-9- citizens therein, special contributions in order to receive such benefits, the Free Associated State or its citizens shall make the payments required by such law. C. The Free Associated State shall contribute to the maximum of its economic capacity to improve the health, educa- tion, housing, opportunities for employment, and social welfare of the citizens of the United States residing in Puerto Rico. d. A system of contributory payments to the Treasury of the United States shall be initiated, at the appropriate time, in gradual ways which will not substantially impede the economic and social development of Puerto Rico, based upon disbursements which shall be made by the Legislature of Puerto Rico from the general fund or any other sources subject to the legislative action of Puerto Rico.
