BUT THAT\nTHE GOVERNMENT IS BIG--OF THAT THERE IS NO DOUBT.\nHOW BIG IS BIG BROTHER? HE HAS ROUGHLY 2,281,000 CIVIL\nor will that hast- many Presents The bedget\nEMPLOYEES ON HIS PAYROLL-ABOUT 280,000 IN WASHINGTON AND\nTHE REST SCATTERED THROUGHOUT THE COUNTRY.\nHE DISPENSES curlian NEARLY $200 BILLION A YEAR, AND HIS\nMONTHLY WORLDWIDE PAYROLL COMES TO A WHOPPING $1.5 BILLION\n1\nA MONTH.\nFOR BUSINESSMEN, THIS GIANT BUREAUCRACY inevitally OFTEN MEANS A\nMOUNTAIN OF RED TAPE AND A STEEPER PAPER ORK BURDEN.\nLET'S BE HONEST ABOUT IT. BIG BROTHER IS A MEDDLER.\nHE CALLS THIS MEDDLING PROTECTING THE PUBLIC INTEREST.\nMANY AMERICANS AGREE WITH HIM. MANY OTHERS FEEL SMOTHERED\nAND OVERWHELMED.\nFORD is LIBRARY GERALD\nTHE TONE AND AMOUNT OF FEDERAL MEDDLING ARE PRETTY\nMUCH DETERMINED BY THE MAN IN THE WHITE HOUSE, CURRENTLY\n-6-\nYNDON JOHNSON. I DON'T HAVE TO TELL YOU HOW LYNDON JOHNSON\nOPERATES WITH BUSINESSMEN.\nOF COURSE\nIT'S ONLY REALLY\n2 believe it pair to say\nBIG BUSINESSMEN HE DOES BUSINESS WITH\nIN FACT, THIS\nADMINISTRATION HAS FAVORED BIG BUSINESS TO THE POINT THAT\nin 1966\nREPUBLICANS IN CONGRESS HAD TO MOUNT AN ALL-OUT CAMPAIGN\nTO RESCUE THE SMALL BUSINESS ADMINISTRATION FROM EXTINCTION.\nI AM SURE THERE ARE DEMOCRATS AND INDEPENDENTS IN THIS\nAUDIENCE, AS WELL AS REPUBLICANS. SOME PEOPLE SAY THE TWO\nMAJOR PARTIES ARE PRETTY MUCH THE SAME. LET ME POINT OUT\nA BASIC DIFFERENCE.\n+ 2 believe element This predomentis in The\nprotection\nLIBERAL DEMOCRATS TEND TO LOOK UPON ALL BUSINESSMEN\nAS SUSPECT. 'BUSINESSMEN ARE GUIDED BY THE PROFIT MOTIVE,\nTHEREFORE THEY ARE NOT CONCERNED WITH THE PUBLIC GOOD,\nTHE SO-CALLED LIBERAL PHILOSOPHY GOES.\nGERALD FORD VIBRARI\n-7-\nTHIS, OF COURSE, IS NONSENSE EXCEPT AS IT APPLIES TO\nTHOSE FEW HARD-NOSED BUSINESSMEN WHO ARE SO BENIGHTED THAT\nTHEY STILL EMBRACE THE ROBBER BARON PHILOSOPHY OF THE PAST.\nNEARLY EVERY BUSINESSMAN TODAY RECOGNIZES THAT THE BEST\nPUBLIC RELATIONS IS TO BE VERY MUCH CONCERNED WITH COMMUNITY\nBETTERMENT, THE WELFARE OF JOHN Q. CITIZEN, AND THE PROGRESS\nOF THE NATION. THAT KIND OF CONCERN, HE KNOWS, IS GOOD\nBUSINESS. IT MAKES SENSE.\nrules out\nTHE LIBERAL PHILOSOPHY DOES NOT ALLOW FOR THE KIND OF\nbusiness\nENLIGHTENMENT I HAVE JUST DESCRIBED. THE LEGISLATION\nPIOUSLY LABELED \"TRUTH IN PACKAGING\" IS A GOOD EXAMPLE\nOF THAT VIEWPOINT.\nEVERY PACKAGER AND EVERY MERCHANDISER INVOLVED IN THE\nSALE OF GROCERY AND DRUG ITEMS WAS A VILLAIN LAST YEAR.\n-8- in the Honse unanamonaty & enough endependent Demicrate\nIT WAS ONLY BECAUSE REPUBLICANS, HELD OUT FOR A COMMON-\nSENSE COMPROMISE THAT THE PACKAGING BILL AS FINALLY ENACTED\nPROVIDED FOR SOME SELF-POLICING BY INDUSTRY.\nTHERE ARE MANY DIFFERENCES BETWEEN THE TWO MAJOR\nThank grown - competition is good\nPOLITICAL PARTIES. BOTH PARTIES HAVE LOFTY GOALS. BOTH\nARE DEDICATED TO PROMOTING THE WELL-BEING OF THE NATION.\nBUT THERE IS A BASIC DIFFERENCE IN APPROACH.\nTHE DEMOCRATIC PARTY BELIEVES IN BIG GOVERNMENT AND\nSWINGING A BIG STICK. THE REPUBLICAN PARTY BELIEVES IN\nLIMITED GOVERNMENT AND THE CARROT, WITH THE STICK PLACED\nWITHIN REACH ONLY WITH THE HOPE IT WON'T BE NEEDED. THE\nCARROT IS THE BETTER WAY.\nso callul\nTHE FAIR PACKAGING AND LABELING ACT WILL BECOME\nFORD i LIBRARY GERALD\nEFFECTIVE IN FIVE MONTHS. NOW THE PRESIDENT IS SAYING\n-9-\nOF THIS LEGISLATION, \"IT REFLECTS OUR STRONG BELIEF THAT\nAMERICAN PRODUCERS CAN MEET--AND WANT TO MEET--THE TEST\nOF TRUTH.\" BUT THAT WASN T THE STORY FROM THE WHITE HOUSE\nas many of you know\nLAST YEAR WHEN THE TRUTH IN PACKAGING BILL WAS UNDER\nCONSIDERATION IN THE CONGRESS. The administration at that time was\n\"guy-ho\" for the Thoughest bill possible\nREFUSAL TO USE THE CARROT APPROACH TO PROGRESS IS A\nBIG STUMBLING BLOCK TO THE FORWARD MOVEMENT OF THIS COUNTRY.\nTAKE THE PRESIDENT'S RECENT MESSAGE ON AIR POLLUTION,\nFOR EXAMPLE. IT'S FULL OF THE BIG STICK, MAKES NO USE OF\nTHE CARROT.\nWHAT THE PRESIDENT SAID IN EFFECT WAS THAT THE STATES\nHAVE FAILED TO ACT ON AIR CONTROL, SO THE FEDERAL GOVERNMENT\nIS GOING TO CRACK THE WHIP. YOU COULD SEE THE MAILED FIST\nBENEATH THE VELVETY LANGUAGE THROUGHOUT THE MESSAGE.\n-10-\nAM I ARGUING THAT WE SHOULD NOT ATTACK AIR POLLUTION?\nNOT AT ALL! I SAY THE PRESIDENT DIDN' T GO FAR ENOUGH.\nwent too pan down the womstruct\nBY THAT I MEAN HIS APPROACH IS WRONG. YOU HAVE TO ATTACK\nAIR POLLUTION AT THE SOURCE. WHAT IS THE SOURCE? PRIMARILY,\nIT'S INDUSTRY.\nTHEREARE TWO POSSIBLE WAYS TO HANDLE THE PROBLEM:\nwith regulations & controls\nEITHER YOU FASHION A BIG STICK AND BEAT INDUSTRY OVER THE\nHEAD WITH IT. OR YOU OFFER INDUSTRY AN INDUCEMENT TO GET\nIT TO DO WHAT WE ALL KNOW IS IN THE PUBLIC INTEREST--CLEAN\nUP THE AIR.\nIF YOU SIMPLY BLUDGEON INDUSTRY INTO ACTION, THE\nTREMENDOUS COST OF AIR POLLUTION CONTROLS WILL HAVE TO BE\nFORD\nPASSED ALONG TO THE CONSUMER BECAUSE FORCED POLLUTION\nCONTROL WILL ADD GREATLY TO THE COST OF DOING BUSINESS.\n-11-\nINEQUITIES AND RESISTANCE ARE INEVITABLE. INDIVIDUAL\nBUSINESSES UNDERSTANDABLY WILL NOT WANT TO BE THE FIRST\nTO BE SADDLED WITH THESE EXTRA COSTS--WILL NOT WANT TO\nBE PLACED AT A COMPETITIVE DISADVANTAGE EVEN FOR A SHORT\nTIME.\nfmy\ncolleages\nTHE OTHER APPROACH--ONE TAKEN BY MORE THAN 20 REPUBLICAN\nCONGRESSMEN WHO HAVE INTRODUCED IDENTICAL BILLS--IS TO\nOFFER INDUSTRY A 20 PERCENT FEDERAL TAX CREDIT AND FAST\nTAX WRITEOFFS FOR INVESTMENTS IN AIR POLLUTION PROGRAMS\nmasmable\nTHAT MEET, STATE AND FEDERAL REQUIREMENTS.\nTHIS SAME APPROACH SHOULD BE TAKEN TO ESCALATE OUR WAR\nAGAINST WATER POLLUTION.\nWE HAVE LIVED WITH POISONED WATER AND AIR TOO LONG and\nall Hoperts agree the problem will become fan umae & much more Aerious\nin the years about\n-12-\nI BELIEVE OUR VERY EXISTENCE IS AT STAKE. AND THE BIG\nSTICK ALONE WON'T SAVE US.\nI am proud to say\nREPUBLICANS PRESERVED THE PRINCIPLE OF THE TAX CREDIT\nFOR INVESTMENTS IN AIR AND WATER POLLUTION CONTROLS BY\nINSISTING THE 7 PERCENT INVESTMENT TAX CREDIT BE CONTINUED\nFOR THAT PURPOSE WHEN IT WAS DROPPED FOR INDUSTRY GENERALLY\nAS AN ANTI-INFLATION MOVE LAST YEAR. NOW WE MUST EXPAND IT.\nI FIRMLY BELIEVE THAT WITH ADDED TAX CREDIT INCENTIVES\nFOR INDUSTRY AND A FRESH FOCUS ON AIR AND WATER POLLUTION\nDANGERS, WE CAN DEVELOP AN NDUSTRY-GOVERNMENT PARTNERSHIP\nTHAT WILL WORK IN THIS CRITICAL PROBLEM AREA. WILLING\nCOOPERATION FROM INDUSTRY IS THE VITAL INGREDIENT, AND I\nHAVE FAITH IT WILL BE FORTHCOMING.\nFORD & LIBRARY GERALD\n-13-\nabraham Incoln had a\nTHE REPUBLICAN PARTY HAS FAITH IN PEOPLE, AND THE\na\nREPUBLICAN PARTY HAS FAITH IN OUR FREE ENTERPRISE ECONOMY.\nwe, for inheritors of his philoophy\nTHAT IS WHY REPUBLICANS IN CONGRESS WOULD EMPLOY A\nour opportion\nDIFFERENT STRATEGY THAN THE OTHER PARTY IN FIGHTING POVERTY.\nWE WOULD, FOR INSTANCE, PLACE GREATER EMPHASIS ON WAYS IN\nWHICH PRIVATE INDUSTRY COULD BEEF UP OUR FIGHT AGAINST THE\nFORCES OF MISERY AND WANT.\nWHAT WE NEED IS STIMULUS AND DESIRE.\nWHAT WE NEED TO REMEMBER IS THAT THE MOST EFFECTIVE\nJOB TRAINER IN THE WORLD IS AMERICAN BUSINESS AND INDUSTRY.\nWE MUST ALSO RECOGNIZE THAT THERE ARE TODAY AN ESTIMATED\nTWO MILLION JOBLESS AMERICANS WHO ARE UNEMPLOYED ONLY\nBECAUSE THEY LACK NECESSARY SKILLS.\nFORD & LIBRARY GERALD\n-14-\nIT'S A MOST INTERESTING AND SIGNIFICANT PARALLEL THAT\nTHERE ARE TODAY SOME TWO MILLION JOBS GOING UNFILLED SIMPLY\nBECAUSE WE DON'T HAVE THE SKILLED PEOPLE TO FILL THEM.\nWE KNOW THAT RETRAINING UNDER GOVERNMENT GRANT, TRAINING\n4the Job crrps\nUNDER THE MANPOWER DEVELOPMENT TRAINING ACT OF 1962, HAS\nNOT BEEN FULLY EFFECTIVE.\nWHERE DO WE GO FROM HERE? IS IT MORE GOVERNMENT\nTRAINING PROGRAMS, AN EXPANDED JOB CORPS?\nGERALD\nTHE ANSWER IS TO INVEST IN PEOPLE THROUGH WHAT REPUBLI-\nCANS CALL THE HUMAN INVESTMENT ACT OF 1967. MORE THAN\n120 REPUBLICAN MEMBERS OF THE HOUSE AND NEARLY 30 REPUBL ICAN\nMEMBERS OF THE SENATE RECENTLY INTRODUCED THIS LEGISLATION\nWE ANT TO MAKE IT ORTH HILE FOR INDUSTRY TO GREATLY\nWhat born adution\nI NCREASE ITS ON-THE-JOB TRAINING., SO WE OFFER A TAX CREDIT\n-15-\nAMOUNTING TO 10 PERCENT OF ALLOWABLE EMPLOYEE TRAINING\nEXPENSES, WITH A MAXIMUM OF $25,000, PLUS 50 PERCENT OF\nTHE TAX LIABILITY IN EXCESS OF $25,000.\nTHIS IS THE typecal AMERICAN WAY TO LICK POVERTY. THIS IS THE\nFREE ENTERPRISE WAY. IT'S ALSO THE MOST EFFECTIVE WAY.\nLET US NEVER FORGET THAT LARGE-SCALE ON-THE-JOB TRAINING\nPROGRAM AND A SINGLE PERCENTAGE POINT INCREASE IN THE\nRATE OF OUR NATIONAL ECONOMIC GROWTH CAN DO MORE TO ERASE\nHUMAN MISERY AND WANT IN AMERICA THAN ALL THE GOVERNMENT\nRETRAINING AND WAR ON POVERTY PROGRAMS ROLLED TOGETHER.\nwith no apologis\nTHIS ADMINISTRATION CLOTHES ALL OF ITS PUBLIC ACTIONS\n1\nIN THE LANGUAGE OF SELF-RIGHTEOUSNESS. IT ALL ADDS UP TO\nA GIGANTIC SALES CA PAIGN, A BIG SNOW JOB. THE MIRACLE\nIS THAT IT HASN'T WORKED.\n-16-\nSHAKESPEARE, WHO HAD SUCH A FACILITY WITH WORDS, SAID\nSIMPLY: \"THE TRUTH WILL OUT.\" ABRAHAM LINCOLN DECLARED\nTHAT \"THE PEOPLE ARE ALWAYS NEARER THE TRUTH THAN POLITICIANS\nSUPPOSE.\"\nTHIS IS WHY FEW PEOPLE ARE REALLY FOOLED WHEN THE\nin federal spending\nADMINISTRATION PREACHES ECONOMY BUT GOES RIGHT ON SPENDING\nMONEY LIKE A DRUNKEN SAILOR. The 1 federal budget for next year does\ndemand more spending for both butter + gams -vifles + suffles. Federal planners have an inatiable appetite\nADMIRAL HYMAN RICKOVER, HO HAS A DELIGHTFUL SENSE OF for mome\nHUMOR, PUTS IT THIS WAY: \"IF THE RUSSIANS WERE TO ANNOUNCE fund federal\nPLANS TO SEND A MAN TO HELL, THERE WOULD BE PEOPLE FROM\nAT LEAST TWO GOVERNMENT AGENCIES ON CAPITOL HILL THE NEXT\nDAY TRYING TO GET THE FUNDS TO SEND AN AMERICAN THERE\nFIRST.\"\nWHAT CAN YOU DO ABOUT\nIT\nTHIS BIG GOVERNMENT THAT\n-17-\nPERVADES ALL, THIS BIG BROTHER WHO INTRUDES EVERYWHERE?\nI OFFER YOU WHAT I CALL A POSITIVE APPROACH TO POLITICS\nFOR BUSINESSMEN.\nYOU MUST ASSUME RESPONSIBILITY FOR PROMOTING GOOD\nGOVERNMENT IN THIS COUNTRY. The government occupies a mighty big role in your life and mine.\nThe people who make women's skirts would like government to mind its own\nbusiness. But for other businessmen, government is a big customer. So they cultivate\nBig Brother.\nWhen Big Government regulates, business naturally complains. When Big\nGovernment talks, business listens. When Big Government orders, business obeys.\nIs Big Government important to you members of the Chicago Better Business\nBureau? You bet it is. Government does a lot that affects you, and Government does\na lot to you.\nSome businessmen look upon Washington as the source of all wisdom and power,\nthe proper vehicle for solving most problems, the means of keeping the competition\nclean and of avoiding recessions.\nOthers are happy to pocket whatever profits Big Government channels their way\nbut look upon Washington as their natural enemy.\nStill others figure Big Government is too big but decide the best approach is,\nto play the game, tune in at the tap and try to live with the monster.\nGERALD\n(MORE)\n-2-\nWashington is many things to many people. But that the Government is BIG--of\nthat there is no doubt.\nHow big is Big Brother? He has roughly 2,281,000 civil employees on his pay-\nroll--about 280,000 in Washington and the rest scattered throughout the country.\nHe dispenses nearly $200 billion a year, and his monthly worldwide payroll\ncomes to a whopping $1.5 billion a month.\nFor businessmen, this giant bureaucracy often means a mountain of red tape and\na steeper and steeper paperwork burden.\nLet's be honest about it. Big Brother is a meddler. He calls this meddling\nprotecting the public interest. Many Americans agree with him. Many others feel\nsmothered and overwhelmed.\nThe tone and amount of federal meddling are pretty much determined by the man\nin the White House, currently Lyndon Johnson. I don't have to tell you how Lyndon\nJohnson operates with businessmen. Of course, it's only really big businessmen he\ndoes business with. In fact, this Administration has favored Big Business to the\npoint that Republicans in Congress had to mount an all-out campaign to rescue the\nSmall Business Administration from extinction.\nI am sure there are Democrats and independents in this audience, as well as\nRepublicans. Some people say the two major parties are pretty much the same. Let\nme point out a basic difference.\nLiberal Democrats tend to look upon all businessmen as suspect. Businessmen\nare guided by the profit motive, therefore they are not concerned with the public\ngood, the so-called liberal philosophy goes.\nThis, of course, is nonsense except as it applies to those few hard-nosed\nbusinessmen who are so benighted that they still embrace the robber baron philosophy\nof the past. Nearly every businessman today recognizes that the best public relations\nis to be very much concerned with community betterment, the welfare of John Q.Citizen,\nand the progress of the Nation. That kind of concern, he knows, is good business.\nIt makes sense.\nThe liberal philosophy does not allow for the kind of enlightenment I have\njust described. The legislation piously labeled \"Truth In Packaging\" is a good\nexample of that viewpoint.\nEvery packager and every merchandiser involved in the sale of grocery and drug\nitems was a villain last year. It was only because Republicans held out for a common-\nsense compromise that the Packaging Bill as finally enacted provided for some self-\npolicing by industry.\nThere are many differences between the two major political parties. Both\n(MORE)\n-3-\nparties have lofty goals. Both are dedicated to promoting the well-being of the\nNation. But there is a basic difference in approach.\nThe Democratic Party believes in Big Government and swinging a big stick. The\nRepublican Party believes in Limited Government and the carrot, with the stick placed\nwithin reach only with the hope it won't be needed. The carrot is the better way.\nThe Fair Packaging and Labeling Act will become effective in five months. Now\nthe President is saying of this legislation, \"It reflects our strong belief that\nAmerican producers can meet--and want to meet--the test of truth.\" But that wasn't\nthe story from the White House last year when the Truth in Packaging Bill was under\nconsideration in the Congress.\nRefusal to use the carrot approach to progress is a big stumbling block to the\nforward movement of this country.\nTake the President's recent message on air pollution, for example. It's full\nof the big stick, makes no use of the carrot.\nWhat the President said in effect was that the states have failed to act on\nair control, so the federal government is going to crack the whip. You could see the\nmailed fist beneath the velvety language throughout the message.\nAm I arguing that we should not attack air pollution? Not at all. I say the\nPresident didn't go far enough. By that I mean his approach is wrong. You have to\nattack air pollution at the source. What is the source? Primarily, its's industry.\nThere are two possible ways to handle the problem. Either you fashion a big\nstick and beat industry over the head with it. Or you offer industry an inducement\nto get it to do what we all know is in the public interest--clean up the air.\nIf you simply bludgeon industry into action, the tremendous cost of air\npollution controls will have to be passed along to the consumer because forced\npollution control will add greatly to the cost of doing business. Inequities and\nresistance are inevitable. Individual businesses understandably will not want to be\nthe first to be saddled with these extra costs--will not want to be placed at a com-\npetitive disadvantage even for a short time.\nThe other approach--one taken by more than 20 Republican congressmen who have\nintroduced identical bills--is to offer industry a 20 percent federal tax credit and\nfast tax writeoffs for investments in air pollution programs that meet state and\nfederal requirements.\nThis same approach should be taken to escalate our war against water pollution.\nWe have lived with poisoned water and air too long. I believe our very\nexistence is at stake. And the big stick alone won't save us.\nRepublicans preserved the principle of the tax credit for investments in air\n(MORE)\n-4-\nand water pollution controls by insisting the 7 percent investment tax credit be\ncontinued for that purpose when it was dropped for industry generally as an anti-\ninflation move last year. Now we must expand it.\nI firmly believe that with added tax credit incentives for industry and a fresh\nfocus on air and water pollution dangers, we can develop an industry-government\npartnership that will work in this critical problem area. Willing cooperation from\nindustry is the vital ingredient, and I have faith it will be forthcoming.\nThe Republican Party has faith in people, and the Republican Party has faith\nin our free enterprise economy.\nThat is why Republicans in Congress would employ a different strategy than the\nother party in fighting poverty. We would, for instance, place greater emphasis on\nways in which private industry could beef up our fight against the forces of misery\nand want.\nWhat we need is stimulus and desire.\nWhat we need to remember is that the most effective job trainer in the world\nis American business and industry.\nWe must also recognize that there are today an estimated two million jobless\nAmericans who are unemployed only because they lack necessary skills.\nIt's a most interesting and significant parallel that there are today some two\nmillion jobs going unfilled simply because we don't have the skilled people to fill\nthem.\nWe know that retraining under government grant, training under the Manpower\nDevelopment Training Act of 1962, has not been fully effective.\nWhere do we go from here? Is it more government training programs, an expanded\nJob Corps?\nThe answer is to invest in people through what Republicans call the Human\nInvestment Act of 1967. More than 120 Republican members of the House and nearly 30\nRepublican members of the Senate recently introduced this legislation. We want to\nmake it worthwhile for industry to greatly increase its on-the-job training. So we\noffer a tax credit amounting to 10 percent of allowable employee training expenses,\nwith a maximum of $25,000, plus 50 percent of the tax liability in excess of $25,000.\nThis is the American way to lick poverty. This is the free enterprise way.\nIt's also the most effective way.\nLet us never forget that large-scale on-the-\njob training programs and a single percentage point increase in the rate of our\nnational economic growth can do more to erase human misery and want in America than all\nthe government retraining and war on poverty programs rolled together.\nThis Administration clothes all of its public actions in the language of self-\nrighteousness. It all adds up to a gigantic sales campaign, a big snow job.
