SUBJECT: Weekly Report 19, Week Ending November 14, 1975 I. GENERAL CAMPAIGN ORGANIZATION The first comprehensive meeting with the Regional Coordinators was conducted this Sunday to de-brief them on the progress and problems in their respective states. In addition, the Washington staff made presentations as to their activities and projected plans. RNC Executive Director Eddie Mahe was present throughout the pro- ceedings. A meeting of the Advisory Committee will be held Monday, November 17. The two-fold purpose of the meeting will be to update the members on PFC operations, including a Regional briefing, and to discuss in detail their opinions on campaign issues. Jim Cochran has joined the staff as Director of Administration under Bob Marik. A retired Naval officer, Jim has extensive man- agement experience and will concentrate initially on developing a comprehensive budget control format. II. STATE CAMPAIGN ORGANIZATION Leadership appointments were confirmed in three states and the formation of a steering committee was completed in a fourth. This brings to 30 the number of states (including the District of Columbia) with campaign leadership in place. A list of the PFC State Chairmen is provided at Tab A. 1. Alabama -- A steering committee composed of representa- tives from each of the seven Congressional Districts has been formed. Membership includes National Committee Members Perry Hooper and Jean Sullivan, former Congressman Glen Andrews, State Committee Member John Grenier, and PFC Finance Co-Chair- men Bill Acker and Hall Thompson. Announcement of the committee is scheduled for the week of November 17. The President Ford Committee, Howard H. Callaway, Chairman, David Packard, National Finance Chairman, Robert C. WEEKLY REPORT #19, November 14, 1975 Page Two 2. Alaska -- Minority Leader of the State Senate Mike Colletta and Assembly Minority Leader Keith Specking have agreed to serve as PFC Co-Chairmen. Announcement of their selection will be made Tuesday, November 18. 3. Maine -- Harrison Richardson has been selected to chair the PFC Committee in Maine. An attorney who served as Majority Leader of the State House of Representatives from 1967-70 and a member of the State Senate from 1973-74, Richardson sought the gubernatorial nomination in 1974. He is also a past Chairman of the Cumberland (Portland) County Republican Party. 4. New Jersey -- Minority Leader of the State Assembly Thomas Kean has been appointed PFC State Chairman. Son of twenty- year Congressional veteran Robert Kean, he has been active in state GOP politics since 1964 and served as an alternate delegate to the 1968 National Convention. III. FINANCE Nearly $70,000 was raised last week for a cumulative total of $1,111,590.90, of which $506,096 is qualifiable for matching funds. Georgia passed Kansas to take first place in percentage of quota met reaching 41.6%. A copy of the Treasurer's Report is attached at Tab B. Max Fisher has formed a twenty-one member Executive Committee of the Finance Committee to serve as a special solicitation group. A list of Executive Committee members is provided at Tab C. No new State Finance Chairmen have been appointed since the weekly report of November 4. IV. LEGAL Finance and Campaign Chairmen in all states have been contacted regarding the appointment of local state counsels to assist the PFC on a voluntary basis within their states. Bob Visser and Tim Ryan met at the RNC with Bill Cramer and staff regarding individual contribution limitation of $25,000 a year and the possibility of requesting a comprehensive Advisory Opinion from the FEC to clarify this provision with regard to unearmarked contri- butions. GENERAL CAMPAIGN ORGANIZATION\nThe first comprehensive meeting with the Regional Coordinators\nwas conducted this Sunday to de-brief them on the progress and\nproblems in their respective states. In addition, the Washington\nstaff made presentations as to their activities and projected plans.\nRNC Executive Director Eddie Mahe was present throughout the pro-\nceedings.\nA meeting of the Advisory Committee will be held Monday, November\n17. The two-fold purpose of the meeting will be to update the\nmembers on PFC operations, including a Regional briefing, and to\ndiscuss in detail their opinions on campaign issues.\nJim Cochran has joined the staff as Director of Administration\nunder Bob Marik. A retired Naval officer, Jim has extensive man-\nagement experience and will concentrate initially on developing\na comprehensive budget control format.\nII. STATE CAMPAIGN ORGANIZATION\nLeadership appointments were confirmed in three states and the\nformation of a steering committee was completed in a fourth.\nThis brings to 30 the number of states (including the District\nof Columbia) with campaign leadership in place. A list of the\nPFC State Chairmen is provided at Tab A.\n1. Alabama -- A steering committee composed of representa-\ntives from each of the seven Congressional Districts has been\nformed. Membership includes National Committee Members Perry\nHooper and Jean Sullivan, former Congressman Glen Andrews,\nState Committee Member John Grenier, and PFC Finance Co-Chair-\nmen Bill Acker and Hall Thompson. Announcement of the committee\nis scheduled for the week of November 17.\nThe President Ford Committee, Howard H. Callaway, Chairman, David Packard, National Finance Chairman, Robert C. Moot, Treasurer. A copy of\nour Report is filed with the Federal Election Commission and is available for purchase from the Federal Election Commission, Washington, D.C. 20463.\nWEEKLY REPORT #19, November 14, 1975\nPage Two\n2. Alaska -- Minority Leader of the State Senate Mike Colletta\nand Assembly Minority Leader Keith Specking have agreed to\nserve as PFC Co-Chairmen. Announcement of their selection will\nbe made Tuesday, November 18.\n3. Maine -- Harrison Richardson has been selected to chair\nthe PFC Committee in Maine. An attorney who served as\nMajority Leader of the State House of Representatives from\n1967-70 and a member of the State Senate from 1973-74,\nRichardson sought the gubernatorial nomination in 1974. He\nis also a past Chairman of the Cumberland (Portland) County\nRepublican Party.\n4. New Jersey -- Minority Leader of the State Assembly Thomas\nKean has been appointed PFC State Chairman. Son of twenty-\nyear Congressional veteran Robert Kean, he has been active in\nstate GOP politics since 1964 and served as an alternate\ndelegate to the 1968 National Convention.\nIII. FINANCE\nNearly $70,000 was raised last week for a cumulative total of\n$1,111,590.90, of which $506,096 is qualifiable for matching funds.\nGeorgia passed Kansas to take first place in percentage of quota\nmet reaching 41.6%. A copy of the Treasurer's Report is attached\nat Tab B.\nMax Fisher has formed a twenty-one member Executive Committee of\nthe Finance Committee to serve as a special solicitation group.\nA list of Executive Committee members is provided at Tab C.\nNo new State Finance Chairmen have been appointed since the weekly\nreport of November 4.\nIV. LEGAL\nFinance and Campaign Chairmen in all states have been contacted\nregarding the appointment of local state counsels to assist the PFC\non a voluntary basis within their states.\nBob Visser and Tim Ryan met at the RNC with Bill Cramer and staff\nregarding individual contribution limitation of $25,000 a year and\nthe possibility of requesting a comprehensive Advisory Opinion from\nthe FEC to clarify this provision with regard to unearmarked contri-\nbutions.\nWEEKLY REPORT #19, November 14, 1975\nPage Three\nV.
