Are you going to control the jobless --
THE PRESIDENT: Yes. What I want is a bill that doesn't
bust this budget; I've made that very clear from day one. We're
prepared to extend unemployment benefits. In fact, I'd like to see
it done, but I'm not going to go and put the burden on all the rest
of the people in this country. So we've got a good package, and once
again, the Senate is testing us in this administration, and I'm
trying to protect the taxpayers as well as those who are unemployed.
And that's our position, and I'll send it back, and I
hope that they then send us a bill that we can sign. And we've
got one before the Congress right now, but you just cannot -- we're
getting some partisan politics here, and I am determined to stand for
principle. And that's what I'm doing.

Mr. President, what are you doing with that $10
billion that belongs to these unemployed people? What are you doing
with it? Are you using it to run the government?
THE PRESIDENT: What are you talking about?

That $10 billion that's there for these unemployed
people the trust fund.
Q
The trust fund. The trust fund for unemployment.
Q
What are you doing with it?
THE PRESIDENT: The whole budget explains that. The
debate explained it. It's just too complicated to go into --
Q
Well, why don't you use it for these poor people
who are hungry?
THE PRESIDENT: Because we are using tons of money
for -- to pay unemployment benefits.
Q
It'll run out.
THE PRESIDENT: And what I want to do is to see one that
does not break the budget and further burden a burdened economy. And
we're very clear on it, and I'm just a little annoyed at the constant
political pressure. They know very well I can't sign it, and if they
want to help the unemployed and those who have no benefits, they
ought to work cooperatively with this administration.
I was elected to try to protect the taxpayer as well as
those who are unemployed, and that's exactly what I'm doing.

But don't you think the unemployed --
Q
How about the coup in Haiti, Mr. President? What
can you do about Haiti?
THE PRESIDENT: I'm worried about Haiti. I'm very
worried about it. Here's a whole hemisphere that's moving in a
democratic way, and comes along Haiti now, overthrowing an elected
government. We care very much about it.
I was just talking to the Secretary of State, who will
be representing the United States at the OAS meeting. This is one
where the OAS, a newly revitalized OAS with Canada now as a member,
has a special role, and we will be supportive of OAS action to try to
reverse this coup out. But it is very difficult.

THE PRESIDENT: Well, we'll see what happens over there.
But that would be my inclination --

Troops, or --
Q
-- that the problem with that one is, you start
hurting the Haiti people. No, I am disinclined to use American
force. We've got a big history of American force in this hemisphere,
and so we've got to be very careful about that. But we'll see how
others feel at the OAS. There's some talk over there now about a
multinational force so we'll have to wait and see.

Are you worried about Gates, Mr. President, after
yesterday --
THE PRESIDENT: No, I'm not worried about him. I'm
strongly for him and --

Are you and Mr. Sununu going to permit offshore oil
drilling in Vietnam?
Q
How do you feel about what was said about him here
yesterday, that he's -- intelligence to meet policy --
THE PRESIDENT: Well, I think he'll have his chance to
clear the record up. And, frankly, I don't know where these people
have been all these years with all their anxiety they've felt about
these estimates. It seems funny that all surfaces right now. But I
know Bob Gates, and I know he wouldn't slant an estimate for some
political purpose. And I also know, having been out there, that you
have a wide array of views amongst analysts, and somebody has to be
responsible for the final product.
I was at the agency. I know how it works. And my
confidence in Bob Gates has not been diminished one single bit. He's
a good man, he deserves confirmation and I'm confident that he will
be confirmed, just as I'm confident that Clarence Thomas will be --
now the Senate will vote affirmatively on that one.
So I see no reason to waver on any of this, and I simply
am not going to do that.

THE PRESIDENT: No. You'll know it when I start doing
that. But I'm going to be up there working for Dick Thornburgh
today.

When are you going to announce?
THE PRESIDENT: And for Larry Hopkins in Kentucky.

When are you going to fill Thornburgh's job?

November, or January?
THE PRESIDENT: Good question. It's moving. It's
moving a little bit there.
Q
Are you going to have Thornburgh explain the Inslaw
case, Mr. President? The Inslaw case -- are you going to have
Thornburgh explain that?
THE PRESIDENT: I know his views on that. He doesn't
have to explain it.
What was the last this is the last question, Helen.

When are you going to announce for reelection,
which is very obvious?
THE PRESIDENT: Well, what's obvious?
Q
That you're running.
THE PRESIDENT: That the date has approached? Listen,
you try to go out and express yourself on the need for good education
in this country and put forward a sound program. I put forward a
sound program on unemployment benefits. We want to help the
unemployed; put forward a sound crime package, and all of a sudden,
everybody says it's purely political.

Now, I assume that's just because we're getting close to
1992. But I'm going to continue to put forward what I think are the
domestic priorities for this country, and work to see them fulfilled.
I realize that it's that time of year. And as each Democrat gets out
there and starts announcing, why, its going to increase the
propensity for people in the media to say, hey, everything I do is
political. But I remember a little -- it's better. Things are
better now because I remember when they said I wasn't doing anything
domestically, which happened to be untrue, also.
But things are moving in the right direction, and I
think people understand we've got a very sound education program, and
I'm going to continue to pursue it. And, yes, I expect people to say
it's political, but that's just the time of year. That's just the
season. So I'm not going to worry about it, nor am I going to be
deterred by that, nor am I going to let a handful of Democratic
candidates announce . and I'm not announced -- set the agenda for
this country. They weren't elected to do something - I was, and I'm
going to keep on trying to do it.

Following weeks of controversy, an initial decision
supporting the challenge was overturned, thereby clearing
the way for the November 5, 1991, general election.
Thornburgh is facing appointed Senator Harris Wofford, a
former Secretary of Labor and Industry in Governor Casey's
cabinet. While polling figures are reflecting a tightening
of the race, Thornburgh maintains a 12 point lead by a
margin of 50 percent to 38 percent.
Approximately 100 supporters are expected to participate in
the photo opportunity. Participants sold at least one
$8,000 table for the luncheon fundraiser.

I. SUMMARY
You will be in Pittsburgh to participate in a fundraising
luncheon for Richard Thornburgh's U.S. Senate campaign.
II. RECENT CORRESPONDENCE
Senator Earl M. Baker (R-Paoli) wrote concerning appropriations
to the Judicial Computer Project and the effect on the
reimbursements from the federal government.
Jay A. Asper, Chairman of the Board of Supervisors (Delaware),
wrote concerning Congressional use of Federal Highway Trust Fund
money to offset the federal deficit.
Charles L. Clark, Boyerton Borough Manager, wrote proposing that
the federal government sell the property of the vacant post
office building to Boyerton for $1.00 for use by the local
citizens.
The Pittsburgh City Council wrote urging you to mobilize a true
army to wage a major campaign to rid U.S. cities of drugs.
III. DISCUSSION
A. Economy
Unemployment in the state of Pennsylvania continued to move
sharply upward since July 1990. The state's jobless rate
rose again from 7.0 percent in July 1991 to 7.3 percent in
August 1991.
B.
Environment
The Environmental Protection Agency is negotiating an order
with the suburban Pittsburgh municipality of Penn Hills over
Clean Water violations at three of the five sewage plants
they operate. Violations include discharges of untreated
sewage into the Allegheny and Monongahela Rivers on numerous
occasions. EPA became involved in this case after attempts
by the state and the Allegheny County Health Department to
negotiate a settlement proved unsuccessful. EPA is
obligated under the Clean Water Act to pursue enforcement in
this case.
C.
Law Enforcement
1. Project Triggerlock
Project Triggerlock is underway in the Pittsburgh area,
designed to target dangerous offenders who use firearms in
the commission of crimes. A joint federal-local task force
has been established to prosecute these cases. The task
force is composed of the FBI, DEA, U.S. Marshall Services,
U.S. Secret Service and local law enforcement authorities in
Allegheny, Erie, Westmoreland, and Crawford counties.
2. Operation Clean Sweep
Operation Clean Sweep is up and running at the Greater
Pittsburgh Airport. The goal of this program, run by the
U.S. Postal Service and the Allegheny County Police, is the
interception of illegal controlled substances being shipped
to Pittsburgh from source cities via the U.S. mail.
Narcotics detection dogs analyze approximately 1500 packages
per day. Drug packaging profiles and other intelligence
data are also used to identify suspected shipments.
D.
Education
1. America 2000
To date, Lehigh Valley is the only community to sign on as
an America 2000 community in the state. The ideas put forth
in America 2000 are being discussed throughout the state,
however, the decision to go ahead with a Pennsylvania 2000
program has been put off until after the elections in
November.
2. Choice
State Representative William Adolph (R) introduced a plan to
provide grants of $250 a year per child for choice options
in Pennsylvania schools. Support for this plan is varied
and wide ranging, including the Archdiocese of Philadelphia
and a newly formed statewide coalition called REACH (Road to
Educational Achievement through Choice). The only roadblock
this plan has run into thus far is funding--the estimated
cost of the program is $300 million.
3. Business/Education Coalition
An Allentown business executive has put together a steering
committee for the establishment of a statewide coalition to
create a business/education partnership. The coalition will
encourage the improvement and reform of local schools and
define new roles for businesses in the educational arena.

Democrat incumbent Governor Bob Casey was able to win re-election
easily over Republican nominee and State Auditor Barbara Hafer.
Hafer, who had strongly emphasized her pro-choice position, had
alienated much of her base through gaffes and a lackluster
campaign. Casey defeated Hafer by a margin of 68%-32%.

In the Congressional races, Republican Rick Santorum defeated
Democrat incumbent Doug Walgren in Pennsylvania's 18th district
by a margin of 51%-49%. This was an unexpected win for
Republicans as Walgren was a 7-term incumbent. With Pennsylvania
expected to lose two Congressional seats following
reapportionment, there is a strong possibility that Santorum's
district will be combined with an urban Pittsburgh district.
The Republican Party was able to claim victory by maintaining
control of the State Senate. Only one seat was lost. The margin
is now 26-24. In the House, Republicans lost five seats.
Democrats now control the State House by a margin of 107-95.
Republican losses were moderate considering the overwhelming
defeat suffered by the top of the ticket - Republican
gubernatorial nominee, Barbara Hafer.
1991 ELECTION REVIEW
The death of U.S. Senator John Heinz on April 4 created an open
Senate seat. Harris Wofford, a member of Governor Casey's
cabinet and a former White House official in the Kennedy
Administration, was appointed to fill the seat until the November
5 special election. In addition, Wofford has received his
party's nomination as the general election candidate. Attorney
General Richard Thornburgh has been nominated by the Pennsylvania
Republican Party as the Republican candidate. Pennsylvania
statute reads that the Republican and Democrat candidates for the
November 5 election be nominated by the respective state party
committees with no primary election to be held. This statute was
challenged in court and the judge ruled that this method of
selection did in fact violate the "one man, one vote" doctrine as
set forth in the 17th Amendment. The decision was subsequently
overturned, thereby clearing the way for a November 5, 1991,
general election.
Initial statements from Wofford indicated that he would hit
Thornburgh on the theme of "power and privilege." In his
television campaign thus far, Wofford has pushed for national
health insurance and has spoken against the Mexico Free Trade
Agreement. Wofford is from the Philadelphia area and Thornburgh
is from Pittsburgh. Heinz was from Pittsburgh.
Early last week, Thornburgh's campaign manager Michele Davis came
under fire when she characterized the message of a planned GOP
commercial as Dick Thornburgh being the salvation of a "sorry-
assed state." Democrats immediately seized the opportunity and

called on Thornburgh to either fire Davis or ask her to
apologize. Davis later clarified that her intent was to indicate
that Pennsylvania is in a sorry state and that the campaign is
concerned about the sorry state of the Commonwealth.
A poll released this week shows Thornburgh maintaining a 12 point
lead over Wofford by a margin of 50 percent to 38 percent.
Congressman Bill Gray (D-2) resigned from the U.S. Congress early
last month to become the President of the United Negro College
Fund. Possible successors are Philadelphia Mayor Wilson Goode, a
city council member, a State Senator, the city's Secretary of
Welfare and a member of the radical Black Panthers group.
Republican interest in the seat has been nonexistent in that 90
percent of the registered voters in the district are Democrats.
Seventy-six percent of the residents are black. Republican and
Democrat nominees would be chosen by a caucus of 25 ward leaders.
Gray's resignation did not become effective until after September
5, which is the last date that would allow for this election to
be included in the November 5 cycle. The seat was originally to
be filled during the primary and general elections next year.
However, in order to shorten the time that Gray's seat is vacant
Governor Casey announced early last week that a special election
will be held January 14, 1992 to fill the vacancy.
Philadelphia Republican Mayoral candidate, Frank Rizzo, died this
summer from a heart attack. City ward leaders selected real
estate executive Joseph Egan to replace Rizzo as the party's
mayoral candidate. Egan is a former Philadelphia Deputy Commerce
Director. Egan's first vie for elective office was earlier this
year when he finished second in a race for an at-large City
Council seat. Egan emerged as the compromise choice in the
mayoral race. Two Republican primary candidates whom Rizzo had
defeated both elicited points of controversy among varying
factions of the party.
The Democrat nominee for mayor is Edward Rendell, a former
district attorney. Mayor Wilson Goode is prevented by law from
seeking a third consecutive term. The city is facing a $260
million deficit. The alliance between blacks and white liberals
is not as strong as it has been in the past. This could prove to
be critical with respect to the importance of the black vote with
both candidates being white in this predominately black city.

1992 ELECTION OUTLOOK
Republican U.S. Senator Arlen Specter will face re-election to a
third term in 1992. Specter, who is from Philadelphia, could
face primary competition from the conservative wing of the party,
which sent an unknown candidate against Barbara Hafer in last
year's gubernatorial primary. Republican State Representative
Steve Freind has expressed his intention to run. Freind was the
chief sponsor of the state's most recent anti-abortion
legislation. The Republican leadership of Freind's home county
Delaware County - has endorsed Specter.
Specter's Democrat opponent is expected to be Lieutenant Governor
Mark Singel, who is popular and considered a tough challenger.
Both Republican statewide elected officials, Ernie Preate (who
has aspirations for Governor) and Barbara Hafer are both up for
re-election in 1992.
The filing deadline for the Pennsylvania Presidential Primary is
February 18, 1992. The Presidential Primary is April 28.
REAPPORTIONMENT
The state is expected to lose two Congressional seats. It is
likely that one district from the Pittsburgh area and one from
the Philadelphia area would be combined. The plan may call for a
combination of Santorum's district near Pittsburgh or combine the
Philadelphia districts of Tom Foglietta (D-1) and Curt Weldon (R-
7). Retirements may also factor into the plan. Those rumored
to be considering retirement are Gus Yatron (D-6), Joe McDade (R-
10), and Joe Kolter (D-4).
ISSUES
Facing a $454 million deficit, legislative negotiations over a
$14 billion budget were particularly contentious. State
government operations were closed on several occasions during the
35-day impasse over the summer. An agreement was finally reached
which includes the largest tax increase in the history of the
Commonwealth. A great deal of controversy over Governor Casey's
management and leadership ability has resulted. In a recent
poll, individuals were asked whether they thought the weak state
economy was a result of Governor Casey lying or a result of an

overall weak economy. Sixty percent said they thought it was due
to Casey's lies. Casey's last minute veto of some items in the
budget has also upset powerful state legislators including the
ranking Democrat on Pennsylvania's Senate Appropriations
Committee and the President Pro Tempore of the Senate.
The one hit that was received by U.S. troops during the Persian
Gulf conflict killed 10 Pennsylvania soldiers. Two women - the
first women to die in the Persian Gulf war - were from Greensburg
which is located near Pittsburgh.
After the U.S. Supreme Court's Webster decision, Pennsylvania was
the first state to propose the most vehement anti-abortion law,
including parental notification.
The positions of pro-life and pro-choice cut across party lines
in Pennsylvania. Democrat Governor Bob Casey is a strong pro-
life advocate. In 1990, Republicans backed away from
gubernatorial nominee Barbara Hafer because of her pro-choice
position and endorsement by NOW President Molly Yard.
The Pittsburgh Penguins won the 1991 National Hockey League
Championship. The team met you in the Rose Garden on June 24.
The Pittsburgh Pirates have clinched Major League Baseball's
National League East Title and will enter the National League
Championship Series later this month.
The current unemployment rate in Pennsylvania is 7.3 percent
while the national figure stands at 6.8 percent.
PARTY STATUS / ACTIVITY
The state party is well organized and is continuing to build and
strengthen its local leadership by increasing their involvement
in activities such as candidate recruitment and special state
party meetings and committees. This year's operating budget for
the party is $1.7 million.

Elsie Hillman: Elsie has been Pennsylvania's Republican National
Committeewoman since 1975. She became active in politics at the
local level and has been a strong financial contributor to the
national committee, state committee and numerous campaigns.
Elsie was the chairman of the Pennsylvania George Bush for
President and Bush-Quayle campaigns. Elsie faced heavy criticism
this past election cycle for her ardent support of State Auditor
Barbara Hafer's campaign for Governor. Elsie's pro-choice
position has also made her a target of the pro-life wing of the
party. Elsie remains a dominant force in Pennsylvania politics
and has a solid working relationship with the entire
Congressional delegation.
Arlen Specter: Senator Specter is dominant in the eastern
portion of the state and in his home town of Philadelphia.
Specter's wife, Joan, is also active in politics and serves on
the Philadelphia City Council. She had considered running for
Mayor of Philadelphia but did not enter the race.
Billy Meehan: Mr. Meehan is the longtime Chairman of the
Philadelphia City Republican Party. He controls a strong
Philadelphia GOP organization and operates in similar fashion to
an old ward or precinct chairman. He recently filed suit against
the state party seeking to either eliminate county chairmen from
the voting process in nominating a candidate to replace Senator
Heinz or to weigh the votes more proportionately to the number of
Republicans in each district. Meehan believes that the current
method of selection through state committee voting does not
fairly represent the magnitude of the population of the
Philadelphia area.
Anne Anstine: Anne was elected as State Party Chairman in
February, 1990. She was an early Bush supporter in 1987 and had
served as Vice Chairman of the party since 1982. While her
political leadership is questioned at times, she is an able
chairman who has the strong support of the state committee
membership.

I.
PURPOSE
To reiterate your commitment to the law enforcement
community. To use this occasion to urge swift passage of
the 1991 Comprehensive Crime Bill.
II. BACKGROUND
Crime Stoppers International is a non-profit crime control
program that offers cash rewards to private citizens who
provide details leading to the arrest or indictment of
suspected felony criminals. Founded by an Albuquerque, NM
police officer in 1976, it currently has 850 programs
consisting of citizens, media and law enforcement officers
in localities worldwide. To date, over 350,000 cases have
been cleared and almost $2 billion in stolen property and
narcotics has been recovered as a result of Crime Stoppers.
The conference, which runs from September 30 to October 2,
featured opening session remarks from both FBI Director
William Sessions and Alcohol, Tobacco and Firearms Director
Steve Higgins. The audience of approximately 850 people
consists of Crime Stoppers board members, spouses, and state
and local police coordinators from across the nation.
Your remarks will last approximately eight minutes and will
focus on passage of your crime legislation and on the
achievements of Crime Stoppers.
Immediately prior to your remarks, you will briefly drop by
Louisville's Jefferson County Police Station to witness the
local Crime Stoppers program in action. You will be greeted
and escorted to the Crime Stoppers office by Colonel Leon E.
Jones, Chief of the Jefferson County Police Department.
This two-policeman office typically handles 60 Crime
Stoppers calls per day. Detective Kenny Shuck will explain
the office's operations.
