Dear Mr. Taylor:
Thank you for yyour letter of interest and your comments
with regard to the problems of the elderly.
Older Americans are certainly one of the Administration's
main concerns. In a recent special message to Congress,
President Ford reaffirmed his commitment to meeting the
needs of senior citizens, and to draw on their strengths
in resolving the problems of America. He asked Congress
to:
" help our Nation demonstrate by its deeds a
deep concern for the dignity and worth of our
older persons. By doing so, our Nation will con-
tinue to benefit from the contributions that older
persons can make to the strengthening of their
Nation."
President Ford is particularly sensitive to the plight of
older persons living on fixed incomes. Inflation has
threatened the quality of life of these people and the
President has taken strong steps to relieve this burden
by introducing top priority programs which have resulted
in the reduction of inflation by at least one half.
Accordingly, the President included in his budget request
for Fiscal Year 1977, a full cost of living increase in
Social Security benefits to help bolster the purchasing
power of older Americans.
I am including information which I hope will more fully
explain the Presidents concern for older Americans. I
hope this will be reassuring to you and helpful in answer-
ing any questions you may have.

the Social Security System. I have been asked to respond
on behalf of the President Ford Committee.
President Ford is very concerned about America's older citizens
and has concentrated his efforts on curbing the rate of
inflation, which is the single greatest threat to their
quality of life. The President included in his budget
request for fiscal year 1977, a full cost of living increase
in Social Security benefits that will help bolster the
purchasing power of 32 million older Americans. To keep the
Social Security system financially sound, President Ford has
requested legislation twimncrease payroll tammes by three
tenths of onee percent for employees and employers so that
payments will not exceed revenues.
In answer to your question, the Republican Party Platford,
whichPPresident Ford supports, states. "We will work for
an increase in the earned income ceiling or its elimination
so that, as people live longer, there will not be the present
penalty ofinwork." The Platform goes on to say: "We favor
the abolition of arbitary age levels for mandatory retirement."
The President will work towards theee goals in his next
administration.

We have waited until now, hoping to read or hear some reference
by the candidates to a section of the Social Security law which
causes many people much concern. Since we have not seen any
references to it, a group of friends and I would like your re-
action on the following provision which we consider grossly
unfair.
Under the Social Security "retirement" system, a retiree is
limited in the amount of money he can earn and still receive
his full Social Security benefits. We feel strongly that a
retiree should receive the benefits he is entitled to by his
payments regardless of any income he earns. Note that he had
no choice as to whether or not he wished to participate in the
Social Security coverage but has been required by law to do so.
He may have made maximum contributions for 20, 30, or more
years, in many cases when it has been a financial hardship be-
cause of medical or educational expenses, for example, but finds
his retirement coverage so low that he cannot maintain a stand-
ard of living even close to that of his "working" life. Further-
more, the Social Security tax has been so high and continues to
increase each year that, with a family, he has not been able
to participate in any private retirement plan to augment the
Social Security income.
We do not "buy" the common rejoinder that the Social Security
system is in financial trouble and cannot afford to pay full
benefits due those who still can earn additional income to
help them meet ever-rising living expenses. Nor do we agree
that it is unfair to return full benefits to those still ca-
pable of earning, even though they have paid full share into
the system. We consider the Social Security law a contract be-
tween the U. S. government and the worker (albeit an involun-
tary one in the case of many workers). We consider any fail-
ure to pay full entitled benefits a default and breach of con-
tract. May we remind you that this would not be tolerated in
any private retirement contract? An economy can never be
"healthy" if people are penalized for working.

One of President Ford's chief concerns since assmming the
Presidency two years age has been to turn the economy around.
His policies are working, as evidenced by the fact that more
and more Americans are returning to werk every day. Given
time the President is confident that everyone who wants a
job will be able to get one.
I urge you to stay in contact with your local employment
security commission and enquire there as to pertinent federal
or state laws which poohibit age discrimination in hiring.

Thank you for your recent letter to President Ford. The
President appreciates having your views and regrets that
it is impossible for him to personally answer each letter.
We at the President Ford Committee certainly appreciate
your contribution which will enable us to assist in a
campaign toward victory in November. Of course, we have
no control over other appeals for campaign contributions
from Congressmen and other elected officials.
While sympathizing with your financial plight, I cannot
respond to your question about Social Security income
limitations because the President Ford Committee is organ-
ized strictly as a campaign committee. It would therefore
be inappropriate for me to intervene in what should be a
matter between you and your Congressman. Since you say
you have already contacted his caseworker, I suggest you
try again by phone or mailgram since most Capitol Hill
offices receive a huge volume of mail. Your original
correspondence may have been misplaced.
President Ford understands the situation our elderly citizens
face because of spiraling costs of living coupled with fixed
incomes . Because of this, he has worked hard during his
two years in office to curb the inflation which robs older
Americans of their hard-earned retirement dollars.

was forwarded to me. We appreciate your taking time to
write about your concerns, and the President wishes it
were possible for him to respond to each message personally.
Since taking office 23 months ago, President Ford has
mounted a strong attack on unemployment and inflation.
He remains very concerned about the high cost of living,
and particularly about the cruel effects of inflation
upon our senior citizens and others living on fixed incomes.
Under his strong leadership, a lower percentage of Americans
is unemployed than when he took office two years ago but
much remains to be done to ensure that every American capable
of working can find meaningful employment.
We appreciate also your comments about prayer in the public
schools. As you know, the President and his family are
devout Christians and deeply concerned about maintaining a
high moral standard among our young people.

President Ford has asked that I thank you for your recent
message of support for his campaign. Comments such as yours
provide added encouragement to those of us who work at the
President Ford Committee offices.
Older Americans are certainly one of the Administration's
main concerns. In his State of the Union address earlier this
year, the President proposed protection against catastrophic
illness for Medicare beneficiaries. This includes extending
Medicare benefits for unlimited days of hospital and skilled
nursing care.
In his 1977 budget request, the President included a full
cost of living increase in Social Security benefits. This will
increase the purchasing power of 32 million older Americans.
President Ford has supported the Older American's Act since it
was enacted in 1965. Among other things, the Act provides for
hot meals five days a week to over 300,000 older people.
If Congress passes HR 10678, the President will give it
his utmost consideration in terms of the potential impact on
the American citizenry.
Much has been accomplished during the 23 months of the
Ford administration, though much remains to be done. The President
looks to the future optimistically and stands ready to face all
challenges which might arise.

to those of us at the President Ford Committee, since
they provide an excellent assessment of what people's
problems are throughout the country.
The President sympathizes with much of what you say.
He has said repeatedly that inflation hurts persons on
fixed incomes the most. CConsequently, in his State of
the Union address in January, President Ford asked
Congress for a full cost-of-living increase in Social
Security benefits. But, like on so many of the
President's requests, the 94th Congress has not acted.
He has also proposed a catastrophic illness program which
would cover unlimited stays in hospitals and nursing
homes. President Ford's proposals plus the ongoing
Federal action programs are specifically designed to
improve the security, health and quality of life of
otder Americans.
President Ford hopes to continue these initiatives over
the next four years. His election in November will be a
mandate to the next Congress that the American people
will not tolerate continued inaction on proposals such
as the social security cost-of-living increases.

In his State of the Union Message, President Ford
called for an increase in the Social Security tax to
assure the continuity of the system. He also recommended
a cost-of-living increase for social security recipients.
In that same message, the President called for catastro-
phic health coverage for older Americans oovered by Medicare.
This program would pay for almost the entire cost of an
extended illness.
To finance this added coverage, fees for short term
care will go up somewhat, but no one, after reaching age 65,
would have to pay more than $500 for one year's covered
hospital or nursing home care or more than $250 for one
year's doctor's bills. So much extra coverage and peace of
mind for so little an increase ($250 over current rules) should
be worthwhile, don't you agree?
President Ford believes strongly that the single most
important threat to the standard of living of older Americans
is inflatmon. Therefore, his first economic priority has been,
and continues to be, fighting inflation. There are strong
positive indications in that area--the double digit inflation
of a year ago has been nearly cut in half.

that part of his salary withheld for his pension. When the
total amount of monies withheld is paid back in the form of
a pension, then he begins to pay income taxes on the rest.
For example, if a worker pays into the fund $6,000 during his
career and retires with a $500 a month pension - the first 12
months of his retirement he does not pay tax. Then, after
the $6,000 is used up, income tax will be paid thereafter on
the $500 a month. The railroad workers pay tax on their totall
salaries (including the pension withheld), but when he takes
his pension, he does not pay income tax. He does pay, however,
on the supplement he receives, if any.
The President, in a speech on October 6, 1975, outlined a
broad tax program which was designed to provide tax relief for
individuals and to stimulate the economy. Specifically, he
urged a continuation of the several tax reductions that were
enacted in early 1975 and, in addition, to help the average tax-
payer, he urged that the personal exemption be increased from
$750 to $1,000.
The Congress has finally cleared the Tax Reform Act of 1976 and
President Ford signed it on October 4th of this week.
It cannot be over-emphasized that inflation is the worst of all
taxes, for it is unpredictable and strikes the middle income
taxpayers hardest. Since President Ford has been in office, the
rate of the inflation has been cut about in half and this is
largely the result of the reductions in government spending
which he has forced through his budget proposals and vetoes of
unnecessary programs.
Also, President Ford has supported the concept of the Older
Americans Act since itssinception in 1965. Under President
Ford's Administration, $272 million, almost seven times the
amount available three years earlier, went to this program.

I am a federal retiree, retired, 9-28-63, after 342 years of
service in the railway mail service.
Besides being a federal retiree, I, also, belong to that group
of people, middle income, senior citizens, who have been badly neg-
lected by nearly everybody that could possibly help the senior
citizens in my category. At the present time there are over two
million federal retirees, this includes civilian and military, who
must pay federal income taxes on their pensions, annuities.
Anybody getting social security, getting railroad retirement
are exempt from federal income taxes but not federal retirees. WHY?
There was a bidl, Montoya, S. 2870, that was beaten by 45-40, and
three (3) of the senators who are supposed to be liberals voted
against this bill. If those supposed liberal senators, one a re-
publican had voted the other way then federal retirees would have had
the same privileges as receipents, social security, railroad retirees.
According to Republican people their slogan is "equal rights"
One of the prominent senators, a republican, spoke very much against
and I may say that he was the person most responsible that the Mon-
toya bill did not go through.
Have you or any member of your staff ever thought about this
group of federal retirees, civilian, military, that when you go and
use the slogan 'equal rights' that this does not apply to any federal
retiree because where are the equal rights when it comes to paying
federal income taxes?
Giving thought to the number of federal retirees would it
not benefit your party to try and WOO many of the votes that belong
to federal retirees? You have done badly so far for the "kickert"
1% wastaken away from us.
All the time that I have been retired (13 years) each year
I have heard the old lullably "a bill will be brought forth to ease
the federal income taxes on your annuity", both parties had their
chance to correct this inequity toward federal retirees but both
parties agree on one thing "forget the federal retiree when it pertain
to federal income taxes".
Hoping that this letter shall bring forth that I do not have
equal rights because I am a federal retiree, senior citizen, that
your party could be helped immensely if someone gave the federal
retiree, civilian, military, a second thought. Thank you.

Thank you for your letter expressing concern in relation to
federal pensions. The Chairman has asked that I respond in his
behalf and we apologize for the delay in our response.
President Ford certainly does not want to increase the economic
burden upon persons who have faithfully served the federal government,
but he feels that some changes are necessary.
Under existing law, when annuities under the Civil Service, Foreign
Service, CIA, and military are adjusted to reflect changes in the
cost of living, andeabrext#ais%addedddedomatically. Since the 1%
add-on became a part of the law in 1969, Government retirement
annuity adjustments have led to increases totaling 63%. Yet during
this same period, the actual increase in the Consumer Price Index
was 50%.
As a result, annuities under these retirement systems received $1.6
billion more by the end of fiscal year 1975 than they would have if
the adjustments had simply kept pace with the actual increases in the CPI.
The President believes that Federal employees deserve to be protected
from the ravages of inflation. But he feels that it is neither
appropriate nor fiscally responsible for the Federal Government to
continue to provide the additional 1% add-on.
There are many areas in relation to older Americans that President Ford
should gain your support. For example, the President has enlarged the
Medicare program to include catastrophic illnesses. President Ford believes
in and will continue to strangthen the Older Americans Act. Finally,
the President has launched a program to help out people with complaints
in nursing homes.
Again, thank you for your views, and I hope that we can count on your
support.

Could you send me some information on the Retirement Law passed recently,
specifically regarding the portion of earned retirement of a person con-
verting to his widow in case of his death.
We hear a lot about how much we are paid in the form of retirement monies,
which is true, (including Company monies which they say is a part of your
salary), but if you earned it, it should be yours and/or your widows. I
understand there are companies who do pay the widows 80% or more. In our
case, if an employee passes away, the pension check stops. What about the
earned monies the employee has paid into the plan and the monies paid by
the Company? There have been a number of cases in our plant where the man
received only a check or two, and a few - no checks at all because the per-
son passed away a week or a few months after retiring.
I'm quite concerned about this because I will be retiring next March with
46 years of service. I work for BASF AG at Wyandotte, Michigan. I'm on
salary and I understand the Pension Plan is fully vested.
This is something a vast number of people are concerned about. The Pres-
ident and Republican Party would make great strides if they would get this
thing moving for the people. The Democrats say they do things to benefit
the middle class and at times I do wonder about it.
Nevertheless, I and my family are all for you and think you are doing a
great job.

deals with the question of national health
insurance.
2. The President's answer to a question on the subject
at the University of New Hampshire on February 8.
As you undoubtedly are aware, the catastrophic health
insurance program he mentions involves the President's
prpposal to Congress that would protect the elderly
against the devastating impact of serious illness. The
proposal provides that anyone eligible for Medicare would
have to pay no more than $500 a year for dovered
hospital or nursing home care nor more than $250 a year
for doctooss bills.
After proposing the catastrophic health insurance program
in his State of the Union address, the President included
this proposal in a special message to Congress on July 22
urging attention to the "unfinished agenda of legislative
business."

RE: Your Letter 4-20-76
The letter to President Gerald R. Ford to which
you refer must be the form letter for additional
campaign contribution which I returned requesting
that my name be removed from mailing list as I
lost my job 2-12-73, had cancer surgery 6-24-75,
under Medicaid, which was cancelled 3-30-76, while
still undergoing chemotherapy. Therefore, under
the circumstances it was impossible to make the
suggested contributions.
I understand I am ineligible for Medicaid since I
am now getting $296.70 disability. I understand
costly repairs to furnaces, sewers, plumbing, wind
damage, mortgage and utility increases, etc. do
not figure in allowances.
There was no complaint. I understand the rules.
Every one has been very cooperative and helpful.
When Medicaid, etc. is cancelled there should be
some alternative. There is none. No insurance
is available to any one who has ever had or been
treated for cancer, heart trouble, stroke, etc.
Even if one recovers fully, a person who has been
covered under Medicaid for one of the dread
diseases cannot get any insurance to replace
Medicaid but must pay full medical/hospital charges.

I have your personal letter and before me I have a copy of the
February 1976 AARP NEWS BULLETIN carrying an article captioned
"Catroscophic Health Plan for Aged Proposed by Ford."
The tragedy of the neglect of the aged and the ill comes directly
home to me with a wife seriously ill in a Nursing Home suffering
from ARTERIOSCLEROSIS.
I shall reach 80 16 April 1976 and after serving in World War I
in combat and World War II I cannot fully comprehend the logic
behind the fact that illness of age "does not qualify" one for
hospitalization for retirees and their dependents beyond treat-
ment for MEDICAL reasons.
In other words we should be taken out and shot as we do and old
horse because MEDICARE and the MILITARY after twenty days in a
Nursing Home dumps us overboard to sink or swim until death
terminates the dilemma of our illness.
Fortunately, after being virtually dead five times I am still
carrying on above and beyond the call of duty to carry my res-
ponsibility to my sick wife and to keep my head above water.
I am persuaded to send you a check for as much as I can afford
or cannot afford, because your letter does break the communication
gap and I seriously hope that it will continue to do so.
