SUBJECT:
MEETING TODAY WITH LARRY PROVO,
PRESIDENT OF THE CHICAGO NORTH-
WESTERN RAILROAD
The Chicago Northwestern is in bad financial shape (although
not bankrupt) and, in fact, is owned by its employees (with
5% of the employees participating).
Provo strongly opposes any Federal aid to the Rock Island
because it is in direct competition with the Chicago North-
western. As a general principle, Provo believes that there
are too many railroads in the Midwest and that substantial
restructuring and consolidation is necessary.
This position is generally consistent with the Railroad
Revitalization Act submitted last month by the President.
It is also consistent with the position taken by Secretary
Coleman, and others in the Administration, concerning direct
Federal assistance for the Rock Island.
I will have some additional figures on the Chicago North-
western before the meeting, but I believe that our basic
goal going into the meeting should be to get Provo's sup-
port for the Revitalization Act.
