SEPT. 18.1969, CINNAMINSON NEW JERSEY sale. Hov WE ARE GATHERED HERE TONIGHT BECAUSE WE BELIEVE IN THE REPUBLICAN PARTY AND WE BELIEVE IN BILL CAHILL. I HAVE COME HERE TO TELL YOU THAT REPUBLICANISM IS THE TIDE OF THE PRESENT AND THE FUTURE IN AMERICA. I HAVE COME HERE TO TELL YOU THAT NOT ONLY IS THE REPUBLICAN PARTY THE MAJORITY PARTY IN NEW JERSEY BUT IT IS FAST BECOMING THE MAJORITY PARTY IN THE COUNTRY. NOW, WHY IS THIS so ? -2- THIS IS SO SO/BECAUSE THE REPUBLICAN PARTY IS THE PARTY OF PROGRESS IN AMERICA TODAY. THE REPUBLICAN PARTY IS THE PARTY OF PEACE AND PROSPERITY. THE REPUBLICAN PARTY IS THE PARTY OF DOMESTIC TRANQUILITY THE PARTY OF LAW AND ORDER WITH JUSTICE FOR ALL. WHY IS REPUBLICANISM THE DOMINANT POLITICAL FORCE IN AMERICA TODAY? BECAUSE FORWARD-LOOKING REPUBLICANS LIKE BILL CAHILL ARE OFFERING OUR CITIZENS NEW PLANS OF ACTION AT ALL LEVELS OF GOVERNMENT / GENUINE SOLUTIONS FOR PROBLEMS THAT HAVE BEEN PLAGUING THIS NATION THROUGHOUT THE DECADE OF THE SIXTIES. IT IS REPUBLICANS WHO ARE ADVANCING TO MEET THE CHALLENGE OF THE SEVENTIES COMING FORWARD WITH REALISTIC ANSWERS THAT WILL MOVE THIS COUNTRY -3- FORWARD. AMERICANS IN NEW JERSEY AND ELSEWHERE HAVE COME TO RELAIZE IT IS THE REPUBLICAN PHILOSOPHY WHICH SERVES THEM BEST / WHICH MAKES THE MOST SENSE / AND PROVIDES THE GREATEST GOOD FOR THE GREATEST NUMBER. THEY ARE EMBRACING THE REPUBLICAN CONCEPT THAT EVERY MAN IS RESPONSIBLE FOR HIS ACTS/AND FOR HIS OWN PLACE IN SOCIETY / THAT NO MAN IS ABOVE THE LAW OR BENEATH IT THAT EVERY MAN ABLE TO DO SO MUST WORK IF HE IS TO ENJOY THE BENEFITS OF OUR SOCIETY AND THE FRUITS OF OUR GREAT FREE ENTERPRISE SYSTEM. THEY KNOW THAT OUR INDIVIDUAL AND NAT- IONAL PROSPERITY FLOWS FROM THE FREE ENTERPRISE SYSTEM AND THAT IT IS REPUBLICAN POLICY WHICH ALLOWS THAT SYSTEM TO FUNCTION AT ITS BEST. -4- THEY KNOW THAT THE BEST DEFENSE FOR AMERICA IS ACHIEVED THROUGH A STRONG MILITARY ESTABL1SHMENT AND A SOUND NATIONAL ECONOMY. THEY KNOW THAT REPUBLICANS ARE CONSTANTLY WORKING FOR FISCAL RESPONSIBILITY IN GOVERNMENT AND ARE ALWAYS SEEKING TO ELIMINATE OVERLAPPING AND WASTE IN GOVERNMENT PROGRAMS. THEY KNOW THAT REPUBLICANS FROM PRESIDENT NIXON ON DOWN ARE SEEKING TO CHANNEL MORE FEDERAL MONEY TO THE STATES AND LOCAL UNITS OF GOVERNMENT FOR USE AS THEY SEE FIT IN SOLVING LOCAL PROBLEMS. REPUBLICANS LIKE BILL CAHILL BELIEVE THAT MANY PROBLEMS CAN BE SOLVED AT THE STATE AND LOCAL LEVEL. THAT'S WHY THEY ARE FOR FEDERAL REVENUE-SHARING. THAT'S WHY BILL CAHILL IS RUNNING ON A DO-MORE PLATFORM FOR GOVERNOR OF THIS GREAT STATE OF NEW JERSEY -5- BECAUSE HE KNOWS HOW TO SOLVE STATE AND LOCAL PROBLEMS. I FEEL CONFIDENT HERE TONIGHT THAT BILL CAHILL AS YOUR GOVERNOR WILL MAKE FEDERAL PROGRAMS WORK IN THE STATE OF NEW JERSEY. HE WON'T LET FEDERAL PROGRAMS BOG DOWN IN THE STATE. HE KNOWS HOW TO MAKE THE WHEELS GO AROUND. I M HAPPY YOU ASKED ME HERE TONIGHT BECAUSE IT GIVES ME THE OPPORTUNITY TO SPEAK ON A SUBJECT CLOSE TO MY HEART... THE NEED TO ELECT MORE FINE REPUBLICANS TO PUBLIC OFFICE TO PROMOTE GOOD GOVERNMENT./RESPONSIBLE GOVERNMENT./GOVERNMENT THAT REACHES AND SERVES THE PEOPLE. THAT IS THE KIND OF MAN YOU HAVE IN BILL CAHILL. LOOK AT BILL'S RECORD. LOOK AT BILL'S BACKGROUND. IN BILL CAHILL YOU HAVE A MAN EMINENTLY QUALIFIED FOR THE GREAT -6- OFFICE OF GOVERNOR OF NEW JERSEY, THE VERY BEST MAN FOR THE JOB. WHAT ARE YOUR PROBLEMS? I CAN' T BELIEVE THE PEOPLE OF NEW JERSEY WOULD ENTRUST THE HIGHEST OFFICE IN THE STATE TO STILL ANOTHER DEMOCRAT WHO BELIEVES THE WAY TO SOLVE STATE AND LOCAL PROBLEMS IS TO RUN TO WASHINGTON AND SEEK OUT THE BUREAUCRATS. LET THE DEMOCRATS CREATE A FOOL'S PARADISE OF GOVERNMENT CONTROLS -8- AND MACHINERY THAT SERVE ONLY TO ENTANGLE THE AVERAGE CITIZEN. REPUBLICANS LIKE BILL CAHILL WILL CUT RIGHT TO THE HEART OF THE PROBLEM AND COME UP WITH SOME ANSWERS. LIKE DICK NIXON, BILL CAHILL BELIEVES THAT STATE GOVERNMENT IS A VITAL AND LIVING LINK IN THE COMBINATION OF GOVERNMENTS NEEDED TO PROVIDE EVERY CITIZEN WITH NECESSARY SERVICES AND THE OPPORTUNITY TO REALIZE HIS GOD-GIVEN POTENTIAL. LIKE DICK NIXON, BILL CAHILL BELIEVES THAT STATE GOVERNMENTS MUST WORK WITH THE FEDERAL GOVERNMENT AND LOCAL UNITS TO PROMOTE THE ORDER AND STABILITY WITHOUT WHICH NO AMERICAN CAN ENJOY LIFE, LIBERTY AND THE PURSUIT OF HAPPINESS. THAT IS WHY BILL CAHILL WAS THE CHIEF SPONSOR OF LEGISLATION WHICH STRENGTHENED THE OMNIBUS LAW ENFORCEMENT -9- ASSISTANCE ACT OF 1968 BY PROVIDING THAT FUNDS FOR THE BEEFING UP OF LAW ENFORCEMENT IN THE STATES SHOULD GO TO THE STATES AND LOCAL UNITS ONLY ON THE BASIS OF APPROVED STATE PLANS. THIS WAS AT A TIME WHEN THE DEMOCRATS WANTED TO TURN ALL OF THESE FUNDS OVER TO THE U.S. ATTORNEY GENERAL TO DISPENSE AS HE SAW FIT -- A TYPICAL BUREAUCRATIC TACTIC AIMED AT KEEPING ALL POWER CENTERED IN WASHINGTON. BILL CAHILL STANDS WITH DICK NIXON FOR THE DECENTRALIZATION OF FEDERAL POWER -- THE REVITALIZATION OF STATE AND LOCAL GOVERNMENT. I HAVE BROUGHT THE PRESIDENT'S NAME INTO THIS SPEECH FOR GOOD REASON. THE CHIEF REASON IS/THAT BILL CAHILL FACES HERE IN NEW JERSEY MUCH THE SAME SITUATION DICK NIXON FACED IN THE COUNTRY WHEN HE BECAME PRESIDENT OF THE UNITED STATES. -9A- ASK YOURSELF IF BILL CAHILL'S LEGACY AS GOVERNOR WILL NOT BE MUCH THE SAME AS THAT LEFT TO RICHARD NIXON WHEN HE ASSUMED THE PRESIDENCY. -10- YOU KNOW WHAT DICK NIXON FOUND WHEN HE ENTERED THE WHITE HOUSE. HE ASSUMED THE LEADERSHIP OF A COUNTRY ENMESHED IN A JUNGLE WAR HALFWAY AROUND THE WORLD COUNTRY WHICH HAD SUFFERED ESCALATING INFLATION FOR FOUR YEARS, COUNTRY IN WHICH THE CRIME RATE HAD CLIMBED NEARLY 10 TIMES AS FAST AS THE POPULATION COUNTRY IN WHICH THE PROBLEMS OF THE CITIES THREATENED TOTURN URBAN CRISIS INTO FLAMING REVOLUTION A COUNTRY IN WHICH LOCAL, STATE AND FEDERAL TAXES HAD DRIVEN TAXPAYERS TO THE RIM OF REVOLT WITHOUT PRODUCING ENOUGH REVENUE TO SOLVE OUR HORRENDOUS PROBLEMS. THE FIRST THING DICK NIXON DID WHEN HE CAME INTO OFFICE WAS TO TAKE STOCK AND THEN CHART A NEW COURSE -- TO SET SAIL AGAINST A SEA OF PROBLEMS LEFT HIM BY HIS PREDECESSOR. IT WAS INEVITABLE, THEREFORE, THAT THE NIXON ADMINISTRATION SHOULD HAVE -11- BECOME A REFORM ADMINISTRATION AND SHOULD MOVE IN TOTALLY NEW DIRECTIONS. WHAT HAS HAPPENED AS A RESULT OF THE CHANGE IN NATIONAL ADMINISTRATIONS? THE NEW ADMINISTRATION HAS MOVED TOWARD PEACE IN VIETNAM AND ELSEWHERE. WE ARE EMBARKED ON A POLICY OF VIETNAMIZING THE VIETNAM WAR. AT THE SAME TIME, PRESIDENT NIXON HAS SEIZED FOREIGN POLICY INITIATIVE IN DRAMATIC MOVES AIMED AT PROMOTING WORLD PEACE. HE HAS LAID THE GROUNDWORK FOR POSSIBLE NEW BREAKTHROUGHS IN EAST-WEST RELATIONS. HE HAS LAID DOWN A NEW U.S. POLICY FOR SOUTHEAST ASIA -- A DO-IT-YOURSELF POLICY WHICH TELLS US THERE WILL BE NO MORE VIETNAMS. ON THE ECONOMIC FRONT, PRESIDENT NIXON HAS DOGGEDLY PURSUED THE FIGHT AGAINST INFLATION BECAUSE HE KNOWS, AS YOU DO, THAT ONLY A SOUND DOLLAR CAN PRODUCE -12- GENUINE PROSPERITY. LET ME EMPHASIZE THAT PRESIDENT NIXON HAS REFUSED TO KNUCKLE UNDER TO THOSE WHO HAVE TRIED TO PLAY POLITICS WITH THE PEOPLE'S POCKETBOOK. HE HAS TAKEN THE LEAD ON TAX RELIEF AND TAX REFORM -- BUT AT NO TIME HAS HE LET THE POLITICS OF THE SITUATION SWAY HIM FROM SOUND ECONOMIC POLICY. Bur. Please Int. Rev RTWAITE AGAIN, ON THE DOMESTIC SCENE, PRESIDENT NIXON HAS ADDRESSED HIMSELF TO ANOTHER OF OUR MOST PRESSING PROBLEMS. FULLY AWARE THAT THERE CAN BE NO DECENT PROGRESS WITHOUT ORDER, THE PRESIDENT HAS STRESSED THE IMPORTANCE OF PROPER LAW ENFORCEMENT -- A SYSTEM OF LAW, ORDER AND JUSTICE. I SPOKE EARLIER ABOUT THE NIXON ADMINISTRATION AS A REFORM ADMINISTRATION. PRESIDENT NIXON HAS PROPOSED A SWEEPING ARRAY OF REFORMS WHICH I BELIEVE THE AMERICAN PEOPLE HAVE LONG WANTED -- WELFARE REFORM -13- WHICH WILL TURN ALL ABLE-BODIED AMERICANS 1 FROM WELFARE TO WORKFARE; DRAFT REFORM WHICH WILL MAKE THE SELECTIVE SERVICE SYSTEM AS FAIR AS POSSIBLE UNTIL WE CAN ESTABLISH A 3 TRULY ALL-VOLUNTEER ARMY; POSTAL REFORM WHICH WILL CREATE A GOVERNMENT-OWNED SELF-SUPPORTING POSTAL CORPORATION IN PLACE OF THE PRESENT INEFFICIENT AND 4 DEFICIT-RIDDEN SYSTEM; POVERTY PROGRAM REVORM WHICH KEEPS THE OFFICE OF ECONOMIC OPPORTUNITY AS AN INNOVATIVE AGENCY BUT SPINS OFF SUCCESSFUL ANTI-POVERTY PROGRAMS TO OLD-LINE GOVERNMENT DEPARTMENTS; 5 MANPOWER TRAINING REFORM WHICH CONSOLIDATES FEDERAL MANPOWER TRAINING PROGRAMS FOR GREATER FLEXIBILITY AND TURNS OVER THE ADMINISTRATION OF MANPOWER TRAINING TO THE STATES WHEN GOVERNORS SHOW THEMSELVES READY b FOR IT; TAX REFORM WHICH TAKES MILLIONS OF POOR CITIZENS OFF THE TAXROLLS, REDUCES -14- TAXES FOR MILLIONS OF OTHER LOW-INCOME AMERICANS AND PREVENTS THE WEALTHY FROM ESCAPING TAXATION: A NEW FEDERALISM WHICH PROVIDES AN INCREASING PERCENTAGE SHARE OF FEDERAL INCOME TAX REVENUE FOR THE CITIES AND STATES AND GIVES THEM NEW VIGOR AS SOLVERS OF THE PROBLEMS TO WHICH THEY ARE CLOSEST. THIS IS INDEED THE AGE OF REFORM -- IN NEW JERSEY AS WELL AS AT THE NATIONAL LEVEL. YOU WILL HAVE REFORM HERE IN NEW JERSEY ONLY IF YOU BRING IN A NEW STATE ADMINISTRATIVE TEAM...ONLY IF YOU BRING IN A NEW CHIEF EXECUTIVE WHO IS NOT BOUND BY THE MISTAKES OF THE PAST AND CAN CHART A BOLD NEW COURSE FOR THE FUTURE. THAT MAN IS BILL CAHILL. YOU WILL SEE A NEW DAY IN NEW JERSEY UNDER BILL CAHILL -- A DAY WHICH WILL SEE SOLUTIONS FOR THE PROBLEMS OF THE SIZZLING -15- SEVENTIES. 2 have + always he measured TRUST IN BILL CAHILL. MINORITY LEADER, U.S. HOUSE OF REPRESENTATIVES AT A FUND-RAISING DINNER FOR BILL CAHILL REPUBLICAN CANDIDATE FOR governor OF NEW JERSEY AT CINNAMINSON, NEW JERSEY 7 P.M. THURSDAY, SEPTEMBER 18, 1969 FOR RELEASE ON DELIVERY We are gathered here tonight because we believe in the Republican Party -- and we believe in Bill Cahill. I have come here to tell you that Republicanism is the tide of the present and the future in America. I have come here to tell you that not only is the Republican Party the majority party in New Jersey but it is fast becoming the majority party in the country. Now, why is this so? This is so because the Republican Party is the party of progress in America today. The Republican Party is the party of peace and prosperity. The Republican Party is the party of domestic tranquillity -- the party of law and order with justice for all. Why is Republicanism the dominant political force in America today? Because forward-looking Republicans like Bill Cahill are offering our citizens new plans of action at all levels of government, genuine solutions for problems that have been plaguing this Nation throughout the decade of the Sixties. It is Republicans who are advancing to meet the challenge of the Seventies -- coming forward with realistic answers that will move this country forward. Americans in New Jersey and elsewhere have come to realize it is the Republican philosophy which serves them best, which makes the most sense and provides the greatest good for the greatest number. They are embracing the Republican concept that every man is responsible for his acts and for his own place in our society -- that no man is above the law or beneath it -- that every man able to do SO must work if he is to enjoy the benefits of our society and the fruits of our great free enterprise system. They know that our individual and national prosperity flows from the free enterprise system and that it is Republican policy which allows that system to function at its best. They know that the best defense for America is achieved through a strong military establishment and a sound national economy. (more) -2- They know that Republicans are constantly working for fiscal responsibility in government and are always seeking to eliminate overlapping and waste in government programs. They know that Republicans from President Nixon on down are seeking to channel more federal money to the states and local units of government for use as they see fit in solving local problems. Republicans like Bill Cahill believe that many problems can be solved at the state and local level. That's why they are for federal revenue-sharing. That why Bill Cahill is running on a do-more platform for governor of this great state of New Jersey because he knows how to solve state and local problems. I feel confident here tonight that Bill Cahill as your governor will make federal programs work in the state of New Jersey. He won't let federal programs bog down in the state. He knows how to make the wheels go around. I'm happy you asked me here tonight because it gives me the opportunity to speak on a subject close to my heart --- the need to elect more fine Republicans to public office to promote good government, responsible government, government that reaches and serves the people. That is the kind of man you have in Bill Cahill. Look at Bill's record. Look at Bill's background. In Bill Cahill you have a man eminently qualified for the great office of governor of New Jersey, the very best man for the job. What are your problems? A failure to apply federal, state and local resources to find solutions to state and local problems? Bill Cahill will cut through the bureaucratic jungle and come up with the answers. Are you troubled by civil unrest? Do you have in New Jersey the reverence for the law that Abraham Lincoln urged SO eloquently? Dick Nixon cooled it; so will Cahill. Consider Bill Cahill's qualifications as a leader dedicated to restoring the domestic tranquillity set forth as a goal in the Constitution. Prosecutor of the city of Camden. First assistant prosecutor of the county of Camden. Deputy attorney general of the State of New Jersey. Special agent of the Federal Bureau of Investigation. Consider Bill Cahill's qualifications as a maker of laws. Member of the New Jersey Legislature. Member of Congress now serving his sixth term. Consider how much Bill Cahill can do for New Jersey as its chief executive, working with a Republican President who is determined to make (more) -3- problem-solvers of the states and cities by channeling Federal funds to them without strings attached. I can't believe the people of New Jersey would entrust the highest office in the state to still another Democrat who believes the way to solve state and local problems is to run to Washington and seek out the bureaucrats. Let the Democrats create a fool's paradise of government controls and machinery that serve only to entangle the average citizen. Republicans like Bill Cahill will cut right to the heart of the problem and come up with some answers. Like Dick Nixon, Bill Cahill believes that state government is a vital and living link in the combination of governments needed to provide every citizen with necessary services and the opportunity to realize his God-given potential. Like Dick Nixon, Bill Cahill believes that state governments must work with the Federal government and local units to promote the order and stability without which no American can enjoy life, liberty and the pursuit of happiness.
