STATEMENT BY THE PRESIDENT
Barbara and I are greatly saddened by the untimely death of Glenn
Brenner, a man whose wit and ability has endeared him to so many
Washingtonians. The suddenness of his death, and the warmth of
his personality, leave all of us with a painful emptiness.
Sometimes we think we know television personalities better than
we really do. But Glenn Brenner's life, and his many friends,
demonstrate that the man we saw was real: A man who loved his
work, his family, and the community he served. We will remember
him for those qualities that made him so special. Barbara and I
offer our prayers and sympathy to his family and friends.

I. PURPOSE:
To address members of the U.S Chamber of Commerce at their
America 2000 community Leadership Conference.
To frame and promote support for your three key AMERICA 2000
educational legislative priorities which are:
1. Public and private school choice.
2. Federal funding for New American schools.
3.
Ed-Flex to relax burdensome regulations by
providing the Secretary of Education with waiver
authority.
II. BACKGROUND:
In response to widespread interest in your AMERICA 2000
education strategy, the U.S. Chamber of Commerce has
assembled members from 130 of their affiliate organizations
representing 33 states for a training conference on "how to"
establish AMERICA 2000 communities.
Your remarks are designed to frame the upcoming Senate
debate on your AMERICA 2000 education legislation. On April
18, 1991, you rolled out your AMERICA 2000 education
strategy. In May of 1991, you introduced your AMERICA 2000
legislation to both Houses of Congress. Your original
legislation has been changed significantly by the Democratic
leadership.
S.2, sponsored by Senator Kennedy, excludes three elements
of your AMERICA 2000 legislation; private school choice,
your request for $30 million dollars for an educational
choice demonstration project, funding to establish a New
American School in each Congressional district, waiver
authority (Ed-Flex) for the U.S. Secretary of Education to
increase flexibility for federal education spending.
The Senate has scheduled a vote on S.2 as its first order of
business on January 21, 1992. The timing of S.2's floor
clearance before Congress officially reconvenes, indicates
its importance to the Democratic Leadership.
Your address to the U.S. Chamber of Commerce will provide an
opportunity to voice your opposition to S.2 in its current
form as well as recognize the U.S. business community as
leaders for AMERICA 2000.

I. PURPOSE
To learn about the Healthcare Equity Action League (HEAL)
and its proposals for health care reform.
II. BACKGROUND
The Healthcare Equity Action League (HEAL) is a broadly
based coalition whose membership includes small and large
businesses, health care providers, and insurers. Its goal
is to ensure that Americans are able to obtain quality care
at affordable prices. Its members are currently working at
both the national and grassroots levels to dispel the call
for national health insurance and promote small market
reform.
HEAL supports the following reforms:
1)
Elimination, through federal preemption, of costly
state mandated benefits;
2)
Elimination of state legal barriers to managed care;
3) Reforming insurance underwriting for small businesses;
4) Reforming medical malpractice laws;
5) Offering full tax deductibility of health insurance
premiums for all businesses;
6)
Empowering consumers and encouraging personal
responsibility.
For your information, Democratic Members of Congress are
holding Town Meetings today in 200 communities around the
country on the subject of health care reform. Their goal is
to demonstrate broad public support for the various
Democratic proposals already introduced, including national
health insurance and "play or pay" employer mandates. HEAL
is activating its extensive grassroots capabilities across
the country to insure that viable, market-based solutions
are considered as well. Its members will be participating
in these town meetings, writing op-eds and interviewing with
both print and broadcast media, and distributing information
to counter the Democrats' proposals.

I welcome the opportunity to meet with you, a
group who believe, as I do, that "pay or play"
and national health insurance are not the way
to improve our health care system.

We have already offered an ambitious health
agenda. We've taken steps to give prevention
a bigger role. We've offered a package of
malpractice reforms.

I see that US News and World Report believes
that your group is vital to the health care
debate - and your members certainly are
critical players in the health care system. So it
is fitting that you've come today to give us
input as we develop our plans.

I want to improve access to health care, reduce
costs, and increase quality. I'll have more to
say about that in the coming months.

For now, I want to suggest two things that are
increasingly apparent, at least to me, about our
health care system.

Government efforts to centrally manage or
mandate produce more problems than they
solve.

We should not follow approaches that cost jobs.
Right now, we should be talking about creating
jobs, not destroying them.

"Pay or play" and national health insurance are
inconsistent with both of these principles.

I. PURPOSE
To drop-by the first meeting of the Bush-Quayle '92 National
Finance Committee.
II. BACKGROUND
The Bush-Quayle '92 National Finance Committee structure has
been completed and this is the first meeting of the entire
Committee.
The Committee is divided into eleven regions, each
representing a particular group of states and each region
served by National Regional Chairmen, National Co-Chairmen,
National Vice Chairmen and National Finance Committee
members. There will be 8 National Regional Chairmen, 6
National Co-Chairmen, 17 National Vice Chairmen, 21 State
Chairmen and 101 National Finance Committee members present
at this meeting.
The Committee has raised $10.5 million to date with the bulk
of it being raised through events, direct mail, and personal
solicitation. They must raise $17 million by April for the
primaries and $6 million for compliance.
This meeting begins at 9 a.m. and the group will hear from
the Chief of Staff, Fred Malek, Secretary Mosbacher, and Bob
Teeter prior to your arrival.

A brief meeting with Magic Johnson to discuss his role with
the National Commission on AIDS.
II. BACKGROUND
Magic Johnson contracted the HIV virus and announced his
retirement from the Los Angeles Lakers at the end of last
year. After this announcement, you extended an invitation
to him to sit on the National Commission on AIDS. He is in
Washington to participate in Commission activities and to be
sworn-in as a member. Mr. Johnson had a private dinner
with Secretary Sullivan last evening. Following his meeting
with you, he will rejoin the other commission members for
meetings. Forthcoming will be a memo from Roger Porter with
further information on Mr. Johnson's activities.

Mr. President, what kind of contribution do you
think Magic Johnson can make in the AIDS battle?
THE PRESIDENT: Well, it is my view that he can make an
enormous contribution. He already has when you read the interviews
and the reaction that he's having on the young people of this country
with his very honest, compassionate and sensitive view he's taken.
It makes an impression on you.
And he'll make a contribution on the Commission. I
wrote him a letter, a personal letter, sometime ago and said that I
recognize there are all kinds of opportunities now to serve mankind
and that I'd love to have him on this Commission, but he should feel
free to say no if there were other priorities; and if he accepted
that there would be no pressure, not that you could pressure a guy
this size anyway -- (laughter) -- but no pressure to do anything
other than do what the umpire does -- call them as they see them.
And he's doing that. And he's out on his own around this country.
I think it's a wonderful thing and I think he's already
having an effect on lifestyle for one hand, and on the other hand,
this whole question of compassion and understanding for people that
are afflicted by this. So it's a two-way street as I see it. One,
is the education process and the other is just because of who he is,
his character. The way people look up to him in this country, he can
probably make a better appeal for compassion and understanding for
victims of this than any American. It's that simple.
Q
Mr. President, have you committed in your new
budget to spend more on AIDS treatment and research?
THE PRESIDENT: In anticipation of getting that
question, I will point out the fact that we are spending $4.25
billion total now. We are spending on research $1.8 billion, which
is more than we do on cancer, more than we do on heart disease. And
we will do the utmost possible.
I have been in close touch with the people at NIH and I
expect, Magic, you'll be if you haven't -- Dr. Fauci and Dr. Broder
and some out there. And we will try to get the maximum research
funding level possible. They are not in the mode to tell me that the
federal government has not come forward with a good level of funding.
I mean, they've been quite positive about that. But if there's some
place where you can put a little more money to get this problem
solved, of course, we want to be sensitive to that.

Mr. President, what sort of impression did Earvin's
announcement have on you personally?

THE PRESIDENT: Emotional and, of course, the Bush
family are sports fans and we've followed Magic. We've done it with
great respect and admiration. But it's been not just that, not just
a great athlete hit, but it's been the way he's handled it. It's
been that that's had the real emotional effect. And people see this
around the country. They really do. I'm not just saying it because
I'm sitting next to this big guy, I'm just telling you that's the way
they see it. They see it as here's a man that's got hit, and he's
standing up and doing something about it and helping others. That's
what this country's about.

Did you have any hesitation yourself in joining
this Commission?
MR. JOHNSON: No. After I received President Bush's
letter, I mean, it was -- first of all I felt honored and I just
wanted to learn a little bit about the Commission, what were my
duties, what my responsibilities were before I accepted. Once I
found out what the Commission was all about, I was ready to jump in
right away. You always want to help in any way you can, and this can
only help the battle that I had already taken before that, my stand
to try to help people.

Do you have any suggestions for what the President
might do to further help to fight AIDS?
MR. JOHNSON: Well, the President and I are going to sit
and talk.
THE PRESIDENT: Talk about that.
MR. JOHNSON: Maybe we'll let you know later.
(Laughter.)
Q Mr. President, what about the New Hampshire poll
that show it a closer contest than before?
THE PRESIDENT: I'm not going to talk about polls here
today. I'll take care of that when the election rolls around. This
is a nonpolitical event with a nonpolitical guy who's out there doing
the Lord's work. So I'd rather defer that until some more
appropriate time. But thank you for inquiring.
