The President has announced his intention to nominate John G.
Roberts, Jr., of Maryland, to be United States Circuit Judge for
the District of Columbia. He would succeed Clarence Thomas.
Since 1989, Mr. Roberts has served as Principal Deputy Solicitor
General at the United States Department of Justice in Washington,
D.C. Prior to this, he served with the law firm of Hogan &
Hartson as a Partner, 1987-1989; and as an Associate, 1986-1987.
From 1982-1986, Mr. Roberts served as an Associate Counsel to the
President in the White House Counsel's Office.
Mr. Roberts was graduated from Harvard College (A.B., 1976) and
Harvard Law School (J.D., 1979). He was born January 27, 1955 in
Buffalo, New York. Mr. Roberts resides in Bethesda, Maryland.

The President has announced his intention to nominate Edward E.
Carnes, of Alabama, to be United States Circuit Judge for the
Eleventh Circuit. He would succeed Frank M. Johnson, Jr.
Since 1981, Mr. Carnes has served as Chief of the Capital
Litigation Division with the Alabama Attorney General's Office;
and as Assistant Attorney General, 1975-1981.
Mr. Carnes was graduated from the University of Alabama (B.S.,
1972) and Harvard Law School (J.D., 1975). He was born June 3,
1950 in Albertville, Alabama. Mr. Carnes is married, has one
child and resides in Montgomery, Alabama.

STATEMENT BY THE PRESIDENT
One year ago tonight I spoke to the American people at the moment
an international coalition acting under United Nations authority
went to war to end Saddam Hussein's brutal occupation of Kuwait.
We can all take pride in the results of that effort--Kuwait is
liberated and the legitimate government restored, the fires set by
Saddam's retreating army are extinguished, the flow of oil from the
Gulf is secure from political and economic blackmail, much of
Iraq's arsenal is destroyed and what remains is now under
international supervision, and the United Nations has been greatly
strengthened.
The determination and strength demonstrated by the United States
and its coalition partners has had lasting dividends throughout
the region. A critical region of the world vital to its economic
well being is secure. Thanks in large part to our efforts, direct
peace talks between Arabs and Israelis are underway for the first
time, multilateral negotiations on regional arms control have
begun, and America's hostages in Lebanon are home.
The coalition fought a limited war for a limited but vitally
important purpose. It prevailed. Saddam's Iraq is weak and
isolated, unable to impose its extremist policies on the region or
the peace process. Nevertheless, the American people and I remain
determined to keep the pressure on Saddam until a new leadership
comes to power in Iraq. As was the case from the outset, our
quarrel is not with the people of Iraq but with the dictator whose
misrule has caused terrible suffering throughout the Middle East.
We will maintain U.N. sanctions and keep Saddam's regime isolated,
a pariah among nations. We will work to ensure adequate food and
medicine reach the Iraqi people under international supervision
while denying Saddam the means to rebuild his weapons of mass
destruction.
We salute the efforts of thousands of brave Iraqis who are
resisting Saddam's rule both inside and outside of Iraq. The
United States reiterates its pledge to the Iraqi people and the
Iraqi military that we stand ready to work with a new regime. A
new leadership in Baghdad that accepts the U.N. resolutions and is
ready to live at peace with its neighbors and its own people will
find a partner in the United States, one willing to seek to lift
economic sanctions and help restore Iraq to its rightful place in
the family of nations.

I.
PURPOSE
To discuss the background of the meeting, and the
topics to be addressed.
II.
BACKGROUND
On December 13, you addressed approximately 4,000 local
elected officials by satellite for the National League
of Cities Annual Congress of Cities Convention in Las
Vegas. During the teleconference Mayor William Hudnut
(R-Indianapolis) asked you for this meeting to which
you agreed.
You will be participating in the Roosevelt Room meeting
with the 10 members of the National League of Cities
Executive Committee (See briefing paper for complete
listing.)
III.
PARTICIPANTS

The Executive Committee of the NLC intends to make the following
proposals to you:
1. That you commit not less than $3 billion to a
national community agenda to invest in the nation's
human infrastructure. The funding should come from
savings that you are seeking from a reduction in
defense spending. The NLC leadership believes that
this program, would be a short-term investment in the
nation's future economic security with a focus on
alienation, children and families.
2. That you announce a commission of municipal leaders
and key members of the White House charged with the
responsibility to report back within 90 - 120 days on
the best uses of these funds for cities and towns to
meet the underlying trends of alienation and breakup of
families and children. The NLC leadership believes
that the recommendations would recognize that the
program that inspired community involvement,
participation, and commitment in Los Angeles might be
different than that of Scotland Neck, North Carolina.
The program would be prefaced on mutual responsibility
an community involvement.
3. That you announce either a separate commission, or a
longer term agenda for the other commission charged
with a responsibility like the old Kerner Commission,
to explore the causes of the underlying trends in
cities and provide a report and recommendation to the
nation. The NLC leadership feels that this commission
would require the prestige of the Kerner Commission,
made up in a bipartisan fashion of American with the
commitment and respect to guarantee the immediate
recognition of the importance of its charge and
mission.
4. Lastly, they will ask you to respond to NLC's
membership and to provide the nation's community
leaders with your vision of a 1992 domestic agenda at
the NLC's Congressional Cities Conference in

PURPOSE
To participate in a meeting with local elected
officials on the problems they are facing within their
communities and to continue the Administration's
commitment to working directly with local government
officials.

BACKGROUND
On December 13, you addressed approximately 4,000 local
elected officials by satellite for the National League
of Cities Annual Congress of Cities Convention in Las
Vegas. During the teleconference Mayor William Hudnut
(R-Indianapolis) asked you for a meeting to which you
agreed.
The National League of Cities (NLC) membership is
composed principally of mayors and councilmembers from
across the country.

During your meeting with the NLC leadership they will
make the following proposals:
1. That you commit not less than $3 billion to a
national community agenda to invest in the
nation's human infrastructure. The funding should
come from savings that you are seeking from
scaling down defense spending. The NLC leadership
believes that this program would be a short term
investment in the nation's future economic
security with a focus on alienation and children
and families.
2. That you announce a commission of municipal
leaders and key members of the White House charged
with the responsibility to report back within 90-
120 days on the best uses of these funds within
cities and towns to meet the underlying trends of
alienation and break-up of families and children.
The NLC leadership believes that the
recommendations would recognize that the program
that inspired community involvement,
participation, and commitment in Los Angeles might
be different than that of Scotland Neck, North
Carolina. The program would be prefaced on mutual
responsibility and community involvement.
3. That you announce either a separate commission
or a longer term responsibility of the other
commission charged with a responsibility like the
old Kerner Commission to explore the causes of the
underlying trends in cities and provide a report
and recommendation to the nation. The NLC
leadership feels that this commission would
require the prestige of the Kerner Commission,
made up in a bipartisan fashion of Americans with
the commitment and respect to guarantee the
immediate recognition of the importance of its
charge and mission.
4. Lastly, they will ask you to respond to NLC's
membership and to provide the nation's community
leaders with your vision of a 1992 domestic agenda
at the NLC's Congressional Cities Conference in
Washington, DC in March.

These interviews with New England stations will provide you
with an opportunity to communicate your domestic message
directly to the people of six New England states.
II. BACKGROUND:
You will be interviewed by six television news anchors. In
addition to questions dealing with your trip to New
Hampshire, issues concerning taxes, trade, the economy,
unemployment, health care, and the banking industry in New
England may also be discussed.
You will be seated in the OEOB studio where you will take
questions via satellite. You will hear each anchor's
questions through your ear piece. You will NOT be able to
see the anchors.
Each interview will last five minutes with one minute in
between to allow time to switch cities. Identification cards
will be provided in front of the television camera, which
will give the local anchors name and city location.
