The President today announced his intention to nominate Carol
Bagley Amon, of New York, to be United States District Judge for
the Eastern District of New York. She would succeed Mark A.
Constantino.
Since 1986, Mrs. Amon has served as a United States Magistrate
for the Eastern District of New York. Prior to this, she served
as an Assistant United States Attorney for the Eastern District
of New York, 1974-1986; a Trial Attorney in the Office of Drug
Abuse Law Enforcement of the Criminal Division of the United
States Department of Justice, 1973-1974; and a Staff Attorney in
the Office of the General Counsel for the Communications
Satellite Corporation (COMSAT), 1971-1973.
Mrs. Amon was graduated from the College of William and Mary
(B.S., 1968) and the University of Virginia Law School (J.D.,
1971). She was born April 23, 1946 in Richmond, Virginia. Mrs.
Amon is married, has three children and resides in Brooklyn, New
York.

Joe and Gene are partners in Bigsby and Kruthers, clothing
retailers. For some time Joe has been involved with eastern bloc
clothing manufacturers and has some interesting insights on that
industry since the political changes in Eastern Europe.
Joe and Gene may bring with them for the President a piece of
Illinois folk art by George Colin who works with paper bags, oil,
acrylics and chalk. The artist began creating while an employee
of Pillsbury Flour Company, using the flower bags to paint on.

STATEMENT BY THE PRESS SECRETARY
The President met in the Oval Office for approximately 35 minutes
this morning with the Acting President of Hungary, Arpad Goncz.
President Goncz is in the United States on a private visit.
President Goncz was named Acting President by the new
democratically elected Hungarian parliament on May 2. Hungary
will have an "acting" President until new election laws are
enacted this summer.
In the course of the meeting, President Bush expressed his great
admiration for Hungary's progress in building democracy, and he
reaffirmed the United States' commitment to supporting economic
growth and democracy. The President mentioned the Hungarian-
American Enterprise Fund as a means of supporting ongoing
economic reforms and strengthening U.S. investment in Hungary.
The President also discussed the recently announced Citizens
Democracy Corps which is designed to mobilize private voluntary
assistance to Eastern Europe.
The two Presidents discussed U.S.-Soviet relations and the
situation in Lithuania. They agreed on the need for opening a
process of dialogue between the Soviet and Lithuanian leaders as
a prerequisite for creating a stable environment in which the
countries of Central and Eastern Europe can consolidate their
democratic reforms. President Bush also stressed the importance
of maintaining a strong U.S. presence in Europe, including a
military presence as a guarantee of stability. President Goncz
expressed his full agreement.

Texas
I. SUMMARY
During your trip to Texas, you will participate in a GOP
fundraiser in Dallas and give the commencement address at
the University of Texas.
II. RECENT CORRESPONDENCE
From local elected officials:
* May 7, 1990: Mayor of Live Oak City Norm Tremblay wrote
to inform you of a city charter amendment which requires
all elected officials in Live Oak to submit to substance
abuse testing.
* May 4, 1990: Mayor of Brazoria Joe Ann Miller wrote in
opposition to the transport of hazardous waste through
her town which could occur if a landfill site, south of
Brazoria is approved.
III. DISCUSSION
A. Economy
While slowly recovering from the economic downturn it
suffered in the mid 1980's, the state's recovery has been
slowed by the real estate/financial institution crisis.
There is a total book value of $43.6 billion of distressed
Texas real estate loans, $10.3 billion of which are held by
the federal government, representing 20,000 different tracts
of land from over 100 financial institutions. However, in
spite of the severe recession in the mid to late 80's and
slowness of the recovery, most economic indicators, such as
sales tax receipts and business growth, have been improving.

B. Education
On October 2, 1989, the Texas Supreme Court ruled that the
Texas public school finance system was unconstitutional.
In response to this ruling, Governor Clements has called for
3 special legislative sessions (of 30 days duration each) to
address the issue, the last of which is occurring now. At
the end of the second special session on education, the
Texas Legislature forwarded to Clements a $555 million
proposal, which included a one-half cent sales tax increase
(which would have made Texas the second highest taxer of
sales in the nation, following only Connecticut). On May 1,
the Governor vetoed the proposal, saying that no new taxes
were necessary to meet the Supreme Court guidelines. On May
2, the Governor proposed a $250 million package funded
through cuts in state spending on other activities, making
the point that $500 million already had gone into the
educational system during Texas' 1990-91 biennium, and that
no new money was necessary. Recent polls show that over 60%
of Texans support the Governor's "no new taxes" stance.
There are a sufficient number of Republicans in the Texas
House of Representatives to prevent an override of any
gubernatorial veto of a tax bill. If the Legislature does
not act by June 1, a court appointed master will be
empowered to craft a solution to the problem.
Secretary Cavazos recently issued an education "wall
chart" showing that Texas ranked 44th out of 50 states
in the graduation rate, 37th in expenditures per student,
31st in expenditures per teacher, 29th in pupil/teacher
ration, and 17th (out of 22) in SAT scores.
C. Crime
In response to a federal court order, Texas in recent years
has had to upgrade and drastically expand its prison
capacity. Due to the court order, Governor Clements has
been forced on occasion to engage in an early release
program letting non-violent offenders out of prison before
their terms are completed. Further, local jails have
experienced trouble in forwarding state offenders to state
correctional facilities, because state prisons are unable to
take more than a certain number of prisoners without
violating the federal court order. The Governor's plan to
add over 35,000 new prison beds in the next few years will
help to solve this problem.

Environment
At the present time, the state's main focus on clean air
legislation has been the cost-sharing provision with dirty
coal burning mid-Western states, which could harm Texas
utilities.
The Governor has been supportive of the clean air efforts
and has focused much of his office's attention to the task
of promotion and increased marketing of the state's natural
gas industry. The Governor and Senator Phil Gramm both
have testified at hearings on the national energy strategy,
one of which was in Houston.
E.
Flooding in North Texas
In the worst North Texas flooding in 80 years, 12 people
have died as of April 15. You have already declared Brown,
Comanche, Erath, Parker, Bosque, Collin, Cooke, Dallas,
Denton, Eastland, Hill, Limestone, Palo Pinto, Tarrant,
Warton and Wise counties as federal disaster areas.
F.
Defense Spending
There is increasing interest among the state's residents
regarding the effect of decreased defense spending.
Cheney's extension of the military construction
moratorium affects over $260 million in construction
funds planned for Texas installations, including $22
million for the Ingleside Homeport. The proposed closings
of Bergstrom AFB (Austin), Red River Army Depot (Texarkana),
Chase Naval Airfield (Beeville) and Ingleside, and the
proposed troop reductions at Fort Hood (Killeen), will have
significant effects on the economy.
G.
Superconducting Super Collider
The May 2 vote of the U.S. House of Representatives to
authorize the Super Collider was welcomed in Texas, as
the state prepares to issue $250 million in bonds (out
of its $1 billion commitment to the project) and the
state is continuing to purchase land for the project.
Many in the state government are concerned about the
successful amendment by Rep. Sensenbrenner (R-WI) to delete
from the authorization bill the provision that Texas be
reimbursed for any contributions that it makes to the

ECONOMIC CONDITIONS:
Last year Texas was awarded with the highly coveted
superconducting supercollider. The collider will bring
millions of dollars and thousands of new jobs to the
state. The supercollider was welcome news to most
Texans who have been feeling the results of a sluggish
oil economy. The recent savings and loan problem has
added to the poor economic conditions in Texas, the
state with the largest concentration of bank/thrift
failures in the country. On the bright side, the Exxon
Corporation announced its intention to relocate their
corporate headquarters to Arlington in 1990, and J.C.
Penny will move from New York to Plano.
GOP UPDATE:
The Texas Republican Party is gearing up for what could
be one of the most important reapportionment battles in
the country. Under the leadership of Chairman Fred
Meyer, the party hopes to win a majority of statewide
offices (as well as making significant gains in the
state legislature) that will ultimately decide the
bounds of the three potential Congressional seats that
will likely be added to the state after the 1990
census. Republicans lost two Congressional seats in
1988 - incumbent Mac Sweeny's and Beau Boulter's open
seat.

DEMOCRATIC UPDATE:
In September of 1989, Democrat Peter Geren won a
special election to fill former Speaker Jim Wright's
vacant seat (12th district). Geren narrowly defeated
Republican Bob Lanier by a 51% to 49% margin. Also,
Democratic State legislator Craig Washington was
elected to fill the remainder of the late Congressman
Mickey Leland's seat. The focus for 1990 for the
Democrats is now on the Governor's race, and their
nominee Ann Richards. Richards won a divisive primary
battle against Attorney General Jim Mattox. Democrats
are hoping that Richards can assist a strong statewide
Democratic ticket.
In 1990 there will be one open Congressional seat
currently held by a Democrat, Congressman Marvin Leath
(CD-11), who has decided to retire.
UPCOMING RACES (1990)
GOVERNOR:
On March 13, 1990, Clayton Williams scored a resounding
victory over a field of well-known Republican
candidates to win the Republican nomination for
Governor. Williams won with 61%, his closest
competitor was Railroad Commissioner Kent Hance with
15%. Williams spent over 6 million dollars in the
race, mostly his own money. He will raise more
"outside" money for the fall, but will not hesitate to
spend more of his own, if necessary. Williams met with
the President and Mrs. Bush on March 20, 1990, at the
White House. Williams, perhaps the leading contender
for the Governor's seat, will face a formidable
Democratic opponent.
State Treasurer Ann Richards will face-off against
Williams as the Democrat nominee for Governor.
Richards and Attorney General Jim Mattox were involved
in a brutally negative primary campaign, and most
experts think that Richards will be a weaker candidate
as a result. Former Governor Mark White, eliminated in
the gubernatorial primary, has vowed not to support
Richards. It is likely that Clayton Williams will
benefit in the short term as a result of the Democrat
infighting, but Williams has faced his own controversy
with an off color joke about rape, and his admission of
visiting prostitutes when he was young. Williams is

considered the frontrunner going into November's
election, but it remains to be seen how damaging
these recent developments will be.

U.S. SENATOR
It was widely speculated that Agriculture Commissioner
Jim Hightower (D) would challenge Senator Gramm.
However, last February he announced that he would not
run. Gramm has over eight million dollars raised to
date, and his only announced opponent is State Senator
Hugh Parmer. Although Parmer is not being taken
lightly, he will have a very difficult time overcoming
Gramm's popularity and large money advantage. Gramm
will be in a position to greatly assist the entire
statewide ticket with his resources -- both financial
and political.

Republicans are vastly outnumbered in both chambers of
the state legislature, and there is no quick turnaround
expected. Republicans have done well in special
elections, but more gains must be made. The Texas
legislature will be heavily targeted by both Democrats
and Republicans because of reapportionment in 1991. The
state will probably be awarded three new Congressional
seats as a result of the 1990 census. The majority of
population growth has been in traditionally
Republican areas, but without control of either the
legislature or a majority of statewide elected offices,
Democrats are sure to draw new district lines in their
own favor.
