Friedersdorf\nm.G.\nI.\nPURPOSE\nTo comply with leader's request for a meeting with\nPresident to discuss possible legislative vetoes and\nreview the budget outlook for fiscal years 1976 and 1977.\nII.\nBACKGROUND, PARTICIPANTS & PRESS PLAN\nA. Background:\n1. At the last Republican leadership meeting, Bob\nMichel suggested a meeting with the President to\ndiscuss possible legislative vetoes, including the\nEducation Appropriations Bill and Nurses Training.\n2. Despite the budget-busting aspects, the House\nleaders are likely to urge the bills be signed.\n3. The first of the fiscal year 1976 appropriations\nbills (Education) has been enrolled. Other\nappropriations bills and authorization bills will\nfollow soon. These bills and other actions and\ninactions by the Congress threaten to add about\n$28 billion to the 1976 deficit and $46 billion to\nthe 1977 deficit. A strategy for dealing with\nthese threats is needed.\nB. Participants: See Tab A\nC. Press Plan:\nPress office to announce as regular Republican\nleadership meeting; White House photos only.\nFORD\n-2-\nIII. TALKING POINTS\n1.\nWe ve been through a lot of tough battles together\nduring the last year and you have been great in your\nsupport. From the numbers Jim Lynn has been showing\nme, it appears we are going to have to join forces\nagain in the weeks ahead to keep the budget deficit\nfrom getting out of control.\n2. To begin, Jim Lynn would you please distribute your\ntables SO everyone can see how the numbers are adding up.\n(Brief discussion on tables).\n(President make the point that we have to start worrying\nabout FY 1977 right now as these tables snow.)\n3. I would like to talk first about the education\nappropriation bill that is on my desk for action.\nLet me say first, I do not see how I can accept this\nbill. It is $1.3 billion over the budget. If I let\nthis one go, it would be hard to veto others of lesser\namounts. What are your views?\n(General discussion of education bill.)\n4.\nThere are a number of other bills we have been watching.\nJim Lynn why don't you identify those bills and the\nproblems we see in them.\n(Lynn discuss problems with:\n1.
