RESOLUTION: Stating CPO's Disapproval of the Proposed Federal Youth
Correctional Center
WHEREAS, the San Diego County Comprehensive Planning Organization, County
Administration Center, 1600 Pacific Highway, San Diego, California 92101, is a
regional council of governments established under a joint powers agreement
executed by thirteen incorporated cities, the County of San Diego, the Unified
Port District and the State Division of Highways on October 3, 1966, said agree-
ment being pursuant to Chapter 5, Title 1, Division 7, of the California
Government Code, and therefore, being the legally constituted comprehensive plan-
ning authority of the San Diego Region; and
WHEREAS, under the provision of OMB Circular No. A-95 Federal agencies
proposing direct federal development projects within the San Diego region are
required to receive assurance from the Metropolitan Clearinghouse (CPO that
such projects are consistant with local and regional plans; and
WHEREAS, the Comprehensive Planning Organization has been requested by the
General Services Administration to comment on a proposed Federal Youth Correctional
Center to be located at a site on former Camp Elliott property; and
WHEREAS, the proposed Federal Youth Correctional Center would be located
in the rapidly growing Elliott Community and is to be located at a site not intended
for institutional use on the adopted Elliott Community Plan; and
WHEREAS, the specific site for the Federal Youth Correctional Center has
been designated for residential, neighborhood commercial, and open space on the
adopted Elliott Community Plan; and
WHEREAS, the proposed project site would also conflict with the future
easterly extension of Clairemont Mesa Boulevard, the right-of-way of which
has already been acquired. by the City of San Diego; and
WHEREAS, water and sewer service which would be required at this site are
not presently available and the City of San Diego has indicated no immediate
plans for a utility extensions to this site NOW THEREFORE
BE IT RESOLVED, that the Comprehensive Planning Organization hereby does not
approve of the proposed Federal Youth Correctional Center at this time in the
intent of encouraging further coordination between the General Services Administration

MAKING RECOMMENDATIONS TO THE GENERAL SERVICES ADMINISTRATION
AND THE BUREAU OF PRISONS FOR INCLUSION IN THE FEDERAL YOUTH
CENTER FINAL EIS AND CONSIDERATION IN FUTURE ACTIONS CONCERNING
THE FEDERAL YOUTH CENTER PROJECT
WHEREAS, the General Services Administration has submitted a draft Environ-
mental Impact Statement concerning construction of a $5.9 million Federal Youth
Correctional Center; and
WHEREAS, the Comprehensive Planning Organization, acting as areawide clearing-
house pursuant to the National Environmental Policy Act; and
WHEREAS, the planning and development of the proposed Federal Youth Center
correctional programs, has been partially inconsistent with recommended national,
state and regional criminal justice goals and plans; and
WHEREAS, the proposed site location is inconsistent with local land use
planning and may create social and economic adversities for residents in developing
adjacent communities; NOW THEREFORE
BE IT RESOLVED, that the Board of Directors of the Comprehensive Planning
Organization recommend to the General Services Administration and the Bureau of
Prisons the following:
1.
That the proposed youth correctional program, its planning and administration,
be reevaluated in light of national, state and regional criminal justice
goals, policies and plans discussed below prior to any further commitment
to the project. This should be accomplished in close cooperation with the
State of California, the San Diego Criminal Justice Planning Board, the
City of San Diego, the San Diego Unified School District and the local and
community groups who would be most affected by the construction of the facility.
2.
That, once this project reevaluation is accomplished, if a site is still re-
quired in the San Diego region, it be selected on a basis consistent with local
plans and land use regulation procedures so as to maintain local and federal
cooperation to avoid serious land use conflicts and adverse community environ-
mental impacts.

made by the National Advisory Commission on Criminal Justice Standards and Goals
and the National Council of Crime and Delinquency, both of which have urged that
a ten-year moratorium be placed on all new correctional construction; and
WHEREAS, The construction of a large correctional facility for youthful
offenders within San Diego County limits is inconsistent with stated state and
local policies for the community treatment of young lawbreakers; and
WHEREAS, The City of San Diego, the County of San Diego, the San Diego
Unified School District, the Comprehensive Planning Organization Board of Directors
and various community groups have previously voiced opposition to the proposed
project at Tierrasanta;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the San Diego
Unified School District reaffirms its opposition to the construction of the Federal
Youth Center and directs its designated representative to convey that sentiment to
President Gerald R. Ford and Members of the Congress.

Thank you for your letter of November 16 referencing the
planned construction of a Federal Youth Facility in San
Diego.
As you probably know, my administration has long opposed
the construction of Federal facilities within the State
of California. It has been my position that Federal
need for correctional facilities and services should be
coordinated with State resources.
Currently, the California Department of the Youth Author-
ity has approximately 50 Federal offenders housed in
State youth facilities. The Federal Government pays for
these youths on a contractual basis. Other facilities
capable of housing Federal offenders exist within the
State.
Approximately one year ago, representatives from my
administration met with Attorney General Kleindienst
and discussed our position on this matter. Basically,
that position provided that Federal funds available for
construction of correctional facilities in California
should be directed to the State of California to provide
facilities and correctional programs to meet those federal
needs. If appropriate, these funds could be passed through
the State to local government. In most cases, however,
the State of California is in the best position to provide
services to Federal offenders. My position has not changed
from these earlier discussions.

Facility in San Diego, California. Construction of

dents but they have been frustrated in their attempts

I am extremely concerned that a major issue such as this
is not being discussed publicly with the citizens affected.

planned within California's boundaries. Approximately
one year ago discussions were held between my staff and
then Attorney General Kleindienst. He indicated our
willingness to work cooperatively with the Nixon Admin-
istration in the orderly development and placement of

At that time my staff indicated that existing available
correctional resources in California were adsquate to
accommodate Federal prisoners who were residents of this
State. Since then, this State has made several overtures
to the Federal Bureau of Prisons to provide on a con-
tractual basis facilities for residents of this State
who have violated Federal laws. To date, officials in
the Bureau have indicated little desire to utilize
California facilities.
I believe it is imperative that you or your representa-
tives get together with a representative of my
administration to discuss mutual problems such as the
one in San Diego.

San Diego and their opposition to the construction of
a Federal Youth Facility in San Diego County. Although
opposition to the prison was originally predicated on
the inappropriateness of the Tierrasanta site, it
has now come to my attention that such C. facility is

the San Diego County Board of Supervisors. The
correctional program which has been adopted in the
County is one which is oriented toward bolabilitation
within small, community-based centers rather than in

I would bring to your attention, also, the Juvenile
Justice and Delinquency Provention Act off1974, which
mandates a similar orientation for Federal correctional
programs. The law provides special omalasis on the
development of programs and services which will encourage
increased diversion of juveniles from the traditional
juvenile justice system. The citizens of San Dicgo have
chosen to adopt the approach suggested by the 1974 Act.
I urge you to act swiftly to hald this project which
noither fits the plans of the local citizenry, nor
complies with the ppirit of the law in the correction of
youthful offenders.

With respect to the Federal Youth Facility at the Tierrasanta
Subdivision of San Diego, California, I am advised that the Board of
Supervisors of the County of San Diego, the City Council of San Diego,
and the Labor Council of San Diego, have all forwarded to you
appropriate Resolutions expressing their opposition to the location
of the Facility at this site.
In this regard, I would like to make it unequivocally clear
that I am supportive of these Resolutions, as well as a vast
number of other groups in the area who are opposed to the site.
I have never encountered such unanimous opposition to a
proposed federal project, and I am sincerely hopeful that every
possible alternative has been explored.
You may be assured that I shall be grateful for your
cooperation.

Thank you for your letter of June 17 concerning
the proposed Federal Youth Correctional Center at
Tierrasanta.
Although this facility would not be located in
my congressional district, I am nevertheless concerned
that its construction might not be in the best interests
of either the Tierrasanta community or the youths
referred to the institution. It also seems that a more
comprehensive study regarding the desirability of a
facility of that size is called for.
I have informed Congressman Bob Wilson and Senator
John Tunney of my willingness to support them, in co-
operation with County and City officials, in their efforts
to find a practical solution to this problem.

interest, and for taking the time to keep me apprised on
this matter.

Dear Mr. Carlson:
On May 7, 1975, the Executive Board of the San Diego-Imperial Counties
Labor Council reviewed the community input relative to the Federal Youth
Center to be built at Tierrasanta. It is evident that the community of
Tierrasanta is diametrically opposed to the building of this facility, as is
the community of Scripps Farms.
The National Council on Crime and Criminal Justice, as well as the
President's Committee on Criminal Justice, have asked for a ten-year
moratorium on building federal correctional institutions.
Recently the Labor Council sponsored an eight-week course studying the
Crime and Criminal Justice System. This course, as well as numerous
related studies, has proven institutional incarceration has not rehabilitated
individuals and that the system has failed, primarily because of the
dehumanizing of individuals.
Five recommendations were considered by the San Diego-Imperial Counties
Labor Council, i. e. --
1) Since the incarceration of individuals in institutions has failed miserably,
the community-based rehabilitation facilities should be given full and due
consideration.
2) The national correctional attitude for youth correctional systems is
shifting to community-based systems.
3} A community-based facility places the burden equitably with the
communities of both wasp and ethnic composition.

4) A community-based rehabilitation facility is primarily a unit of 15
individuals who are wards of the Criminal Justice System and live in a
homogeneous atmosphere.
5) The cost to provide community-based rehabilitation centers is no greater
than the cost of building a large, multi-facet institution and provides an equal
amount of employment.
It was, therefore, the recommendation of our Labor Council to disengage
the momlithic thinking of the Federal Bureau System and support the
community by opting to a community-based federal youth rehabilitation
program. San Diego-Imperial Counties Labor Council is therefore joining
the factions who are opposing the building of the Federal Youth Center in the
Tierrasanta community in supporting the community-based concept for
federal youth rehabilitation centers.
Your support relative to the community and Labor Council's recommendation
is looked upon with great concern.

opment of a correctional facility in our neighborhood. The construction of
this prison will mean the loss of a park site and school site to our community.
