Buchen Counsel to the President The White House Washington, D. C. Dear Mr. Buchen: I was in hope that your letter and sundry information on Clarence Kelley that you sent me was going to alleviate my fears, but it only convinced me that Nixon is still in the White House but now his name is Ford. I assume that you are a man of reasonable education, and it surprises me that you would sign your name to such a conglomeration of horrendous nothings. You go to such lengths to prove how legal the gifts were to Kelley, and then you say he is going to pay the government back for them. Why is he doing that if they were legal? I am deeply sorry that his wife suffered and died from a ter- minal illness. I hate to see anyone suffer, but what in the hell does that have to do with his taking illegal gifts or services from the Bureau? Obviously, Mr. Buchen, you are a rubber stamp attorney who was only obeying orders like all the others that had "no choice" but to back up the decision of their presi- dent. Please assume that there are a few politically aware people that have the intelligence to read and understand the meaning of what is written. When you say that Mr. Kelley did not know or understand where certain gifts were coming from, or who was providing certain services for him, it is beyond my comprehension. Did he FORD Mr. Philip Buchen Page 2 think that the tooth fairy was waving her magic wand and these things were happening by magic? Kelley, get to be head of the FBI, with the back ground he has ? To think he witnessed for the Communist AIMS, and against the FBI agents, who were killed at Pine Ridge, during the trial at Cedar Rapids, Iowa. Every one was just appalled over Wounded Knee of 73. Who was backing th the AIMS ? From the reports of Clarence Kelley, he was helping back up those criminal Communist AIMS. They said the criminal, has nothing to fear under Clarence Kelley. We have certainly seen that here in our own county, and State. Our States Attorneys and the Attorney General, are backing up criminals. No wonder the AIMS howled, when Richard Held was being transfered from Minneapolis to Washington. Those AIMS knew they had the backing of the Government, or they would never have done the destruction in Washington, D.C. and Wounded Knee. What a shame, we can't trust our public officials. Mr. President; please get the Kelley out of the office immediately, and see to it that he is prosecuted along with these AIMS. If Mr. Held is the FBI, he should be, he can give you a lot of information on Wounded Knee. Mr. Kelley testified that the FBI, didn't consider the AIMS objectionable, subversive or unAmerican. No real American could agree with such as that. Please see to it that we get some one at the head of the FBI, that is a real American ? We need men today like George Washington, and Abraham Lincoln, who had the power of God in their lives, and courage enough to stand up and show it. I don't envy you your job. I know it isn't easy, but is isn't easy for us, when we have a man like Mr. Kelley, backing up criminals in our Dublic offices, and we are unable to get action against criminals PLEASE GET MR. I believe I speak not only for law enforcement but also for the people when I say that we are sick and tired of the nitpicking that is being conducted by the news media. Four months ago after conferring with Congressman Robert McClory, I made the decision that I would endorse you. As a Democratic leader in my community, needless to say, it is being met with a great deal of opposition by my party. Strength and leadership is a prerequisite for a President, not a peanut vendor. In regard to Director Kelley, I enclose information concerning the conclusion reached by the President. You also refer to questions concerning Senator Dole, but I find no basis for the questions. The President's policy in regard to the abortion situation is not ambiguous. As President, he is bound to carry out the laws as interpreted by the United States Supreme Court, even though he personally objects to abortion on demand. From the time he was a Congressman, he has expressed his support of a constitutional amendment which would leave to the States the right of regulating the availability of abortions. Best wishes. Kelley pp-1 1055 Collingwood Drive Indianapolis, IN 46208 September 14, 1976 Honorable Gerald R. Ford White House Washington, D.C. Sir: I was extremely dismayed at your refusal to remove Mr. Clarence Kelley as Director of the F.B.I. for what is a clear violation of the law. Your "compassion" argument leaves me cold. It is another example of the kind of "reasoning" that led to your unconscionable pardon of Richard Nixon. There can be one possible benefit from your decision in the Kelley case and that is hopefully you will spare us (the American people) any campaign retoric about restoring faith in the integrity of the government in Washington. Of course it would have been difficult for you to argue that position in light of your selection of Senator Dole as your vice- presidential running mate. His involvement in the ITT convention offer of 1972 as well as the still questionable $5000 or $6000 campaign contribution from Gulf Oil Company demonstrates that your concept of governmental integrity is not much better than that of your predecessor. I should also state that I am very much opposed to your position on the abortion issue. I really should qualify that by saying I really don't know your position because according to one of your assistant press secretary's (as reported in the Indianapolis Star) the position of the republican party is not against abortions but in favor of the right to life of unborn children. That is campaign double talk of the worst stripe. I gather from that that you are in favor of abortion unless the fetus is destroyed. This obviously is a medical impossibility. Of course, the abortion issue should be of minor significance in the 1976 presidential election. The main issue should be the incredible record of mismanagement of the Nixon-Ford administration over the past 8 years. If the American electorate keeps that point in mind I am sure Governor Carter will overwhelm you at the polls in November. Preoccupied, Kelley told his driver, Agent Thomas Moten, to take care of the matter. Having served on Hoover's personal staff, Moten did as he had done in the past: asked the exhibit section to help out. You go to such\nlengths to prove how legal the gifts were to Kelley, and\nthen you say he is going to pay the government back for\nthem. Why is he doing that if they were legal? Kelley, get to be head of the\nFBI, with the back ground he has ? To think he witnessed for the\nCommunist AIMS, and against the FBI agents, who were killed at Pine\nRidge, during the trial at Cedar Rapids, Iowa.\nEvery one was just appalled over Wounded Knee of 73. Who was backing th\nthe AIMS ? From the reports of Clarence Kelley, he was helping back\nup those criminal Communist AIMS. They said the criminal, has nothing\nto fear under Clarence Kelley. We have certainly seen that here in our\nown county, and State. Our States Attorneys and the Attorney General,\nare backing up criminals.\nNo wonder the AIMS howled, when Richard Held was being transfered\nfrom Minneapolis to Washington. Those AIMS knew they had the backing\nof the Government, or they would never have done the destruction in\nWashington, D.C. and Wounded Knee. What a shame, we can't trust our\npublic officials.\nMr. President; please get the Kelley out of the office immediately,\nand see to it that he is prosecuted along with these AIMS. If Mr. Held\nis the FBI, he should be, he can give you a lot of information on\nWounded Knee.\nMr. Kelley testified that the FBI, didn't consider the AIMS\nobjectionable, subversive or unAmerican. No real American could agree\nwith such as that. Please see to it that we get some one at the head\nof the FBI, that is a real American ?\nWe need men today like George Washington, and Abraham Lincoln, who\nhad the power of God in their lives, and courage enough to stand up and show\nit.\nI don't envy you your job. I know it isn't easy, but is isn't easy\nfor us, when we have a man like Mr. Kelley, backing up criminals in our\nDublic offices, and we are unable to get action against criminals\nPLEASE GET MR. Your \"compassion\" argument\nleaves me cold. It is another example of the kind of\n\"reasoning\" that led to your unconscionable pardon of\nRichard Nixon.\nThere can be one possible benefit from your decision in\nthe Kelley case and that is hopefully you will spare us (the\nAmerican people) any campaign retoric about restoring faith\nin the integrity of the government in Washington. Of course\nit would have been difficult for you to argue that position\nin light of your selection of Senator Dole as your vice-\npresidential running mate. His involvement in the ITT\nconvention offer of 1972 as well as the still questionable\n$5000 or $6000 campaign contribution from Gulf Oil Company\ndemonstrates that your concept of governmental integrity is\nnot much better than that of your predecessor.\nI should also state that I am very much opposed to your\nposition on the abortion issue. I really should qualify that\nby saying I really don't know your position because according\nto one of your assistant press secretary's (as reported in\nthe Indianapolis Star) the position of the republican party\nis not against abortions but in favor of the right to life of\nunborn children. That is campaign double talk of the worst\nstripe. I gather from that that you are in favor of abortion\nunless the fetus is destroyed. This obviously is a medical\nimpossibility. Of course, the abortion issue should be of\nminor significance in the 1976 presidential election. The\nmain issue should be the incredible record of mismanagement\nof the Nixon-Ford administration over the past 8 years.
