SAME LETTER
TOALL
Dear
I appreciate your letter and those that I have received from
many others in support of my calling for an investigation of
unidentified flying objects. As you know, the House Committee
on Armed Services has held a hearing as a result of my request.
PHOTOCOPY FROM GERALD FORD I BRARY
One action has come out of this hearing that is bound to be a
first step in the right direction. It has been proposed that
there be an investigation, by a panel of scientists, of more
than 600 unexplained UFO sightings reported by the Air Force.
It has also been suggested that these scientists be chosen by
the National Academy of Sciences. While I had called for a
Congressional investigation, I feel this is a good first step.
Kindest personal regards.
Sincerely,
Gerald R. Ford, M.C.

Dear Rep. Ford:
I am so glad that something is being done about investigating Flying Saucers. The
attitude of the Air Force is doing more to scare peòple than a fact would scare them
such as learning that these things are extra- terrestrial. For myself, Ive followed
this sort of thing a bit closely and with an open mind. And I don't think all people
are fools who see something. I also would not be as scared of ourter-space people as
I am of my fellow man with his fooling around with nature.
I did not write this however, to tell you my views. I want to do a little review for
you Little historical review
From mory I'11 quote this ( I can't seem to find the article): It was perhaps in 1947
or 48 when for about 8 months a something like a planet or space platform hovered over
an Ohio city which I remember as being Cleveland.
During the Korean was, orange fireballs flew along side our war plines. Again, I quote
from memory.
This one I'm about to quote is not from memory. I will condense the facts from an article
dated Jan. 2, 1945 which I cut out from either the Chicago American or the Chicago Tribune.
It tells of red fireballs which the pilots nicknamed "foo-fighters". A red firball would
fly along with the plane just off the wingtip. Or perhaps three would fly along in vert ical
formation just ahead of the plane. The third type was a group of about 15 lights which
would appear off in the distance and flicker on and off like a Christmas tree. The pilots
thought these the wirdest weapons they had encountered in the war, and that their object
was psychological since they did not explode as they cameslongside. One pilot told of
a fireball traveling with him 20 miles and when he turned it turned with him. A pilot also
told of how he ditched one that had stayed at his wing tips at 360 miles an hour and when
he dove it £oomed up into the air. These firballs were much more numerous over the German
cities. Pilots assumed theee things were a German weapon, but the only confirmation they
could get was from the Associated Press that the Germans had thrown silvery balls into
the sky against day raiders, which the pilots had seen individually and in clusters.
As you know, the Russians right away took from Germany (as a spoils of war I guess) their
scientists. America was slow on the trigger and did not get this idea until they brought
Von Braun over here. So who knows what brilliant ideas the Russians appropriated from
the captured German scientists.
If you would like to have this article I'11 send it to you but I did not want to send it
unless solicited as I treasure it.
I do believe that in order to make sense out of the present sightings, one has to go in to
history a bit as it is always during the press of war that the greatest and most unusual
inventions are made.
If our air Force has something, they should admit it. I f they don't and are just being
coy so that other countries should think their sercrecy is covering some dynamic new
concept, to this I say he who laughs last laughs best. It seems we AMericans are kept
from knowing many things which to other countries are common knowledge.
While I'm writing this, I might as well add this bit ( when I typed the word "concept"
it brought it to mind: my son had worked out a design or concept for a transformation
of energy which would give lift power in an anti-gravity fashion. He is so zealous
over his great discovery that he would not tell me more after he started to describe it
to me and, I grasped the fundamentals too quickly. I guess he is afraid 1 would get flap py-
mouthed and tell someone else the details. A11 I know is that he said that when he has
it running and it is setting on a scale, then something put on top of that will show
much less weight than it actually weighs when he sets it on a scale by itself. To me th is
is something that is overcoming gravity.
I don't know to whom all he wrote about it, but 1 know he even wrote to Verner Von Braun
and that man answered him nicely but declined any use of the invention,
I believe that one reason the Germans are so good at science is that they encourage rath her
than discourage. I believe we should be that way too, How do these people know that my
son's invention, or any other man's invention is really not something great and different?
If we don't really own and operate these flying saucers, maybe we could. Surely we should,
if Russia or China or some other country has them.
I also think that our space probes which I III highly in favor of are a real model T.
The Flying Saucer concept or any AT WILL flying in atmosphere or space, will be the ultimate
answer.
Please forgive my errors. It is the fact that I'm a poor typist that I made so many erro

Dear Mr. Ford:
First of all, I'd like to thank you for your consideration of
the people in Michigan who have seen something which they felt
were Unidentified and Flying and Objects in the sky. It is a
relief to hear an important part of our government express the
opinion that the people who live in his State may not all be
subject to hallucinations.
I hasten to add, I have never been among the fortunate few who
have had a good look at a U.F.O. But, I do know several pretty
sane and level headed people who have, and they insist that what
they saw were machines of some kind. I've been looking for 20
years, and I've seen a lot of jet afterburners and weather balloons
and planets Venus
but so far, no machines.
If you are being subjected to ridicule, as the Detroit News says you
have been, as a result of your interest in bringing the real story

to the people
be it a positive or negative story
be assured
that most of those people are in agreement with your desire for a
real hearing. It seems obvious that the Air Force either does
know what the U.F.O.'s are and just isn't saying, or they don't
know what they are and aren't trying very hard to find out. Dr.
Hynek's brief and slapdash "investigation" of whatever happened in
Michigan could certainly not be considered as trying to find out
what the U.F.O. 's are.
I'd like to suggest you might shake somebody up a bit if you suggested
the Air Force get out of the U.F.O. business altogether
close their
project, fire their expert consultants, and save the taxpayers a bit of
change, since they are so certain there is nothing to investigate. I'd
bet dollars to donuts they'd find a reason that they must continue
rather than close a, probably, quite costly project. If they must go
on, then wouldn't they have to justify going on? And how do they justify
investigating hallucinations, especially when they can't seem to even see
the hallucinations?
Just a thought
and maybe it wasn't a very good one, but a great many
people are pretty weary of the Air Force's inconsistant and off-hand
treatment of this subject. I'm one of them. So, I think, are you.
Very sincerely,

Dear Congressman Ford,
In this morning's newspaper, I read of yesterday's hearing on UFOs by the
House Armed Services Committee. It was reported that both J. Allen Hynek and
Dr. Harold Brown stoutly declared that there is "no real evidence" of "extra-
terrestrial vehicles". Yet, NICAP's UFO EVIDENCE contains 183 pages of good,
solid evidence, and a second edition of this document is in the making. Also,
Edward J. Ruppelt, former head of the Air Force Project Blue Book (UFO), has
written a very impressive book, based entirely on official A.F. records, in
which he offers all the evidence anyone would ever hope to see. He even states
that in 1947, the Air Technical Intelligence Center concluded that UFOs are

indeed real.
Dr Brown's "sweet talk" sounded good, I'm sure, to the many Congressmen
who don't know of the Air Force's official policy on UFOs, but the true story
could only have been brought out if an organization such as NICAP had been
represented at the hearing. I sincerely hope that Congress doesn't let the
Air Force off the hook permenantly as easily as they did yesterday. Thank you
very much for all your time and support.
Yours very truly,

Re: Investigation of Unidentified Flying Objects
Sir:
I have noted with interest press reports quoting you
as demanding a Congressional investigation on the unidentified
flying objects, particularly with reference to the recent
sightings in the State of Michigan.
Last year a book entitled "Anatomy of a Phenomenon" was
published by Henry Regnery Company and authored by Jacques
Vallee, a condensation of which appeared in True Magazine in
the October, 1965 issue. The article states that Mr. Vallee,
born in France and now living in the United States, holds
degrees in mathematics and astronomy and has done extensive
research in the field of satellite technology. He also is a
consultant on NASA's "Mars Map" project, and further, in
writing this book he had access to the files of the United
States Air Force and to data from many European scientists.
He says in part as follows:
"I have always kept an open mind and have been careful
not to reject extreme hypotheses merely on the ground
of their 'fantastic' character, for nothing can be more
fantastic than a natural phenomenon not yet recognized
and classified by the human mind.
"We must view with contempt and irony those who will
continue to call the problem ridiculous only because
they do not know the solution. 'Ridicule, wrote one
of the eminent researchers in this field, 'is not part
of the scientific method, and the public should not be
taught that it is. "
I am also enclosing reproductions from pages 129 and 130
of aforesaid condensation with the parts which may be of interest
to you encircled.
I applaud your efforts in attempting to have an analysis
made of this whole subject as I believe that the American
people are entitled to far more information than they have
been getting from the Air Force authorities (except, of course,
where national interests and security requires non-disclosure).
Very truly yours,

Washington, D.C.
Dear Mr. Ford:
All members of this society want to congratulate you for

the action you have taken to protect the intellectual and
the citizens of your wonderful State of Michigan. I am
in reference to all the reported UFO's that were reported
in one central area of Michigan.
Also that it was you sir, that requested the Armed Service
and the Space committees to investigate the investigator.
Washington would be very much surprised how many thousands
are interested in the strange phenomena of the UFO. Two years
ago, many sighting has been witnessed, but because of the
uncouth way the Air Force special investigators and the
Air Force consultants expressed their (single) opinion about
these strange events, many would not report what they saw
because of personal ridicule which begins with the reported
evaluation from our government expence paid consultant. We
have investigated many sightings in the last two years, but
it was last year April 15, 1966 Mr. Hartle and I organized
this society, with one main goal, that is to urge the young
people to finish their schooling, advance toward higher
education. We had a drive on for members, we are a non-profit
society, each member donates their own time and money to act
as intermediary between the scientists and the students, this
required me as the publicity and research director to write
all over the world for up to date scientific data, fact sheets,
actual photos of various scientific events. Now we have over
1000 books, pamplets, fact sheets and actual photos of most
every science any one person would be interested in. Now not
only the students are coming to our office for book material
for their school work, but the adults are interested. As you
know, the progress of science in all fields changes day by
day, that it is impossible for text-books to be printed fast

enough for any school to have up-to-date material for their
students. We are not only in La Porte, Indiana, but seek
members in other States, if anyone is interested in any field
of science, I re-copy and reprint photos from the originals
and make sort of fact sheets to mail to the members of our
out of state members. All is free, we raise money from
lectures, donations from the members of the staff that want
this society to carry on what we are doing, because it is
for our students, the leaders of tomorrow. Each member has
to fill out an application, this is to learn who they are,
what they are interested in, and we check to see if anyone
believe or participates in any subversive groups. This will
keep a person out of this society, we believe in honesty,
loyalty to Our flag and Country, also when a group deals
with our young people, we feel Noowone should be a member
that could contaminate the good citizen.
I enclose a membership publication, I wish you would take the
time to read it through, this will explain more about this
society, also list the staff members, many are sheriff's,
chief of police, business people, scientists, professors
and just today a magazine publisher filled out one of our
applications as a member of the Board of Directors. We would
be very happy to have you as a member, also on the Board of
Directors. As you can see, everything is done by hand to keep
the cost down, in other words, "a simple publication with a

world of knowledge".
As you will note, we also investigate UFO's, but we do it in
a scientific fashion because we feel it is a science of some-
thing unknown. We had nearly as many sightings of UFO's as
your State, but three, four of our members investigated each
of the reported sightings, some we could give a reasonable
answer, other we could not answer, but we make a file of it
and send to renown men of science for their evaluation without
all the fanfare of ridicule as the Air Force and consultant
did to your citizens. We investigate with an open-mind, listen
and have them write out a report of what they witness, but
we handle all, be it a prank, true or whatever it happen to
be in a diplomatic fashion, with finesse. This seem to answer
each sighter, and I have reports in file where many stated that
the object they saw frighten them, that they didn't want to
see another, also I can show reports were the witness stated
after we investigated them, listen to them with sincerity, it
actually gave them peace of mind, sort of relief some would say.
I really don't know why, but in our way of handling these
witnesses, we feel the Air Force and all their help should
never release statements to the news media that degrade any
persons intelligence, too many prominent people has seen something.
We also feel that if the Air Force don't know, they should say
so, not come up with Venus, moon, or Marsh gases, those statements
only degrade the intelligence of the military and consultant,
because too many people are seeing something. Many ask us why
our Air Force explain their theory in this fashion, why don't
they be truthful, some say we are not paying tax money for
them that are on government payroll to be ridiculed, those are
hard question to answer when they read it in the papers. But
3
to stay loyal to our government and our military that are
to protect our security we explain that it is for security
reasons, as for the ridicule
well that is something else
that Washington must stop if they want the people behind
each of their representative. Am I not right?
I wonder sir, if you could get data on the out-come of the
investigation by the House Armed Service Committee that was
held with the Air Force special investigation teams on UFO's
to send our society a full report of this matter, we rather
get the material and comments direct from the source, not
read it in the newspapers, a reporter don't alway write as
reported, but add their opinions. This material will be
added to our science library for future reference.
I also enclose a tracking chart, how we kept track of the
reported sighting of what we heard, thought maybe this would
be of interest to you, I also sent our Congressman one to
show how many of these objects were sighted in Indiana.
I know your a very busy man, but if you decide to join our
group, it will not be any added work on your part, only at
times we may write for your opinion about something which
could be of science, governmental affairs or to get us some

fact sheets or booklets on some of our government science
probes as to space, medical etc, course we don't want or would
ever ask for anything if it is cloaked with security, only
up to date material that can be useful to the students and
laymen interested in our scientific world.
If you know of anyone else that would be interested to become
a member of this society, have them contact me.
Sincerely yours,

HOW DID URSA BEGIN ?
3
In pursuance to a call issued by government
leaders, educators, Scientists and industr-
ialists; concerning a grave need for higher
educational standards; Harry F. Koch and
Orvil R. Hartle whom were both interested
in science and were in mutual concern over
the ever-growing social irresponsibility
of both Youth and Adult all over the world;
URSA was ordained.
A meeting was held at 118 Oberreich Street,
La Porte, Indiana on May 15, 1965. There
the Universal Research Society of America
was conceived; whereas this organization in
its' small way might contribute to the call
of our leaders.
FREE
MEMBERSHIP
URSA is a non-profit society maintained by
membership donations. No member draws a
wage, each donating their own time.
All monies received by donation are used

The Universal Research Society of America,
(URSA); is derived from the first letters
of the named society.
URSA,-(from the Stars in the heavens)
-is the name of a Constellation, are the
most conspicuous in the Northern Sky,
located near the Pole Star, (Palaris) -more
commonly known as URSA Major, the Great
Bear, or the Big Dipper.
4
Since Antiquity URSA Major has served as a guide
to those who were lost, with this in mind, the
Universal Research Society of America has
adopted the Big Dipper as a symbol of guidance.
WHO MAY BE MEMBERS ?
URSA does not limit membership as to age, race,
color or creed; but does expect of each member
the following qualifications:
1. An interest in General Science and Human
Welfare.
2.
Loyalty.
3.
Non-Subversive.
4.
Honesty and Truthfulness.

alty to Country.
Those members committing these acts will be
discharged from membership.
All adult members will receive an I.D. card
and also the "Flame Of Youth" bi-monthly
publication.
Student members will receive an I.D. card and
the "Student Reminder" bi-monthly publication.
The Antiquity Society members, (over 65.) will
receive an I.D. card and the Antiquity Society
bi-monthly publication.
In the near future, all three of these
publications will be under one cover. But each
will carry their own title.
PUBLICATIONS

I. The Flame of Youth. A simple publication
with a world of Knowledge. A publication
for adult members or advanced science
students members of URSA, it will contain
the following:
(A) Staff Membership list as each new member
joins URSA.
(B) Articles of Science on all phases of
scientific advancements, consisting of quotes
by scientists, articles by renown Scientists,
Theologians; articles of Social Political
and economic interest; Editorals by the
Staff members. Current events and The Flame
of Youth will be a bi-monthly.
II. The Student Reminder. Is a publication
prepared by, and edited by students that
are members of URSA,
It will consist of articles of science,
Social, Religious and Political. Each
article will be of their own opinion.

Sponsored by, URSA a bi-monthly.
III. The Antiquity Society Publication is a
publicity publication for members over 65
consist ing of items of interest to those
who flourished and were the leaders of
yesteryear; these items are of religion,
science, economic, political, current events
and articles of yesteryear, also a bi-monthly.
Universal Research Society of America consists
of three branches;
1. URSA members 6 years old to 21.
2. URSA members 21 years old and older.
3. URSA members of yesteryear, 65 years
old and older.
But every member work toward the same goal, and
that is to urge each student to finish their
education, to learn the scientific nature of this
world, all of us to advance toward higher education
6
Because of the interest URSA has created
among the young people, URSA main office
and staff decided to let the young people
voice their own opinion, with their
publication.
This too, created outstanding interest
among the people 65 years old and older.
This group has expanded membership to include
those whom are no longer actively engaged in
the everyday function of society today.
Those with membership on this group may
edify Both themselves and URSA by contribu-
tions of their knowledge of yesteryear.
It will be the duty of the URSA Antiquity
Society to collect ancient data of histor-
ical significance to contribute to the URSA
science library.
This information will be in the form
of old books, magazines, pictures, etc; or
any data of scientific nature, scientic or
unusual nature.
By doing so; members of the Antiquity
Society will function as a. group or club;
deriving many social benefits by collabor-

ation among themselves and others through-
out the world,
There is no membership fee. URSA is
non-profit and operated by donations from
members that feel this Society is helping
our young people an others interested in the
advancement of science. Anyone can give as
little as they want or as much as they want.
One can donate even if not a member.
URSA VIEWS
(1) Citizens should cultivate young minds
with true facts; this to be accomplish-
ed by acting as "intermediaries" betwe-
en the students and laymen and the
renown men of science, all of whom are
more than happy to cooperate.
7
(2) We need the help of every one in order the
TRUTH may be told as explained.
(3) If separted our learning is mediocre; but
in togetherness; there is no end of
knowledge.
(4) All have a great part in this scientific
world.
(5) The entire program of URSA is under the
government of those with knowledge of
Science, Economic, Social, Religious, and
Government Affairs, and also those whom
have great concern for youth, regardless
of race, color or creed.
(6) By staffing this society by proven special-
ists in their field of endeavor we are in
for continued orderly growth; presently
operating in several states and with plans
made to expand, if possible, into all 50
States and into Foreign countries; as
rapidly as we efficiently can.
PHOTOCOPY FROM GERALD FORD I BRARY
(7) The problems of the world today will not
be solved by those who are satisfied with
mediocre work or erresponible leaders.
(8) Another function of this Society is to aid
in elimination of juvenile delinquency;
by holding out a helping hand; giving the
youth something to cling to, and at the
same time, guide them toward education and
to show them that street fighting, riots,
marching and general disorder, culminated
by acts of dishonor or disloyalty against
their country; their fellowman; their
parents. To teach it is wrong and the only
result of these actions is hardship to
themselves and family.
8
(9) One must not stop learning because they
posess a diploma or a degree from an
Educational Institution. Many place too
much emphasis on diplomas instead of what
one can do.
(10) In this scientific world there is much to
be learned that is not evident in text-
books, on the drawing board, or in the
test-tubes; not to mention education
necessary for manned space flight to
other Planets.
(11) Knowledge is as big as our Universe with
many more hidden wonders beyond the
concept of man.
(12) No one is ever too old to learn....but
what we learn and accomplish today is
obsolete tomorrow, therefore we "must"
keep abreast day by day as new events
happen, or we will be left far behind.
PHOTOCOPY FROM GERALD FORD I BRARY
(13) A college degree may be the key to a
job but it carries no assurance of success.
(14) Education has not been directed toward
focusing your conformity to a pattern
adopted by every-one else; but instead it
has been directed toward developing with-
in your intelligent self direction. One
should advance ones self to go beyond the
past and into the future.
(15) People should look toward endeavoring to
make the world and Outer Space a much
greater place to live, that we might all
work together in science and life to have
peace throughout the Universe.
(16) To further increase knowledge, we must
have Unity between all Nations, work
together to probe the heavens above and
the planets within this universe.
9
(17) Unity is equally as important as Space
and Time.
(18) Beginning with Youth and extending to all
the basic necessity is "motivation" and a
desire to probe into unknown sources
That is where URSA comes to light, with
the advance material for those who seek.
&
POLITICS
Each of us should carefully study all candidates
who seek public office; whether it be town,
city, state or nation. Elect the "right" man
for the job he is suppose to do.
We are not concerned with your political Party,
but exercise your right to VOTE!!!!!
The time has come when each citizen should
understand political affairs as well as he knows
the value of his dollar earned. Be not
influence by nO-one or no group. Each should
vote for the person whom he thinks is qualified

and will do his upmost for his people.
Remember! they are to represent all of us in
their terms of office, and are to rule under the
law of the land, for freedom, justice and
equal rights. When we place that person in
office, all must stand behind their leader it
was the people that placed them.
WHAT CAN YOU DO AS A MEMBER OF URSA ???
1.
Help organize an URSA Subordinate Group in
your area.
2. Take an active part in Youth Programs -
There is no pay, but it does aid your
communities. It brings self peace and
contentment knowing we have served as a
teacher and guide.
10
3.
Cooperate with your local officials.
They are the servants of the people
and we voted them to their office, they
need your help with school and other
civic problems; in order to make your
community a better place in which to
live.
4.
Be a teacher for this society as a
member of URSA
5.
Research into the history of your com-
munity, you will be surprised how inter-
esting it is and you will discover
things you never knew.
6.
Obey the laws, advocate safety.
7. Be as inquisitive as the youth but of
good things.
8,
Treat everyone as you want to be treated.

Always be of open-mind, you will find that
one learns much faster.
OFFICE EQUIPMENT
11
URSA is a non-profit organization and the cost
of material is such, we do not have an elaborate
publication. Everything is done by hand.
Printing is done with a photo-copier, cut
stencils for the mimeograph machine, and we
have the use of a Xeros machine when needed.
We have a small photo-lab for processing
both film and paper when the need arises.
We have two typewriters, four cameras, and
few other testing devices for experiments.

The Honorable Gerald Ford

House Office Building
Washington, D.C.
Dear Mr. Ford:
Re: U.F.O.
Your suggestion of a congressional investigation in regard to un-
identifi ed flying objects meets with my enthusiastic approval. This is
long overdue.
The Air Force is so very intent on squashing all news and infor-
mation regarding these friendly visitors, and I feel the public is en-
titled to and should know.
I trust that you were not kidding when you mentioned the investi-
gation. I urgently ask that this be done.

Dear Congressman Ford,
I want to thank you for calling for
a Congressional investigation of UFO's.
It is my opinion that these objects are
spacecraft piloted by intelligent beings
from another solar system.

st is unfortunate that so many people
have such closed minds when it comest
to UFO's. It this time in history when
we have so much freedom to think
and education is as far advanced as
it is, d find it hard to believe that
people can be so sceptical,
I admit that UFO's are associated with
some quite weird phenomena. you need
only to look at such magazines as
"7. lying Soucer," "Search" and Fate to see
what I mean, such things as visiting
the dead, civilizations inside the earth,
and reincarnation are difficult for me
to comprehend. It is unfortunate that some
people who believe flying saucers exist.
also believe in such phenomena, which
makes them look like crackpots. There
are many people, however, who believe
flying soucers exist while not believing
in these other things.

Dear Sir:
I am very interested in the subject of Unidentified
Flying Objects and extra-terrestial-visitors. I am
interested in your opinion on these subjects due to the
recent sightings in various states. It is almost im-
possible to find any true facts about U. F. 0.'s, and I
would like to know why!?!
I would appreciative if you could send me any
available information concerning U. F. 0.'s. 's.

Representative Gerald Ford of Michigan
Washington, D. C.
Dear Sir;
I would like for every member of Congress to
obtain and read "The UFO Evidence", published by National
Investigations Committee for Aerial Phenomena and then
decide if the UFO's are real or not.
Too many responsible people have seen the things,
and the damned Air Force with usual Pentagon Stupidity
has only made itself ridiculous.
If the inclosed check list does not define my
opinion of Johnson and his gang of crooks, I will draw you
a diagram. One big fat lie after another from start to
finish is his unbroken record. I am completely fed up with
his big government, big labor, big nigger, and big lie
policies. Look what it brought in the fireman's strike.
PHOTOCOPY FROM GERALD FORD I BRARY
It is high time some of the more prominent
Washington sonsofbitches gave consideration to the sober,
serious, responsible, taxpaying element of our society
instead of the ragtag portion headed by Martin Luther King
and the other bleeding hearts who believe that only the
black face and the kinky head are requisites for the ballot.
And I am quite willing that Johnson, the damned
State Department, and the damned Pentagon go to Viet Nam and
let the country boys come home. We had no business there in
the first place; and are merely duplicating Russia in Hungary
and Hitler in Holland. They started and escalated the mess;
and if there is any fighting to be done there, let them do
it. For my part, I will cheerfully help the Viet Cong chase
them out of Asia, and help the Rhodesians chase the damned
British out of Africa, if they will only come over here and
help chase the damned federals out of our schools, our
cities, and our states.
Emphatically;

April 6, 1966
The Honorable Gerald R. Ford
The House Office Building
Washington, D.C.
Dear Mr. Ford:
As you well know, our state has been the scene of many
U.F.O. sightings in recent weeks. National attention has
been focused on Michigan by way of articles in some of our
great weekly news media, the New York Times and Life Maga-
zine,
Many opinions and explanations by our United States
Air Force and others respected in this field have come out

of these sightings and been made public.
And, although these men maybe correct in their explan-
ations, 1 can never believe that what I saw in the early
morning of March 26, 1966, was "swamp gas". At this point,
I must not accept the "experts" opinion.
I would like to voice my wholehearted support for your
request of a congressional investigation in the area of
Unidentified Flying Objects. I truly would like to know
just what law enforcement officers, educators, and the
many people of the state of Michigan, have witnessed in
the skies this past month.
I am very grateful to you for taking time to answer
my correspondence in the past. You have helped me great-
ly, and I would like to express my appreciation for all
that you have done,
Mark

MAJOR DONALD E. KEYHOE
USMC (RET.) DIRECTOR
Rep. Gerald Ford
House Office Building
Washington, D.C.
Dear Congressman Ford:
I congratulate you for your courage and forth-
rightness in requesting hearings on UFOs. The risk
of association with crackpots certainly has been a
detriment to any serious probe into UFOs, and we
realize that there were political risks involved in
the stand you took. History will record the important
role you have played in helping to bring about a rat-
ional study of UFOs and public enlightenment on the
Stop
subject.
PHOTOCOPY FROM GERALD FORD I BRARY
For your information I am enclosing a copy of our
Code
statement in response to the announced results of
yesterday's hearings; a copy of one of the Sheriff's
reports from Michigan; and details on the indident in
Maine where a man fired his pistol at a UFO (a very
foolish gesture, I might add, and one citizens ought
to be warned against).
Note especially Mr. King's description of the text-
ured surface of the object he saw, which compares fav-
orably with some of the descriptions from the area of
Ann Arbor, Michigan.
If UFOs are now studied honestly and thoroughly by
civilian scientists, NICAP will have accomplished its
main goal. We intend to continue disseminating reliable
information to the public, since the Air Force has kept
most people in the dark and misled many others.
If we can be of any assistance to you, we shall be
glad to help.
Sincerely yours,
RicherdHoll

NICAP endorses the need for a review of the unexplained
UFO cases by a non-profit scientific organization. We have
contended all along that scientists should study these
reports. However, if the results of the study are to be
taken seriously, the scientific agency should be totally
independent of the Air Force.
[J.Allen]
Dr. HYNEK's statement that there are only about 20
detailed reports from responsible persons available for
further study tends to suggest that the review would not
be a thorough and objective one. HICAP has 1,000-1500 good
reports from competent observers, and WD can't believe the
Air Force has only 20. This also contradicts the Air Force
statement released in February that there are 646 unexplained
cases in Air Force files.
PHOTOCOPY FROM GERALD FORD I BRARY
Under the proper conditions, with assurances that the
best evidence available would be analyzed, NICAP would CO-
operate fully with such a study. To be really thorough,
the investigation would have to include analysis of Air
Force radar tracking reports, which presently are classified.
NICAP known of at least 50 cases of LEOS being tracked by
Air Force radar sites.

Patrol pulled onto Marion Road to get closer, and
then our attention was drawn to #1, from Milan Police Patrol. We pulled over onto
arkona Road, 20' or about that distance East of RR Tracks, where we observed objects
until about 6:45 AM, when we returned to our office in Ann Arbor. We last observed
from US-23 and I-94, as a briliant light in the sky, and still climbing in altitude.

NATIONAL INVESTIGATIONS COMMITTEE
ON AERIAL PHENOMENA

WASHINGTON, D. C. 20036
Strange as it may seem and as skeptical as I had been about
these sightings of "UFO's" in the past, I can now erase all
doubts in my mind as to these fingings.
On the evening of March 23rd, 1966, I had been coming
home after bringing my fiancee home. I drove down Inter-
state 95 toward Bangor, took the Hogan Road exit, then
made a right turn on the Mount Hope Avenue road. The
Bangor State Hospital is located on the left hand side of
the road as you would travel towards Bangor on Mount Hope,
and just about the second entrance to the hospital I noticed
an object in the field just past a patch of small bush-trees
to my right. I slowed my car down to get a better glimpse

of whatever it was about 200 feet in the area from the road-
side. From what I could see from inside the car the object
was about two car-lengths in length, approximately the half
distance between two telephone poles, about ten feet high,
with at small blueish dome-like canopy on top. It resembled
a deflated football, but was more rounded on top than was on
bottom. I emerged from my car and took off my glassed to
get 3 better look at it. Then, I noticed that the object had
an orangy light or something to that effect in the center and
a blueish 11g t on the right and an white light on the left.
Both of these "lights" were a frosty or hazy hue.
2.
The body or fuselage was an awful color, one of which I had
never seen before. It was 3. yellowish color and I could
distingtly see some sort of metalwork in small ribbed form
on this thing. From the underside it looked as if 1t had
3 reddish ef ect which readily changed to a pink , orange and
then back to a red. This was approximately around ten minutes
before twelve am. , add at this time I was not about to just
stand there observing whatever was starting to move. I went
for ay $22 magnum automatic pistol that was under the seat
of my convertible, took the clip from my glove compartment,
loaded and cocked the pistol and went back out to where I
PHOTOCOPY FROM GERALD FORD I BRARY
was standing outside the car over the left fender and waiting
for watever the next thing that may happen.
The object moved from my right to left, as I have said, the
thing cas about 200 feet in the field then moved slowly and
stealthly 150 feet vertical with the road. I was about ready
for anything at this time. Even dying. I could hear the
scrapi> of the undercarriage of the object on the small
alderberry bushes and pine trees that were in its path.
It then stopped and started towards me, quickly at first, then
slow, like 3 tank would approach its target. I aimed the
pistol at the orangy "11ght" in the middle which kept getting
lighter and darker, lighter and darker, then , when the thing
was about 100 feet from me I broke the silence for the excep-
tipn of the scraping, with a shot from my pistol. The shot
I did not intend to fire. Nothing happened. This thing

just kept coming at me slowly. when it was about 50 feet
away from me it stopped, the car lights dimmed and the
radio cut out. I was listening to mucic from WKBW in
New fork. I lost the station completely. This I did not
pay any attention to. I shot the pistol once more and still
there did not seem to be any reaction. The object was hovering
then, over a large puddle 50 feet away and I could see
rotating livits or windows underneath of the craft. The
only noine was a slight humming electrical sound like ohm
voltage current. I fired once more and it started to glow a
little brighter in the colors I described and took off at 8
tremondous rate of speed. I fáredagain as 1t took off.
PHOTOCOPY FROM GERALD FORD I IBRARY
I heard a noise like a recoil from a spring, but that was
not the true sound I heard. I thought I saw another thing
take off at the same speed and direction at the same time.
This seemed to be smaller. It took off at an 80° dihedral
and as 1 got back in my car I saw it vanish from the area but
saw 1t high above the city, Very high and gleaming. I had 8.
little trouble to start the car, but finally started it.
This should not have happened for it is a fairly new car.
I immediately went to the Bangor Police station and told
them of what 1 saw. I was very shaken up. I learned at
that time that two Bangor policemen saw something howering
over the city of Bangor at about 10:30 pm, and described it
as iving like "100 police spotlights rotatâng and howering
in the sky".
After I had filed 8 report with them, a caller phoned in to
the police st Mou, identifying himself as a Captain at
Dow Air Force Bass 10 Bangor, add said, as I heard 3. police-
officer say,...." You are Captain who

description of exactly what I saw over Garland Street Junior
Hign School. This area is all tared and The school area is
not swamps. This, she saw at 9:30, the same night as all these
reports came in.

Mr. Ford:
it would seem that, with the radar coverage of
the northern part of this hemishere by various agencies
of the us and Canada, there would be a definite possibility
of tating, with concurrent proof, just what the state is
with UFOs, the possibility, actual, suspected, or uncertain
as actuaaly exists. in any case, the total blackout on in-
fermation of this sort is hardly comforting, and does not
conform to the responsibility expected of citizens and the
consequent need of them for honest and true information
from their governmental agencies.
should there be a reality involved, its sudden
and eventually necessary appearance would be likely to in-
volve such usual defensive mechanisms among uninformed
peoples as would result in mutual misunderstandings and
perhaps a bitter conflict.
the air force investigative agencies, our own space pro-
jects (and their expressions of some of participants),
such projects as that centered in Green Banks, W.Va:
all these indicate that an official seriousness does ex-
ist on many levels. those which, however, involve the
control, frustration, or humiliation of minds seeking
truth and knowing that in some degree it has been ap-
prehended officially are the ones which must be forced
to present clearly, without distortion, even without
explanation if necessary, their own collations and con-

clusions.
i recommend to you, as fine reading on many levels
as well as an informative view of possibilities inherent
in such contacts, Ray Bradbury's Martian Chronicles; and
offer such support as i can or you might wish in this
present investigation.
it seems to me that the probable source of your call
for investigation is a desire to satisfy your constitu-
ents, and to spare them from the humiliation and frustra-
tion of being given childish and untrusting explanations
which defy their experiences. for this also 1 salute you.
