President Ford Committee 1828 L STREET, N.W., SUITE 250, WASHINGTON, D.C. 20036 (202) 457-6400 November 10, 1975 MEMORANDUM FOR THE PRESIDENT FROM: Bo CALLAWAY Bo SUBJECT: Weekly Report #18, Week Ending November 7, 1975 I. GENERAL CAMPAIGN ORGANIZATION The addition today of Bob Marik as Deputy Campaign Chairman for Admin- istration is a major plus for the Committee as our activity increases. Stu Spencer and I met with Dick Cheney on Saturday to review areas for greater cooperation between the White House and the Campaign Committee. The meeting could not have been more productive, and I look forward to working with Dick in the implementation of agreed upon actions. The seven Regional Coordinators covered a total of twenty states last week in meeting with PFC and Party leadership. In essentially each instance, the overall reaction to the changes you announced on Monday was favorable. The Vice President's announcement was viewed as a plus in most areas of the country although a question remains with some people as to his active support of your candidacy. The departure of Jim Schlesinger from the Administration is not now nor is it expected to be a major problem politically. Our Regional Coordinators will be in Washington on Sunday and Monday of next week to review the Committee's current and future plans and to brief the Advisory Committee Members. The latter event is planned for Monday afternoon at the Mayflower Hotel. II. STATE CAMPAIGN ORGANIZATION Four new State Chairmen were appointed last week, raising to twenty- four the number of states with PFC leadership in place. A list of the Chairmen is provided at Tab A. A review of these appointments as well as a rundown of activity in several additional states follows: 1. California -- State Attorney General Evelle Younger and State Senator Dennis Carpenter have been appointed Co-Chairmen of the California PFC. Announcement of their selection will be made on Tuesday, November 11. Denny Carpenter's appointment is especially significant given his close relationship with Reagan and his very respected position among state conservatives, The President Ford Committee, Howard H. Callaway, Chairman, David Packard, National Finance Chairman, Robert C. Moot, Treasurer. Leon Parma will continue to chair the Steering Committee. 2. Kansas -- State PFC Finance Chairman Howard Wilkins has agreed to serve concurrently as a campaign Co-Chairman along with Mrs. Harold Wiebe. Mrs. Wiebe is a highly respected campaign leader who has been actively involved in innumerable state races. In 1974, she served as a District Chairman for Bob Dole. 3. Maryland -- State Senator Newton Steers and Anne Arundel County Executive Robert Pascal have agreed to serve as State PFC Co-Chairmen. Announcement of their appointment is scheduled for Wednesday, November 12. 4. Oregon -- State Senator Vic Atiyeh and '72 State Treasurer candidate Craig Berkman have been selected to serve as State Co-Chairmen. While Atiyeh will be involved in his own reelection bid next year, his race is not considered to be a major burden and Berkman's involvement will assure full-time leadership direction. 5. Nebraska -- Mrs. Dee Graham of Omaha has joined the Nebraska PFC to serve as Vice Chairman under State Chairman Bill Barrett. She served as Vice Chairman when Barrett was State Party Chairman from 1972-74. I will be in the state on November 21 to formally announce her appointment and the formation of the state campaign committee. 6. New Hampshire -- Stu Spencer and Dick Mastrangelo were in the state last week to review activities with the Steering Committee. A comprehensive mailing to state Republicans is on schedule for distribution later this month, and field activity under the supervision of state campaign manager John Michels and a field director is well underway. III. FINANCE The million dollar milestone was reached last week. $52,574 was received for a total to date of $1,041,649.85. Oualifiable matching funds increased by $23,399 for a total to date of $464,395. A copy of the Treasurer's Report is attached at Tab B. No new Finance Chairmen have been appointed since the last report. WEEKLY REPORT #18, November 7, 1975 Page Three IV. LEGAL Bob Visser testified and submitted written comments on Tuesday before the Federal Election Commission regarding the proposed Presidential Election Matching Fund Regulations. Tim Ryan and Visser also met with Dean Burch and Ed McCabe on several matters, including the FEC's Advisory Opinion which ruled that attorneys and accountants fees are to be included in a candidate's expenditure limitation. Congressman McCollister has requested a rehearing of this important decision to which Commissioners Aikens and Tiernan filed a strong dissent. V. MAJOR APPOINTMENTS SCHEDULE Monday John J.
