit. "Not that we
know of, no," he said.
Aboard the frigate, Thatcher arrived first and greeted the crew.
A large number of locals in evening dress arrived later and the
President, who drew loud cheers from people lining the streets,
arrived last. Lots of sipping and mingling occurred.

POOL REPORT # 7
PRESS CONFERENCE TO RECEPTION TO DINNER ARRIVAL
HAMILTON, BERMUDA
APRIL 13, 1990
The President helicoptered back to Chelston and your pool drove
so we did not see him arrive. Chelston is the estate of the U.S.
Consul General, who is currently L. Ebersole Gaines. The
residence is a yellow, stucco, multi-leveled mansion with a
separate caretaker's residence -- many flowers, terraces, high
hedges. We were so far back that we did not see the President
get into the car, but the motorcade to the reception was without
incident. Small groups of Bermudians along the route whistled
and applauded or simply smiled as the motorcade passed. Many of
the motorists and pedestrians held up by the motorcade were
milling around outside and waved as the cars passed them by.
Our pool didn't have any access at the reception. We were kept
about 100 yards away from the reception ramp near the cars. But
I think the previous pool can give you a full description of the
HMS Arrow and whatever doings occurred at the reception. We
could see that the guests were dressed up Bush wearing a
tuxedo and the ladies in evening wear; the Bermuda Regiment Band
serenaded the guests throughout.
The highlight of the pool so far was the President's decision to
work the rope line after he left the reception. That started at
about 7:15 p.m. He crossed the dock and the narrow street (Front
Street) to a spot in front of the Bank of N.T. Butterfield & Son,
Ltd., where a very excited crowd started waving, yelling, and
gesturing for him to come closer. Accompanied by Bermuda's very
handsome Premier, John Swan -- who was also in dinner clothes and
bears a passing resemblence to a middle-aged Denzel Washington --
the President began shaking hands and was greeted with cries of
"Yeah, Houston,' "Yeah, George." Some of the younger children
started to scream at high pitch and the agents moved along the
barrier urging people not to push forward. A few yards down, he
stopped in front of the Conch Shell, a restaurant with a balcony.
He waved up at the balcony and they yelled back a big cheer.
They yelled "Houston" in unison and he waved again. Moving along
the barrier, we heard cries of "George, we love you." "President
Bush, how are you?" and many other cries of endearment. At one
point, he picked up a baby of indeterminate gender, kissed it,
and made faces at another little boy. Through the help of the
radio pooler, we picked up these bits of dialogue: "Good to see
you." "How are you?" "Who is this?" "I'd invite you guys for a
beer but I've got to go to work." And, "I've been there.' "Love
it." "Love it." He finally stopped about 75 feet away from
where he began in front of Crisson Jewelers. Meanwhile, the band
was playing "My Fair Lady" and "I could Have Danced All Night".
Total elapsed handshaking time was about 5 minutes. We drove
back to Government House, accompanied by much waving and
cheering. He's at the dinner. We don't have any.

AEROBIC RAIN GOLF
HAMILTON, BERMUDA
APRIL 14, 1990
Bush and team arrived aboard Marine One at 8:30 a.m. in a driving
wind and rain storm. Bush's chopper landed on the greens closest
to the Mid Ocean Golf Club House, a sprawling 3-story pink and
white building. The par 71 course is well-detailed in the golf
brochure given to every reporter in the press room.
Bush hopped off Marine One dressed in a gray shirt, red v-neck
sweater, open white jacket, khaki pants, white socks, brown
shoes, and a white Wilson golf glove on his left hand. As he
swung around the tail of the aircraft, he tossed a white golf
ball in the air and smiled broadly. He was joined by General
Scowcroft, decked out in a green rain suit; Sununu, sporting a
yellow pork-pie hat; and Baker, clad in a white rain suit. The
team briskly walked through the rain and wind to the first tee
and were greeted by a handful of members of the swanky golf
course. One member later said that they weren't swept by the
Secret Service.
Sununu cradled a box of Titleist balls, while one of the
onlookers gave Bush a jar of golf balls and sand.
Sununu was asked, as the rain began to lift, if it was too wet to
play. His answer: "We told you you were all wet." Bush
meanwhile told one of the course officials, "I hope were not
overloading your circuits".
Bush's golf bag was red and black, apparently leather, with the
words "United States" embroidered on the front. In the bag were
Bush's trusty pole-cat and a collection of brand new ACX clubs,
"whatever that means," Bush said.
"I have an excuse if this doesn't go any where," he said, looking
at his golf ball. He said, "This is a brand new club that I
haven't swung before."
Bush said the golf course, "is one of the best golf courses in
the world
it's a rare opportunity."
Explaining his game, Bush said, "I used to play a lot of golf.
In west Texas, for about 12 years, I didn't play any tennis,
strictly golf out there."
Adding, he said, "Then I played in the 60's and then I got so I
couldn't putt at all. I gave up the sport. Literally ruined the
game for me and then I started back. I'm not a very good putter
with it (pole-cat) but at least I don't have the fear of poor
putting on everything. When you get a little older, I want to
have this game coming on. I have to cut down on the running and
stuff."

Before starting his game, Mr. Bush was asked about the current
situation in Lithuania. Mr. Bush said, "I haven't heard anything
about anything yet. I haven't seen the intelligence report yet.
I will when I get in." Last night, he said, "I wanted a
clarification. It was midnight over there.'
Bush was also asked about his meeting with Mrs. Thatcher. "I
said it all yesterday. I meant what I said there about it. It's
very important that we stay on the same wave length.
He said the United States and Britain "feel very comfortable
about ouur positions -- slight nuances on a few things,
differences and ... very close together."
Bush set the rules for the game and divied up seven players into
two teams -- the first including Sununu, Scowcroft, and White
House Physician Burton Lee. The second team was Bush, Baker,
Denis Thatcher, and U.S. Consul General Ebersole Gaines.
Sununu's first shot was low and to the right. The first hole is
a dog-leg left. Bush yelled out, "Good high shot" and "show
off." Bush then suggested a $1 wager. Bush set his white ball
on a yellow tee and took one practice swing. He stepped up to
the ball, swung, then yelled out, "No, no, Mulligan, not much
room up there. Bush then lined up a second shot, which didn't
go as far and dove down off the first tee plateau, prompting Bush
to say, "First one".
Baker went next and Bush told him to keep the ball left. Baker
said, "I'm just trying to hit it." Baker also took two shots and
afterward was helped by Bush as he took off his cumbersome rain
suit. Thatcher, who golfs lefty, drove a strong high shot, which
Bush answered with, "All right, Denis." Before running off to
make his second shot -- ignoring the eight golf carts waiting,
Bush said playing golf and other sports, "is very important; it
refurbishes the spirit." Mr. Bush said, "You've got to have a
mix of work and recreation." The golfers who have been on the
Mid Ocean Course said it normally would take three hours or more
to finish 18 holes. However, at this writing after just one
hour of golfing, Bush and his team are already on the eighth
hole, once again showing the President's love for aerobic golf.
