White House Visitors MA Waiting Area, Ellipse
SUBJECT:
March 16, 1976 - October 23, 1976
To better accommodate visitors during our Bicentennial, the Visitors
Waiting Area will be established on the Ellipse during the above time.
There will be no change in procedures for the early morning special tour.
Whenever we are unable to accommodate your guests on the special tour,
we hope you will encourage them to take advantage of the later public tour.
The following information should be helpful:
1.
FORD
During the above period visitors should proceed to the Ellip
south of the White House -- not to the East Gate.
(a) Visiting hours will be Tuesday through Friday 10:00 a.m. to
1:00 p.m. (most days, schedule permitting), and on Saturday
10:00 a.m. to 2:00 p.m. The White House will be closed on
Sunday and Monday.
(b) Ticket booths will be open at 8:00 a.m. each day, Tuesday
through Saturday. Tickets may be obtained from 8:00 a.m.
to 12 noon, Tuesday through Friday, and on Saturday from
8:00 a.m. to 1:00 p.m. Each member of a family or a group
must obtain a ticket for the tour. Tickets are available the
day of the tour only.
(c) Each visitor after being issued a ticket (specifying the time
of the tour) may either leave the park to visit other attractions
or choose to view the entertainment program (9:30 a.m. until
1:00 p.m. most days) on the Ellipse. Bleachers will be
available. Visitors will be escorted from the Ellipse to the
White House at the appointed time.

March 16 through October 23, 1976
During the above period while the Visitors Waiting Area is in operation
all entrances to the Ellipse except 16th and Constitution Avenue, N.W.
will be barricaded for safety purposes until approximately 1:00 p.m.
Tuesday through Friday and until 2:00 p.m. Saturday.
General traffic will not be permitted to enter the Ellipse to insure the
safety of the many visitors who will gather in the area. White House
permit holders may continue to have normal access past the barricades
as long as the permit is prominently displayed in the windshield area.

Mike Farrell advises that from mid-March on, they are
going to be staying open very late most days for the
general public. They will stay open until 1:30, 2:00
or whenever until we get everyone in.
The President wants it that way.
It will sort of complicate things for the extra special tours
as they have to clean up -- mops, brooms, etc. -- after
the tours -- so the schedule for availability for the special
tours could slide an hour and a half maybe -- could be
2:30 or 3:00 before the House is in chape for the extra
special super tours.
Just wanted to alert us so we could think about these
possibilities.

Northwest and Southeast Gates
March 15 through May 10, 1976

From March 15 through approximately May 10 construction work on the
Northwest and Southeast Gates will require temporary changes in procedures:
1.
Northwest Gate
a. All appointments, including press representatives, which would
normally enter via the Northwest Gate should be asked to come
to the exit (north end) of West Executive Avenue during the above
period. The Officers will send the appointment to the destination
you request as before (West Wing Reception Room, Press Lobby,
Residence or West Basement).
b. For those appointments for whom automobile parking must be
arranged on the North Drive (generally Presidential or First
Family), please ask them to come to the Northeast Gate.
C. Bus parking will not be available on the North Drive during the
above period.
2.
Southeast Gate
The Southeast Gate, which is normally used for First Family guests
arriving via bus, will not be available for use as an entrance or exit
during the above time. It will be necessary to use the Southwest Gate.
If you have questions, please give me a call.

SCHEDULE OF WHITE HOUSE TOURS FOR 1976
To better accommodate visitors to the White House during our
Bicentennial, the following provides information on tour procedures
and scheduled events for 1976.
1.
Tuesday, March 16, 1976 - Saturday, October 23, 1976
A Visitors Waiting Area will be established on the Ellipse
in cooperation with the National Park Service. During this
period, visitors should proceed to the Ellipse south of the
White House -- not to the East Gate.
(a) Visiting hours will be Tuesday through Friday 10:00 a.m. to
1:00 p.m. (most days, schedule permitting) and on Saturday
10:00 a. m. to 2:00 p.m. The White House will be closed on
Sunday and Monday.

The White House will be open from 10 a.m. to 12 noon Tuesday
through Saturday and closed on Sunday and Monday. Visitors
should come to the East Gate on East Executive Avenue.

Garden Tours
As a special program for the Bicentennial, Mrs. Ford has asked
that the gardens and grounds be open to the public on the following
days:

and the Visitors Waiting Area will be used. On Sundays the hours will
be 2:00 p.m. until 5:00 p.m. and the Visitors Waiting Area will not
be used. Visitors should come directly to the East Gate on East
Executive Avenue.
4.
Easter Egg Roll
Children 8 years and younger, accompanied by an adult, are invited
to participate on Monday, April 19, 1976 from 10:00 a. m. to 2:00 p.m.
There will be entertainment and an egg rolling contest. Reservations
are not required, admission is free. Participants should come to
the Southeast Gate which is located at the intersection of East Executive
Avenue and Alexander Hamilton Place, N.W.

Holidays
The White House will be open the following Monday holidays:

Labor Day
October 11
Columbus Day
Visiting hours will be 10:00 a.m. to 1:00 p.m. Ticket booths on
the Ellipse will be open 8:00 a.m. to 12 noon.
The White House will be closed the following holidays: New Year's
Day, Thanksgiving, and Christmas.

Dear Phil:
Many thanks for setting the White House tour for the boys
from Dulwich. I know that this will be the high point of
the trip and one that they will never forget.
With the hope that it may be possible to employ a photog-
rapher on a for hat less than
the nationa
ck to cover
this cost. It seems a shame not to have a record of this
event.
I'll bet you a dinner at the Connaught Grill that I can
get a story of the tour in at least one of the major
London newspapers if you have no objection to the publicity.
Strangely enough, I may also be in the U.S. on March 20th,
but will probably be in either Chicago or Minneapolis involved
in business meetings. Otherwise, I would love to join the
tour. I've never even been in The White House.

Dear Phil:
Many thanks for your letter of November 25 asking that
I write to you again concerning the boys from Dulwich College
who will be visiting Washington on Saturday, March 20.
Their schedule shows them arriving in New York at about
8:00 pm on March 19. They will leave New York at 8:00 am
on Saturday, March 20 and arrive in Washington at about
12:00 noon. They are planning to stay in Washington on
Saturday and Sunday nights and leave on Monday, March 21
for Knoxville, Tennessee and a 3-week trip that will take
them to Texas and Chicago before returning to New York for
the flight to London. I believe that they will be staying
in private homes most of the time.
There will be about 35 boys plus 4 Masters on the trip.
The purpose of the trip is to gain first-hand knowledge of
the United States from an economic and geographic standpoint.
The senior faculty member on the trip will be Mr. John R. Hughes,
Chairman of the Geography Department.
It would be most appreciated, Phil, if you could arrange a
meeting with a member of the Presidential staff or possibly
even the President.
In order to expedite communications at this point, it might
be best if you replied directly to Mr. Hughes, Dulwich College,
London, S.E. 21, U.K., and copy me. I will be travelling a
good deal in the next few weeks and I would hate to have an
important letter go unanswered until I return.
I took the family back to the States for a month at Christmas.
Thought we might be lucky and see you when we were in Grand
Rapids. Jane and I had a most interesting lunch with Duncan.
Hopefully, we might see him over here some time this year.

Thank you for your inquiry about the possibility of
having a group of boys from Dulwich College in
London meet with a member of the Presidential staff
or if possible the President on the occasion of their
visit to the White House on Saturday, March 20.

Dear Phil:
Next March, a group of about 30 boys from Dulwich College,
London, will tour the U.S. It is a study tour for boys majoring
in economics or geography. Dulwich is a secondary public school
founded in 1619.
Preliminary plans have them scheduled to be in Washington on
Saturday, March 20 and Sunday, March 21. They have a White House
tour planned for 12:00 on Saturday and will visit the Smithsonian
Institute on Sunday.
I am writing to you in hopes that it might be possible to
tentatively plan a meeting with a member of the White House
Presidential Staff or some other senior governmental official.
Of course a meeting with the President would be the best treat
of all and I am sure, the most difficult to arrange.
They arrive in New York from London on March 19 and will leave
early on Saturday for Washington. They plan to leave Washington
on Monday. I know that the week-end is a most difficult time to
plan something like this. Perhaps they could meet with someone
early Monday morning if a week-end meeting is not possible.
My personal interest stems from our son, Lawrence, being one of
the boys on the tour. All of the boys have already been designated
and he will be the only American in the group. Most of the other
boys will be British though there may be boys from other countries
as well.
The trip is being planned by the Institute of International
Education, Inc., Houston, Texas. Their itinery takes them on
to Knoxville, Jackson, Vicksburg, Houston, Ft. Worth, Tulsa,
St. Louis, Chicago, Pittsburgh and Philadelphia.
Any suggestions that you may have concerning this request will
be most appreciated. We will be in Grand Rapids visiting my
parents during the week of December 22nd. I will try to contact
you at that time in case you have any questions concerning
schedual variations.

for the President in this, but to suggest routine
arrangements should be offered. Told her that Mike
suggests she send him some detailed information to
help make an evaluation and they could possibly work
something out for the group or a part of them.
She asked if we would check and see if you would be
available to meet with the group on October 7th or 8th.

11:30 I called the tour office to inquire what the procedures
might be for a large group tour of the White House tours
(apparently the group would be 300 people -- 150 partners
and their wives).
The girl who handles group tours was supposed to call me
back, but instead Mike Farrell called.
Because of the
bicentennial, they are having to tell all Members of Congress
and everybody else that they cannot set up long-range group
tours because of the bicentennial visitors who they expect
to be deluging them
unless they are elderly or handicapped.
Where possible they will work in other groups.
If the evaluation is made that a certain group is really
important to the President, they will take care of it.
(The figure of 150 people, which I originally gave Mr. Farrell,
would be 15% of the number of people they can accommodate
on the morning tour.)
He said if you feel this is something important for the President,
of course, they will try to work something out
however,
he checked their records and had no record of a request from
Hartmann or his office; thought it was probably verbal and
requested on a general basis for a very large group.
I checked with Gail Raimon just generally to ask if she
had checked with Farrell's office or what they told her.
She had called the tour office and asked about setting up a
tour for 150 men and wives and they told her they aren't

Once each year, we hold a general meeting of the
partners of the Firm. At present, there are approximately
150 partners. For the first time in the history of the Firm,
the annual meeting will be held this year in Washington, D.C.

In this connection, a visit to Washington will obviously
be incomplete without the opportunity to tour the White House.
Knowing as we do the limitations upon tours that are arranged
through Congressional offices, I have indicated to Miss Raiman
that hopefully it may be possible for a single tour to be
arranged at which time all persons then in attendance will have
an opportunity to visit the Executive Mansion. On a tentative
basis, I have suggested the possibility of Thursday or Friday,
October 7th or 8th. We will be headquartered at the L'Enfant
Plaza Hotel and will move to various scheduled events by chartered
buses. Because of the significance of the White House tour to
all other events, we will plan our schedule to any that you may
be able to arrange to insure maximum flexibility and the minimum
in inconvenience.
Throughout the week, there will be a number of events
affording members of the firm and their wives an opportunity
to see Washington on a first-hand basis. Bob McClory of
Illinois, whose daughter is married to Donald Etienne, our
resident partner in Geneva, will be helping to make the planned
tour of the Capitol a more meaningful event. Due to our presence
in several of the member countries of the Organization of American
States, Ambassador Orfila has kindly agreed to permit us to use
the Pan American Union for the annual dinner dance to be held on
Saturday, October 9th. We hope to be in position to have members
of the Executive and Judicial branches of the government address
the firm on matters of current interest.
In the past, in selected instances we have been most
fortunate to have an opportunity to meet with a person in the
host country having a stature unique to the event and time.
Although I was still an aspiring associate left behind to watch
the shop, at the 1968 meeting in Rome the audience with Pope
Paul for members of the firm was unquestionably the highlight
of the meeting. In connection with our meeting, and particularly

our tour of the White House, I would personally appreciate
your assistance and consideration in determining whether it
may be possible for us to hear very briefly from President
Ford. I know that October will find him in the last month of
what promises to be an intense Presidential campaign; however,
I would presume that time is reserved on occasion for contacts
such as I have suggested. Since the President is, himself,
a lawyer and since he has continuous exposure to the problems
on a transnational scale, his thoughts or comments on the role
that law plays on a multi-national basis for the benefit of
peoples of diverse ethnic and geographic backgrounds would
be germaine and unusually meaningful. It would be of unquestion-
ed significance to us, both individually and as a firm.
I will be in Florida next week, but back in the office
on Monday, March 8, 1976, and hope that you may have an oppor-
tunity within the next week or SO to discuss these two proposals
with me.
