The President and AMB Zeder golfed in the Aspen lawn and green
area on Friday and Saturday.
Mrs. Biking Bush and Martha Zeder went biking on Saturday morning.
Golfing.
The President, AMB Zeder and staff played golf on Saturday
afternoon at Holly Hills Golf Course.
Wye Oak
Mrs. Bush and Martha Zeder worked out at Wye Oak on Saturday.
Chapel Services
On Sunday, Chaplain Frusti conducted inter-denominational service
at 0900. The President, First Lady, guests, Staff and crew
members and dependents were in attendance for a total of 49.
Chaplain Weyand conducted Catholic service at 1100 in Evergreen.
Nine crew members attended.

MARYLAND
I. Summary
During your visit to Maryland you will visit the U.S. Secret
Service Training Center in Beltsville.
II. Recent Correspondence
Mayor Alfred Hopkins, Annapolis, wrote expressing concern
about plans to close the U.S. Naval Academy Dairy Farm in
Gambrills, Maryland.
III. Discussion
A.
Special Assembly Session
The Maryland General Assembly convened a special one-
day session on June 26 which cut spending to eliminate
the state's $109 million budget deficit and passed a
sweeping bill to raise various motor vehicle-related
fees to continue $467 million in transportation
projects which have been stalled due to lack of funds.
The Maryland economy is still soft revenues from both
income and sales taxes are off. The current revenue
shortfall for the current fiscal year is estimated at
between $90 and $109 million. Since the estimated
shortfall figures are for the first nine months of FY
91, the legislature plans to cut $125 million to
provide for the anticipated revenue deficit for the
remaining three months.
The Budget Reconciliation Act which was passed combines
reductions in expenditures, and delays certain costs
and transfers of monies from various funds to achieve a
balanced budget. At present, it has been decided not
to furlough state employees, but an equipment and
hiring freeze will stay in effect. It is anticipated
that the FY92 budget will have to be cut by at least
$150 million.
The Motor Vehicle Administration Fees and Revenue Bill
will generate an estimated $34 million annually by
raising various motor vehicle fees and services. The
monies raised will be used on over 100 partially
completed highway, bridge and transit projects around
the state. Governor Schaefer has halted work on many
of these projects due to declining revenues.
B.
Unemployment
Maryland's non-seasonally adjusted unemployment rate
for April 1991 was 5.6 percent, an increase of 3
percent over the same period in 1990. The increase in
unemployed is attributed to job losses in the
construction industries.
C.
Outer Continental Shelf
Several members of Congress from coastal states,
including Congresswoman Connie Morella (R-MD) and
Congressman Wayne Gilchrest (R-MD), have voiced their
opposition to the Administration's plan to consider
areas including sites off the coast of Maryland for oil
and gas leasing. They claim the potential for
environmental harm is too great and have called for a
one-year moratorium on any leasing plans. On June 19,
the House Appropriations Committee granted this request
and approved a one-year moratorium on the plan. Both
of Maryland's U.S. Senators are seeking to pass a
similar moratorium in the Senate.
D. Abortion
Anti-Abortion activists have delivered over 130,000
petition signatures calling for a 1992 referendum that
will let Maryland voters decide if the state's new
abortion law will take effect as planned or be
rejected. The call for a referendum halts the
implementation of Maryland's new abortion law which was
scheduled to take effect July 1. The new law can take
effect only if voters approve it in November of 1992.
This move stems from new legislation which Governor
Schaefer signed in February of this year, which ensures
a woman's right to an abortion up until the fetus is
viable outside the womb. It also permits abortion
later in a pregnancy in order to save the life or
health of the mother or if the fetus is deformed.
Abortion rights proponents support the law because they
feel it will continue to allow women the legal right to
an abortion should Roe V. Wade be overturned by the
Supreme Court. Abortion opponents feel the new law has
gone too far and want the voters to decide for
themselves in a referendum.
Additional abortion-related legislation was passed by
the General Assembly on April 6. The legislation,
known as the "conscience clause," allows that
hospitals, hospital directors, hospital governing
boards and others are not required to refer people for
abortions and other medical procedures.
E.
Aids Panel Dismissal
Governor Schaefer last week dissolved his current AIDS
council and will form a new commission. Schaefer has
long been at odds with the 4-year-old commission over
general philosophical differences including his
administration's pursuit of mandatory AIDS testing
policy and increased funding for patient care.
In a recent news conference the governor stated "I'm
very unhappy, not as happy as I should be with my own
AIDS commission, and I expect to reappoint another
commission. I'm going to start over again. I'm going
to appoint some, reappoint others." Schaefer has
already announced the appointment of Dr. Richard T.
Johnson, chief of neurology at Johns Hopkins University
School of Medicine, to head the new commission, which
will be called the Governor's Council on HIV Prevention
and Treatment.

In the gubernatorial race, the Republican candidate William
Shepard was easily defeated by incumbent Governor William Donald
Schaefer by a margin of 60%-40%. Republicans were impressed with
the result of the Shepard race, considering that he had been a
late draftee and was unable to raise a substantial amount of
money. Shepard gained national attention when he selected his
wife, Lois, to run as his Lieutenant Governor. This move did not
please some Republicans, including National Committeewoman Helen
Bentley and State Party Chair Joyce Terhes. Bentley and Terhes
believed that there were other potential candidates who did not
receive adequate consideration. Bentley was so upset by
Shepard's decision that she decided to back perennial Republican
candidate Ross Pierpont. Shepard was disturbed throughout the
campaign because he did not feel he received adequate attention
from the Republican National Committee or the White House.
Republican Wayne Gilchrest won the first Congressional district
race. Gilchrest upset Democrat incumbent Roy Dyson by a margin
of 57%-43%. Dyson had been plagued by ethical problems based on
defense contracts. Gilchrest had challenged Dyson in 1988.
Dyson narrowly defeated Gilchrest in that race.
Other U.S. House races showed no changes. Democrat Tom McMillen,
however, did receive a scare from Republican Bob Duckworth.
McMillen's final winning margin was 59%-41%, compared to
McMillen's 1988 race which he won with 68% of the vote. The 1990
results were expected to show much more support for McMillen.
In the state legislature, Republicans garnered victories in the
State Senate and State House. In the State Senate, Republicans
picked up two seats though they trail the Democrats by 30 seats,
39-9. Under the leadership of House Minority Leader, Ellen
Sauerbrey, the GOP gained 9 seats in the House. Democrats still
control that chamber, 116-25.
Republicans also won 3 out of 7 county executive seats.
1992 ELECTION OUTLOOK
Barbara Mikulski, the junior Democrat Senator, will face her
first re-election in 1992. In 1986, Mikulski, a member of
Congress was able to defeat former Reagan aide Linda Chavez.
Mikulski is strong among the ethnic voters of the state.

Numerous Republicans are being rumored to challenge her. Among
those mentioned are 1988 U.S. Senate candidate Alan Keyes; U.S.
Representative Helen Bentley; former Director of the Office
of National Drug Control Policy, Bill Bennett; and Joshua Smith,
a black businessman. Harford County state's attorney Joseph
Cassilly; (R) and Stuart Hopkins; (R), a Caroline County
consultant on disability issues, have both announced their
candidacies for this U.S. Senate seat. Novelist Tom Clancy had
been mentioned as a potential candidate but recently stated that
he does not intend to run. Mikulski will undoubtedly face a
tough re-election. She held a golf fundraiser last month that
netted over $100,000.
Steny Hoyer (D-5) is being mentioned as a possible replacement
for Majority Whip in the United States House of Representatives.
The position is currently held by Bill Gray who will step down in
September to become the President of the United Negro College
Fund.
ISSUES
The 1991 Maryland General Assembly adjourned in April, having
passed a wide range of legislation. To meet an $11.6 billion
state budget, a $90 million tax package passed by the legislature
increased taxes on capital gains, snack food, and cigarettes.
The projected deficit for next year stands at $350 million.
Abortion was a major issue during the legislative session. The
legislature passed one of the most liberal abortion laws in the
country. The law guarantees the rights protected by Roe V. Wade.
The only restriction for legal abortions requires parental
notification for minors, unless a doctor determines that
notification would endanger the safety of the patient.
The Assembly passed a bill that moves the Maryland primary next
year to the first Tuesday in March. This places Maryland fourth
on the political calendar, following Iowa and New Hampshire and
South Dakota.
Legislators doubled the limit for personal campaign
contributions, and decreased the spending power of political
action committees. PAC contributions are limited to a maximum of
$6,000 to any statewide or legislative candidate during a single

four-year election cycle. Individual contribution limits per
election cycle have been increased from $2,000 to $4,000.
In other legislative action, a strict gun control bill that was
supported by Governor Schaefer was vetoed, and the deforestation
rights of developers in the environment were restricted.
There was an uprising at the state prison in Hagerstown last
month. The disturbance, which caused $1.5 million in damage,
occurred as a result of alleged poor and violent treatment of the
prisoners by the guards. Forty-four inmates and 14 correctional
officers were injured during the incident.
Last month, Governor Schaefer signed a memorandum of
understanding with Kuwaiti officials which will clear the way for
port and air freight business from Maryland companies involved in
rebuilding Kuwait.

Helen Bentley: Bentley has been serving as Republican National
Committeewoman since August 1988, and is serving her fourth term
in the U.S. House of Representatives. She is a former Nixon
Administration appointee and a former newspaper reporter.
Congresswoman Bentley also served as Chairman of Bush-Quayle '88.
Bentley is a tough, opinionated woman, who is not afraid to speak
her mind. Bentley was instrumental in leading the fight to
remove Republican State Chairman and arch conservative, Dan
Fleming. The two party leaders had not trusted each other since
their joint work on the Maryland Victory '88 campaign.
Joyce Terhes: Once rumored as a candidate for the first district
Congressional seat, Terhes is currently a Calvert County
Commissioner. She was elected to the state party chairmanship in
December 1989, after Republican Party supporters ousted the
conservative Dan Fleming. Since then, Terhes has begun to pull
the party out of debt. Terhes has been assertive and willing to
take the lead on various party problems.

Connie Morella: Morella has not participated actively in state
party matters. She remains very popular in her home district,
which includes Montgomery County. Montgomery County is one of
the fastest growing Republican counties in the state.
Alan Keyes: Keyes, a black conservative, is a former NSC and
State Department official who served during the Reagan
Administration. In 1988, Keyes, a relative unknown, decided to
challenge Democrat Senator Paul Sarbanes and garnered 38% of the
vote. President Reagan campaigned for Keyes. Keyes remains
active in party matters and has begun a PAC to benefit state
legislative candidates. His name is currently being mentioned as
a possible challenger to Barbara Mikulski.
Joshua Smith: Smith is the President of the Maxima Corporation.
Smith was active in fundraising for the Bush-Quayle '88 campaign.
He remains involved in the party through his contributions and
fundraising efforts. He is considering a run for Mikulski's
United States Senate seat.
PARTY STATUS / ACTIVITY
The Maryland GOP has been steadily working out from under a debt
incurred under the previous Chairman, Dan Fleming. Joyce Terhes
has proven to be an excellent Chairman with strong management
skills. She is not an ideologue - her views are moderate.
Terhes has tackled the problems of the party as a business
manager and has gained the respect of her peers.
The State Party held their annual convention earlier this month
and released their redistricting proposal which supports a
reconfiguration of the current 5th District (Steny Hoyer's
district), giving it a 68 percent minority population.
Secretary Brady was the keynote speaker at a "Red, White, and
Blue" State Party fundraising dinner event that was held
recently. The event grossed $35,000.
The 1990 election results, voter discontent with the state
Democrat leadership, and growing dislike for Governor Schaefer
could provide the Republican party with an excellent opportunity
to raise money and recruit candidates.

REAPPORTIONMENT OUTLOOK
A "minority district" in the Washington suburbs is likely to be
added to the Maryland congressional district map. This scenario
could put Helen Bentley (R) against Tom McMillen (D) or Wayne
Gilchrest (R). Speculation exists that Congresswoman Beverly
Byron (D-6) could step down and Maryland state legislators will
try to re-draw Congressman Steny Hoyer's (D-5) seat to move his
lines to the East which would result in a smaller percentage of
the black community in his district.
A five-member Redistricting Advisory Committee has adopted legal
standards for redistricting plans. A series of 13 public
hearings on the issue began earlier this month. A special
session of the legislature will be held in the fall to address
reapportionment.
The Republican State Committee has initiated a $200,000
fundraising effort entitled "Marylanders for Fair
Representation,' to support expected challenges to the
redistricting plan.
