Friday, July 25, 1975

I.
PURPOSE
To comply with leader's request for a meeting with
President to discuss possible legislative vetoes and
review the budget outlook for fiscal years 1976 and 1977.
II.
BACKGROUND, PARTICIPANTS & PRESS PLAN
A. Background:
1. At the last Republican leadership meeting, Bob
Michel suggested a meeting with the President to
discuss possible legislative vetoes, including the
Education Appropriations Bill and Nurses Training.
2. Despite the budget-busting aspects, the House
leaders are likely to urge the bills be signed.
3. The first of the fiscal year 1976 appropriations
bills (Education) has been enrolled. Other
appropriations bills and authorization bills will
follow soon. These bills and other actions and
inactions by the Congress threaten to add about
$28 billion to the 1976 deficit and $46 billion to
the 1977 deficit. A strategy for dealing with
these threats is needed.

III. TALKING POINTS
1.
We ve been through a lot of tough battles together
during the last year and you have been great in your
support. From the numbers Jim Lynn has been showing
me, it appears we are going to have to join forces
again in the weeks ahead to keep the budget deficit
from getting out of control.
2. To begin, Jim Lynn would you please distribute your
tables SO everyone can see how the numbers are adding up.
(Brief discussion on tables).
(President make the point that we have to start worrying
about FY 1977 right now as these tables snow.)
3. I would like to talk first about the education
appropriation bill that is on my desk for action.
Let me say first, I do not see how I can accept this
bill. It is $1.3 billion over the budget. If I let
this one go, it would be hard to veto others of lesser
amounts. What are your views?
(General discussion of education bill.)
4.
There are a number of other bills we have been watching.
Jim Lynn why don't you identify those bills and the
problems we see in them.
(Lynn discuss problems with:
1. Health services-nurse training bill (on the
President's desk for action.)
2. Veterans Compensation
3. Labor/HEW appropriation bill
4. Child Nutrition
