This memorandum seeks your approval of C. Frank Reifsnyder as
Associate Judge of the District of Columbia Court of Appeals vice
Hubert B. Pair, retired. Reifsnyder, 54, currently is an Associate
Partner of the Washington law firm of Hogan & Hartson; and his career
profile is attached for your review (Tab A).
Mr. Reifsnyder is a Republican, and Attorney General Saxbe's letter
of recommendation states that the Judicial Appointments Committee
of the D. C. Bar Association has submitted a report in which they
express their opinion that 11 Mr. Reifsnyder is highly qualified
for appointment to this position. 11 (Tab B). Although many other
individuals have sought this position, the Attorney General's recommenda.
tion is founded upon the competence of Mr. Reifsnyder and the need to
strengthen the D. C. Court of Appeals.
I, therefore, recommend the nomination of C. Frank Reifsnyder as

of Maryland, to be an Associate Judge of the District of Columbia
Court of Appeals for the term of fifteen years vice Hubert B. Pair,
retired.
Mr. Reifsnyder was born September 6, 1920 in Ottumwa, Iowa,
is married and has three children.
He attended George Washington University from 1938 to 1946,
receiving his A.B. degree in 1944 and his LL.B. degree in 1946.
From 1946 to 1947 Mr. Reifsnyder served as a law clerk to
Chief Judge Bolitha J. Laws, United States District Court for the
District of Columbia. From 1947 to 1951 he served as Assistant
U.S. Attorney for the District of Columbia, Since 1951 he has
practiced law with the firm of Hogan and Hartson in Washington,
D.C.
The Judicial Appointments Committee of the Bar Association
of the District of Columbia has submitted a report in which they
state their opinion that Mr. Reifsnyder is highly qualified for
appointment to this position. He bears an excellent reputation
as to character and integrity, has judicial temperament, and is,

Dear Mr. President:
I am writing this letter at the suggestion of our mutual friend,
Senator Bob Griffin, after recently conferring with him in this regard.
Since February 1, 1974, I have been a U. S. District Judge
in the Eastern District of Michigan, and I have found it to be a very
gratifying and challenging position. I spent most of the first ten
months in the Detroit Court, and since January 1st of this year, I have
been handling the docket of the late Judge Stephen J. Roth, holding
court in both Bay City and Flint, Michigan.
In recent weeks I have heard it discussed on several occasions
that there may likely be a vacancy in the near future among the U. S.
District Judges for the District of Columbia, and also the further
possibility that there may be a vacancy on the U. S. District Court
of Appeals. I am well aware that both of these possibilities are no
more than rumors at the present time.
My purpose in writing this letter, however, is to ask that in
the event either of such vacancies do occur, my name be considered
for such appointment.
Senator Griffin advises me, as I am sure you are aware,
that recommendations for these appointments originate in the Office
of the Attorney General, and are not dependent upon the recommendation
of any Senator as is the usual case. If I were appointed to any such
position, Senator Griffin would, of course, recommend a successor
to my present post in Michigan.

I have been a member of the District of Columbia Bar Association
since 1963. I have worked harder at acquiring the knowledge and skill
necessary to become a good Federal Judge than at anything else in my
lifetime, and I believe that I have been successful.
My wife, June, and I have enjoyed becoming reacquainted with
our friends in Michigan this past year, although I would be less than
honest if I did not say that we have missed our many friends in
Washington made during the fourteen years that I served in Congress.
In addition, however, I am aware that the nature of the cases commenced
in the U. S. District Court for the District of Columbia, and heard by
the U. S. Court of Appeals there, are more national in scope, and the
decisions of greater consequence, than those in the Bay City or Flint
Courts, where I presently serve.
I am not certain that any vacancies will occur in either the
U. S. District Court, or the Court of Appeals for the District of
Columbia, in the months ahead, but I wanted you to be aware of my
interest in any event.
You have made all of us who worked with you in years past
very proud, for your accomplishments since taking office last August
are unequaled in history. You may be certain of my continued support
in your undertakings in the months and years ahead.
Many thanks for your consideration of my request, and my
warmest personal regards to you and your family.

Although I neglected to mention this at the ceremony,
