MR. SPEAKER -
The following editorial appeared in the April 4th issue of the
Christian Science Monitor. If the United States is to assist India at
this time, action must be taken by the Congress without delay. I hope
the legislation will come before the House so the entire membership can
work its will on this vital problem.
