In recent weeks, the new Georgian Government\nhas taken steps to restore civilian rule, begin a dialogue on\nnational reconciliation, and committed itself to holding\nparliamentary elections this year. On the basis of these\nactions, and following communications between the leader of the\nGeorgian State Council, Eduard Shevardnadze, and Secretary of\nState James Baker on the political, economic, and security\nprinciples of most importance to the United States, the President\nbelieves that U.S. interests will be best served by having\ndiplomatic ties with the Georgian Government. The depth, extent,\nand richness of U.S. relations with Georgia will depend on the\nGeorgian Government's commitment to these principles.\nWith this action, the United States now has diplomatic relations\nwith all twelve of the new states of the former Soviet Union.\nThe United States will open an embassy in Tbilisi as soon as\npossible. EST\nTHE PRESIDENT: Boyd, thank you very much for the good\nnews -- (laughter) -- and for the introduction. (Laughter.) And let\nme just say I am very pleased to be here. And I want to salute your\nleaders. First, Boyd, who did the honors here; Bill Eacho, who's\nwith me; Richard Niemann; and T.C. Goodwin. And also, before I get\ngoing here, I want to single out a former Cabinet member,\nagricultural Secretary Jack Block, who's doing an outstanding job for\nthe common interest so well represented here today.\nAnd I am here to follow up on what I said Friday, but\nmainly to ask you to help me change this country, to make it stronger\nand maker it better. And as Boyd so generously said, we have changed\nthe world. We've won a great victory for world peace and freedom.\nAnd as President, believe me, I will stay fully engaged with the\nworld. We have won the Cold War. And I salute previous Presidents\nfor their role in keeping our defenses strong; my predecessor, Ronald\nReagan, for his foresight in doing what he could to bring about the\ncollapse of international communism.\nBut now is no time to pull back from engagement in\ninternational affairs. So now let's put to work the same leadership\nthat we used to change the world to change America. And let me tell\nyou what that means: We'll leave a legacy of productive jobs for our\ncitizens, with strong families -- secure in a more peaceful world.\nAnd I have a strategy to renew America and to keep our\ncountry strong in the next century. I have proposed a plan to\nstimulate the economy without raising taxes and without increasing\nthe federal deficit. (Applause.) Action to strengthen real estate.\nAction to help young families buy that first home -- now. Get it\ndone now. And I asked for action to create good jobs. One of those\nactions was to cut the tax on capital gains. It's not a break for\nthe rich, it is a job-creation incentive. (Applause.)\nBut the majority in Congress simply couldn't break their\ntax-and-spend habits. And I asked for action to stimulate this\neconomy -- not stifle it. And I asked for a jobs bill. And they\npassed a bill to increase income taxes by $100 billion. And they\nturned their backs on that first-time homebuyer by failing to enact\nthis $5,000 tax credit. They watered down the investment tax\nallowance that we had, an allowance that would have sped up\ndepreciation and encouraged people to buy new capital equipment,\ngiven them incentives to do that. They stifled other reforms to help\nbusinesses modernize and compete. And then they tinkered with the\ncapital gains tax. But if their plan were adopted, that tax would\nstill be among the highest in the developed world.\nYou people know this, but a lot of Americans don't:\nJapan and Germany tax capital gains at zero and at one percent. They\ndon't even have -- in essence don't have taxes on capital gains in\none country and tax it at one percent in another. And we're to\nMORE\n- 2 -\ncompete with all that in this highly competitive world.\nAnd, yes, I was disappointed in the Congress. But,\nfrankly, I was not surprised. And so last Friday, that tax bill came\ndown and I vetoed the tax increase. And that veto is going to be\nsustained. (Applause.) But not just to carp, then I announced\nactions that I would take on my own to do what I could to get the fat\nout of government, to cut the red tape that chokes our competitive\nspirit, and to get this country up to speed for the long haul.\nYou and I have business experience. We know what the\ntax increase would really do. About 80 percent of the revenue\nincrease resulting from the higher rates, would come from, you\nguessed it, small businesses. More than a million small businesses\nwould be affected many of them crippled by that Democratic\nleadership tax increase. Thousands of family-run grocery and\nconvenience stores are in this category. Small family farms also\ncould face financial ruin from such a tax increase.\nThe bill I've just vetoed tried to raise the marginal\nrate for small family businesses and farms by about 18 percent. Now,\njust think about the impact of this on your own businesses. The\ngrocery business -- wholesale and retail -- is fiercely competitive.\nI know you're being nice to the guy next to you here today --\n(laughter) -- but when you go home, why, we'll understand if you go\nat each other. And why is it so competitive? You operate on the\nthinnest of profit margins - for wholesalers it's often less than a\npenny on the dollar.\nAnd if you had to face a big increase in the bracket\nwhere you pay most of your taxes, how would you cope? You'd feel\npressure to cut back on the quality of your service. Competition\nwould press you to hold out as long as possible before passing costs\nalong to your customers -- so you might have to eliminate jobs.\nEventually everyone in the business would have to pass the costs\nalong - and that would fuel inflation.\nThose are simple facts of life for people trying to make\na living. But even as millions of American families were huddling\nover their kitchen tables to work on their tax returns, the liberal\nCongress tried to raise their taxes by $100 billion.\nLast Friday, as I say, I vetoed their massive tax\nincrease. And I sent Congress my first line-item rescissions --\ncutting $3.6 billion in unneeded wasteful spending. (Applause.)\nThese rescissions will serve notice to Congress that the days of\nwasteful spending are over. And it is a step symbolic of the power\nthat 43 governors have the line-item veto. Take a look at\ngovernment regulation. Day by day, rule by rule, and industry by\nindustry, we are winning battles against overregulation. We're\nwinning victories for common sense and freedom.\nMORE\n- 3 -\nJust last Thursday, for example, our administration\nannounced reforms on nutrition labeling for meat and poultry. Our\nreforms will keep our food supply every bit as safe --and I have\nresponsibility for that -- but we will reduce the burden and expense\nof regulation on American consumers, and on our hard-working food\nproducers and grocers. If Congress sends me any legislation that\nwould overregulate our economy, I'm going to veto it as soon as it\nreaches my desk. (Applause.)\nNow, if we Americans are going to hone our skills and\nreally compete in the years ahead, we've got a lot more to do. And I\nwant to have us keep our sights on the next American century. And\nwhen I think of America in the year 2000, I think of five strategic\nconcerns mentioned in my address to the nation last Friday.\nFirst, we must change and renew our schools. We must\nbecome a nation of students educating ourselves throughout our\nlifetimes in the best system of schools, colleges and universities in\nthe entire world. And this is going to take revolutionary change.\nMost of our states and hundreds of local communities are committed to\nchange. They have joined me already in a crusade that we call\nAmerica 2000 -- an exciting program to revolutionize education.\nBusiness as usual is not going to help us reach our\nnational education goals. We need to get behind world-class\nstandards, new curriculum frameworks, break-the-mold schools,\nvoluntary national testing. And a centerpiece of our plan is the\nbelief that schools will do their best when parents enjoy real\nfreedom and real responsibility to choose their children's\nschools -- public, private and religious. (Applause.) School choice\nfor parents is an idea whose time has come.\nSecond, we need to make our excellent health care system\nmore affordable and more available to Americans. We've got the\nhighest quality health care in the entire world -- but everyone\nshould have access to it. And we all know the problems: Too many\npeople don't have health insurance, and health care costs are going\nright through the roof. And we also know that the answer doesn't lie\nin costly and coercive plans like the scheme to make employers \"play\nor pay.\" And the answer certainly isn't these nationalized -- these\nsocialized medicine plans. Nationalized health care would be a\nnational disaster. (Applause.)\nThe way I propose that we help our society deal with\nthis is based on markets and choice. Just as in education, vouchers\nare a key part of my strategy for giving Americans a fairer and more\naffordable health care system. And our answer is to change our\nhealth care system for the better, not ruin it. And we're going to\nkeep fighting for this sensible plan.\nThird -- and I know you're going to agree with this one\n-- we need fundamental legal reform to stop the epidemic of lawsuits.\n(Applause.) You all know the litany. You hear it in your\ncommunities. You hear it in your businesses. Things are so out of\nhand that some parents refuse to coach Little League for fear of\nliability lawsuits. Some doctors won't deliver babies anymore\nbecause of malpractice suits. Well, just imagine what we could\nachieve if we spent as much time helping each other as we do suing\neach other. (Applause.)\nAnd the costs of litigation and liability on small\nbusiness are absolutely staggering horrendous. You know, in 1989\nthere were 18 million lawsuits filed in America. Eighteen million.\nAnd that's why I've again asked Congress to pass my civil justice\nreform bill which will help people resolve problems through means\nother than the courtroom. And it will help put a stop to frivolous\nlawsuits and reduce the drag on our economy caused by excessive\nMORE\n- 4 -\nlitigation. (Applause.) And I need your help. I need you help with\nthe Congress to pass this sensible approach. (Applause.)\nAnd fourth, we must reform government in line with one\nof America's most important founding principles: strict limits on\nthe size and power of government. With a federal government that\ngobbles up a quarter of GNP, we can't really say we're as free as we\nshould be. One quarter of all we produce as a nation -- as a people\n-- goes to pay for the central government. Now, that's just not\nright. And right now, the system is not accountable, effective,\nefficient, or even compassionate. And we need government that knows\nits limits - but more important, we need a government that works.\nWe have got to fix a congressional system that's gone\nout of control. Congress, as an institution controlled by one party\n-- the Democrats for most of the past four decades desperately\nneeds reform. And I'm going to have more to say, constructively,\nabout reforming Congress in not so many days from now, at a later\ndate.\nBut we can start by compelling Congress to be governed\nby the laws that they impose on people like you. (Applause.) Such\nas civil rights law; wage and hour laws; fair labor standards. We\nmust totally eliminate the special interest PACs that give unfair\nadvantage to incumbents in Congress and say yes to the people's call\nfor term limits on Congress. (Applause.) My term is limited -- the\nPresident's term is limited And I believe theirs should be now if\nwe want true reform.\nFifth, we must work to expand our markets. of all the\nlegacies that I want to help create as your President, few could be\nmore important than open and fair trade opportunities for our\nmanufacturers and our service industries and also for our farmers\nand our food industries.\nFood and agriculture trade is the critical problem of\nworld trade. The European Community spends more than 10 times -- 10\ntimes as much as we do on agricultural export subsidies. This\ncannot and must not go on. And I made that point in a very vigorous\nway to a very receptive Chancellor Kohl of Germany when he visited\nCamp David last weekend.\nHis leadership will be vital if we are to break the\ndeadlock in GATT and concluding the Uruguay Round successfully. And\nI know from my talks that he wants to see a successful conclusion to\nthe Uruguay Round. So let me assure you, we'll be working as hard as\npossible the next few weeks to make a breakthrough in GATT. But as\nwe see it, if there's no fair deal for agriculture, there simply\ncannot be a good GATT agreement. Agriculture is the key to getting\nthis worked out. (Applause.)\nAnd I'm also working to open up the exciting market\nopportunities in Mexico. With nearly 100 million people next door,\nMexico is already one of our best customers. And they'll buy a lot\nmore American goods as soon as these negotiations are concluded. It\nis one of our fastest growing markets anywhere in the world. And the\nbottom line is: A good agreement with Mexico means more U.S. jobs.\n(Applause.)\nLast year, our exports around the world reached record\nlevels, so the more trade barriers we can knock down the better. On\na level playing field, I am absolutely convinced that Americans can\noutproduce, outperform anyone, anytime, anywhere. I have that kind\nof confidence in the American worker. (Applause.)\nOn each of these challenges, there are two roads to\ntake: One is reform, the other protects the status quo. You and I\nare gathered on Capitol Hill today because we share a common purpose.\nMORE\n- 5 -\nWe're here in the neighborhood of a Congress that fails to heed calls\nfor reform, that so far has failed to pass a simple but effective\nplan to help create jobs and build confidence. We're not simply\ngoing to complain about the Congress, we're going to try to change\nit.\nAnd there are hundreds of you here -- hometown business\nleaders -- who are the backbone of your community. And just after\nthis speech, I understand that all of you are headed up the Hill to\nvisit your senators and representatives. I hope you'll pass along my\nwarmest thanks to those who have stood with us and urge all members\nof Congress to support our long-term economic growth package.\nThe five points I mentioned here today -- it is just\nthat important. This will be, for me, my final campaign. And I plan\nto fight as never before. I have had the privilege of being your\nPresident at the great turning point when freedom prevailed over\nimperial communism; when the Berlin Wall came down; when Iraq's\naggression was defeated; ancient enemies talking peace in the Middle\nEast; when democracy really got on the move in this, our own\nhemisphere. We are helping solidify a legacy of peace.\nBut I cannot rest and you cannot rest until we help this\ncountry win another legacy: productive jobs for our citizens with\nstrong families secure in a more peaceful world. BACKGROUND:\nThe March of Dimes is the nation's third largest voluntary\nhealth agency whose mission is to improve the health of babies\nby preventing birth defects and infant mortality through\ncommunity services, advocacy, research, and education.\nThe March of Dimes is a member of the coalition supporting\nHealthy Start, an initiative of this Administration aimed at\nreducing infant mortality by 50 percent in 15 areas within\nfive years.\nThis is the second year that the March of Dimes has selected\na child who is now healthy, but whose survival at birth was\nat risk. When the foundation was at work seeking a cure for\npolio, its \"poster child\" was a polio victim. Today, as the\nMarch of Dimes works toward its goal of a healthy birth for\nevery baby, the foundation is represented by a youngster who\nis healthy as a result of March of Dimes funded programs and\nresearch.\nMichael Eissey III of Palm Beach Gardens, Florida, was born\n13 weeks premature. At only one pound 11 ounces, he was the\nsize of a grown man's hand. Michael spent more than two\nmonths in a neonatal intensive care unit (NICU). Michael's\nsuccess in struggling against the health problems associated\nwith low birthweight is representative of thousands of miracle\nchildren across the country.\nIII.
