Frank Zarb mentioned that the House Leadership had admonish-
ed the committee chairmen to get an energy bill on the floor
at all costs. Therefore, the legislation which might be
forthcoming, may not be well thought out or well conceived
and may not be in the best interest of the country. The
Democrats have been slapped on the wrist by the President
relative to their failure to get an energy bill out and now GERALD
they are very sensitive about it.
Secretary Butz mentioned that 71.3% of all the people in
Puerto Rico are on food stamps at the present time. He

feels welfare reform is urgently needed and he hopes that
the President will take a leadership role in structuring
it. While it is a politically sensitive issue, it is im-
portant that the Administration moves boldly and imagina-
tively in this area.
