I hope that you and your staff\nwill share a personal interest in assuring that the\nPresident receives the very best ideas for his\nconsideration.\nI look forward to receiving at least one telephone\nrecommendation from you every Friday. This will give\nus enough time to program these call recommendations\nto the President during the following week. He is the\ntwelfth person to pass this mark; no Ameri-\ncan Leager has achieved it in 49 years.\nAl Kaline perhaps has the finest sustained\ncareer in all baseball. He joined the Detroit\nTigers at the age of eighteen, never having\nplayed in the minor leagues. Within two years,\nhe had won his first batting title, making him\nthe youngest player to win an American League\nbatting crown.\nKaline is not only an outstanding athlete,\nbut also a man of high character, demonstrat-\ned by his concern for others and distinguish-\ned service to his community.\nTALKING POINTS:\n1. Congratulations!\nWe certainly enjoyed having President Ford visit Grand Rapids last week.\nThe reason I am writing you, Ann, is this: Shortly after World War II,\nthe Christian Veteran's Choir was organized consisting of veterans of World\nWar II who belonged to our Reformed and Christian Reformed Churches in the\nGrand Rapids area. Perhaps you remember this singing group when you were\nstill in town. This group continued as an organization for approximately ten or\nfifteen years, and finally disbanded about 1960 or thereabouts.\nAbout February of this year there was a movement to revive this group\nand this was accomplished so that the veterans gave a concert on the Sunday\nprior to Memorial Day. The men are quite the same except a little heavier and\nsome with a little less hair on the top of their heads. Otherwise, the singing\nspirit was still there and we were led by the one and only Al Smith who is chief\nof the music department of Junior College. In view of the fact that this is now\nthe Bi-Centennial period of our Nation, it has been virtually decided to continue\nas a singing group through the year 1976. One of our greatest achievements would\nbe to come to Washington, D.C., and sing in the White House, but we don't know\nquite how to arrange this or whether it would even be possible. Since you know\nmany of us and have worked with the President for many years, we thought that\nX\nyou could give us some assistance I personally am acquainted with Mr. Phil\nBuchen since he and I were classmates at the University of Michigan Law School.\nAnn, any advice that you could give in this regard would be sincerely\nappreciated. However, I\nmust express my disappointment that the anti-inflation\nprogram outlined to Congress on October 8 does not hold\nmuch substantive promise for the housing industry.\nThe reassurance by the Chairman of the Federal Reserve\nBoard that the supply of money and credit will expand suf-\nficiently to meet the needs of our economy is encouraging and,\nindeed, we appear to be seeing the impact of that already.\nHowever, the President made no specific proposal with respect\nto positive action for the thrift institutions; indeed, the con-\ntemplated sale of $2½ billion of U.S. Treasury bills in $1,000\ndenominations can only cause further massive outflow of\nsavings from these institutions. During the absence of direct\ntangible support for the thrift institutions, it is imperative\nthat some prudent restrictions be imposed on floating corporate\nand bank note issues in small denominations.\nThe proposal to make most home mortgages eligible for purchase\nby an agency of the Federal government and the action to make\nat least $3 billion immediately available are helpful; however,\nthose mortgages must still be passed through and absorbed by\nthe capital markets. We all recognize and support the need to house the\nlower income Americans; however, we believe the middle and\nupper income Americans also are entitled to some consideration.\nI suggest that the housing and building problems today are two-\nfold: first, minimum income housing should be provided,\nwhich is being accomplished; second, solutions should be con-\nsidered to alleviate present problems for higher priced new\nhomes and the refinancing of existing homes. No attention\nwhatsoever has been given to this latter problem, and the\nfuture viability of the top 20 homebuilders in American today\ncould be at stake. As you know, these major builders construct\nhomes with price ranges from $30, 000 to $75,000 in most parts\nof the country. The higher priced inventory does not qualify\nfor any existing financing program at this time. This, coupled\nwith major land inventory being held at prices that preclude\nnew starts due to the lack of mortgage financing, is the major\ncause of the current financial problems. A fair estimate of\nland inventory in the country today held by these builders is\nwell into the billions of dollars.\nIt is clear that the housing industry is being forced to carry an\ninordinately high burden of this fight against inflation, and if\nthis condition continues, the industry as we have known it in\nthe past certainly cannot survive.\na.
