Background for Meeting with Tydings
Population Group
Earlier this year Ted Marrs and I met with Mr. Tydings, Father
Collins, Mrs. Rosoff, and General O'Meara. I assume they will
repeat their concerns to you.
Their proposal is that the Center for Population Research, a
sub-unit of the National Institute of Child Health and Human
Development, be given increased visibility and emphasis.
This Center is the focus of HEW population research and is
currently funded at a level of about $50 million. The Tydings
group recommends the budget be doubled to $100 million.
As the Tydings request is one of NIH priorities and organization,
I told the group that it would be appropriate for them to submit
their recommendations to the President's Biomedical Research Panel.
Authorized by Congress last June and appointed by the President
in January, the Panel is charged with reviewing and making
recommendations concerning the organization and operation of
research conducted at NIH.
Another point is that a new Director of NIH will soon be
appointed by the President. He should also be contacted by
the group, as he has considerable authority over the internal
organization of NIH.
However I said that while I agreed with the intent of their
proposal and suspected that the new NIH Director might also,
I doubted that neither the Administration nor the Director
would want to make any such changes at NIH until the Panel had
submitted its report.
