THERE IS DEEP CONCERN\nIN THIS COUNTRY ABOUT THE RELIGIOUS AND\nCULTURAL GENOCIDE CONFRONTING THE JEWISH\nINHABITANTS OF THE SOVIET UNION. THERE IS\nALSO A VERY WARM AND REAL ADMIRATION FOR\nTHE STATE AND PEOPLE OF ISRAEL. THE\nISRAELIS ARE PURSUING THE TRADITION OF\nTHE JEWISH FIGHTERS OF OLD, THE\nMACCABEES\nMACK - A - BEES\nTHEY ARE\nGERALD FORD LIBRARY\nWAGING A GALLANT STRUGGLE AGAINST THE\nPRESSURES OF TOTALITARIANISM AND AGGRESSION.\n-3-\nTHERE HAS BEEN MUCH SPECULATION\nIN THE PRESS ABOUT EGYPT'S DETERMINATION\nTO REJECT A THIRD EXTENSION OF THE SUEZ\nCANAL CEASE-FIRE ON FEBRUARY 5 IF THERE\nIS NO AGREEMENT BY THEN / BY ISRAEL TO\nWITHDRAW FROM OCCUPIED ARAB TERRITORY.\nA HIGH-RANKING EGYPTIAN\nDELEGATION, INCLUDING THE VICE-PRESIDENT\nOF THAT COUNTRY AND THE MINISTERS OF WAR,\nFOREIGN AFFAIRS, AND INDUSTRY WILL BE IN\naccording ti the Times, a sovet delegation is alsoin Carra\nMOSCOW THIS WEEK. EGYPT IS SEEKING\nADDITIONAL SOVIET SUPPORT TO MAKE THE\nISRAELIS ROLL BACK WITHOUT A REAL PEACE\nSETTLEMENT. EGYPT IS ALSO SEEKING MORE\nMILITARY AND ECONOMIC AID FROM THE RUSSIANS.\nGEN. MOSHE DAYAN, THE DEFENSE\nMINISTER OF ISRAEL, HAS JUST MET IN\nWASHINGTON WITH THE LEADERS OF OUR OWN\nGOVERNMENT. OUR TALKS WITH GEN. DAYAN\nLIBRARY\n-4-\nTOOK PLACE AGAINST THE BACKGROUND OF VERY\nSERIOUS DEVELOPMENTS IN THE MIDDLE EAST.\nTHE\nThere 10\nA\nSOVIET MILITARY HEADQUARTERS, STAFFED\nBY DOZENS OF FIRST-LINE RUSSIAN GENERALS\nAND COLONELS, HAS BEEN ESTABLISHED IN\nEGYPT. A SENIOR MILITARY STAFF IS\nFUNCTIONING. AN ESTIMATED 13,000 RUSSIAN\nTROOPS ARE REPORTED IN EGYPT WITH AN\nADDITIONAL 3,000 IN MISSILE BATTALIONS ON\nACTION STATIONS IN THE SUEZ CANAL ZONE.\nTHERE IS SOME REASON TO BELIEVE THAT THE\nRUSSIANS MAY BE ESTABLISHING CADRE AND\nSKELETAL STRUCTURES FOR POSSIBLE MASS\nREINFORCEMENT\nI SEE THIS IN THE CONTEXT OF\nA GERA FORD LIBRARY\nCONTINUING INFILTRATION PROCESS WHICH\nPARALLELS THE BOLSTERING OF THE SOVIET\nhave\nMILITARY PRESENCE IN THE MEDITERRANEAN.\nThe\nOUR GOVERNMENT IS DISCUSSING\nmils\nME!\n-5-\nWITH ISRAEL THE COMPLEXITIES INVOLVING\nPOSSIBLE RESUMPTION OF THE JARRING TALKS.\n1\nThere\nEGYPT AND RUSSIA VIOLATED THEIR SOLEMN\nCOMMITMENT BY EXPLOITING THE CEASE-FIRE\nTO GAIN MILITARY ADVANTAGE. I CAN\nUNDERSTAND ISRAEL'S CONCERN LEST THE TALKS\nRESUME AND THEN COLLAPSE THROUGH NO FAULT\nOF THE ISRAELIS. THE INTRANSIGENT NATURE\nOF ARAB WAR AIMS AND THE FRAGILE CHARACTER\nOF THE INDIRECT NEGOTIATING PROCESS\nINDICATE POSSIBLE DEADLOCK.\nWHAT HAPPENS THEN? WHAT DO WE\nDO IF THE TALKS BREAK DOWN AND RUSSIAN\nSHELLS AND RUSSIAN MISSILES AND RUSSIAN\nJETS ARE ONCE MORE UNLEASHED? THE CONFLICT\nWOULD BE THROWN BACK INTO THE LAP OF THE\nSUPERPOWERS. THE AMERICAN ATTITUDE WOULD\nBE CRUCIAL. WOULD WE BE PREPARED TO USE\nOUR VETO POWER AT THE UNITED NATIONS, IF\nFORD\nALD\nNECESSARY, TO BLOCK ANY SOVIET BID FOR AN\nLIBRARY\n-6-\nIMPOSED SETTLEMENT? WHAT WOULD WE DO TO\nSTOP THE RUSSIANS AND THE ARABS FROM\nMANIPULATING A REINTERPRETATION OF THE\nNOVEMBER 1967 U.N. RESOLUTION IN SUCH\nMANNER AS TO REQUIRE UNCONDITIONAL\nWITHDRAWAL BY ISRAEL FROM \"ALL THE\nTERRITORIES\" OCCUPIED?\nI WISH TO STATE MY OWN POSITION\nCLEARLY AND SIMPLY / IF ISRAEL IS TO\nNEGOTIATE AT OUR URGING AND BEHEST, THE\nUNITED STATES HAS A RESPONSIBILITY TO MAKE\nTHE RUSSIANS UNDERSTAND THAT THEY CANNOT\nAPPLY NAKED FORCE.\nISRAEL SHOULD NOT WITHDRAW FROM\nA SINGLE INCH OF OCCUPIED TERRITORY UNLESS\nTHERE IS A REAL PEACE TREATY AND CREDIBLE\nEVIDENCE THAT THE ARABS WILL NORMALIZE\nRELATIONS. THE ARABS HAVE REFUSED TO ENTER\nINTO SUCH A PEACEFUL UNDERTAKING. EGYPT\n-7-\nAND OTHER RADICAL ARAB STATES HAVE OPENED\nTHE REGION TO COMMUNIST INVOLVEMENT. THEY\nHAVE INTRODUCED NEW AND MORE VICIOUS\nWEAPONS AND TACTICS.\nI SEE NO LOGIC IN ANY AMERICAN\nROLE AT THE UNITED NATIONS OR IN CONCERT\nWITH THE SOVIET UNION, FRANCE, OR BRITAIN\nTO IMPOSE A DUBIOUS \"PEACE\" AT ISRAEL'S\nEXPENSE.\nIT CAME AS NO SURPRISE THAT THE\nRUSSIANS AND EGYPTIANS VIOLATED TERMS OF\nTHE 90-DAY CEASE-FIRE LAST SUMMER BY MOVING\nMISSILE SYSTEMS FORWARD. WE VIGOROUSLY\nPROTESTED / BUT IN VAIN. INSTEAD OF\nREMOVING NEWLY-INSTALLED MISSILES FROM THE\nSTANDSTILL ZONE, SOVIET TECHNICIANS\nCONTINUED INSTALLATION WORK. NEW AND MORE\nSOPHI STICATED AND DANGEROUS SOVIET WEAPONS\nAND INVASION EQUIPMENT WERE SHIPPED.\nFORD & LIBRARY GERALD\n-8-\nTHE SO-CALLED \"LIBERATION\"\nFORCES OF THE ARABS MEANWHILE EMBARKED ON\nA NEW CAMPAIGN OF AIRLINE HIJACKING. THE\nARAB EXTREMISTS EMERGED AS FLAGRANTLY\nANTI-AMERICAN. TWO U.S. AIRLINERS WERE\nBLOWN UP. AMERICAN CITIZENS WERE HELD\nHOSTAGE AND TREATED AS \"PRISONERS OF WAR.\"\nTHERE WERE ATTEMPTS TO\nDISCRIMINATE BETWEEN AMERICAN HOSTAGES OF\nTHE JEWISH FAITH AND NON-JEWS. I AM VERY\nPLEASED AND PROUD THAT PRESIDENT NIXON,\nWITH THE BACKING OF THE CONGRESS AND THE\nPEOPLE OF THE UNITED STATES, VIGOROUSLY\nREJECTED THIS VICIOUS TACTIC.\nPRO-COMMUNIST ARAB GUERRILLAS\nTHEN SOUGHT TO OVERTHROW THE KINGDOM OF\nJORDAN. THE GUERRILLAS WERE STRIKING NOT\nONLY AGAINST ISRAEL BUT AT EVERY NON-RADICAL\nARAB GOVERNMENT THAT DARES TO RETAIN\nGERALD R.FORD LIBRARY\n-9-\nRELATIONS WITH THE UNITED STATES. THE\nARAB \"REVOLUTION\" MAKES ISRAEL ITS\nPROPAGANDA SCAPEGOAT. THE REAL TARGET IS\nTHE NON-COMMUNIST AND ANTI-COMMUNIST ARAB\n\"ESTABLISHMENT.\" IF ARAB EXTREMISTS WERE\nTO SUCCEED IN THEIR OBJECTIVES, THEY WOULD\nREPLACE PRESENT STRUCTURES WITH A PRO-\nCOMMUNIST ESTABLISHMENT.\nmecant\nPRESIDENT NIXON'S TRIP TO THE\nMEDITERRANEAN WAS INTENDED TO IMPRESS\nMOSCOW AND ITS ARAB CLIENTS WITH THE\n+ our continuing dedication to NATO.\nRESOLVE OF U.S. POWER. WE WILL NOT\nPERMIT THE MEDITERRANEAN TO BECOME A SOVIET\nSEA.\nI CONCUR, ALONG WITH THE\nREPUBLICAN LEADERSHIP OF THE CONGRESS, WITH\nTHE POSITION EXPRESSED BY PRESIDENT NIXON.\nTHE PRESIDENT TOLD NATO COMMANDERS OF\n\"THE PRIMARY INDISPENSABLE PRINCIPLE OF\nAMERICAN FOREIGN POLICY \" / \"AND THAT\nPRINCIPLE,\" HE SAID, \"IS TO MAINTAIN THE\nNECESSARY STRENGTH IN THE MEDITERRANEAN TO\nPRESERVE THE PEACE AGAINST THOSE WHO MIGHT\nTHREATEN THE PEACE.\" PRESIDENT NIXON ADDED\nTHAT \"THE MEDITERRANEAN IS THE CRADLE OF\nMANY GREAT CIVILIZATIONS OF THE PAST, AND\nWE ARE DETERMINED THAT IT SHALL NOT BE\nTHE STARTING PLACE OF GREAT WARS IN THE\nFUTURE.\"\nFORD & LIBRARY GERALD\n-11-\nIn\nWE HAVE NOW MOVED INTO AN\nENTIRELY NEW AND IMPROVED RELATIONSHIP\nWITH ISRAEL.\nTHE ISRAELIS RISKED THEIR LIVES\nBY TRUSTING AMERICAN ASSURANCES THAT EGYPT\nAND RUSSIA WOULD NOT EXPLOIT THE SUEZ\nCEASE-FIRE. SOVIET MISSILES WERE MOVED\nFORWARD IN THE MOST CYNICAL MANNER.\nREPEATED VIOLATIONS OF THE TRUCE TOOK PLACE\nON THE EGYPTIAN SIDE OF THE CANAL.\nTO MEET THIS CHALLENGE CONGRESS\nIS RESPONDING TO NEW ADMINISTRATION\nINITIATIVES WHICH REDRESS THE MILITARY\nBALANCE WE ARE ACTING NOW ON A\nSUPPLEMENTARY APPROPRIATIONS BILL TO COVER\n$500 MILLION IN MILITARY EQUIPMENT FOR\nISRAEL. THE MEASURE INCLUDES PHANTOM JETS\nseptected\nANTI-MISSILE DEVICES, AND OTHER WEAPONS.\nFORD\n^\nTHIS LEGISLATION GIVES ME A SENSE\nLIBRARY\n-12-\nOF RELIEF. I AM CONCERNED ABOUT ISRAEL'S\nMILITARY NEEDS. IT IS MY CONVICTION THAT\nSTRONG AMERICAN SUPPORT OF ISRAEL IS\nESSENTIAL TO DETER COMMUNIST AND ARAB\nBELLIGERENCY.\nI WISH TO PAY PARTICULAR TRIBUTE\nTO THE ISRAELI AIR FORCE. THE PERFORMANCE\nOF THE ISRAELI PILOTS REMINDS ME OF THE\nWORK DONE BY THE BRITISH ROYAL AIR FORCE\nDURING THE YEAR 1940 WHEN BRITAIN STOOD\nALONE, OUTNUMBERED AND BESIEGED. YET\nTHE NEW LEFT PUBLISHES POSTERS OF GUERNICA,\nTHE TOWN BOMBED BY THE NAZIS, AND SUGGESTS,\nIN EFFECT, THAT WE DO NOTHING WHILE THE\nGERALD LIBRARY\n-15-\nCOMMUNISTS PREPARE WHAT MIGHT BE A NEW\nGUERNICA FOR ISRAEL.\nIT IS VITAL THAT ISRAEL RECEIVE\nTHE BEST AVAILABLE AMERICAN ARMS. AS\nEXPENSIVE AS WEAPONS ARE, THEY ARE FAR\nCHEAPER THAN HUMAN LIFE.\nWE MUST RESIST THE BLANDISHMENTS\nOF NEO-ISOLATIONISM. WHEN WE CEASE MISSILE\nRESEARCH AND VOTE AGAINST DEVELOPMENT OF\nmilitary avent\nNEWER AND BETTER JETS, WE LESSEN OUR\nCAPACITY TO AID ISRAEL AND OTHER NATIONS\nSEEKING TO SURVIVE THE ONSLAUGHTS OF\nAGGRESSORS.\nIN ADDITION TO FURNISHING ARMS\nTO ISRAEL, WE MUST FIND A WAY TO REDUCE\nTHE TIME LAG BETWEEN THE ORIGINAL REQUEST\nOF ISRAEL FOR WEAPONS AND FINAL DELIVERY.\nTHERE MUST BE CONTINUITY AND CREDIBILITY\nFORD\nOUR FRIENDS ARE WAITING.\nOUR ENEMIES ARE\nLIBRARY\n-16-\nWATCHING.\nWE ARE NOW MOVING IN THE PROPER\nDIRECTION. There is also a very warm and real admiration for the State and people\nof Israel. The Israelis are pursuing the tradition of the Jewish fighters of old,\nthe Maccabees. They are waging a gallant struggle against the pressures of\ntotalitarianism and aggression.\nThere has been much speculation in the press about Egypt's determination to\nreject a third extension of the Suez Canal cease-fire on February 5 if there is no\nagreement by then by Israel to withdraw from occupied Arab territory.\nA high-ranking Egyptian delegation, including the vice-president of that\ncountry and the ministers of war, foreign affairs, and industry, will be in Moscow\nthis week. It is my conviction that strong American support of Israel is\nessential to deter Communist and Arab belligerency.\nI wish to pay particular tribute to the Israeli Air Force.
