BUCHEN\nCOUNSEL TO THE PRESIDENT\nSubject: Duplicate Congressional Hearings\nPursuant to our discussion on August 28, 1975, the following is\na brief summary of the overlapping Congressional inquiries affecting\nthe Treasury Department.\nU.S. Secret Service\nIn addition to the inquiries and investigations by the Select\nIntelligence Committees of the House and Senate, the Secret Service has\ndealt with requests from the Subcommittee on Government Information and\nIndividual Rights of the House Government Operations Committee.\nCustoms Service\nInvestigations have been conducted concerning intelligence activities\nof the Customs Service by the Select Intelligence Committees and two\nothers. The Government Information and Individual Rights Subcommittee\nand the Permanent Subcommittee on Investigations of the Senate Govern-\nment Operations Committee have sought various documents from Customs\nconcerning Southeast Asia narcotics trafficking and drug enforcement\noperations and procedures.\nIRS\nThe most extensive duplication of Congressional inquiries affecting\nTreasury have related to the IRS. In addition to the Senate and House\nSelect Committees and the Senate and House Appropriations Committees,\nthe Secretary and Commissioner have appeared or are scheduled to appear\nbefore various Congressional committees to discuss issues involving IRS\nissues similar to those before the Select Committees.
