As you know, the House Committee on Armed Services has held a hearing as a result of my request. It has been proposed that there be an investigation, by a panel of scientists, of more than 600 unexplained UFO sightings reported by the Air Force. It has also been suggested that these scientists be chosen by the National Academy of Sciences. While I had called for a Congressional investigation, I feel this is a good first step. C. Dear Rep. Ford: I am so glad that something is being done about investigating Flying Saucers. The attitude of the Air Force is doing more to scare peòple than a fact would scare them such as learning that these things are extra- terrestrial. For myself, Ive followed this sort of thing a bit closely and with an open mind. And I don't think all people are fools who see something. I also would not be as scared of ourter-space people as I am of my fellow man with his fooling around with nature. I did not write this however, to tell you my views. I want to do a little review for you Little historical review From mory I'11 quote this ( I can't seem to find the article): It was perhaps in 1947 or 48 when for about 8 months a something like a planet or space platform hovered over an Ohio city which I remember as being Cleveland. During the Korean was, orange fireballs flew along side our war plines. Again, I quote from memory. This one I'm about to quote is not from memory. I will condense the facts from an article dated Jan. 2, 1945 which I cut out from either the Chicago American or the Chicago Tribune. It tells of red fireballs which the pilots nicknamed "foo-fighters". A red firball would fly along with the plane just off the wingtip. Or perhaps three would fly along in vert ical formation just ahead of the plane. The third type was a group of about 15 lights which would appear off in the distance and flicker on and off like a Christmas tree. The pilots thought these the wirdest weapons they had encountered in the war, and that their object was psychological since they did not explode as they cameslongside. One pilot told of a fireball traveling with him 20 miles and when he turned it turned with him. A pilot also told of how he ditched one that had stayed at his wing tips at 360 miles an hour and when he dove it £oomed up into the air. These firballs were much more numerous over the German cities. Pilots assumed theee things were a German weapon, but the only confirmation they could get was from the Associated Press that the Germans had thrown silvery balls into the sky against day raiders, which the pilots had seen individually and in clusters. As you know, the Russians right away took from Germany (as a spoils of war I guess) their scientists. America was slow on the trigger and did not get this idea until they brought Von Braun over here. So who knows what brilliant ideas the Russians appropriated from the captured German scientists. If you would like to have this article I'11 send it to you but I did not want to send it unless solicited as I treasure it. I do believe that in order to make sense out of the present sightings, one has to go in to history a bit as it is always during the press of war that the greatest and most unusual inventions are made. If our air Force has something, they should admit it. I f they don't and are just being coy so that other countries should think their sercrecy is covering some dynamic new concept, to this I say he who laughs last laughs best. It seems we AMericans are kept from knowing many things which to other countries are common knowledge. While I'm writing this, I might as well add this bit ( when I typed the word "concept" it brought it to mind: my son had worked out a design or concept for a transformation of energy which would give lift power in an anti-gravity fashion. He is so zealous over his great discovery that he would not tell me more after he started to describe it to me and, I grasped the fundamentals too quickly. I guess he is afraid 1 would get flap py- mouthed and tell someone else the details. A11 I know is that he said that when he has it running and it is setting on a scale, then something put on top of that will show much less weight than it actually weighs when he sets it on a scale by itself. To me th is is something that is overcoming gravity. I don't know to whom all he wrote about it, but 1 know he even wrote to Verner Von Braun and that man answered him nicely but declined any use of the invention, I believe that one reason the Germans are so good at science is that they encourage rath her than discourage. I believe we should be that way too, How do these people know that my son's invention, or any other man's invention is really not something great and different? If we don't really own and operate these flying saucers, maybe we could. Surely we should, if Russia or China or some other country has them. I also think that our space probes which I III highly in favor of are a real model T. The Flying Saucer concept or any AT WILL flying in atmosphere or space, will be the ultimate answer. Please forgive my errors. It is the fact that I'm a poor typist that I made so many erro but I did think that even with mistakes it would be more readable than longhand. Dear Mr. Ford: First of all, I'd like to thank you for your consideration of the people in Michigan who have seen something which they felt were Unidentified and Flying and Objects in the sky. It is a relief to hear an important part of our government express the opinion that the people who live in his State may not all be subject to hallucinations. I hasten to add, I have never been among the fortunate few who have had a good look at a U.F.O. But, I do know several pretty sane and level headed people who have, and they insist that what they saw were machines of some kind. I've been looking for 20 years, and I've seen a lot of jet afterburners and weather balloons and planets Venus but so far, no machines. If you are being subjected to ridicule, as the Detroit News says you have been, as a result of your interest in bringing the real story PHOTOCOPY FROM GERALD FORD I BRARY to the people be it a positive or negative story be assured that most of those people are in agreement with your desire for a real hearing. It seems obvious that the Air Force either does know what the U.F.O.'s are and just isn't saying, or they don't know what they are and aren't trying very hard to find out. Dr. Hynek's brief and slapdash "investigation" of whatever happened in Michigan could certainly not be considered as trying to find out what the U.F.O. 's are. I'd like to suggest you might shake somebody up a bit if you suggested the Air Force get out of the U.F.O. business altogether close their project, fire their expert consultants, and save the taxpayers a bit of change, since they are so certain there is nothing to investigate. I'd bet dollars to donuts they'd find a reason that they must continue rather than close a, probably, quite costly project. If they must go on, then wouldn't they have to justify going on? And how do they justify investigating hallucinations, especially when they can't seem to even see the hallucinations? Just a thought and maybe it wasn't a very good one, but a great many people are pretty weary of the Air Force's inconsistant and off-hand treatment of this subject. I'm one of them. Leader Gerald Ford Congress of the United States House of Representatives Dear Congressman Ford, In this morning's newspaper, I read of yesterday's hearing on UFOs by the House Armed Services Committee. It was reported that both J. Allen Hynek and Dr. Harold Brown stoutly declared that there is "no real evidence" of "extra- terrestrial vehicles". Yet, NICAP's UFO EVIDENCE contains 183 pages of good, solid evidence, and a second edition of this document is in the making. Also, Edward J. Ruppelt, former head of the Air Force Project Blue Book (UFO), has written a very impressive book, based entirely on official A.F. records, in which he offers all the evidence anyone would ever hope to see. He even states that in 1947, the Air Technical Intelligence Center concluded that UFOs are PHOTOCOPY FROM GERALD FORD I BRARY indeed real. Dr Brown's "sweet talk" sounded good, I'm sure, to the many Congressmen who don't know of the Air Force's official policy on UFOs, but the true story could only have been brought out if an organization such as NICAP had been represented at the hearing. Re: Investigation of Unidentified Flying Objects Sir: I have noted with interest press reports quoting you as demanding a Congressional investigation on the unidentified flying objects, particularly with reference to the recent sightings in the State of Michigan. Last year a book entitled "Anatomy of a Phenomenon" was published by Henry Regnery Company and authored by Jacques Vallee, a condensation of which appeared in True Magazine in the October, 1965 issue. The article states that Mr. Vallee, born in France and now living in the United States, holds degrees in mathematics and astronomy and has done extensive research in the field of satellite technology. He also is a consultant on NASA's "Mars Map" project, and further, in writing this book he had access to the files of the United States Air Force and to data from many European scientists. He says in part as follows: "I have always kept an open mind and have been careful not to reject extreme hypotheses merely on the ground of their 'fantastic' character, for nothing can be more fantastic than a natural phenomenon not yet recognized and classified by the human mind. "We must view with contempt and irony those who will continue to call the problem ridiculous only because they do not know the solution. 'Ridicule, wrote one of the eminent researchers in this field, 'is not part of the scientific method, and the public should not be taught that it is. " I am also enclosing reproductions from pages 129 and 130 of aforesaid condensation with the parts which may be of interest to you encircled. I applaud your efforts in attempting to have an analysis made of this whole subject as I believe that the American people are entitled to far more information than they have been getting from the Air Force authorities (except, of course, where national interests and security requires non-disclosure). I am in reference to all the reported UFO's that were reported in one central area of Michigan. Also that it was you sir, that requested the Armed Service and the Space committees to investigate the investigator. Washington would be very much surprised how many thousands are interested in the strange phenomena of the UFO. Two years ago, many sighting has been witnessed, but because of the uncouth way the Air Force special investigators and the Air Force consultants expressed their (single) opinion about these strange events, many would not report what they saw because of personal ridicule which begins with the reported evaluation from our government expence paid consultant. We have investigated many sightings in the last two years, but it was last year April 15, 1966 Mr. Hartle and I organized this society, with one main goal, that is to urge the young people to finish their schooling, advance toward higher education. We had a drive on for members, we are a non-profit society, each member donates their own time and money to act as intermediary between the scientists and the students, this required me as the publicity and research director to write all over the world for up to date scientific data, fact sheets, actual photos of various scientific events. Now we have over 1000 books, pamplets, fact sheets and actual photos of most every science any one person would be interested in. Now not only the students are coming to our office for book material for their school work, but the adults are interested. As you know, the progress of science in all fields changes day by day, that it is impossible for text-books to be printed fast A SOCIETY CONCERNED IN THE ACADEMIC AFFAIRS OF YOUTH WORLD WIDE 2 enough for any school to have up-to-date material for their students. We are not only in La Porte, Indiana, but seek members in other States, if anyone is interested in any field of science, I re-copy and reprint photos from the originals and make sort of fact sheets to mail to the members of our out of state members. All is free, we raise money from lectures, donations from the members of the staff that want this society to carry on what we are doing, because it is for our students, the leaders of tomorrow. Each member has to fill out an application, this is to learn who they are, what they are interested in, and we check to see if anyone believe or participates in any subversive groups. This will keep a person out of this society, we believe in honesty, loyalty to Our flag and Country, also when a group deals with our young people, we feel Noowone should be a member that could contaminate the good citizen. As you will note, we also investigate UFO's, but we do it in a scientific fashion because we feel it is a science of some- thing unknown. We had nearly as many sightings of UFO's as your State, but three, four of our members investigated each of the reported sightings, some we could give a reasonable answer, other we could not answer, but we make a file of it and send to renown men of science for their evaluation without all the fanfare of ridicule as the Air Force and consultant did to your citizens. We investigate with an open-mind, listen and have them write out a report of what they witness, but we handle all, be it a prank, true or whatever it happen to be in a diplomatic fashion, with finesse. This seem to answer each sighter, and I have reports in file where many stated that the object they saw frighten them, that they didn't want to see another, also I can show reports were the witness stated after we investigated them, listen to them with sincerity, it actually gave them peace of mind, sort of relief some would say. I really don't know why, but in our way of handling these witnesses, we feel the Air Force and all their help should never release statements to the news media that degrade any persons intelligence, too many prominent people has seen something. We also feel that if the Air Force don't know, they should say so, not come up with Venus, moon, or Marsh gases, those statements only degrade the intelligence of the military and consultant, because too many people are seeing something. Many ask us why our Air Force explain their theory in this fashion, why don't they be truthful, some say we are not paying tax money for them that are on government payroll to be ridiculed, those are hard question to answer when they read it in the papers. But 3 to stay loyal to our government and our military that are to protect our security we explain that it is for security reasons, as for the ridicule well that is something else that Washington must stop if they want the people behind each of their representative. Am I not right? I wonder sir, if you could get data on the out-come of the investigation by the House Armed Service Committee that was held with the Air Force special investigation teams on UFO's to send our society a full report of this matter, we rather get the material and comments direct from the source, not read it in the newspapers, a reporter don't alway write as reported, but add their opinions. This material will be added to our science library for future reference. I also enclose a tracking chart, how we kept track of the reported sighting of what we heard, thought maybe this would be of interest to you, I also sent our Congressman one to show how many of these objects were sighted in Indiana. Koch and Orvil R. Hartle whom were both interested in science and were in mutual concern over the ever-growing social irresponsibility of both Youth and Adult all over the world; URSA was ordained. A meeting was held at 118 Oberreich Street, La Porte, Indiana on May 15, 1965. There the Universal Research Society of America was conceived; whereas this organization in its' small way might contribute to the call of our leaders. FREE MEMBERSHIP URSA is a non-profit society maintained by membership donations. No member draws a wage, each donating their own time. All monies received by donation are used for operational expense in the form of office material, postage and stationary, equipment. All monies also received by donation from groups, clubs or organizations; in request of leactures on science topics of interest are also used in same manner of supplies. All members are entitted to our science library priviledges and will receive a copy of URSA bi-monthly (issued ever two months) publication. - URSA - The Universal Research Society of America, (URSA); is derived from the first letters of the named society. URSA,-(from the Stars in the heavens) -is the name of a Constellation, are the most conspicuous in the Northern Sky, located near the Pole Star, (Palaris) -more commonly known as URSA Major, the Great Bear, or the Big Dipper. 4 Since Antiquity URSA Major has served as a guide to those who were lost, with this in mind, the Universal Research Society of America has adopted the Big Dipper as a symbol of guidance. Many place too much emphasis on diplomas instead of what one can do. (10) In this scientific world there is much to be learned that is not evident in text- books, on the drawing board, or in the test-tubes; not to mention education necessary for manned space flight to other Planets. (11) Knowledge is as big as our Universe with many more hidden wonders beyond the concept of man. (12) No one is ever too old to learn....but what we learn and accomplish today is obsolete tomorrow, therefore we "must" keep abreast day by day as new events happen, or we will be left far behind. And, although these men maybe correct in their explan- ations, 1 can never believe that what I saw in the early morning of March 26, 1966, was "swamp gas". Note especially Mr. King's description of the text- ured surface of the object he saw, which compares fav- orably with some of the descriptions from the area of Ann Arbor, Michigan. If UFOs are now studied honestly and thoroughly by civilian scientists, NICAP will have accomplished its main goal. We intend to continue disseminating reliable information to the public, since the Air Force has kept most people in the dark and misled many others. A privately-supported fact-finding body serving the national public interest a: UFOs 4-5-66 Richard Hall NICAP endorses the need for a review of the unexplained UFO cases by a non-profit scientific organization. We have contended all along that scientists should study these reports. However, if the results of the study are to be taken seriously, the scientific agency should be totally independent of the Air Force. [J.Allen] Dr. HYNEK's statement that there are only about 20 detailed reports from responsible persons available for further study tends to suggest that the review would not be a thorough and objective one. HICAP has 1,000-1500 good reports from competent observers, and WD can't believe the Air Force has only 20. This also contradicts the Air Force statement released in February that there are 646 unexplained cases in Air Force files. North Compus, University et Michigan Four total observed, #1 & 2, were operating in formation, making circles, loops, and other formation movements of aircraft type formations, higher altitude than #3, which was lower and hovering. Patrol pulled onto Marion Road to get closer, and then our attention was drawn to #1, from Milan Police Patrol. We pulled over onto arkona Road, 20' or about that distance East of RR Tracks, where we observed objects until about 6:45 AM, when we returned to our office in Ann Arbor. We last observed from US-23 and I-94, as a briliant light in the sky, and still climbing in altitude. STATEMENT OBTAINED FROM JOHN KING, BANGOR, MAINE, WHO FIRED PISTOL AT UFO NATIONAL INVESTIGATIONS COMMITTEE ON AERIAL PHENOMENA 1536 CONNECTICUT AVE., N. W. WASHINGTON, D. C. 20036 Strange as it may seem and as skeptical as I had been about these sightings of "UFO's" in the past, I can now erase all doubts in my mind as to these fingings. On the evening of March 23rd, 1966, I had been coming home after bringing my fiancee home. I drove down Inter- state 95 toward Bangor, took the Hogan Road exit, then made a right turn on the Mount Hope Avenue road. The Bangor State Hospital is located on the left hand side of the road as you would travel towards Bangor on Mount Hope, and just about the second entrance to the hospital I noticed an object in the field just past a patch of small bush-trees to my right. I slowed my car down to get a better glimpse PHOTOCOPY FROM GERALD FORD I BRARY of whatever it was about 200 feet in the area from the road- side. From what I could see from inside the car the object was about two car-lengths in length, approximately the half distance between two telephone poles, about ten feet high, with at small blueish dome-like canopy on top. It resembled a deflated football, but was more rounded on top than was on bottom. I emerged from my car and took off my glassed to get 3 better look at it. Then, I noticed that the object had an orangy light or something to that effect in the center and a blueish 11g t on the right and an white light on the left. Both of these "lights" were a frosty or hazy hue. 2. The body or fuselage was an awful color, one of which I had never seen before. It was 3. yellowish color and I could distingtly see some sort of metalwork in small ribbed form on this thing. From the underside it looked as if 1t had 3 reddish ef ect which readily changed to a pink , orange and then back to a red. This was approximately around ten minutes before twelve am. , add at this time I was not about to just stand there observing whatever was starting to move. I went for ay $22 magnum automatic pistol that was under the seat of my convertible, took the clip from my glove compartment, loaded and cocked the pistol and went back out to where I PHOTOCOPY FROM GERALD FORD I BRARY was standing outside the car over the left fender and waiting for watever the next thing that may happen. The object moved from my right to left, as I have said, the thing cas about 200 feet in the field then moved slowly and stealthly 150 feet vertical with the road. I was about ready for anything at this time. Even dying. I could hear the scrapi> of the undercarriage of the object on the small alderberry bushes and pine trees that were in its path. It then stopped and started towards me, quickly at first, then slow, like 3 tank would approach its target. I aimed the pistol at the orangy "11ght" in the middle which kept getting lighter and darker, lighter and darker, then , when the thing was about 100 feet from me I broke the silence for the excep- tipn of the scraping, with a shot from my pistol. The shot I did not intend to fire. Nothing happened. This thing 3. just kept coming at me slowly. when it was about 50 feet away from me it stopped, the car lights dimmed and the radio cut out. I was listening to mucic from WKBW in New fork. I lost the station completely. This I did not pay any attention to. I shot the pistol once more and still there did not seem to be any reaction. The object was hovering then, over a large puddle 50 feet away and I could see rotating livits or windows underneath of the craft. The only noine was a slight humming electrical sound like ohm voltage current. I fired once more and it started to glow a little brighter in the colors I described and took off at 8 tremondous rate of speed. I fáredagain as 1t took off. I thought I saw another thing take off at the same speed and direction at the same time. This seemed to be smaller. It took off at an 80° dihedral and as 1 got back in my car I saw it vanish from the area but saw 1t high above the city, Very high and gleaming. I had 8. little trouble to start the car, but finally started it. This should not have happened for it is a fairly new car. I immediately went to the Bangor Police station and told them of what 1 saw. I was very shaken up. After I had filed 8 report with them, a caller phoned in to the police st Mou, identifying himself as a Captain at Dow Air Force Bass 10 Bangor, add said, as I heard 3. police- officer say,...." You are Captain who Captain at Dow You DAY that five people just say something in the sky you saw it too where Was it yes how long ago ten minutes ago? you did, right thank you for calling sir, we will see about it." Another woman called shortly thereafter and said that she and her husband, a music teacher at the University of "aine and a student also SAW something in the sky bobbing up and down and vovie; from right to Left in the sky. Earlier to the evening = protinent woman spotted what seemed to match the description of exactly what I saw over Garland Street Junior Hign School. This area is all tared and The school area is not swamps. This, she saw at 9:30, the same night as all these reports came in. A. 12 year old Bangor girl and her mother wittnessed a shiny object at 5:15 pm the night after over a wooded section near their home. A family on Indian Island in Old Town, Maine said they say a bright orange object hovering over their nome and was much "bigger than any star" It displayed other 001028 35 It rotated in the distance.
