Marlin Fitzwater came back briefly, saying we should not
expect anything today on a "no-fly zone" in Iraq. The President's
American Legion speech, he said, would deal with domestic
programs, veterans' health care, the POW/MIA issue, the ending of
the Cold War, regional conflicts and future national security, a
chemicals weapons ban ("we're getting closer,' he said, but
didn't know details), and free trade, especially NAFTA.
Asked about persistent contentions by Democrats and
independent observers that the Republicans' figure of 128 Clinton
tax and fee increases in Arkansas is too high, Fitzwater said:
"We'll stick by it."
At O'Hare, Air Force One greeters were Reps. Philip Crane,
Henry Hyde and John Porter of Illinois, plus some state
legislators and GOP state legislative candidates. Bush shook
hands with some of about 200 Air Force reservists and members of
their families along a rope line--the president's plane was
berthed next to an Air Force Reserve facility--and grabbed a mike
for a few words.
Thanking them for a warm greeting, Bush told the audience,
"Those of you involved in politics, work hard, we need it very
much. Sound was hard to make out on the rest of what he said,
but basically it was that despite the political debate this year,
all Americans agree on the fine work the men and women of the
Armed Forces have done. "I hope I've earned your trust as
commander in chief,' he said.
Short helo hop to lakefront Meigs Field just south of the
Loop was uneventful. At the small airport were about 250
supporters, holding signs including "Clean the House, and
Hungarians, Irish, Hispanics, etc., for Bush. There were even
cheers for Marlin when he stepped out of the helicopter. Bush, of
course, got louder cheers. The president shook hands but said
nothing recordable.
Short motorcade to Sheraton Chicago uneventful. Across the
street from the entrance, about 70 peaceful demonstrators
carrying NARAL, Clinton-Gore, pro-choice and similar signs
chanted, "Hey, hey! Ho, ho! George Bush has got to go!" Across a
narrow street from them were a handful of anti-abortion sign-
carriers, there to oppose the demonstrators.

A handful of supporters were at Sheraton Chicago for
uneventful sendoff. Motorcade and helo trip to Meigs Field
uneventful, as was departure at O'Hare.
As we were leaving Air Force One at O'Hare, Mary Matalin
passed out not a fax, but a 4-page "Counter-rebuttal on Clinton's
Tax and Fee Record.
Bush was greeted at Willow Run Airport by local Republicans
and Points of Light. He then left his jacket in the limo and went
over to rope line to mingle with maybe three dozen well wishers.
Many were workers at Chrysler Pentastar Aviation, an airline
equipment services company at Willow Run. Bush asked some of them
what they did there, what sort of training they had, etc. He
lingered there for 10 or 15 minutes, shaking hands with people,
chatting.
Nothing Earth shattering. Bush said things like "Good to see
you all'' and "Thanks for the Welcome.'
Someone else said, "You gave a good speech, you gave a good
speech (in Houston).
Someone else asked: Where was Barbara? "Out on the West
Coast, I think,' he replied.
Scattered greeters on limo route to Canton. Motorcade pulled
into library for Business Roundtable, but quickly changed course
to rally site because of imminent rainstorm.
Maybe 5,000 shrieking people at rally site, where pool #3
took over. (And where we were given comparisons of Bush-Clinton
record on CAFE.)

August 25, 1992
FROM MIAMI:
Bush touched down at Miami's Opa-Locka Airport at 5:51 p.m. and
descended the stairs of Air Force One at 6:00 p.m. just in time
for the TV news. He was accompanied by Senator Connie Mack, who
had apparently flown from Newark to accompany the President on
his trip South. Also on the trip was Wallace Stickney, the head
of the Federal Emergency Management Agency. Bush had doffed his
tie and suit coat, but still wore a monogrammed shirt as he
headed off to view the hurricane damage.
Marlin said that Bush decided to fly to Miami as he was flying to
New Jersey this morning. "Bush called Baker and said I want to
go," Marlin said. "Baker said give me a couple of hours and I'll
check it out."
Groves of uprooted trees and a roof of an airport hanger where he
had been was ripped from its moorings. The scene as Bush headed
in by motorcade toward the heart of the storm, grew steadily
worse. The motorcade had to detour around downed traffic
signals, and passed scores of twisted signs and shattered windows
by the first stop in south Miami as well as an AMerican flag that
hung in tatters from a pole in front of an abandoned apartment
building. Stores were closed, their windows taped and boarded
and flooding parking lots remained empty of cars.
In Southwest Miami, Bush halted the motorcade in front of a house
whose roof was bent and broken under the weight of a toppled
tree. He spoke there to George and Elizabeth Sanchez, brother
and sister, who had remained in the house to brave the storm.
Bush said he had "just to see what's happening and just be
guarenteed the federal government joins the state and does
everything we can to help." Crowds of neighborhood residents
milled about as Bush spoke. The next stop was at a gloomy
relief center at South Miami High School, where families, most of
them Spanish speaking, passed through a dinner line and sat down
to eat on mattresses crowded with their belongings. Accompanied
by Governor Lawton Chiles, Senator Bob Gramm as well as Mack and
Stickney, Bush passed through the room and talked to several
residents about their plight.
"What I have seen first hand that affects me the most is the
people," Bush said. He added: "Families can fight back and get
loans to help. It's the human equation, with little kids that
are scared and people worried wether their belongings are in tact
that drives home the magnitude of this kind of disaster - natural
disaster." Among those with whom Bush spoke was Rhonda McCoy who
said her apartment in the nearby Cutler region of Miami had been
totally destroyed.
As the Secret Service escort warned of spreading fires and the
onset of evening looting, Bush made one final stop under gloomy
and darkening skies at a shopping mall that had bourne the full
force of the storm. The mall and surrounding neighborhood looked
like a war zone, with wall toppled, timbers splintered and roofs
blown completely away. In a parking lot speckled with the bodies
of scores of dead birds, Bush hopped from his limousine to read
from note cards to your pool and waiting television cameras.
Behind him stood the remnants of a record store, recognizable
only by the few remaining signs that advertised cassettes and
compact discs. Bush estimated the damage as "into the billions"
and said: "the material loss is appauling, and then you think of
the human suffering and anxieties of the families." He went on
to say "I'd say to the people of Florida you've been hit awful
hard and you are going to make it, and all of us want to help."
Asked about the threat of looting, "The Governor feels confident
that that won't happen. Clearly everyone should be warned not to
engage in any unlawful pursuits." The Florida National Guard was
called into action at 4:00 p.m. Sunday and guardsmen - some of
them in riot gear - milled nearby as Bush spoke. A 7:00 p.m.
curfew was enforced but perhaps a dozen residents had hurried to
the otherwise deserted mall to take in the Presidential
spectacle.
Despite the developments, Bush sounded a positive note as he
wound up his remarks. "Once again mother nature has brought out
the best in Americans. I think the past 24 hours have shown that
from what I've heard here." He offered finally what he called "a
special word to those of you who have lossed a loved one or a
friend, or are struggling with an injury. And we can never
totally overcome your pain but we are going to try. " Bush said
the federal government would make available among other measures,
temporary housing assistance for those who have lossed their
homes. He said the government would offer grants to inidividuals
and families for emergency needs such as food, clothing or
hospital expenses. Finally, he said, damaged and destroyed
businessed would be eligible for loans from the Small Business.
Bush seemed genuinely moved by the damage throughout the evening.
His shirt was soaked through with sweat as he headed back to the
airport.
