After shaking hands with the Iceland official, who then left, Bush answered several questions about Iraq, the Soviet Union, and U.S. relations with Iceland. Transcript to follow. Here are some highlights: 1. News on Iraq? "Nothing in the last hour or two," Bush said. "Following it very closely however." 2. He said the U.S. was in "urgent consultations right now." 3. "This is unacceptable behavior and I would not want to see Saddam Hussein miscalculate yet again." 4. Setting a 48-hour deadline? "Not drawing any deadline. If I do, you'll know it. I'll make it very, very clear." Bush said he was waiting for more information that said he already knew enough to conclude this was "very serious business, and that Saddam Hussein ought not to miscalculate. We do not want to see any more anguish inflicted on the Iraqi people. But overriding that is the international community's determination that these resolutions be fully complied with." 5. Bush said he wanted "a little more information and a lot more consultation" before acting. "You don't make decisions of this magnitude that could have an effect on human life (?) without all the information. I learned that some time ago." 6. Bush said he might have something more to say on the subject but perhaps not today. 7. He called his meeting with Soviet Foreign Minister Pankin a "follow-on" to the Baker-Gorbachev meeting. He said there "wasn't any price tag" discussed; he "reiterated our view that we wanted to help." 8. An Iceland TV reporter asked if Bush's comment that history would not remember that Iceland recognized the Baltics before the U.S. did was an indication he thought Iceland action wasn't important. Susan Page, Newsday POOL REPORT # 8 BUSH MEETS WITH PRINCE SIHANOUK OF CAMBODIA NEW YORK, NEW YORK SEPTEMBER 24, 1991 No-news photo op at start of Bush meeting with Prince Norodom Sihanouk of Cambodia. The two leaders were chatting as the pool entered. Bush said, "Such a long struggle for your country we want to hear your feelings now...a new beginning out there. Been a long struggle.' As the pool was escorted out, Bush asked Sihanouk, "Do you want to do this in French? Would you be more comfortable in French?" There's going to be a readout by a U.S. official after this meeting. It will be piped in to the briefing room. Susan Page, Newsday # # # Pool Report # 9 Bush's Meeting with the Leaders of Micronesia, the Marshall Islands, and Norway New York, New York September 24, 1991 The news: Bush was asked his reaction to word that British hostage Jack Mann had been released in Lebanon. He answered, "We heard a report that we've not actually had confirmed. I certainly hope it's true. Hope it is not the end of the release program. Hope it's true, and if so, we are going to be very pleased," he said. Bush commented on the hostage release at the top of his meeting with Norwegian Prime Minister Gro Brundtland. When your pool entered the meeting room, Bush and Brundtland seemed to be talking about Iraq and its defiance of UN resolutions. His exact comments could not be understood. Bush said he had "nothing new" on the Iraqi situation when he was asked a question at the top of his meeting with the leaders of the Marshall Islands and Micronesia, two former U.S. territories now independent and associated with the United Nations. He was also asked what he thought of President Nixon's advice that he stop looking so casual all the time. Nixon was quoted as saying, "The average guy is not on the golf course or a speed boat because he doesn't have one." Hearing the question, Bush gritted his teeth, stretched his lip and bit the side of his mouth but he kept his cool and said, "I have a lot of respect for President Nixon. I'll take that under advisement." Marlin had a little guidance on U.S. efforts to marshal support for U.S. action against Iraq. He said, "We're still talking about it with the allies. We want to consult." He said that U.S. officials are still waiting for the Security Council meeting at 5:00. Marlin again backed away from characterizing the U.S. effort as a proposal to the Security Council. "It's an idea of how to approach this. There are ideas that other countries have as well." Jessica Lee USA Today # # # POOL REPORT # 10 Bush's Meeting with President Carlos Perez of Venezuela New York, New York September 24, 1991 Bush and Perez were overheard talking about Saddam Hussein when your pool entered the room. Perez handed Bush a piece of paper. Marlin described it as a wire report saying that the Security Council would give Saddam Hussein 4 hours to turn over the documents. Bush took it and said, "This will get some answer. That man doesn't play by the rules." Perez said, again in apparent reference to Saddam, "It has been a very serious problem. The survival of that gentleman is the last thing we expected." Bush was asked if he has been consulting with Security Council members. He said he has talked with Mitterrand and his representatives were talking with others. When Bush was asked why he was being so patient with Saddam waiting for him to get the message he said flatly: "He'll get the message. He'll understand that we are all very serious." Perez was asked if he thinks that the United States is being to patient with Saddam. He answered "No. I think the United States has shown they respect the decisions of the United Nations and it is the responsibility of the United Nations to face up to this situation." He dismissed the question with a grimace and said, "Iraq simply ought to comply with the UN resolutions. That's what they ought to do." When your pool entered the meeting room, Bush was reassuring his Lebanese guests that "all of us feel a great affinity for your country and a great desire to see a lasting peace without outside influence come to your country." Sullivan USIA The PRESIDENT MOTORCADED to the White House POOL REPORT # 6 PRESIDENT BUSH MEETS SOVIET FOREIGN MINISTER NEW YORK, NEW YORK SEPTEMBER 24, 1991 President Bush met for the first time with the new Soviet Foreign Minister, Boris Pankin, on the 35th floor of the Waldorf. Also in the room were Baker, Scowcroft, NSC Staffer Doug Paal, and a man identified only as R. Johnson, as well as interpreters and three other Soviet officials. Bush and Pankin were chatting as the pool came in. "That's exactly the way I'd like -- to hear from you about how you think things are going Bush was saying. "We want to work very closely with you on these important issues." A reporter asked whether Bush intended to set a deadline for Iraq. The President declined to respond and then said it was "an essential photo op" at which no questions would be answered. Pankin is expected to brief after the meeting, and that will be piped into the briefing room.
