Dear Don:
I have been interested for a long time in vocational
training for the jobless, and one of the persons in whom I have developed
a great deal of confidence over the years for his ability to devise
and run effective programs in that field is Mr. Welcome T. Bryant.
When I first learned of his work, Mr. Bryant was employed
by the Omaha, Nebraska Public School System. He is now engaged in
similar work in private industry. He is Vice-President of the
Northern Systems Company, a subsidiary of the Northern Natural Gas
Company of Omaha, Nebraska.
The Northern Systems Company has been engaged for about ten
years in the business of teaching skills to the hard-core unemployed,
the economically disadvantaged, and inmates of penal institutions.
You may recall that several years ago Mr. Bryant was considered by
you for a position in the Office of Economic Opportunity.
Mr. Bryant would like to visit with you, when your time
permits, about his experience in job-training programs and to offer
some suggestions which I believe will be of interest to you in regard
to future manpower training programs. I know how busy your schedule
is and, therefore, would not make this request unless I was sure it would
be of benefit to you and to the President. Mr. Bryant resides in
Washington, D. C., and therefore can be available at your beck and
call. If your secretary will let Mrs. Federle or Miss Sparks in my
office (224-4224) know when you can see Mr. Brant, I will convey the
information to him.
