SUBJECT:
Request for EPS Coverage at UN
Missions
Your letter to Secretary Simon of October 6 authorized
Executive Protective Service coverage for the Consulate
General of Egypt through the end of the present meeting of
the United Nations General Assembly. It also authorized
protection for the missions to the United Nations of Israel,
Jordan, Syria and Lebanon and the observer offices of the
Palestine Liberation Organization and League of Arab States
in New York until November 28, 1975.
The General Assembly debate through the end of the present
meeting will deal with issues of considerable importance to
the parties represented by the latter six missions and
offices. There remains the danger of hostile action directed
toward both Arab and Israel establishments in New York City
and the possibility that such action or the threat of such
action could have diplomatic consequences detrimental to
U.S. interests.
It is requested, therefore, that protection for the missions
of Israel, Jordan, Syria and Lebanon and the offices of the
Palestine Liberation Organization and the League of Arab
States be continued through the end of the present session
of the General Assembly.
2.
Prior to the conclusion of the United Nations General Assembly,
the Department of State will conduct a thorough review of
future requirements for Executive Protective Service presence
in New York City, coordinate that evaluation with the Depart-
ment of the Treasury and advise your office of its findings.

Request for Continued EPS
Coverage at UN Missions
Your letter to Secretary Simon of December 4, 1975, author-
ized continued EPS coverage for the missions to the UN of
Israel, Jordan, Syria and Lebanon and the offices of the
Palestine Liberation Organization and League of Arab States
in New York. The memorandum requesting this coverage indi-
cated that a review of future requirements for EPS presence
in New York City would be conducted prior to the conclusion
of the United Nations General Assembly.
The General Assembly and Security Council debates subsequent
to your letter have become extremely heated over questions
relating to the Middle East situation. Tensions among par-
ties interested in questions under debate are high and there
continues to be a danger of hostile action directed against
both Arab and Israeli establishments, exemplified by reports
of a Jewish Defense League harassment campaign being conducted
against "anti-Zionist" UN missions in New York. The nature
of the present debate is such that any action or the threat
of action could have severe diplomatic consequences detrimen-
tal to U.S. interests. Tabs 1 and 2 are reports concerning
the situation and illustrate potential problems.

It is, therefore, desirable that protection for the missions
of Israel, Jordan, Syria and Lebanon and the offices of the
Palestine Liberation Organization and League of Arab States
be continued through January 30, 1976, when the Security
Council debate of Middle East-related issues will end. At
that time, the Department of State will conduct its review
of future requirements for EPS presence in New York City
with the Department of the Treasury and advise your office
of its findings.
We respectfully request, therefore, that EPS coverage for
the aforementioned missions and offices be continued for a
period to be inclusive of the period of debate in the General
Assembly and Security Council concerning the Middle East
situation.

Request for EPS Coverage at the
Iranian Consulate General and
Iranian Mission to the United
Nations
The Government of Iran has officially requested of the
Department of State that Executive Protective Service
officers be assigned for the protection of the Iranian
Consulate General and Iranian Mission to the United
Nations in New York City.
The Consulate General is located at 630 Fifth Avenue (9th
floor), New York City. The Iranian Mission to the United
Nations is located at 622 Third Avenue (34th floor), New
York City.
The Iranian Government has indicated its growing concern
for the safety and protection of these installations and
so note the increase both in numbers and violence of anti-
Iranian activity.
The particular concerns of the Iranians, however, are based
on their information of possible violence against their
interests once the official announcement of the executions
of the ten terrorists responsible for the slayings of Ameri-
can personnel is made public.

We respectfully ask, therefore, that EPS coverage be
instituted in New York City at the aforementioned loca-
tions through February 6, 1976, a period that will be
inclusive of the public announcement of the executions.
We additionally request that both Departments be given
the flexibility of reviewing this request on an on-going
basis if events take place that are of a deteriorating
nature and thus warrant an extended period of coverage.

tection for the HMY Britannia should be in effect from July 6-
July 11, 1976 for visits to : Philadelphia, Pa.; Bayonne, N.J.;

From July 6-July 11, 1976, Queen Elizabeth will visit various
cities in the United States, in connection with bi-centennial
events. We would like to utilize uniformed Executive Protective
Service officers in assisting the Secret Service to provide
perimeter security for HMY Britannia, during the visits to:
Philadelphia, Pa.; Bayonne, N.J.; New York, N.Y.; New Haven,
Conn.; Newport, R.I.; and Boston, Ma.
Under Title 3, Chapter 3 Section 202 (5) the Executive Pro-
tective Service is authorized to protect "foreign diplomatic
missions located in such areas in the United States, its
territories and possessions, as the President, on a case-by-
case basis may direct

We are, therefore, requesting that
HMY Britannia be declared a foreign diplomatic mission, and
the Executive Protective Service be authorized to provide

On July 22, 1976, the Ugandan Mission to the United Nations,
located on the 6th Floor, 800 2nd Avenue, New York City,
New York, was subjected to an assault by means of smoke
grenades being thrown into their premises.
During the course of the incident two persons, allegedly
members of the Jewish Defense League, were arrested by
Special Agents of the Federal Bureau of Investigation
who, by coincidence, were at the scene.

The Ugandan Government has officially requested fixed
post protection for their mission for a limited period

On June 28, 1976, you directed protection within the powers
and duties of the Executive Protective Service and the
United States Secret Service for the Missions to the United
Nations of Syria, Lebanon, Jordan and Israel and for the
Observer Offices of the Palestine Liberation Organization
and the League of Arab States in New York City through
August 31, 1976.
We are once again concerned that removal of the Executive
Protective Service coverage at this time would not be in our
best interest. It is of particular concern that heated
debates and the attending emotions will be forthcoming
during the period of the upcoming General Assembly of the
United Nations in New York City.
We respectfully ask, therefore, that you once again author-
ize and direct the Executive Protective Service coverage to
the Missions and Observer Offices through the period of the
United Nations General Assembly which concludes on
21, 1976.

EPS Coverage, South African
Consulate General, New York City
The South African Government has officially requested
Executive Protective Service coverage for their Consulate
General located on the 14th floor, 655 Madison Avenue, New
York City, New York. Their request is for a limited period
of approximately three weeks terminating on September 25,
1976, at which time the Consulate General will be relocated
and, in their view, to a site that will have sufficient
security.
The South African Consulate General has been the recipient
of numerous bomb threats, demonstrations and kidnapping
threats in recent weeks and have been inclined to treat
these actions as routine. On August 31, 1976, an unknown
male entered the Consulate General in New York City and made
statements of a violently threatening nature to the Vice
Consul which have caused concerns to the South Africans.
It is our view that due to the high level of publicity that
current unrest in South Africa is receiving and with the
increased number of threats being received by the South
Africans in this country, it would be in our best interest
to provide the requested security.

the powers and duties of the U.S. Secret Service and the
Executive Protective Service, fixed post coverage, during
business hours only, to the Consulate General of South
Africa located on the 14th floor, 655 Madison Avenue, New
York City for a period not to exceed September 25, 1976.

ments if those Departments determine that the situation
warrants an extension. Should the New York City Police
Department discontinue its protection of the Yugoslavian
Mission to the United Nations, our office should be
notified to determine whether Executive Protective
Service protection is necessary.

On September 7, 1976, you authorized protection within the
powers and duties of the U.S. Secret Service and the Execu-
tive Protective Service to be provided to the Consulate
General of South Africa located on the 14th floor, 655
Madison Avenue, New York, New York, for a period not to

During the period of the authorized protection the residence
of the Consul General of South Africa in San Francisco was
bombed and extremely damaged, which is indicative of the
extreme vulnerability of South African diplomatic premises
in the United States.
We are particularly concerned that removal of the Executive
Protective Service coverage in New York City at a time, so
closely following the placement of the explosive device in
San Francisco, would not be consistent with good judgment
and the fulfillment of our protective obligations as the
host government.
We respectfully ask, therefore, that you authorize the
extension of the coverage by the Executive Protective Service
to the South African Consulate in New York City for an
additional thirty days.

protection for the Yugoslavian Consulate General in
New York City will continue through October 15, 1976.
Earlier we recommended fixed post protection on
a 24-hour basis. The requirement for fixed post
protection to the Consulate General Office on a
24-hour basis has been determined to be unnecessary
by the State Department, the Secret Service and my
office since September 17, 1976.
Presently the EPS is providing fixed post
protection to that office during business hours.

to the United Nations
The Government of France has officially requested that the
Government of the United States provide police coverage to
the French Mission to the United Nations located on the 8th
floor, One Dag Hammarskjold Plaza, 245 E. 47th Street, New
York, New York.
On January 11, 1977, a group of young Jewish demonstrators
conducted a protest at the Mission following the release in
France of the Palestinian terrorist Abu Daoud. The Mission
has since been inundated with threatening phone calls most
of which suggest further demonstrations.
The French Mission to the United Nations has asked for
protective coverage for a limited period. We respectfully
ask, therefore, that you direct protection within the powers
and duties of the Executive Protective Service and the U.S.
Secret Service for the Mission to the United Nations of
France for a period not to exceed January 31, 1977.
