MEMORANDUM FOR:

Due to today's announcement, I suggest that the following steps
be considered for your immediate action. I understand that
you have already drawn up talking points for the different regions
of the country so I will simply address these thoughts to
tactics.
1. Immediately have Drew Lewis and Bill Scranton begin a
telephone campaign to the entire Pennsylvania delegation.
Any members of the Pennsylvania delegation that would like
to help should be urged to do so. In addition, moderate-
conservative Senators like Baker, Brock, Griffin, etc.
should be used to call any delegates that are identified
as troublesome.
2. A strategy should be put together for dealing with the
Mississippi delegation. I have already asked Harry Dent
to think about it and to call Dick and you with his thoughts.
3. A message should be used to all delegates in the South
that are uncommitted or not bound. Key states are: South
Carolina, Virginia, Oklahoma, West Virginia and Louisiana.
4. A phone message should be put together for delegates that
were elected by State Convention in the Western and South
western states. Many of these delegates who were elected
said "Their hearts were with Reagan" but this kind of move
may turn some of them off if we get to them quickly.

5. The Research Division should be instructed to pull out
Reagan statements on his views on the Vice Presidency
and who his running mate would be should go out in a
general mailer to all delegates and alternates.
6. A separate program for calling the conservative Reagan
leadership should be considered also. I doubt that people
like Jim Edwards in South Carolina and other leaders were
consulted on this move and they may, in fact, be deeply
resentful that they were not included in the deliberations.
7. We should put together a group of influential leaders in the
Northeast like Rosenbaum, Biebel and elected officials
to call our New England, New Jersey and mid-Atlantic
delegates urging them to view the Reagan overtures towards
Schweiker skeptically. This point has to be handled very
delicately but soon--before any liberals think about leaving
the ship in the name of unity.
8. All your regional coordinators and all 50 PFC Chairmen
should be urged to hold press conferences this afternoon,
tomorrow morning, and tomorrow afternoon with whatever
our standard line is as it develops during the course of the
day.
9. We may want to get some radio actualities from Congressional
leaders to use on the Reagan announcement as well.
10. All Republican Governors ought to be called with the special
message.
SPECIAL NOTE:
The Reagan people have not had time to brief their state
leaders on their decision. It is obvious that they must be
doing so on a wide scale basis today. We must counter
immediately, before they gain acceptance of their idea.

POINTS
1) We feel this speaks for itself - it smacks of a blatant political
deal, borne out of desperation and the hope of picking off a handful -
at best - of delegates.
No prior prior
2) Obviously, the President has not had to make any deals, or resort
to such tactics, and has no intention of doing SO.

3) More specifically, I thought you might be interested in comparison
of Senator Schweiker's COPE rating - the most liberal of voting
agencies - as compared to Senator Mondale's.

And this is a man with whom Governor Reagan says his "basic beliefs
are compatible with his own?" Hard to believe, but he out-Mondales, Mondale, and
McGovern.
4) Governor Reagan also speaks of Senator Schweiker's sharing his "same
basic values" and that he has a "broad general appeal.'
Yet, inspite of this glossy rhetoric, there can be no fuzzing over of
Senator Schweiker's solid liberal record.
This year he leads Republicans in the Senate in voting against the
conservative coalition 93% of the time. He had the highest percentage
in doing this of any Republican Senator.
He opposed the Republican Party position 81% of the time, again leading
all Republican Senators.
5) Where does Senator Schweiker stand on supporting the President's vetoes?

Senator Schweiker's 1975 ADA rating was 89%; his
cumulative ACA rating, as of 1975 was 21%; his 1975
ACU rating was 9% with a 20% cumulative rating; and
COPE indicates that, in his overall voting lifetime,
Schweiker has voted "right" some 71 times on key
COPE issues, and 7 times "wrong."
You should note that this last Sunday, Reagan is
quoted in the L.A. TIMES as saying that he would
not pick someone like Percy or Richardson.'

Finally, the Political Almanac indicates that Schweiker
voted in favor of "strikers food stamps."

SINCE 1 BECAME A CANDIDATE FOR PRESIDENT, 1 HAVE BEEN QUESTIONED
BY NEWSMEN AND BY DELEGATES FROM EVERY SECTION OF THE COUNTRY AS TO
WHO MY CHOICE MIGHT BE FOR VICE PRESIDENT.
DURING THIS PERIOD, 1 HAVE HAD SERIOUS CONCERNS ABOUT THE VICE
PRESIDENTIAL SELECTION PROCESS AND 1 HAVE NOW CONCLUDED THAT THE

HARRISBURG (UPI) PENNSYLVANIA'S 103 TECHNICALLY UNCOMMITTED
REPUBLICAN DELEGATES WERE SURPRISED, BUT THEIR ALLEGIANCE REMAINED
UNCHANGED TODAY AFTER RONALD REAGAN'S PICKED SEN. RICHARD SCHWEIKER
AS HIS POTENTIAL RUNNING MATE.
NONE OF THE DELEGATES CONTACTED IMMEDIATELY AFTER THE ANNOUNCEMENT
SAID THEY WERE CHANGING THEIR VOTE BECAUSE OF SCHWEIKER.
SOME SAID IT WOULD IMPROVE REAGAN'S CHANCES TO PICK UP UNCOMMITTED
DELEGATES. SOME SAID IT WOULD HAVE NO EFFECT. AND OTHERS SAID IT

"I'M THOROUGHLY DISAPPOINTED," SAID JAMES STEIN, 21, AN

UNCOMMITTED DELEGATE STUDYING POLITICAL SCIENCE AT INDIANA STATE
UNIVERSITY. ORIGINALLY LEANING REAGAN, STEIN SAID: "IT SMACKS OF
GERALD
BEING A POLITICAL WHORE.

"MY GUT REACTION IS TO JUMP IMMEDIATELY TO THE FORD TEAM," HE

"WHAT THE HELL KIND OF PUSSY-FOOTING IS THIS GUY SCHWEIKER

RICHARD MELLON SCAIFE OF THE PITTSBURGH BANKING FORTUNE, A FORD
BACKER WHO HAS BEEN A MAJOR CONTRIBUTOR TO REPUBLICAN CAMPAIGNS IN
THE PAST, SAID HE WAS "AMAZED" BY REAGAN'S DECISION, BUT ADDED IT
WOULD PROBABLY WIN SOME STATE SUPPORT.
"IT COUNTERS THE LOGIC OF A CARTER-MONDALE TICKET, REAGAN THE
CONSERVATIVE AND SCHWEIKER THE LIBERAL. I DON'T REALLY KNOW WHAT
EFFECT IT WILL HAVE BUT I WOULD SUSPECT REAGAN WILL PICK UP A FEW
DELEGATES BECAUSE OF IT."
REAGAN DELEGATE NEWTON TAYLOR OF HUNTINGDON, PA. DESCRIBED
REAGAN'S CHOICE AS "ONE OF THE MOST STARTLING POLITICAL SURPRISES IN
AMERICAN HISTORY. THERE IS MUCH WOULD BE DISSIMILAR IN THEIR
BACKGROUNDS. I THINK A LOT IS GOING TO DEPEND ON WHAT SCHWEIKER DOES
BETWEEN NOW AND THE CONVENTION."
RAYMOND EVERHART, A REAGAN DELEGATE FROM FLEETWOOD, SAID HE DIDN'T
CARE WHO REAGAN PICKED "JUST SO LONG AS HE WINS. 1 THINK HE
(SCHWEIKER) IS LIBERAL. 1 THINK REAGAN IS BALANCING THE TICKET AND
KEEPING THE PARTY UNIFIED."
AND REAGAN DELEGATE JAMES BYRNES OF PITTSBURGH SAID SUCH A TICKET
"SHOULD HELP IN GETTING US SOME UNCOMMITTED DELEGATES. IT SHOULD ALSO
CAUSE A NUMBER OF FORD DELEGATES TO SWITCH TO REAGAN."
BUT A PENNSYLVANIA GOP LEADER WHO WOULD NOT LET HIS NAME BE USED
SAID, "I DON'T THINK IT WILL PULL ANYONE INTO THE REAGAN CAMP. THE

MEETING WITH REPORTERS IN THE SENATE CAUCUS ROOM, ALONG WITH
MEMBERS OF HIS FAMILY AND REAGAN CAMPAIGN STRATEGIST JOHN SEARS,
SCHWEIKER DENIED HIS SELECTION HAD ANY RELATION T.O THE FACT THAT
PENNSYLVANIA WILL SEND THE THIRD LARGEST DELEGATION TO THE REPUBLICAN
CONVENTION IN KANSAS CITY.
"THERE WAS NEVER ANY DISCUSSION OF DELEGATES" IN HIS TALKS WITH
REAGAN, HE SAID.
SEARS ALSO REJECTED SUGGESTIONS THAT PENNSYLVANIA DELEGATES WERE
THE TARGET OF REAGAN'S DECISION, SAYING: "IF WE HAD 3,000 DELEGATES
TODAY WE WOULD STILL BE SELECTING MR. SCHWEIKER."
BUT HE DID SAY HE WOULD SPEND THE REST OF THIS WEEK TELEPHONING
PENNSYLVANIA'S STATE'S 103 DELEGATES TO EXPLAIN HIS SWITCH AND TRY TO
BRING THE UNCOMMITTEDS AND OTHERS OVER TO REAGAN.
SEARS TOLD THE NEWS CONFERENCE THAT DURING THE TWO-MONTH SELECTION
PROCESS, HE FOUND SCHWEIKER HAD MADE NO REMARKS CRITICAL OF REAGAN.
IN AN INTERVIEW WITH UPI LAST FEBRUARY, SCHWEIKER SAID, "IT'S FORD
VERSUS REAGAN AND I'LL SUPPORT HIM (FORD) DOWN THE LINE I'M GOING
TO RESERVE MY OPTIONS ON WHAT I'M GOING TO DO IF REAGAN IS THE
NOMINEE."
SCHWEIKER FENDED OFF QUESTIONS ABOUT HIS FAVORABLE RATING WITH THE
LIBERAL AMERICANS FOR DEMOCRATIC ACTION AND HIS STANCE ON OPPOSITE
SIDES OF MANY ISSUES WITH REAGAN. BUT HE SAID HE WOULD SUPPORT THE
GOP PLATFORM, WHICH WILL BE WRITTEN A WEEK BEFORE THE CONVENTION
STARTS AUG. 16.
SCHWEIKER SAID THAT DURING A SIX-HOUR CONVERSATION WITH REAGN AT
HIS CALIFORNIA RANCH ON SATURDAY, HE FOUND THEY AGREED ON MANY
MATTERS, SUCH AS CURING MANY OF THE NATION'S SOCIAL ILLS THROUGH THE
PRIVATE SECTOR RATHER THAN THE GOVERNMENT.
HE ACKNOWLEDGED, HOWEVER, THAT THEY "HAVE NOT AGREED ON MANY
ISSUES."

STATEMENT BY RONALD REAGAN
LIBRARY GERALD ? FORD
Since I became a candidate for President I have been
questioned by newsmen and by delegates from every section of the
country as to who my choice might be for Vice President.
During this period I have had serious concerns about the
Vice Presidential selection process, and I have now concluded
that the convention delegates should know well in advance who I
would select as my running mate.
Along with my staff, I compiled a list of persons both in
and out of government who might be potential nominees and whose
basic beliefs were compatible with my own.
My purpose this morning is to tell you that the task of
finding a person who meets my qualifications for Vice President
and who also has a broad general appeal has been completed.
After long hours of study and discussion I have selected a
man who believes in the same basic values in which I believe:
-- in a strong America able to preserve the freedom
of its people.
-- in a compassionate America willing to care for those
of its people unable to care for themselves.
-- in a moral and decent America dedicated to the preservation
of the values that have given greatness to this nation.
-- in anAmerica governed by the rule of law, not by men,
law which exists to preserve each man's freedom, not to
restrict it.

I have selected a man of independent thought and action,
with a background in business and 16 years in public service.
He is respected by his colleagues, but he has not become a captive
of what I call "the Washington buddy system."
He has an awareness of the shortcomings in our foreign policy,
and the domestic threat posed by continuing the present policies
of inflationary deficit spending.
I have met with him and we have spent a considerable amount
of time personally discussing the critical issues that face us
today and the principles by which we would lead this nation.
Since I now feel that the people and the delegates have a
right to know in advance of the convention who a nominee's Vice
Presidential choice would be I am today departing from tradition
and announcing my selection.
I have chosen the distinguished United States Senator from
Pennsylvania, the Honorable Richard Schweiker.
I am convinced that this is a ticket behind which all
Republicans can unite and one which will lead our party to
victory in November.

PREVIOUSLY THOUGH, THE STATE DELEGATE HAS SAID HE SUPPORTED

" Not one of the names released today was taken from
President Ford. All had been considered uncommitted or already
leaning to Reagan.
"The important thing to remember is that on every
legitimate delegate count President Ford is near or over the
1,130 mark necessary for victory at Kansas City.
"The race now is between the President and 1,130 and the
President is winning.
"Reagan can challenge only if he pulls delegates away
from the President. So far he is not doing that. In fact,
the momentum toward the President has intensified among delegates
and party leaders since the Schweiker announcement.

Senator Richard S. Schweiker
Kennedy- Corman National Health Insurance (S 3, HR 21)
This bill as originally introduced by Senator Edward
Kennedy (D- Mass.) and Representative James C. Corman (D- Calif.)
would set up a Federally run health insurance program not re-
quiring deductibles or coinsurance. Senator Scweiker is a
co-sponsor of the Bill which Congressman Corman's office es-
timates will eventually cost $162 billion.
Humphrey- Hawkins Full Employment Bill
This bill, which calls for massive Federal jobs to
be created in order to reduce the adult unemployment rate to
3% within four years after encactment, is estimated to even-
tually cost between $20-40 billion dollars annually, on the
average. Senator Schweiker is a primary sponsor of this leg-
islation.
Common Site Picketing Bill
This bill, passed by the Senate by the narrow margin
of 52-45 on November 19, 1975, allows construction and building
trade unions to picket an entire construction site in pro-
test of a dispute with a single contractor working at that
site. Senator Schweiker voted for this measure, which the
President eventually vetoed.
Abortion
Senator Schweiker has recently stated that he is
in agreement with Governor Reagan's views on abortion, which
call for a Constitutional amendment to overturn the Supreme
Court decision. On June 28, 1976, Senator Schweiker voted
in favor of a Senate amendment sponsored by Senator Packwood
to delete from the appropriations bill for HEW a section
that would bar the use of Federal funds to pay for or promote
abortion. Thus, the Senator went on record to continue the
use of government funds for abortions.
Food Stamps
Senator Schweiker voted against an amendment which
would have prohibited the use of food stamps for strikers
who had been off the job for more than 30 days.

Energy Policy
On October 8, 1975 voted for provisions that would
extend controls over natural gas prices. On the same bill,
schweiker voted in favor of two amendments which called for
forced divestiture by the major energy firms of separate
phases of the oil industry.
