AND THEY\nARE OF SPECIAL CONCERN TO THOSE OF US AMONG THE 53-MEMBER FRESHMAN\nCLASS OF REPUBLICAN CONGRESSMEN.\nBUT UNLIKE SOME OF OUR COLLEAGUES ON THE OTHER SIDE OF THE AISLE,\nWHEN WE REPUBLICANS THINK OF CONGRESSIONAL REFORM WE ARE NOT THINKING\nOF THE USUAL STRAW MEN SET UP TO DIMINISH CONGRESSIONAL AUTHORITY AND\nPRESTIGE.\nSUCH ISSUES AS THE CONGRESSIONAL SENIORITY SYSTEM, CLOSED CAUCUS\nMEETINGS, FILIBUSTER RULES, AND so FORTH ARE TOPICS ON WHICH REASONABLE\nMEN HOLD DIFFERING OPINIONS. BUT THEY ARE NOT CRUCIAL TO A TRUE REFORM\nOF OUR LEGISLATIVE PROCESS.\nWE FRESHMEN REPUBLICAN MEMBERS OF THE 93RD CONGRESS THINK OF\nREFORM IN TERMS OF THE COMPLETELY UNREALISTIC WAY THAT CONGRESS NOW\nCOLLECTS TAXES AND SPENDS REVENUE, WITH LITTLE MIND TO THE ELEMENTARY\nBUSINESS PROPOSITION OF RELATING EXPENDITURES TO INCOME.\nWE THINK ABOUT THE HYPOCRISY OF THOSE WHO COMPLAIN ABOUT EXECUTIVE\nPOWER, BUT WHO AT EVERY TURN VOTE FOR CONGRESSIONAL LEGISLATION THAT\nINCREASES SUCH POWER.\n2-2-2-2-2\nAND WE THINK OF THE BUCK-PASSERS AMONG US -- THOSE WHO DECRY INFLATION,\nHIGH TAXES, AND ADMINISTRATION FISCAL POLICIES, BUT WHO PROMOTE AND\nVOTE FOR EXORBITANT FEDERAL EXPENDITURES WHILE CONTRIVING TO BLAME THE\nMAN IN THE WHITE HOUSE FOR TAX INCREASES AND A DETERIORATING ECONOMY.\nCONGRESSIONAL REFORM IS DESPERATELY NEEDED, DON'T MISUNDERSTAND ME.\nBUT IT IS NOT THE TYPE OF REFORM GENERALLY CONSIDERED.\nIT IS REFORM LIKE THAT PROPOSED BY TENNESSEE'S REPUBLICAN SENATOR\nBILL BROCK, WHICH WOULD ESTABLISH A MECHANISM WITHIN CONGRESS TO\nCOORDINATE AND CONTROL CONGRESSIONAL TAXING AND SPENDING. CONGRESS HAS\nFOR TOO LONG TAXED WITH ITS LEFT HAND AND SPENT WITH ITS RIGHT, WHILE\nNEITHER HAND EVER HAS A NOTION WHAT THE OTHER HAND IS DOING.\nWE NEED A SMALL JOINT BUDGET COMMITTEE WITHIN THE CONGRESS, WITH\nA LARGE ENOUGH PROFESSIONAL STAFF TO KEEP A TIGHT REIN ON THE ENTIRE\nTAXING-SPENDING PICTURE. SUCH A COMMITTEE, WHILE COORDINATING TAXING\nAND SPENDING, WOULD FREQUENTLY RE-EVALUATE EVERY FEDERAL EXPENDITURE\nAND PROGRAM.\nTHE TIME HAS COME TO STOP SIMPLY TALKING ABOUT THIS SCANDALOUS\nBUDGET SITUATION. CONGRESS, THIS YEAR, MUST DO SOMETHING CONCRETE\nABOUT IT. FRESHMAN REPUBLICAN CONGRESSMEN CAN BE COUNTED ON TO SUPPORT\nTHAT EFFORT.\n3-3-3-3-3\nON THE SUBJECT OF VIETNAM AND THE PRESIDENT'S CURRENT POLICIES,\nI KNOW THAT I SPEAK FOR ALL NEW REPUBLICANS IN THE HOUSE OF REPRESENTATIVES\nWHEN I SAY THAT WE SUPPORT PRESIDENT NIXON'S EFFORTS TOWARD AN HONORABLE\nSETTLEMENT OF THAT CONFLICT AND AN END TO U.S. INVOLVEMENT IN SOUTHEAST\nASIA. THOSE EFFORTS ARE NEARING A SUCCESSFUL CONCLUSION.\nFORD\nTHE KEY TO ANY CONGRESSIONAL ACTION MUST BE TO CONTINUE SUPPORTING\nU.S. TREATY COMMITMENTS -- SPECIFICALLY THE SOUTHEAST ASIA COLLECTIVE\nLIBRARY\nDEFENSE TREATY AND PROTOCOL, SIGNED FOR THE UNITED STATES IN SEPTEMBER\n1954 BY SECRETARY OF STATE JOHN FOSTER DULLES, MONTANA SENATOR MIKE\nMANSFIELD, AND NEW JERSEY CONGRESSMAN H. ALEXANDER SMITH, AND OVERWHELMINGLY\nRATIFIED BY THE U.S. SENATE IN FEBRUARY 1955.\nANY ACTION BY CONGRESS TO MODIFY OUR RESPONSIBILITY TO DEFEND SOUTH\nVIETNAM FROM COMMUNIST AGGRESSION AND POSSIBLE TAKEOVER, AS AN ALTERNATIVE\nTO THE COURSE CHARTED BY THE NIXON ADMINISTRATION, RUNS COUNTER TO THAT\nTREATY'S REQUIREMENT THAT THE U.S. GIVE A FULL YEAR'S NOTICE TO RENOUNCE\nITS FORMER PLEDGE TO SOUTHEAST ASIAN ALLIES.\nANY ACTION BY CONGRESS TO CUT OFF APPROPRIATIONS NECESSARY TO\nCONTINUE U.S. ACTIVITIES IN SOUTHEAST ASIA WILL PREJUDICE THE PEACE\nNEGOTIATIONS AND WILL BE A REPREHENSIBLE BLIGHT UPON OUR NATION'S HONOR\nAND TRUST WITHIN THE COMMUNITY OF FREE NATIONS.\nFRESHMAN REPUBLICAN CONGRESSMEN ARE COMMITTED TO UPHOLD OUR NATION'S\nHONOR AND TO SUPPORT PRESIDENT NIXON'S POLICIES IN SOUTHEAST ASIA, AND\nWILL DO so UNTIL THIS TRAGIC CONFLICT IS BROUGHT TO AN HONORABLE\nCONCLUSION.\n####\nREMARKS OF CONGRESSMAN JOHN B. I'M TALKING ABOUT THE INSIDIOUS CRIME\nOF THEFT FROM HARD-WORKING TAXPAYERS, PERPETRATED IN CONGRESS IN THE\nNAME OF HUMANITARIAN CONCERN FOR THE OPPRESSED AND UNDERPRIVILEGED.\nTHERE IS A LIMIT TO THE AMOUNT OF TAX MONEY THAT THE FEDERAL\nGOVERNMENT SHOULD BE ALLOWED TO CONFISCATE FROM INDIVIDUAL CITIZENS.\nPATRICK HENRY ONCE COMPLAINED ABOUT TAXATION WITHOUT REPRESENTATION.\nHE WAS FORTUNATE NOT TO HAVE LIVED LONG ENOUGH TO EXPERIENCE TAXATION\nWITH REPRESENTATION.\nTHE FEDERAL GOVERNMENT COULD ACTUALLY TAKE A LESSON FROM THE\nTYPICAL WASHINGTON PICKPOCKET. AT LEAST WHEN THE PICKPOCKET STEALS YOUR\nWALLET, HE DOESN'T WASTE YOUR VALUABLE TIME BY REQUIRING YOU TO COMPLETE\nSEVERAL DOZEN COMPLEX FORMS FOR HIM BEFORE HE RELIEVES YOU OF YOUR\nHARD-EARNED CASH.\nINCOME TAX TIME IS THE SEASON OF THE YEAR WHEN WE DISCOVER THAT\nWE OWE MOST OF OUR SUCCESS TO UNCLE SAM. I FIND MYSELF IN AGREEMENT\nWITH THE CYNIC WHO OBSERVED THAT WHEN THE TIME COMES FOR THE MEEK TO\nINHERIT THE EARTH, TAXES WILL BE so HIGH THAT THEY WON'T EVEN WANT IT.\n2-2-2-2-2\nBUT PRESIDENT NIXON AND FISCALLY RESPONSIBLE MEMBERS OF CONGRESS\nHAVE DECIDED TO PUT A STOP TO THIS SEEMING INSISTENCE OF BIG SPENDING\nPOLITICIANS TO SEND ALL HARD-WORKING CITIZENS TO THE POORHOUSE.\nFOR OUR PART -- THOSE OF US IN CONGRESS WHO HAVE DECIDED THAT THE\nTIME HAS COME TO REDUCE THE FEDERAL BUREAUCRACY AND RETURN POWER AND\nMONEY TO PEOPLE AT THE STATE AND LOCAL LEVEL -- WE WILL FIGHT FOR\nONGRESSIONAL BUDGET REFORM AND RESPONSIBILITY.\nIF WE FAIL -- IF DEMOCRAT BIG SPENDERS OUT-VOTE US AND CONTINUE\nSPENDING MONEY NEEDLESSLY ON PORK BARREL LEGISLATION THEY EXPECT YOU TO\nPAY FOR -- PRESIDENT NIXON WILL VETO THEIR DECISION. WE WILL VOTE TO\nSUSTAIN SUCH VETOES, AND THE PRESIDENT HAS COURAGEOUSLY ANNOUNCED HIS\nINTENTION TO IMPOUND CERTAIN APPROPRIATED FUNDS -- TO REFUSE TO CONTRIBUTE\nTO INFLATION AND FORCE THE INEVITABILITY OF HIGHER TAXES.\nNO ONE CAN DENY THAT THE FEDERAL GOVERNMENT -- ITS ROLE IN OUR\nEVERYDAY LIVES -- HAS GROWN WAY OUT OF PROPORTION. THE TIME HAS COME TO\nUPHOLD THE RIGHT OF PEOPLE TO CONDUCT THEIR OWN AFFAIRS AT THE LOCAL\nLEVEL. AND THAT MEANS A VAST REDUCTION OF FEDERAL PROGRAMS MUST BE THE\nFIRST ORDER OF BUSINESS DURING THIS SESSION OF CONGRESS.\nFEDERAL POWER HAS ONLY GROWN TO ITS CURRENT AND UNWIELDY AND DANGEROUS\nLEVEL SINCE 1960. PRIOR TO 1930, THERE WERE ONLY 10 FEDERAL GRANT-IN-AID\nPROGRAMS -- MOSTLY CONCERNED WITH LAND GRANT COLLEGES, HIGHWAY CONSTRUCTION,\nVOCATIONAL EDUCATION, AND STATE EXPERIMENTAL STATIONS AND EXTENSION\nSERVICES.\n3-3-3-3-3\nONLY 20 NEW FEDERAL PROGRAMS FOR AIRPORT AND HOSPITAL CONSTRUCTION,\nURBAN RENEWAL, AID TO IMPACT-AREA SCHOOLS, SEWAGE TREATMENT, AND LIBRARY\nSERVICES WERE STARTED IN THE POST-WORLD WAR II PERIOD THROUGH 1959.\nBUT DURING THE 1960s -- THE YEARS OF THE NEW FRONTIER AND THE GREAT\nSOCIETY -- A BURST OF FEDERAL LARGESSE AND A BYPASSING OF STATE AND LOCAL\nGOVERNMENTS IN DISPENSING IT CAME INTO EXISTENCE WITHOUT PARALLEL.\nTHE NUMBER OF SEPARATE FEDERAL GRANT-IN-AID PROGRAMS JUMPED FROM\n44 TO 430 -- ALMOST TEN-FOLD -- FROM THE YEAR OF THE LAST EISENHOWER\nBUDGET TO THE DAY PRESIDENT NIXON TOOK OFFICE IN 1969. THE FEDERAL OUTLAY\nFOR THESE PROGRAMS JUMPED FROM $6 BILLION IN 1960 TO $27 BILLION FOUR\nYEARS AGO -- AN INCREASE OF 450 PER CENT IN JUST EIGHT YEARS.\nPRACTICALLY ALL OF THE NEW KENNEDY-JOHNSON PROGRAMS OF THE 1960s\nWERE FUNCTIONALLY ORIENTED, WITH POWER, MONEY, AND DECISIONS FLOWING\nFROM PROGRAM ADMINISTRATORS IN WASHINGTON TO PROGRAM SPECIALISTS IN\nREGIONAL OFFICES TO FUNCTIONAL DEPARTMENT HEADS IN STATE AND LOCAL\nGOVERNMENT.\nTHIS LEFT CABINET OFFICERS, GOVERNORS, COUNTY OFFICIALS, AND MAYORS\nLESS AND LESS INFORMED AS TO WHAT WAS ACTUALLY TAKING PLACE AND MADE\nEFFECTIVE HORIZONTAL POLICY CONTROL AND COORDINATION INCREASINGLY\nDIFFICULT AT ALL LEVELS OF GOVERNMENT.\n4-4-4-4-4\nWELL, MY FRIENDS, ALL THAT HAS GOT TO CHANGE. MILLIONS OF\nHA\nFORD if LIBRARY 9ERALD\nHARD-WORKING CITIZENS LIKE THOSE OF YOU HERE TODAY ARE JUST SICK AND\nTIRED OF SEEING THEIR HARD-EARNED MONEY CONFISCATED FOR QUESTIONABLE\nPROGRAMS BY WASHINGTON. THEY BELIEVE, AS I DO, THAT THE MONEY WILL BE\nUSED WITH MORE CARE, AND PROGRAMS OPERATED MORE EFFICIENTLY AND LESS\nWASTEFULLY, BY OFFICIALS AT THE LOCAL LEVEL.\nPRESIDENT NIXON'S BUDGET MESSAGE LAST MONTH PROPOSED MAJOR CUTS\nIN SOCIAL PROGRAMS THAT HAVE PROVED INEFFECTIVE OR CAN SERVE NO FURTHER\nUSEFUL PURPOSE. IF ADOPTED BY CONGRESS, HIS PROPOSED CUTBACKS IN SOCIAL,\nURBAN, AND FARM PROGRAMS AND SPECIAL REVENUE SHARING PROGRAMS FOR THE\nCITIES AND EDUCATION WILL SAVE TENS OF BILLIONS OF DOLLARS IN THE NEXT\nFIVE YEARS.\nBUT THE PORK BARREL SPENDERS IN CONGRESS HAVE ALREADY SERVED NOTICE\nTHAT THEY WILL FIGHT TO CONTINUE THEIR FAVORITE LIBERAL SOCIAL AND URBAN\nPROGRAMS. NOT SATISFIED WITH THE FEDERAL GOVERNMENT'S RECORD OF FAILURE\nIN JOB TRAINING AND HOUSING, AND RELUCTANT TO END EXPENSIVE PROGRAMS\nTHAT ARE NO LONGER NEEDED, THEY HAVE PROMISED TO CONTINUE AND EXPAND SUCH\nPROGRAMS, REGARDLESS OF COST OR CONSEQUENCES TO THE ECONOMY.\nPRESIDENT NIXON HAS A CONSTITUTIONAL MANDATE TO CONCERN HIMSELF\nWITH THOSE ECONOMIC CONSIDERATIONS AND THE EFFECT OF CONGRESSIONAL\nPROFLIGACY ON YOUR TAX BURDEN AND THE PRICES YOU PAY FOR GOODS AND\nSERVICES.\n5-5-5-5-5\nIF CONGRESS IS IRRESPONSIBLE IN THE CONDUCT OF ITS BUSINESS,\nCOMMITTING THE NATION TO EXPENDITURE OF MORE FEDERAL FUNDS THAN ARE\nAVAILABLE WITHOUT INCREASED TAXES OR INFLATION, HE HAS AN OBLIGATION\nTO VETO SUCH EXPENDITURES OR IMPOUND FUNDS FOR LOW PRIORITY PROGRAMS.\nTHERE IS NO CONTROVERSY ABOUT THE PRESIDENT'S RIGHT TO VETO LAWS\nHE DEEMS INAPPROPRIATE. BUT A CONSIDERABLE HUE AND CRY HAS BEEN RAISED\nBY HIS POLITICAL OPPONENTS OVER THE PRESIDENT'S RECENT IMPOUNDMENT OF\nAPPROPRIATED MONEY AS A WAY TO HOLD DOWN FEDERAL SPENDING.\nCRITICS OF IMPOUNDMENT SAY THAT THE PRESIDENT IS ASSUMING POWER\nNOT DELEGATED TO HIM BY THE CONSTITUTION. THEY SAY THAT HE IS REQUIRED\nTO SPEND MONEY APPROPRIATED BY CONGRESS FOR FEDERAL PROGRAMS.\nTHE PRESIDENT'S SUPPORTERS, ON THE OTHER HAND, ARGUE WITH EQUAL\nVEHEMENCE THAT, AS GUARDIAN OF THE NATION'S ECONOMIC HEALTH, HE HAS A\nRESPONSIBILITY NOT TO SPEND MONEY FOR PROGRAMS APPROVED BY CONGRESS\nIF SUCH SPENDING WILL SPUR INFLATION OR FORCE DAMAGING AND UNPOPULAR\nTAX INCREASES.\nTHE WEIGHT OF EVIDENCE SUPPORTS THE PRESIDENT'S IMPOUNDMENT OF\nFUNDS.\nTHE CONSTITUTION CLEARLY GIVES THE PRESIDENT THE RIGHT TO CONDUCT\nTHE EXECUTIVE BRANCH OF GOVERNMENT.\n6-6-6-6-6\nWHEN FUNDS ARE PUT AT HIS DISPOSAL FOR PARTICULAR PURPOSES, IT\nHAS ALWAYS BEEN ASSUMED THAT HE WOULD SPEND THEM AS DIRECTED. BUT WITH\nA FEDERAL BUDGET OF HUNDREDS OF BILLIONS OF DOLLARS, THE ONLY TEST OF\nWHETHER THE MONEY SHOULD BE SPENT MUST BE THE EFFECT OF SUCH SPENDING\nON THE GOVERNMENT'S ENTIRE FINANCIAL POSITION AND THE STABILITY OF\nTHE NATION'S CURRENCY, WHICH WE HAVE AGAIN THIS WEEK HAD TO REVALUE.\nTHE PRESIDENT HAS A CLEAR RESPONSIBILITY TO PROTECT THE STRENGTH\nOF THE DOLLAR AND TO SEE THAT INFLATION IS NOT ENCOURAGED. WHEN\nCONGRESS OVERSPENDS, IT IS THE PRESIDENT'S DUTY TO RECTIFY THAT MISTAKE\nUNTIL THE PEOPLE CAN REPLACE IRRESPONSIBLE REPRESENTATIVES.\nI SHOULD POINT OUT TO YOU THAT, EVEN THOUGH THE NATION OVERWHELMINGLY\nRE-ELECTED PRESIDENT NIXON LAST NOVEMBER ALONG WITH AN ENTIRELY NEW\nHOUSE OF REPRESENTATIVES AND A THIRD OF THE SENATE, THE PRESIDENT AND\nCONGRESS TODAY HAVE ABSOLUTELY NO CONTROL OVER MORE THAN 70 PER CENT OF\nTHE FEDERAL BUDGET.\nSUCH THINGS AS INTEREST ON THE NATIONAL DEBT, UNEMPLOYMENT\nINSURANCE, SOCIAL SECURITY BENEFITS, AND MANY SOCIAL PROGRAMS CANNOT BE\nAFFECTED BY LAWS WE WILL PASS. WE WERE COMMITTED TO THEM IN YEARS PAST.\nAND AS I HAVE SAID, ALMOST THREE-FOURTHS OF THE FEDERAL BUDGET -- AT\nLEAST $202 BILLION -- IS AN UNCONTROLLABLE OUTLAY.\n7-7-7-7-7\nWE CANNOT REPEAL LEGISLATION THAT COMMITTED US TO SUCH PROGRAMS.\nTO DO so WOULD BE TO BREAK FAITH WITH PEOPLE WHO RELY ON THEM. BUT WE\nCAN REFUSE TO EXTEND OR EXPAND PROGRAMS THAT HAVE EXPIRED OR ARE WASTEFUL.\nAND THAT IS WHAT WE SHOULD DO.\nCONGRESS HAS GOT TO ASSUME THE RESPONSIBILITY FOR FEDERAL SPENDING.\nBIG-SPENDING POLITICIANS IN CONGRESS CANNOT BE ALLOWED TO CONTINUE\nVOTING FOR INCREASED FEDERAL EXPENDITURES THAT THE NATION CANNOT AFFORD,\nFORCING THE PRESIDENT TO ASSUME THE POLITICAL LIABILITY OF VETOING SUCH\nLEGISLATION OR IMPOUNDING THE APPROPRIATIONS.\nI PROPOSED WHEN I WAS ELECTED PRESIDENT OF THE INCOMING GROUP OF\n43 REPUBLICAN CONGRESSMEN THAT CONGRESS HAD TO REFORM ITS BUDGET\nPROCEDURES. MANY MEMBERS OF CONGRESS ARE HORRIFIED BY THE CURRENT\nHODGE-PODGE SYSTEM OF RAISING AND SPENDING MONEY, WHERE THE LEFT HAND\nTHAT COLLECTS MONEY HAS NO IDEA WHAT THE RIGHT HAND THAT SPENDS IT IS\nDOING.\nIT IS AN IDEAL SYSTEM FOR THE BIG SPENDER WHO WANTS TO SUPPORT\nHIS OWN PET, PORK BARREL PROGRAMS WITHOUT BEING PUBLICLY ACCOUNTABLE\nFOR THE ECONOMIC CONSEQUENCES.\nIT IS GOOD TO KNOW THAT THE JOINT COMMITTEE ON THE BUDGET HAS\nJUST ISSUED ITS INITIAL REPORT PROPOSING JUST SUCH A REPLACEMENT OF\nTHE PIECEMEAL BUDGETING PROCESS THAT NOW OBTAINS IN DOZENS OF OTHER\nUNCONNECTED CONGRESSIONAL COMMITTEES.\n8-8-8-8-8\nTHE COMMITTEE HAS PROPOSED CONSIDERATION OF THE FEDERAL BUDGET\nAS A WHOLE THROUGH A SINGLE, GENERAL APPROPRIATION BILL, AND A\nCONGRESSIONAL VOTE EARLY IN EACH SESSION TO FIX A TIGHT CEILING ON\nTOTAL SPENDING.\nTO BE SURE, SUCH REFORMS ARE LONG OVERDUE. AND THOSE MEASURES\nWOULD ALLOW YOU, THE TAXPAYER, TO FIND OUT WHO AMONG YOUR ELECTED\nREPRESENTATIVES ARE THE CULPRITS FOR YOUR ENORMOUS FEDERAL TAX BURDEN\nAND INFLATION THAT IMPERILS THE ENTIRE NATIONAL ECONOMY.\n####\nREMARKS OF CONGRESSMAN JOHN B. CONLAN (R-ARIZ) AT THE PINAL COUNTY\nREPUBLICANS LINCOLN DAY DINNER IN CASA GRANDE, ON MONDAY, FEB. 12, 1973\nRETURNING POWER TO THE PEOPLE\nGERALD FORD LIBRARY\nWhen I speak on occasions such as this attended by scores of\nloyal Republicans, I am reminded of the old man who kept going regularly\nto church long after all his money was gone and his hearing had\ndeteriorated.\nHe could neither contribute to the offertory nor derive anything\nfrom the experience.\nHis friends finally inquired of him one day why he continued going\nto church. He replied that he just wanted to show everyone which side\nhe was on.\nThat's what we're all doing here this evening. We're proud to\nshow which side we're on.\nAnd so long as loyal Republicans like those of you here continue\nto reaffirm their devotion to the pro-American principles of the\nRepublican Party, we will continue to win the kind of victory we received\nin the voting last November.\nSince I have been in Washington, I have learned to respect the\ntremendous insight of that great Oklahoman, Will Rogers. There are\nsome mighty peculiar legislative proposals being sponsored by Democrat\nmembers of Congress. And since for the time being Democrats outnumber\nus Republicans on the Hill, those proposals are likely to get more than\npassing notice.\nWill Rogers once observed, \"There is still a lot of monkey in us.\nThrow anything you want into our cage and we will give it serious\nconsideration.\" I think the Democrats are committed to, demonstrating\nthe truth of that statement.\nBut President Nixon and the Republican leadership of the Congress\nare equally committed to responsible, limited government. And those\nof us in the Congress who share the Republican belief in individual\nresponsibility, fiscal integrity, and local autonomy are committed to\nhis sensible program to return power to the people and to decrease the\nscope and cost of federal programs.\nAbraham Lincoln summed up the principle underlying this Republican\neffort when he said:\n\"The legitimate object of government is to do for a community of\npeople whatever they need to have done, but cannot do at all, or cannot\nso well do for themselves, in their separate and individual capacities.\nIn all that the people can individually do as well for themselves,\ngovernment ought not to interfere.\"\n- more -\n2-2-2-2-2\nAnd offering a lesson for today's creative Republicanism,\nLincoln also said:\n\"The dogmas of the quiet past are inadequate to the stormy\npresent. The occasion is piled high with difficulty and we must rise\nwith the occasion. As our case is new, so we must think anew and act\nanew. We must disenthrall ourselves.\"\nIn his Second Inaugural address and budget message to Congress,\nPresident Nixon has urged us to disenthrall ourselves of ideas and\nconcepts of government that have been tried in the breach and failed --\nthe idea that throwing countless tax dollars at any problem will make\nit go away; that a massive, overlapping federal establishment can\ndeliver the goods to those who need help; that for every wound, large\nor small, real or imagined, there should be a federal bandage to bind\nit.\nIn his Inaugural Address, the President reached back to that\nearly Republican philosophy, and describing the guidelines of his second\nterm challenged us all to get with it, to do more -- not for government,\nbut for ourselves.\nAnd in his budget message, the President said that his own personal\nphilosophy of government was summed up in the words of the last article\nof the Bill of Rights -- the Tenth Amendment -- which says:\n\"The powers not delegated to the United States by the Constitution,\nnor prohibited by it to the States, are reserved to the States respec-\ntively, or to the people.\"\nNo one can deny that the scope of federal involvement in our\neveryday affairs has grown way out of proportion and that we must act\ndecisively to return authority and revenue to state and local governments.\nFederal power has only grown to its current unwieldly and dangerous\nlevel since 1960. A small number of federal land grants constituted\nthe extent of federal aid throughout most of the 19th century. Cash\ngrants to the states and localities -- a source of much of today's\nfriction and frustration in intergovernmental relations -- began only\nafter the federal government started taxing income in 1913.\nIt is difficult for some people to remember that the income tax\nhas only existed for 60 years and that for more than two-thirds of\nour nation's history the federal government had to finance its programs\non only one-fourth the amount of revenue that that tax provides.\nPrior to 1930, there had been only 10 federal grant-in-aid programs.\nThe programs had evolved slowly from the 1880s on. They covered land\ngrant colleges, state experiment stations and extension services, highway\nconstruction, forestry cooperation, and vocational education and\nrehabilitation.\n- more -\n3-3-3-3-3\nDuring F-D-R's New Deal, 14 additional programs were initiated\ncovering public welfare assistance, employment security, public and\nchild health services, fish and wildlife, public housing, and school\nlunches.\nDuring the post-World War II period running through 1959, 20 new\nprograms were established. Of these, five were extensions of already\nexisting programs. And the federal government started new programs for\nairport and hospital construction, mental health facilities, urban\nrenewal, aid to federally-impacted school districts, sewage treatment\nplants, and library services.\nThese 44 federal aid programs in existence in 1960 -- remember,\nthey've grown from 1880 through 1960, and they now total 44 -- cost\n$6 billion. Of that $6 billion, $5 billion was for highways and welfare.\nNow, my friends, get set for the deluge.\nThe 1960s -- the years of the New Frontier and the Great Society --\nwere the years when a burst of federal largesse and a bypassing of state\nand local governments in dispensing it came into existence without\nparallel.\nBy 1969, the year President Nixon came into office, the number of\nseparate federal grant-in-aid programs had proliferated from 44 to at\nleast 430. Approximately 25 programs were legislated during a single\nsession of Congress in 1965, and many that had been enacted earlier were\nexpanded and broadened.\nDid this cost more money? Well, I'll say it did.\nThe federal outlay for grant-in-aid programs jumped from $6 billion\nin 1960 -- the year of the last Eisenhower budget -- to $27 billion for\nthe last Johnson budget in 1969. That is an increase of 450 per cent\nin just eight years.\nPractically all of the new grant programs of the 1960s were\nfunctionally oriented, with power, money, and decisions flowing from\nprogram administrators in Washington to program specialists in regional\noffices to functional department heads in state and local governments.\nThis left cabinet officers, governors, county commissioners, and\nmayors less and less informed as to what was actually taking place and\nmade effective horizontal policy control and coordination increasingly\ndifficult at all levels of government.\nWell, all this has got to change. We now know that it doesn't\ntake any imagination to dream up ways of spending and wasting the\npeople's tax money. For a generation before 1968, that was the standard\n\"solution\" for every problem -- pour money on it, and maybe it will go\naway.\n- more -\n4-4-4-4-4\nThat solution didn't work. In fact, it made many problems a\ngreat deal worse.\nBut in 1968 and again in 1972, the people told the big-spending\npoliticians still living in the past that they wanted a change -- a\nbig change.\nThe administration attempted a big step with its 1972 general\nrevenue sharing legislation toward reversing the flow of political\npower. This session, the administration proposes to convert another\n$6.8 billion now available to states and localities in the form of\nnarrow categorical grants into broader purpose revenue sharing grants\nthat would allow state and local governments to decide what projects\nthe money is to be used for.\nThe money would be returned to the people for education, transpor-\ntation, urban and rural community development, manpower training, and\nlaw enforcement. And under the President's proposal, there would be no\nrequirement of state and local matching funds as is now the case.\nThis proposal that the federal government release some of its\nsuperior resources and at the same time transfer more decision-making\npower to state and local governments -- governments which are on the\nscene of action -- faces tough opposition from the empire-builders in\nCongress. But I assure you that the death notices -- or perhaps they're\ndeath wishes -- that you read and hear daily are exceedingly premature.\nThe program has great merit and polls show that the great majority\nof people all over the country support it in principle.\nAnd so the lines are drawn.\nOn the one hand are the big spenders in Congress -- the disciples\nof the \"Big-Government-Knows-Best\" philosophy used to justify the New\nFrontier and Great Society paternalism.\nThese Big Government advocates don't think private citizens should\nbe messing around with their federal empire.\nThey don't think you and I have any right to know what's going on\nthere.\nThey are suspicious of their fellow citizens who want to save the\ntaxpayers' money instead of spending it.\nThey cannot conceive of how an efficient government could still\nbe a government responsive to the people's wishes.\nOn the other hand are the millions of hard-working taxpayers who\nare just sick and tired of seeing their hard-earned money, along with\nthe right to decide how it should be spent, confiscated by Washington.\n- more -\n5-5-5-5-5\nThese are the people who have built America -- with their hearts\nand minds and hands.\nThey are the backbone of the nation they love -- working people\nearning between $5,000 and $20,000 a year, supporting families with no\nhandouts from Uncle Sam.\nThey have had to fight and scrimp to make ends meet.\nGERALD FORD LIBRARY\nMany of them moonlight at second jobs or have other members of\nthe family working to supplement the family income.\nTheir real wages didn't go up one thin dime during the second half\nof the '60s, thanks to higher taxes and inflation, the legacy of their\nfree-wheeling, patronizing Democrat political leaders.\nThese Forgotten Americans -- young and old, professional people\nand workers, farmers and city folks, white and black, red and brown --\nhave watched with trepidation and anger as the federal bureaucracy grew.\nAnd as it expanded, they saw it overwhelm and obliterate much of the\npower historically exercised by our towns and counties and states.\nBut far too few of us were troubled enough to arouse America\nagainst the inexorable flow of power away from the people to the federal\nprofessionals in Washington.\nTo be sure, we did sense the danger, though we failed to react\nsoon enough to come to grips with it.\nThirteen years ago, the Gallup Poll asked Americans throughout the\ncountry to choose among Big Government, Big Labor, and Big Business as\nthe greatest threat to the nation in the future. At that time, only\n20 per cent picked Big Government.\nThe same question was asked again three years ago -- after a decade\nof an expanding federal presence in our society, and, after a decade of\nCongress increasingly dominated by radical-liberals who welcomed its\ngrowth.\nMore than half 55 per cent -- of those responding named Big\nGovernment as the greatest single potential threat to the country.\nI can understand their frustration. They know how the arrogance\nof power operates. Like me, and many of you, they have seen it in\nmeetings where men assert that it would be somehow dangerous to allow\nstate and local officials to run their own programs.\nThey have seen it in cavalier acts and judgments on the part of\nmen who live thousands of miles from those of us in Arizona whose lives\nare directly affected by their decisions and pronouncements.\n- more -\n6-6-6-6-6\nThey have seen it in the haughty demeanor of some bureaucrats,\nmany of whom are vested with immense power, yet never face the test of\nthe ballot box.\nI know at least some of you have experienced this yourselves.\nFor example, have you, as businessmen or farmers, ever tried to appeal\na bureaucratic decision that deeply affected your company or farm?\nHave you, as a senior citizen, ever tried to obtain legitimate\nbenefits designed to help you in your need?\nAnd have you, as a plainordinary guy, ever received a cold,\nbureaucratic rejection of a request for information -- or just no answer\nat all?\nMy friends, the time is now to reverse this flow of power to\nWashington. It is time to channel some of this excessive power back\nto the people.\nA handful of anarchists have tried their best to take over and\ndebauch the very good and proper meaning of the phrase, \"power to the\npeople.\" But it has too profound and important a significance to allow\nthis to happen.\n\"Power to the People\" was the fundamental principle that guided\nour founding fathers as they crafted the most perfect political document\never created by man.\nGovernment, they believed, should serve the people. A free people\nshould not serve the government.\nEvery phrase, every paragraph of the Constitution of the United\nStates reflects in some degree that root thought.\nOne great issue of the 1972 campaign was which philosophy of\ngovernment the nation would follow in the last quarter of this century.\nOur opponents had an approach that began with government. We Republicans\npledged an administration that would begin with people.\nAnd we have begun.\nBut for this \"Power to the People\" philosophy of the Republican\nParty to succeed, it must have the enthusiastic support of all creative\nRepublicans. We must build a working coalition that will turn back\nthe tide of centralization and bureaucratic stagnation.\nTo return power to the people, elected officials must make this\nphilosophy a part of their everyday lives.\n\"Power to the People\" means that representatives remain responsive\nto the voters of their state.\n- more -\n7-7-7-7-7\nIt means not becoming indebted to Eastern radical-liberal slush\nfunds, foundations, and other such vested interests.\nIt means that your representatives must speak for, must support,\nmust vote for legislative measures which will further decentralize\nthe federal bureaucracy.\nIt means fighting for innovative, basic reorientations of the\nfederal system -- measures like reform of manpower training, welfare,\nand taxation.\n\"Power to the People\" means that your congressman and senators\nmust vote to eliminate -- that's right, cut out, not cut back -- any\nprogram that is no longer needed or that could be run better in the\nprivate sector.\nIt does not mean ignoring the administration's economy proposals.\n\"Power to the People\" means having representatives who respect the\nskill and the knowledge of every working man and women in America, who\nunderstand how hard working people have to work for what they get --\nrepresentatives, therefore, determined to keep working people's taxes\ndown.\nIt does not mean contempt for the working people of America as\n\"unthinking masses\" and spending their tax dollars as if they were\nfederal property to be dispensed as federal largesse.\nFinally, it means a senator or a congressman or a governor who\npractices the principles he preaches -- a man who makes you proud when\nyou tell your children you voted for him.\nPower to the People also depends on the healthy respect of every\nman, woman, and child in this great land of ours for the laws that\nprotect and guide us all. At home, we are secure against a midnight\npounding at the door common in totalitarian societies. Small-town\nand large-town churches representing a multitude of different\nfaiths abound; we are free to worship God as we please.\nIt is easy to accent the negative\nto constantly\ncriticize ourselves for less than adequate housing for the poor,\nother inequities, and our failure to harness all our energy and\ninventiveness and ambition to erase the nation's lingering\nproblems. But good Americans must never allow that criticism to\novershadow what we have done materially and spiritually to provide\nmillions with lives so rich in quality.\nA single Thanksgiving Day is not enough to adequately show\nour gratitude for all our many blessings. Rhodes will almost certainly be the unanimous choice of\nthe 192 Republican members of Congress to replace Ford.\nCongressman Rhodes is also an exceptionally talented and\nexperienced lawmaker. He is one of the best-liked and most-admired\nmen in the U.S. Congress. He is expected to use the Republican\nleader's office, and the Republican congressmen as a team, to\ngenerate forward-looking legislative proposals -- beyond just\n\"carrying the mail\" for the White House and the Executive Branch.\nOnce these changes are final, and Vice President Ford and\nHouse Republican Leader Rhodes are formally installed in their new\nleadership roles, many members of Congress are optimistic that we\ncan get the nation's legislative program off dead center.\nCongress has not yet tackled the important problem of budget\nreform, which was the big issue of the day when the 93rd Congress\nconvened last January.\nMost of the administration's seven-step energy program, first\nproposed in the President's comprehensive energy message two years\nago and repeated last April, has been ignored by the Democrat\nleadership.\nPension reform and trade legislation is only just making its\nway to the floor for action by the entire Congress.\nThe urban revenue sharing program to replace existing\ncategorical grant programs and important community development\nproposals are still in committee.\n-more-\n3-3-3-3-3\nThere is little doubt that many members of Congress have been\ntoo engrossed in getting political mileage for themselves,\nspending entirely too little time on vital issues and problems\nthat should have received our attention months ago.\nWe still have a lot of unfinished work to complete before\nadjournment. Taxation has\nreached the point where many people now wonder if the federal\ngovernment's appetite has any limit. And spending has been clearly\nout of control for several decades.\nTwo events in Congress last week, however, gave the big\nspenders in Washington some badly needed fiscal toilet training.\nSen. But it is nonetheless\na good start towards controlling federal taxing and spending and\ncreating a constant review of all federal programs.\nMost importantly, the new budget procedures will enable\nCongress to control so-called \"uncentrollable\" spending --\nexpenditure items enacted in previous legislative sessions -- and\nbackdoor spending, such as contract and loan authority of federal\nagencies and open-ended federal commitments based on formulas\naffected by population and the cost of goods and services.\n\"Uncontrollables\" now constitute almost three-fourths of the\nfederal budget. They include interest on the national debt,\nfarm-price supports, public assistance grants, certain veterans\nbenefits, Social Security, unemployment benefits, Medicaid and\nMedicare costs, railroad and civil service retirement, and nearly\n1,000 independent trust funds operated by the federal government.\n-more-\n3-3-3-3-3\nWhile \"backdoor spending\" in the form of contract authority\nhas the advantage of supplying necessary lead time for construction\nand other activities stretching over a number of years, it\nhopelessly fragments the appropriations process. So does loan\nauthority generally used for commercial-type activities and\nrevolving funds where it is expected the money will be repaid to\nthe Treasury, and open-ended entitlements that ensure beneficiaries\nof assistance as the law guarantees.\nSo long as more than half of all federal spending is outside\nthe regular appropriations process, and three-fourths of the total\nfederal budget is uncontrollable, Congress has no hope of bringing\nrevenue and spending decisions together.\nBudget control measures approved by the House of\nRepresentatives last week will hopefully eliminate these several\ndozen wild cards in the federal government's $300 billion game of\npoker. Shaw might have thought differently had he lived\nduring the heyday of U.S. foreign aid.\nAmerican taxpayers have spent more than $220 billion on foreign\naid since World War II, including interest on what we have borrowed\nto give away.\nDuring 1972 alone, when we spent almost $6 billion on about\n4,400 foreign assistance projects, some portion of the U.S. foreign\nassistance program was operating in about 100 foreign nations, with\nalmost 55,000 individuals on the payroll. My \"no\"\nvote will be based on two indisputable facts: Despite our past\ngenerosity, people in recipient nations are no better off, and\noften worse off, than before we helped them. And governments of\nrecipient nations are generally hostile to the U.S. and support\nhostile acts against us and our people.\nU.S. foreign aid has failed, because it has worked against\nmaterial progress of many recipient nations. It has enabled them\nto pursue any number of unwise economic and political policies\nthat discourage capital formation within their own borders and\nfrom foreign investors.\nU.S.-backed development grants and loans have allowed foreign\nnations to avoid seeking commercial loans that, instead of being\nwasted on such national monuments of vanity as steel mills,\nunprofitable state airlines, and heavy construction projects, would\nhave been geared more closely to agriculture and regional and\nnational market conditions.\nOur foreign aid has allowed foreign governments to perpetuate\ntheir collectivist economic folly, which has resulted in massive\nunemployment and hunger throughout the world. It has discouraged\nprivate enterprise, hard work, and attitudes of thrift and savings\nnecessary for a sound money economy.\nMore importantly to our own national interests, foreign aid\nhas won us enemies, not friends. We can't even count the times\nthat less-developed nations receiving billions of U.S. taxpayer\ndollars over the years have kicked us in the teeth in the U.N. or\nthrough their support of our enemies.\n-more-\n3-3-3-3-3\nFive countries receiving our foreign aid have given outright\ncash assistance and asylum to members of Black September, the\nPalestinian guerrilla organization responsible for more than 15\ninternational incidents of murder and sabotage, including last\nweek's horrible bombing of a Pan American jet at Rome that killed\n29 people.\nIraq, Saudi Arabia, and Libya have given cash subsidies and\nhave made training bases available to these Arab guerrillas. U.S.\ntaxpayers provided these countries with $21 million in foreign aid\nlast year alone.\nSyria and Lebanon have often provided sanctuary to Black\nSeptember following their raids and kidnappings around the world.\nThese countries received $37.3 million in U.S. foreign aid in 1972.\nOn the basis of this record, I can see no reason to vote more\nbillions in foreign aid giveaways. It just doesn't make sense to\nsubsidize bankrupt economic policies and world terrorism. No business\ncorporation could succeed using the antiquated procedures and tools\nwith which the Congress is fumbling.\nCongress is facing a challenge that will directly reflect on its\nability to effectively continue its legislative function for the\nnation.\nI want my colleagues in Congress to know that the new Republican\ncongressmen are up to that challenge. We urge senior members of\nCongress to set the example by acting now to control federal spending\nand reform Congress' own budget process.
