From: Henry A. Kissinger

I.
PURPOSE
To commemorate the association of the 500th American city (Savannah,
Georgia) with the Sister Cities program.
II.
BACKGROUND, PARTICIPANTS & PRESS ARRANGEMENTS
A. Background: Sister Cities International is a private organization
which sponsors the association of Americancities with appropri-
ate foreign communities in approximately 70 countries, primarily
in the Third world. The Department of State provides the
organization with grant funds. These associations foster
improved relations between the U.S. and the country concerned in
a number of ways; American cities often provide assistance to
the less developed associate cities and the daily people-to-people
contacts permit an extremely broad range of cultural, social
and economic exchanges.
In January, 1975, you accepted the honorary chairmanship of
Sister Cities International. In addition, there is considerable
support for the organization in Congress. Today's ceremony
marks the association of Savannah with Patras, Greece.
B. Participants: The principal participants are: Mayor John
Rousakis, Savannah, Georgia; Louis Wozar, President, Sister
Cities International; Senator Herman Talmadge; Congressman
Clarence Brown and Congressman Charles Whelan, both of
Ohio; Congressman Del Clawson of California; and Congressman
Bo Ginn of Georgia; James Falk, and Brent Scowcroft.
[Complete list of participants is at Tab A.]

C. Press Arrangements: Meeting will be announced; photo session.
III. TALKING POINTS:
1.
I am gratified for this opportunity to express my support
for Sister Cities International and the countless volunteers
who carry on its work. Your efforts exemplify the role
non-governmental organizations can play in fostering im-
proved international relations through people-to-people
programs. Also, I am encouraged that your program
is focusing increased attention on the developing areas of
the world.
2. I want to congratulate you, Mayor Rousakis, on Savannah
becoming the 500th American city to join Sister Cities
International and to you, Mr. Wozar, and your colleagues
in Sister Cities International, for your impressive achieve-
ments.
3. I am glad, Senator Talmadge, Congressmen Brown, Whelan,
Clawson and Ginn, that you could join us today to lend your
support to the important work of Sister Cities International.
4. I hope that the program will continue to grow and prosper
in the years ahead.
