Congratulations on a job well done. Doris and I could not believe
what we were hearing daily and I have sore eyes being glued to the
television and probably won't be able to see Bonefish anymore.
However, | am sure you need some relaxation and sun-tan and good
fishing. : have checked the tides and the best ones are April 12-
13-14 or April 26-27-28. Both units at Tarpon Flats are available
and SO are the boats and the fishing should be great.
I am sending a copy of this letter to our friend Nick Brady,
decision-maker and a great guy.

I. Summary
You will be in Florida for private time.
II. Recent Correspondence
Representative James Lombard (R) and Senator Ander Crenshaw
(R) have written urging the establishment of a new VA
hospital in the Orlando area.
Representative George Albright (R) forwarded a copy of a
Florida House of Representatives Resolution he sponsored,
which offers its support of U.S. Armed Services and Allied
Forces serving in the Gulf.
Fifteen Florida municipalities have forwarded copies of
resolutions they passed which proclaim support for you and
our troops serving in the Persian Gulf.
III. Discussion
A.
State Government
Florida lawmakers, in Tallahassee for the 60 day
legislative session, are wrestling with cuts in basic
services, such as education and health care due to
dismal revenue projections and are expected to vote
today on a $28 billion state budget that contains few
new programs or local appropriations.
Additional funding is expected from an increase in
undergraduate tuition, increased fees for doctors and
hospitals and increases in permitting fees. Florida's
revenue base, which is almost totally dependent on its
sales tax, has been severely affected by the current
recession. The Governor and his cabinet voted on March
26 to withdraw $172 million from the state's "rainy
day" fund to cover the third tax shortage this fiscal
year. Florida's Constitution prohibits deficit
spending.
Other issues being considered this session, which is
scheduled to end May 3, include: ethics legislation,
election reform, growth management, the creation of a
Department of Elderly Affairs, and the Governor's
proposals to streamline Florida government.
B.
Unemployment
Florida's February unemployment figure stood at 7.1
percent, compared with the national unemployment rate
for February of 6.5 percent. The state's unemployment
rate, which is at its highest since 1985, is primarily
attributable to a decrease in construction and
manufacturing and was compounded in South Florida by
the recent demise of Eastern Airlines.
C.
Disaster Relief Request
On March 2-3, 1991, North and Northwest Florida
received more than ten inches of rainfall in a twenty-
six hour period. Governor Chiles declared a state of
emergency in eleven counties.
A joint federal/state damage survey was conducted and
Governor Chiles requested a major disaster declaration
for four counties through the FEMA on March 15, 1991.
The need for federal, state and local public assistance
in these four counties is approximately $1.6 million.
To date there has been no response to that request nor
to the request that declaration information be
forwarded to the U.S. Small Business Administration.
D.
Healthy Start Program
One of Governor Chiles' key proposals this year is the
Healthy Start Program, an intensified effort of
expanded health services for pregnant women and
infants. The program includes an increase of $83.5
million from current levels for comprehensive obstetric
care for pregnant women and increased preventive
medical care for infants and children as well as an
additional $8 million for developmental evaluation and
intervention for high risk infants and their families.
Healthy Start will bring total state expenditures for
1991-92 to $615.5 million, reaching 110,000 pregnant
women and children.
E.
Everglades National Park Lawsuit
Poor water quality and unnatural water distribution
(controlled by the State-operated water conservation
district) have steadily caused the deterioration of
Everglades National Park over the past 20 years. The
Federal lawsuit against the State over this issue is
scheduled for trial in September 1991.
Governor Chiles has stated he will attempt to reach a
settlement with the Department of the Interior before
this lawsuit goes to trial. Settlement talks are
proceeding among the State, the South Florida Water
Management District, the Army Corps of Engineers, the
Department of the Interior, and the Department of
Justice. Progress is being made and the prospect of a
settlement is likely.
F.
FLORIDA OUTER CONTINENTAL SHELF
The northern portion of the Eastern Gulf of Mexico
Planning Area holds great promise for discovering
hydrocarbons, especially natural gas. The Department
of the Interior will continue cooperative efforts with
the State of Florida in resolving its environmental
concerns. The Department has held 10 OCS lease sales
in the northwest portion of the Eastern Gulf (north of
26 degrees North Latitude) following successful
consultation and conflict resolution with the State of
Florida. Exploration on many of these leases has led
to discoveries of natural gas, but no development
projects have yet been proposed. However, Congress
placed this area under a leasing moratorium in FY 1991.
The area south of 26 degrees has been the subject of
considerable controversy. In June 1990, you decided to
cancel Sale 116, Part II, and asked the Secretary of
the Interior to begin a process that may lead to the
buyback and cancellation of existing leases in Sale
Area 116, Part II, off southwest Florida. The report
accompanying the FY 1991 Interior Appropriations Act
cited your statement and directed the Secretary to
prepare a report examining alternatives for
repurchasing the 73 existing leases. The required
report has been completed and is currently under review
by the Administration. In addition, at the request of
Representative Yates, the General Accounting Office
(GAO) has completed a study to examine the extent of
the Federal Government's liability if it were to cancel
and repurchase these leases.

TRIP BACKGROUND INFORMATION
This will be your tenth visit to Florida as President. Your most
recent political visit to the state was on November 2, 1990, when
you attended a fundraiser for the Florida Republican Party and
campaigned in Orlando for Governor Bob Martinez.
1992 ELECTION UPDATE
U.S. SENATE:

ELECTORAL VOTES:

The state GOP is eager to mount a credible campaign against
incumbent Senator Bob Graham (D), especially during a
Presidential election year. Congressman Bill McCollum,
Congressman Andy Ireland, and Jeb Bush have all been
mentioned as possible contenders. In addition, there has
been talk of General Norman Schwarzkopf for this seat.

General Schwarzkopf, who is reportedly retiring this summer,
is stationed at MacDill A.F. Base in Tampa where he is not
yet registered to vote. His daughter is a Republican in
Tampa, and his wife is a registered Republican in Virginia.
General Schwarzkopf has not indicated any Party affiliation
during recent inquiries.
1990 ELECTION RESULTS
GOVERNOR:
Lawton Chiles 52% 1,656,546
Bob Martinez 45% 1,342,888
COMMISSIONER OF INSURANCE AND SECRETARY OF STATE:
Republican incumbents Tom Gallagher and Jim Smith were
reelected to the offices of Commissioner of Insurance and
Secretary of State respectively.
REDISTRICTING
The State of Florida will gain four new Congressional Districts.
One will probably be in Miami, two around Orlando, and one in the
Tampa/St. Petersburg area. Currently Florida State GOP Chairman
Van Poole is heading up a redistricting commission made up of
Republican members of Congress and State Legislators. The final
approval for new Congressional Districts comes from the State
Supreme Court, rather than the Governor.
GENERAL POLITICAL INTELLIGENCE
The Bush-Quayle ticket carried Florida by a 60/40% margin in the
1988 Presidential election. Florida ranked 5th in Bush vote
percentage nationwide.
Presently the breakdown in the state House is 73 Democrats to 47
Republicans. In the state Senate the Democrats hold 23 seats
while Republicans maintain 17.

A new State Representative, Buddy Johnson, was elected on March
12, 1991, to the 61st district. This was quite an accomplishment
considering the district is 58% Democrat. A Presidential letter
of endorsement is given a large portion of the credit for this
victory.
There are 6,047,347 registered voters in Florida - 2,360,434
Republicans (40.5%) and 3,264,105 Democrats (52.4%). The GOP has
seen a tremendous increase in registration over the last nine
years, out-registering the Democrats 3 to 1 - 1.2 million
Republican and 452,000 Democrat. This surge in Republican
registration cuts the 1980 Democrat majority of 3 to 1 down to a
5 to 4 majority in 1990, and the trend is likely to continue
despite Governor Martinez's defeat.
HOUSE BILL 2251
On March 19, 1991, the Florida House passed a bill that would
limit individual contributions for statewide elections to $500
per individual, and contributions for legislative races to $100
per individual. Governor Lawton Chiles is actively supporting
this legislation while the state GOP is obviously opposed to such
stringent limits on individual contributions. This bill would in
effect make taxpayers pay for campaign financing.
HOUSE BILL 2262
This particular bill calls for a change in Florida's electoral
system. Presently, once a candidate wins a majority of votes
throughout the state they receive all of the electoral votes (a
"winner takes all" situation). However, bill 2263 would require
that a candidate obtain a majority of votes in each individual
district before gaining an electoral vote (district-to-district
basis).
While Debate on House bill 2263 is still pending, State GOP
officials are predicting a solid defeat for this legislation.
TERM LIMITATION
State GOP officials are hopeful that they will be able to add a
term limitations initiative to the 1992 ballot. (A bill
requiring limitation of terms for Congressman and State
Legislators was recently killed in committee).

The President came back shortly before takeoff. He wanted to
chat, not to make news. He made none.
He was asked if he had heard Senator Mitchell's statement that
the United States should shoot down Iraqi helicopters attacking
insurgents. Apparently he had not. Asked if he agreed, Bush
said, "I'm always glad to hear his advice."
Asked about Scowcroft's trip to the Middle East, Bush said,
"Can't talk about that."
Finally, he was asked whether he enjoyed Easter Sunday services.
He said that he had.
Mrs. Bush, who showed no evidence of her discomfort from her
President. recently broken leg, George P. and Jebby traveled with the
Card, board. Gates, Treasury Secretary Brady and Steve Hart were also on

HOMESTEAD TO TARPON FLATS
March 31, 1991
Both the President and First Lady worked the rope line at
Homestead, shaking hands, hugging, signing autographs, laughing.
He was dressed in blue flight parka, khakis and boat shoes. She
wore an Economic Summit jacket from Houston, khakis and tennis
shoes.
Uneventful chopper to the Keys and ride to Tarpon Flats, a Gulf-
side condominium development owned by one of their friends.
