Dear Senator Brookins:
I am responding to your April 19, 1990 letter to President
Bush regarding the status of the Hebrew Israelite Community,
which the White House forwarded to us. Thank you for
forwarding a copy of the Illinois Senate Resolution regarding
the community.
We have had a long-standing interest in the health and
welfare of the Hebrew Israelite Community. In addition to
providing consular services to those community members who are
still American citizens, we endeavor to assist all the members
to resolve their residency and employment difficulties with the
Government of Israel.
We are hopeful that a partial resolution of the community's
status is close at hand. We will continue to work closely with
the community leadership and with the Government of Israel to
try to find creative solutions to the problems facing the
community.

Dear President Bush:
During the month of March, 1990, I toured the Hebrew Israelite
Community settlement in Dimona, along with the Anti-Defamation
League of Chicago and the Illinois Black Leadership Mission.
Many of the African-Americans that have chosen to live in the
Holy Land still have relatives here in the United States, but
are unable to attain entry and exit visas to visit them or to
complete job-related travel.
I am enclosing herewith a copy of the Senate Resolution that I
have introduced in the Illinois State Senate, Springfield,
Illinois. I am hoping that you can assist our delegation in
addressing the humanitarian concerns stated in this Resolution.
I look forward to your assistance and reply.

WHEREAS, The members of this body find it unconscionable

that a solution has not been found to ensure the health,
17
4
safety and wellbeing of African-Americans in the Hebrew
18
5
Israelite Community in Dimona, Israel; and
6
WHEREAS, In the more than two decades that these
21
7
African-Americans have chosen to live in the Holy Land, they
22
8
have never engaged in activity harmful to the State or the
23
9
people of Israel; and
10
WHEREAS, In addition, African-Americans living in Dimona,
26
11
Israel, are experiencing difficulty attaining entry and exit
27
12
visas to visit family and friends in the United States and to
28
13
complete job-related travel; therefore, be it

RESOLVED, BY THE SENATE OF THE EIGHTY-SIXTH GENERAL

ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State of

Israel to:

1. Remove the labor ban against the African-Americans in
34
18
the Hebrew Israelite Community in Dimona, Israel so they
35
19
might again work to sustain themselves;
36
20
2. Remove the political barriers that prevent their
38
21
regular access to national health care facilities;
39
22
3. Declare an immediate end to their arrest and
41
23
deportation;
24
4. Permit regular visits of family members and friends
43
25
from this country;
26
5. Effect the immediate release of Dennis Stringfellow,
45
27
who is presently incarcerated in Ramle prison on no criminal
46
28
charges, while his wife and eight children (age one to 13)
47
29
are forced to struggle without him; and
48
30
6. Grant entry and exit visas to allow community members
50
31
to visit family members in the United States; and be it
