Baroody, Jr.\nB\nI.\nPURPOSE\nTo discuss public policy issues generally and to compliment\nBoard on AEI contributions through its policy research efforts.\nII.\nBACKGROUND, PARTICIPANTS AND PRESS PLAN\nA. Background: Your knowledge of and relationship to AEI\ngoes back many years. Bill Baroody, Sr., is its president;\nMel Laird is Chairman of AEI's National Energy Project; Bryce\nHarlow is Chairman of its bipartisan Program Priorities Committee;\nPaul McCracken is Chairman of its Advisory Board and Coordinator\nof its academic affairs; and, though non-endowed as yet, its\nimpact and influence throughout academia, government, and the press\nare increasingly being acknowledged. (A recent New York Times\nstory is attached.)\nB. Press Plan: David Hume Kennerly photo only.\nIII.\nTALKING POINTS\n1. I am particularly pleased to welcome you because my\nassociation with AEI dates back to the early days. I can recall the\nbreakfast meetings when AEI would bring in a Murray Weidenbaum,\na Milton Friedman, a Paul McCracken, and other academic experts\nto discuss particular policy problems and it was refreshing\nto know that we weren't being lobbied. The intent was to help\nand it was indeed helpful.\n2. I like and have always liked the basic concept of the\nAmerican Enterprise Institute the effective competition of ideas.\nWithout it, as Paul McCracken and Bill Baroody keep insisting,\nwe cannot maintain a free society. And, in these days, there is\nnothing more important facing us than to do just that keep a\nfree society here in the United States. Unless we do, freedom\ncannot exist on this planet. That's what's at stake.\n3. I find the work AEI is doing across the entire spectrum\nof issues international and domestic of vital importance if we\nare to have effective competition in the idea arena of policy making\nin this country. The strides you have made in identifying and\nmobilizing scholars who have the courage to think innovatively in\naddressing the problems of today's and tomorrow's society are\nimpressive. We must find ways of intensifying, expanding and\naccelerating the work of AEI because the non-doctrinaire, non-\nideological approach to problem solving is the only sure way to\nachieve the better America we all seek.\n4. I applaud the way you have been handling the National\nEnergy Project and, believe me, its studies like Ed Mitchell's\nand Paul MacAvoy's for example, have been badly needed to get\nsome sanity into national thinking on our energy problem and\nyour related studies on the Middle East problem itself such as\nBob Pranger's work are extremely important if we are to achieve\na just peace in that area and assure the protection of our national\ninterest.\n5. I am personally excited about your plans to form an AEI\nCenter on the Study of Government Regulation, which will provide a\nconcerted and sustained longer-range effort to cope with this vital\nproblem. You know where I stand on the need to unshackle the\nproductive energies of the private sector and I sincerely hope that\nyou can establish and adequately fund this proposed AEI Center.\n6. Finally, let me come back to the basic AEI concept of\neffective competition of ideas.
