Seidman, Richardson, Zarb, Lynn, Greenspan,\nDixon, Kleppe, Seamans, Train, Dunham, Parsky, Darman,\nGorog, Porter, Schleede, Binder, Pasternack, Reisner,\nPerritt, Hormats, Arena, Hart, Hodsell, Jellinek, Reed,\nYost, Rooney\n1.\nReport on Iranian Investment in Occidental\nThe Executive Committee reviewed the status of the proposed\ninvestment by Iran in Occidental Petroleum and the action of the\nCommittee on Foreign Investment in the United States on it.\nThe discussion focused on the m agnitude of the proposed Iranian\ninvestment, the results of meetings with Iranian and Occidental\nPetroleum officials, the participation of Occidental Petroleum on\nthe Advisory Board of the IEA, and the issue of whether a major\ninvestment by an OPEC country in a U.S. energy industry should\nbe considered differently than other types of investment by foreign\ncountries in the United States.\nDecision\nThe Executive Committee approved submitting a memorandum to\nthe President outlining the elements of the proposed investment\nby Iran in Occidental Petroleum and the issues raised by a major\nOPEC country investment in a U.S. energy industry.\n2.\nClean Air Act Amendments\nThe Executive Committee reviewed a paper on the status of the\nClean Air Act amendments. The discussion focused on the legis-\nlative prospects for the bill in both the House and the Senate and\nthe need for clarifying the Administration's position quickly.\nDecision\nMr. Gorog will coordinate with FEA, OMB and EPA a resolution\nof the three outstanding issues. The Executive Committee\nEYES ONLY\nEYES ONLY\n2\napproved submitting a memo to the President outlining the pro-\nposed position on various amendments and seeking his approval\nof pressing for a modified bill based on the 15 proposed amend-\nments.\n3.\nNatural Gas Curtailments\nThe Executive Committee reviewed a paper prepared by the Federal\nPower Commission on the \"Natural Gas Shortage Forecast for the\nWinter of 1976-77.\"\nDecision\nThe Executive Committee requested the FPC, in consultation with\nFEA and Commerce, to develop a paper by early August further refin-\ning the parameters of potential natural gas shortages in the winter\nof 1976-77 and alternative contingency plans and possible additional\nlegislation.\n4.\nBailey Power Plant Decision\nThe Executive Committee reviewed correspondence between the\nSecretary of the Interior and the Chairman of the Nuclear Regu-\nlatory Commission regarding the Bailey Power Plant decision.\nThe discussion focused on the Presidential aspects of the request\nby the Department of the Interior.\n5.\nOther\nEPCA implementation and Presidential energy briefing agenda\nitems will be considered at a meeting of the ERC Executive\nCommittee this afternoon at five o'clock.\nEYES ONLY\nRBP"
