PURPOSE: To congratulate the winners of the following awards: Small Businessman of the Year, Prime Contractor of the Year, Small Subcontractor of the Year, and the National Advocacy Award. II. BACKGROUND, PARTICIPANTS, AND PRESS PLAN: A. Background: The recipients of the Small Businessman of the Year Awards are chosen by a committee of the National Advisory Council of the Small Business Administration to recognize and symbolize the achievements of small business in the American economy. The Advocacy Award, chosen similarly, is given to the individual or institution who has most contributed to the welfare of the small business community. The Prime Contractor of the Year, nominated by Federal Procuring Agencies recognizes the outstanding leader in the contracting field, while the Small Subcontractor of the Year Award, nominated by prime contractors, honors leadership among small subcontractors. B. Participants: See attached list. C. Press Plan: White House Press Corps and SBA photo opportunity. (See attached list) -2- III. TALKING POINTS: 1. I am pleased to welcome here today the awards recipients, the members of Congress and officials of the Small Business Administration. 2. Small business is a vital part of our free enterprise system, encom- passing approximately 9 million business accounting for 48% of the gross national product and 55% of the labor force. 3. It takes courage to start a business today and skill and dedication to make it a success. It requires the enterprising qualities that tamed the frontier, built our cities and made our economy the greatest in the world. 4. You, the recipient of the National Advocacy Award, Mr. Torell, the Prime Contractor of the Year Award, Mr. Kuras, and the Subcontractors of the Year, Mr. Stump and Mr. Jack, are to be highly commended for your contributions to the small business community. 5. I am especially delighted to congratulate Mr. and Mrs. Stone and Mr. and Mrs. Mitchell for your selection as Small Businessmen of the Year. Your business accomplishments are matched by your compassion, exemplified by your extensive employment of the handicapped. I'd like to thank you for your gift of one of your stuffed toys which will be sent to a needy child.
