On November 8, 1989 Naj ib Halaby and I are co-chairmen
of an event honoring your Chief of Staff, Governor John
Sununu, and the noted Saudi philanthropist and
humanitarian Rafik Al-Hariri. The occasion is the annual
award banquet of the Arab American Business and
Professional Association, an organization which promotes
economic opportunities for the Arab American community.
Although you may be unable to visit with us that
evening, however briefly, we would appreciate a message
from you for the gathering expressing your thoughts about
the appropriateness of honoring Governor Sununu and Mr.
Al-Hariri.
As you may recall, in 1983 you presented Mr. Al-Hariri
with the Save the Children Federation Humanitarian of the
Year award here in Washington. Rafik Al-Hariri, born in
Lebanon, achieved prominence as a businessman in Saudi
Arabia, and has devoted a great deal of his energy and
resources to peace and reconstruction in Lebanon.
Enclosed are a brief biography and description of the
Hariri Foundation which has done so much to keep hope
alive in Lebanon's future.
I will be pleased to work with your staff on the
details of your message to the honorees and the people
attending the awards dinner.

to everyone gathered for the Annual Award Banquet of the
Arab American Business and Professional Association. I
am especially pleased to add my congratulations to your
honorees, John Sununu and Rafik Al-Hariri.
The Arab American Business and Professional Association
plays an invaluable role in fostering greater understanding
and trade between the United States and the nations of the
Arab world. Your commitment to promoting peace and good-
will is reflected in the lives of those you honor this evening.
Rafik Al-Hariri has justly earned the thanks of his fellow
countrymen for far more than his economic contributions. His
work to bring more schools and hospitals to Lebanon, to help
rebuild its war torn countryside, and to resolve the conflicts
that tragically divide that country has exemplified the highest
standards in service to his fellow countrymen. John Sununu
also has dedicated his life to helping others. Through his
career in business, academia, and public service, he has
worked to provide his fellow citizens with opportunities to
lead full, productive lives. I am proud to have him at my
side in the White House. I commend these two outstanding
men and the members of the Arab American Business and
Professional Association for your contributions to greater
economic opportunities in the Arab American community.

The Hariri Foundation is but one part of Mr. Rafiq B.
Hariri's commitment to his native country of Lebanon. Born in
Sidon, Lebanon, and a resident of Saudi Arabia, Hariri has
contributed substantial resources to building hospitals and
schools and restoring city facilities in Lebanon.
Hariri's commitment to helping others is based on his
belief that "the possession of wealth imparts a responsibility to
participate in society."
At the age of 13, Hariri dropped out of school to help
support his family and began work picking apples and oranges in
the orchards around Sidon for $2 a day. He later returned to
school and graduated from Beirut's Arab University with a degree
in business administration.
After graduation, Hariri went to Saudi Arabia to teach but
soon transferred to an engineering firm as an auditor. In 1970
he formed Civil Construction Establishment (CICONEST) and in 1978
he joined Oger Enterprises to form Saudi Oger. By February of
1979 Hariri was the sole owner of Oger Enterprises and was
considered the most favored contractor of the royal family in
Saudi Arabia.
Hariri has carried out several major projects in Saudi
Arabia, Lebanon (through Oger Liban), Morocco (through Saudi
Oger), and in the United Kingdom (through Saudi Oger Services,
U.K.). He is responsible for the construction of a university,
school, and hospital in Kfar Falous, Lebanon.
Hariri has more than once mobilized his resources to help
war torn Lebanon. As the bombs were falling on Beirut in the
summer of 1982, he sent work crews, bulldozers, and trucks out to
clear the rubble and debris from the littered streets of Tyre and
Sidon. His company and crews moved to Beirut immediately after
the fighting had stopped. Schools were repaired in time for
classes to begin, and hospitals were rebuilt to aid the thousands
of residents who were returning to their homes after fleeing the
summer fighting. Damaged sewer mains, water pipes, and street
signals were repaired or replaced.
When a severe snowstorm stopped all transportation and
stranded hundreds of people in the winter of 1982, it was Hariri
who sent tractors and transports to dig them out.
Yet Hariri has touched the lives of thousands of young
people not only by cleaning the streets of their cities or by
clearing fallen debris, but also by providing them with the
opportunity to continue their education. The Hariri Foundation,
a private, non-profit educational organization was founded by
Hariri in Lebanon in 1979, and established in the United States
in 1984 to provide interest-free loans to academically motivated
Lebanese citizens pursuing undergraduate, graduate, and
postgraduate degrees.
The non-political, non-denominational Foundation has grown
to support more than 12,000 students worldwide, with 2,300 loan
recipients studying at more than 400 universities in the U.S. and
Canada. Charged with the selection, placement and maintenance of
the students, the Hariri Foundation is working to help rebuild
the human resources of Lebanon through education.
Twice Hariri has been called upon by the Saudi government to
serve as an intermediary during times of crises: during the
Lebanese crisis of 1983, and the TWA hostage crisis in Beirut in
1985.
Hariri's business and philanthropic endeavors have not gone
unnoticed. He is a Chevalier, Legion d'Honneur, 1981, and a
Knight of the Italian Republic, 1982. He is a recipient of the
National Cedars Medal, Lebanon, 1983, Saint Butros and Saint
Boulos Medal, 1983, King Faisal Medal, 1983, Medaille de Paris,
1983, Beirut Golden Key, 1983, and the Save the Children
Distinguished Service Award, 1983.
Hariri was awarded an honorary degree, Doctor of Laws, from
Boston University in May of 1986.
