I. PURPOSE
To address the President's Drug Advisory Council National
Leadership Forum.
II. BACKGROUND
For the third year in a row, the President's Drug Advisory
Council has sponsored a national conference that attracts
nearly 600 community leaders who are active in local anti-
drug activities. At this conference, leaders from 230
cities and 43 states will meet to exchange lessons from
successful anti-drug coalition efforts. Secretary Kemp will
address the same group on Saturday.
The conference was organized by Alvah Chapman, who, at your
request, led private sector relief efforts in the wake of
Hurricane Andrew in Florida.

To award the Presidential Medal of Freedom.
II. BACKGROUND
The Presidential Medal of Freedom, the Nation's highest
civil honor, was established by President Kennedy in 1963.
You have previously awarded the Medal to 26 individuals,
including Lech Walesa, Margaret Thatcher, Sam Walton,
William Webster, and Lucille Ball. Today you will present
the Medal to:
David Brinkley, broadcast journalist
Johnny Carson, television personality
Ella Fitzgerald, jazz vocalist
Audrey Hepburn, actress, humanitarian
Ieoh Ming Pei, architect
Richard Lee Petty, professional stock car driver
Harry W. Shlaudeman, diplomat, former Ambassador to
Nicaragua
Isaac Stern, violinist, patron of the arts
General John W. Vessey, solider/statesman, former Chairman
of the Joint Chiefs of Staff
